getting into the mid 80s. so a little bit below average for this time of the year. around the bay shoreline. we have overcast skies right now, some pockets of drizzle, that cloud cover still hanging on close to 11 a.m. i think after 11 a.m. we'll see more in the way of sunshine pretty fast. so by the afternoon it is sunny, but temperatures are below average. we'll keep it in the low and mid 70s for daytime highs along the coast. today it is foggy. we have low visibility. we have some drizzle. you'll need your windshield wipers for a few minutes out there this morning. we'll find partly sunny skies and temperatures today along the coast, mainly in the low and mid 60s. let's check in with amanda. see those drive times this morning? hi, drew. >> we'll take a live look from our south beach cam. you can barely see the bay bridge. you can only notice it by the headlights that are heading into the city. here things are driving under the speed limit on the bay bridge. nothing really in their way except for that fog. that's what's keeping things just a little slow moving. and then to san jose we go. there was a two vehicle crash that was moved to the shoulder. this is on northbound

101 before oakland road, slowing things down to about nine miles per hour. and then adding to that slowdown. there is a report of a stall in the second lane from the left. this is different from that crash. and then the san jose 87 cam southbound 87. it's clear here. heading to 101 is starting to fill in. i could say that, but you can see really a smooth commute here at 602. reggie. >> amanda. thank you. today we're expected to hear from oakland mayor shengtao about the deal to sell the city's half of the coliseum complex. but what happens to the rest of that site? and how will the city use the money? abc7 news reporter gloria rodriguez is here to explain what comes next. >> good morning. reggie. as far as what's next, the oakland athletics owned the other half of the site and there are still questions about when and if that 50% will be sold to had this deal not gone through. there was talk about the loss of public safety jobs. mayor xiang tao says this is not just a short term solution that keeps police and fire stations open, but the oakland police officers association is skeptical and sent this statement overnight.

the opoa is doubtful. the sale of the oakland coliseum will solve the mayors and city councils epic mismanagement. we are deeply concerned for the safety of residents, businesses and our police officers, mayor tao announcing oakland's half of the coliseum site has been sold in a deal between the city and the african american sports and entertainment group. the sale is worth at least $105 million. mayor tao released a pre-produced video clip in reaction to the sale, but did not talk to reporters directly or answer questions. >> i'm really excited, and i just want to thank everybody who worked day and night to ensure that this deal has gone through. >> this deal has taken forever. just to get to this point. now we have half of that land sold. the other half. i'm told, should be sold by john fisher. and the a's no later than the end of this week. >> that's abc seven sports director larry beil. in a

statement, mayor tao says it is a deal that will lead to a multibillion dollar investment in east oakland, which will bring business opportunities, affordable housing, tax revenue and community benefits for decades to come. and the mayor is expected to hold a news conference about the sale at 10:00 this morning. of course, we will be covering it for you live in the studio. gloria rodriguez, abc seven news. thank you. >> gloria. new developments as we are tracking the wildfire emergency across several western states, including our own. at last check, the national interagency fire center says it's monitoring more than 100 active wildfires from california to colorado and arizona. and they've burned more than 2 million acres combined. the park fire is now the sixth largest wildfire in california history. the massive blaze is more than 12 times the size of san francisco. just how intense the fire is and what firefighters are dealing

with. this is a firsthand look at the perspective of a north bay cal fire crew. they are currently assisting in this firefight more than 5300 personnel are there coordinating in the response. >> the park fire has burned more than 383,000 acres. containment is now up to 14%, but the destruction is growing. cal fire now says the fire has destroyed 165 buildings. the community of cohasset is the hardest hit. ron ward's home survived. as the fire moved in. he and his son stayed and they managed to save their home. you've got a one of the largest fires now in in our history coming our way. >> so and we knew it was going to be bad. we just didn't know how bad it was going to be. >> he didn't have a lot of good choices. ward said. his family just got dropped by their insurance a month ago, so if they lost their home, it would have wiped out their life's savings, he says it's devastating to talk to so many

friends who are facing such loss. >> we're very blessed and we're glad that we were able to save our property. it just it's tough. there's a lot of those phone calls, a lot of people who have lost their homes, they haven't even been been able to get back to look at their homes. >> the man accused of starting the fire appeared in court yesterday for the first time. ronnie dean stout, the second is facing a felony arson charge. the butte county district attorney says witnesses saw stout's car get stuck at the top of a hill and heard him revving the engine. prosecutors believe that's what sparked the fire. when stout saw the flames. they say he pushed the car down a hill instead of calling for help, the da says. stout claims this was an accident. he's being held without bail and is due back in court on thursday. you can keep track of the fires burning across the state with our abc seven california wildfire tracker. it gives you a full picture of the fires and smoke across the state. it's up for you right now on the front page of abc seven news.com.

tackle the drug crisis some welfare recipients could get up to $100 a week if they can prove they are drug free. supervisor matt dorsey is behind the plan that leaders are calling the cash not drugs legislation. this is designed to complement prop f, a voter passed measure that requires people on welfare to get drug tested before receiving a $619 check every month from the city mayor. london breed got candid about her personal reason for supporting the plan. >> i lost my sister to a drug overdose. she was down in the streets of the tenderloin. it was definitely very difficult. i want to make it easier, just as easy to get treatment as it is to go out there and buy dope. >> the board of supervisors still needs to approve the legislation. if it passes by the end of this year, the city will get six months to prepare. so the legislation is set for mid 2025. >> today, the san francisco community clinic consortium is holding a news conference to highlight national health center

580 from stenmark drive into the toll. so just be aware there. i'm also tracking a crash in napa valley involving a police pickup truck and a pedestrian. it happened just after seven last night at the intersection of berry and washington streets in calistoga. officers say the patrol vehicle hit a 22 year old woman who was crossing the street. she was taken to the hospital to be treated for what police are calling major head injuries. it's unclear if she was walking in the crosswalk. officers are also investigating if the patrol car had its sirens and lights on. no one else was hurt and the road has since reopened. no word yet on any disciplinary action against the officer driving that police pickup truck. back to you, reggie and kumasi. >> amanda. thank you. new developments, more bay area firefighters are making their way to the largest wildfire in the country. the park fire is now at more than 383,000 acres and four counties. that's an area 12 times the size of san francisco. it is now california's fifth largest wildfire in recorded history.

the san francisco fire department posted a video saying it just sent additional crews to help on the fire lines. >> a large portion of land used for outdoor education projects at cal state university, chico, has been damaged by the park fire. a post on the facebook page for the big chico creek ecological reserve says the vast majority of its 7800 acres has been impacted. they say most of the reserve's infrastructure is lost, but it's too soon to know the full extent of the damage, according to the post. they'll be closed to visitors for the foreseeable future. evacuation orders are now in place in kern county, where the burrell fire has charred more than 53,000 acres since it broke out six days ago, reports say. all but a few buildings in the mining town of zavala, northeast of bakersfield, have been wiped out. in all, some 2300 people have been ordered out of their homes because of the fire. it's caused $2.5 million in damage.

to mayor london breeds announcement of, quote, very aggressive sweeps of encampments starting next month. amanda is at the live desk with more on advocates demands to the city. >> kumasi several san francisco community organizations are responding to governor newsom's executive order and mayor breed's comment from earlier this month. mayor breed made the announcement during a debate hosted by the san francisco firefighters union. she applauded the supreme court's decision in june that allows cities to enforce rules restricting unhoused people from sleeping outside. she said the city may start issuing criminal penalties for violations. and just last week, governor newsom also issued an executive order directing cities to clear encampments. community groups are calling for the city to take immediate action to fill the more than 700 vacant living spaces that includes the hotel whitcomb on market between eighth and ninth streets. it's currently closed, but there are more than 450 rooms there that they say should be used as shelter for the unhoused
