fire in berkeley. fire crews have been on scene for hours. we are live this morning developing news in the middle east. >> a top hamas leader killed in an alleged assassination already high tensions between hamas and israel escalating even higher. how the us is responding to this attack today is the start of a boom loop here in oakland, so let's do it. >> oakland city leaders enthusiastic about the latest deal to sell the city's stake in

the coliseum complex. bring more about the development plans in that area. the brothers stop, take everything. >> that's it, that's it, that's it, that's it. >> crews in san francisco start the process of clearing out homeless encampments. how? advocates for the unhoused are reacting. >> good morning to you. it's wednesday, july 31st, starting with a check of our forecast. >> drew. yeah. >> so starting out again. gloomy skies, some drizzle out there. the accuweather forecast showing you the exploratorium camera just like yesterday. you could see quite a bit of fog. i need the windshield wipers this morning we have drizzle across the city, some drizzle reported in the east bay and also along the coast. so right now we are seeing that no sky july for the final day of the month. lots of cloud cover, but inland is the lone area that is seeing clear skies at this hour. so temperatures very similar to yesterday. pretty uniform underneath the cloud cover. we're starting out in the mid 50s to the mid 60s, just like yesterday. you'll likely need

that morning layer on for the next several hours. but today a warming trend does get underway. so you look at our inland temperatures. we're no longer in the 80s. we'll jump about ten degrees from yesterday's daytime highs. we're going into the mid 90s later on this afternoon. so numbers are getting above average for this time of the year. around the bay shoreline. it's really cloudy this morning. we'll get that sunshine breaking through the clouds close to 10 a.m. then those numbers reach the mid and upper 70s for daytime highs. but along the coast, very similar to yesterday. look at all that fog. will have drizzle this morning and temperatures in the low to mid 60s. let's check in with sue and see those drive times. this morning. >> good morning. well we have good news. we had an earlier traffic alert with a jackknife big rig in castro valley on 238 southbound. here's the video of what it looked like at that tim. yes, a car got smashed up in the big rig. was perpendicular to 238 southbound. the good news is that it has just been cleared out of lanes for your morning drive. so traffic is recovering

through the castro valley. y for a time we had no big rigs allowed on 580 that has now been lifted. once again, this jackknifed big rig cleared out of lanes for your morning drive in castro valley. >> thank you. sue, we have breaking news out of the east bay where fire crews are working to put out a big fire in berkeley. this started just before three this morning, and it has already destroyed a building. at one point, flames were shooting through the roof. going to show you now where this is happening. it's on hanes avenue. just a few blocks away from ashby avenue. abc seven news reporter gloria rodriguez is live in the area this morning, and just finished speaking with the battalion chief on scene and gloria, 15 minutes ago we could see flames is still the case. >> you know what? the fire pretty much appears to be out at this point. right now, they're pretty much just attacking hot spots, and we just talked to the battalion chief who says thankfully nobody was hurt here. now, this appears to be a vacant building. that's what they're

thinking right now. we're not sure exactly the business that it used to be, but thankfully nobody was inside that business when that fire broke out. but the battalion chief does tell me that the roof collapsed in, so they were attacking the fire from above. and again, it is pretty much out right now. they are just working on those hot spots. this is in berkeley at seventh street and hanes avenue and there are some businesses around. we also saw at least one apartment building nearby, but i'm told nobody had to be evacuated. it does not appear that the fire really expanded beyond that one building. so that's also some good news right there. but right now they're saying that they're pretty much just letting this cool down, continuing to attack those hot spots. they still have more than 30 firefighters here on the scene. and they still do not know the cause of that fire. so we will continue to be out here and get you the very latest on this fire. live in berkeley. gloria rodriguez, abc seven news. >> thank you. gloria. people in

butte county are beginning to see the full extent of the devastation from the park fire. some were allowed to return to what is left of their homes yesterday. this is the fifth largest fire in the history of california, and 270 buildings have been destroyed. more than 386,000 acres have burned, but there are some signs that crews are beginning to make progress to contain it. yesterday, the fire only grew about 3000 acres and containment increased last night to 18%. strong winds are hindering efforts to get the burrell fire in kern county under control. the fire is burning northeast of bakersfield and it's charred more than 57,000 acres and destroyed the mining town of havilah, more than 2300 people in the small community of bodfish were forced to evacuate. nearby lake isabella is also under an evacuation warning. governor gavin newsom toured that devastation and signed an emergency proclamation to fast track resources and support this

emergency. >> proc will allow more national guardsmen and women to help support your efforts, not just in the immediate, but in the aftermath. in the mopping, as we say things up and getting people back on their feet. >> newsom praised the efforts of first responders. the burrell fire is 22% contained. you can track the wildfires across the state as well as air quality with our interactive wildfire tracker. it's easy to find. you can bookmark it right now. go to abc seven news.com/fire map. >> developing news in the israel-hamas war a political leader of hamas, ismail haniyeh, has been arrested, assassinated, i should say, in iran. and it's unclear who killed him. no one has claimed responsibility for the killing, but hamas is blaming israel. in a statement, hamas claimed israel targeted him in a raid on his home in tehran. haniyeh is one of the leaders israel had vowed to kill over the october 7th attack. us secretary of defense austin lloyd didn't answer questions about the killing last night, but he told reporters the u.s.

is committed to avoiding a wider war in the mideast. >> we're going to do everything we can to make sure that we keep things from uh, uh- turning into a broader conflict throughout the region. >> the killing is a major blow to hamas. haniyeh was a key figure in their political operations, iranian state run media reports. a senior hamas official says the killing will not go unanswered. >> developing news nonprofits are bracing for an influx of new clients as we start to see the first homeless encampment sweeps in san francisco. you see this video, it shows police and city workers trying to take down one encampment yesterday, and we know at least one other one was cleared to the city is one of many here in the bay area becoming more aggressive in tackling the issue after a recent supreme court ruling. while it is supported by some people, homeless service providers we spoke with believe this is the wrong approach. >> it's just shortsighted. we will not see a net change in the

numbers of homelessness or the visible homelessness in our communities. through this effor, some service providers are asking city leaders to focus on root causes of homelessness, like the housing affordability crisis. >> 507 this morning air quality we're keeping our eye on these monitors with fires burning across the state again, onshore flow that deep marine layer that we have right now keeping us with that fresh air this morning, lots of green dots across the board. but here's the park fire moderate air quality near the fire. we're now starting to see some moderate air quality around reno, close to south lake tahoe. and we do expect if you're going to tahoe today and tomorrow, moderate air quality will persist. you'll see some smoke swease and why we have several fires burning. here's the park fire. another one burning outside modesto. another one burning in sequoia national forest. the onshore winds are continuing today, so that keeps us with good air quality. and those winds continue tomorrow. by friday we may see a little haze in our

atmosphere. but for the most part, we don't think our air quality gets above moderate over the next seven days. so some good news there. back here locally we will find that marine layer hanging with us all morning long. just like yesterday takes its time breaking down. but today is going to be a warmer afternoon. inland will get those daytime highs into the 90s, 70s and 80s around the bay shoreline. so highs today we'll go to 67 in the city with afternoon sunshin, 72 in oakland, 85 in san jose, 82 in napa. but now 90s are back inland. low to mid 90s and will stay in the 90s each afternoon the next seven days with high pressure moving in closer, we will watch some monsoonal moisture move in through the state. here locally by friday. could spark some thunderstorms in the central valley for us. we'll see some high clouds. we'll plan out the rest of your weekend. reggie coming up in just a few minutes. drew. >> thank you. the state is launching a new effort to speed up affordable housing developments specifically for teachers and school staff. coming up, we're taking a look

u.s. senator alex padilla introduced legislation yesterda. it would allow the national park service to expand the boundary of the rancho corral de tierra site in san mateo county. if it passes, the national park service could acquire scarpa ridge, the peninsula open space trust currently holds the area, but says it doesn't have the staff to maintain it. >> oakland mayor shank says the sale of the city's stake in the coliseum complex is a major win. she signed the terms of the agreement yesterday, and now it allows the city to sell its 50% ownership in the site for $105 million. so that means the city gets $63 million between now and january, and the remaining 48

million by june of 2026. and the deal pumps millions into a city facing a historic deficit. >> this is a vicious cycle. we are continuously looking at how we don't have enough resources. so this investment in the coliseum is going to be felt decades from now. >> the complex has been sold to the oakland based african american sports and entertainment group. it is proposing a multi-billion dollar project that would include hotels, restaurants, businesses and affordable housing. because the city already passed the coliseum area specific plan in 2015, it removes possible legal hurdles and red tape that already comes with the ceqa. >> it comes with an eir. it comes with so many different elements of planning that are already cured, so it really can allow you to sort of move quicker. >> though the sale of the city's ownership is complete, the group still has to negotiate with the a's, who own the remaining 50% of the land. the group says they've had positive discussions with the team.

several days. and there will be a slight weekend warm up for you too. over here in southern california. we're going to be around 87 degrees, and then those temperatures are going to stay really nice across southern california, 87. and then we're going to start to really heat up by the time we head into your saturday and sunday. now we're talking about those changes shifting right back to triple digit heat. we're going to see clear skies downtown los angeles looking pretty good out there. this morning. it's going to be a pretty nice throughout most areas here in southern california. 85 degrees on the way for downtown orange county, 85 also out towards our inland valley communities. those temperatures are going to hover right around 97 degrees, and then you make your way out towards areas closer towards the beaches, about 73. we're going to see those mountains climb to 82. and then the high desert areas, those temperatures right around 101 degrees. we'll have more coming up in a little bit. brianna ruffalo stone take a look at traffic. how's it going, bri? hey. >> good morning. all right, well, the situation over in glendale cleared, but we do have this accident over in debelle, and this is causing some traffic. now, we have a couple lanes blocked off, but there are a couple that are open. so you will be able to get through it.

there's a car fire on the 710 southbound right at florence avenue. now the good news is about this area. you have eastern to try and get around some of that traffic. also, the five south is looking wide open if you're headed southbound on that freeway. either way, just know this is now going closer to backing up to about washington boulevard. so it is moving slowly, but we'll let you know when those other lanes reopen soon. john. rachel, send it back to you. >> okay, bri. thank you. breaking news. another multi-million dollar home in taf an attempted burglary. and it was all caught on camera as a neighbor chased them off. >> yeah. eyewitness news reporter irene cruz is live in tarzana with some new video for us. irene >> yeah. rachel. john good morning. people who live in this tarzana home could have been the next burglary victims, but as you mentioned, it was actually a neighbor who scared off those would be gun. and that neighbor has surveillance cameras all throughout this neighborhood. he actually watches the footage in this trailer behind me. so let's show you some of that footage of what happened last night. this is that neighbor surveillance after 10 p.m. last nht on ora avenue. again, this was a

burglary attempt at this $3.5 million home in tarzana. julian harper smith lives across the street. he says he has 40 cameras out here in the neighborhood. he saw a driver and three masked men jumped the wall of his neighbor's property. they were scoping out an open garage that had teslas, a porsche and ice scooters. julian immediately jumped into action. he flashed extremely bright lights at the suspects before firing paintballs and pepper balls. julian says the lights really had an effect on those masked men. >> three guys. as soon as i turn on the light, they took the turn. i turn the light on. it lit up all the trees behind me. so they pretty much seen that. they ran back to their car and then, i was right there next to us. i put the flashlight down. they hopped in the car, and then i just give them a couple of warning shots in the back of their cars to tell them not to come back. hopefully that worked. i'm not sure, though, and this isn't the only case. >> there have been at least nine burglaries in the valley this past july alone, three in woodland hills and six in encino. thieves taking off with jewelry and designer bags,

another one happening yesterday afternoon, lapd swarming a house and two women who were at home at the time managed to escape. mounted police patrolled through ventura boulevard and surrounding streets yesterday to give people peace of mind. now back at her live in this tarzana neighborhood, julian says he talked to the homeowner. he says he is very thankful that julian was able to deter those suspects. and julian told us that he has so many cameras here in this neighborhood because he says he's seen car break ins, mailbox break ins, people walking through yards pretty much every other day. so that's why he has x wants to put up many cameras to be very cautious about what's happening here in this neighborhood. reporting live in tarzana, irene cruz abc seven eyewitness news. >> and let's hope those cameras help police in their investigation. irene. thank you. iran's president is condemning the killing of hamas leader ismail haniyeh in tehran. hamas blames israel, which has declined to comment. haniyeh was killed after attending the inauguration of iran's new

president and meeting with iran's supreme leader. israel had vowed to kill haniyeh and other hamas leaders after the group's october seventh attack while in the philippines. us secretary of defense lloyd austin was asked about that strike. he said he had no additional information to provide, but expressed hope for a diplomatic solution on the israel-lebanon border. >> i don't think war is inevitable. i maintain that i think there's always room and opportunities for diplomacy. and i'd like to see, parties pursue those opportunities. >> israel has confirmed it carried out a rare strike on beirut, lebanon, which it said killed a top hezbollah commander. fouad shakir was allegedly behind a weekend rocket attack that killed 12 kids and teenagers. and the israeli and israeli controlled golan heights. but hezbollah has denied carrying out that attack. the us also blamed chakour for the 1983 bombing in beirut that killed 241 american service

members. >> here at home, the nixon fire in riverside county has now expanded to close to 5000 acres. and right now there's no containment. all evacuation orders and warnings do remain in place. this fire started monday in aguanga. it's since destroyed one home and damaged four other buildings. there are close to 900 homes in that evacuation zone, and close to 3000 people have been ordered to leave. firefighters are struggling to contain the fire because of the steep terrain and the rural area. meanwhile, an apple valley new fire is sparking mandatory evacuations. this is the pole fire. it's burned about 350 acres. people are being forced from their homes in an area south of roundup way. dozers and water dropping aircraft are being used to fight the fire. >> well, this could be good news for some l.a. restaurant owners. the deadline to apply for the city's permanent alfresco dining permit has been extended. yesterday, mayor bass announced an extension to the alfresco temporary authorization

initiative. the temporary program was set to expire today. the permanent alfresco program allows eating and drinking establishments to continue operating in outdoor spaces set up during the pandemic. the last two fred segal clothing stores have now shut down. they were located in malibu and in west hollywood. the brand had been part of the l.a. fashion scene since the 1960s, but according to the l.a. times, the stores never recovered from the impact of the pandemic. a fred segal home furnishings store will remain open in culver city. >> well, many of the actors who voice hitting the picket lines tomorrow after going on strike friday. ten video games companies are impacted by the interactive media agreement strike after talks broke down over ai protections, sag-aftra says the video game performers will be picketing outside warner brothers games in burbank from 9 a.m. to 12 p.m. tomorrow. >> we have some new video this morning of lapd the olympics. te

are 32 reserve officers and a supervisor there. you can see there even appears to be la cruisers. lapd cruisers. yeah, the officers are helping with crowd control and providing additional safety, as well as getting experience for the 2028 games. the la times says france paid for the officers to attend. do they really need to fly out police cruisers to paris for this? this is going to help us when we host, as long as we're not paying for it, i'm okay with it. >> yeah, they said france is paying for it. the women's u.s. olympic soccer team is playing today, and watch parties will be held locally. >> that's right. the u.s. is playing against australia with kick off set for 10 a.m. the angel city football club is hosting a watch party at 33 taps in downtown la, and that gets started at 9 a.m. another party will be held at legends sports bar in long beach, the us gymnastics team is golden once again. >> the team took top honors at yesterday's team final in paris, leading that team, of course,

we understand. according to the lapd, we believe there was a short pursuit. now, they did not confirm that. but we see that black bmw slammed into a parked car, and now they tell us there are four outstanding burglary suspects that they are searching for. it's right next to the belmont baptist church here. and school. there's about a four block radius where they set up a perimeter. they have k-9 here. they have a helicopter overhead with the night sun. looking for the four outstanding suspects. as far as we know, at this point in time, none are in custody. so if you live in this area in south los angeles, in between 93rd and 94th, both sides of avalon and just keep the doors and windows locked. it's not certain if these suspects are armed, but it certainly is possible. there are some apartments here, there's some homes, but a large lapd presence, as well as they continue the search for these four outstanding burglary suspects. rachel. okay. >> scott. we'll check back as the search continues. thank you

for that update. time is 544. and here's a look at our top stories this morning. an attempted burglary was caught on camera in tarzana overnight. a neighbor appeared to chase those suspects away. >> metro is contemplating a possible extension of the k line through hollywood. >> the proposals could include a final stop at the hollywood bowl, the los angeles city council is set to vote on a $2 million plan to boost security for faith based organizations. >> you can always stay up to date on the abc seven los angeles app. >> well, new this morning, more student debt relief could come to tens of millions of borrowers this fall. >> that's right. eyewitness news reporter mark cota robles here in the studio with the latest mark. yeah. >> rachel. john. good morning. this news just coming out overnight. nothing yet is finalized or guaranteed, but it's certainly some good news for millions of americans struggling to pay off their student loans. now if that is you, check your email today, the u.s. department of education will be emailing borrowers with updates on this potential debt relief. if you don't want the relief, you have until august 30th to call your servicer and

opt out. once rules are finalized, it means debt relief could come as soon as october. this morning we have a little bit of insight on who might be eligible. the largest group includes people with runaway interest, people who owe a larger debt now than when they did when they initially took out their loans due to ballooning interest, the relief would reduce or cancel the interest that's built up depending on income levels. next in line would be people paying their loans for 20 years or longer, but still haven't paid them off if it's implemented as drafted and if it survives expected lawsuits, this could give some amount of relief to 25 million people. more information is going to be released this fall. president biden says to notify borrowers of the options now will help them move quickly. once the rules are finalized. now, making this process super easy, the department of education says no application will be needed, no action necessary. again unless you don't want the help, you will need to opt out. we'll send it back to you. >> what a huge financial relief.

okay, mark. thank you. new at 530, federal officials are calling out junk fees parents pay when adding money to their kids school lunch accounts online. the consumer financial protection bureau found some parents pay up to $0.60 in fees for every dollar they deposit. the fees, of course, hit low income families the hardest. schools are required by law to provide a fee free payment option and inform parents of all payment methods and fees, but many aren't following the rules. >> well, some students head back to school next week, but before you kids hit the books, you'll need to make sure they've got all the supplies they need without breaking the bank. and seven is on your side with how to make the most of this year's back to school sales. back to school shopping is back, and with inflation on everybody's mind, finding savings really matters. >> the first step, really is for parents to take inventory of what they have, especially if you have multiple children. it's hard to keep track of what you have and what you don't. so go

washington, california and north dakota, massachusetts, colorado, maryland, texas and minnesota rounded out the top ten list. >> i want to know where in california. it's affordable. i mean, come on, it's expensive to live here. >> it is expensive. >> interesting. >> yeah it is. >> yeah. and that is interesting. more more research to be done, please. all right, all right. good morning. this is what it looks like today. if you're heading out the door you have some great sunrises across southern california. however we do have some fog out there. that fog layer is moving across areas of santa ana out towards irvine. and yes, it is going to be one of those mornings we're going to see look at this. just great over into our inland areas. i mean, it doesn't look bad at all. we have some great clear skies which we haven't seen in a little while. there's been a bit of a haze layer or even that marine layer sticking around the coastal communities. but over in burbank now we're back to about 64 degrees. it's looking good. we're going to continue forward. now this is anaheim. you can see that the fog is here. so the closer you get to the coastline. well now we're talking about some foggy conditions. so we

have that developing not only from irvine but all the way down through anaheim. and so some of that visibility is going to be reduced, some i still don't see any dense fog advisory. so we're still okay. we still have that quarter of a mile of visibility 61 degrees out there into disneyland temperatures today over into ontario, 65 degrees on the way. it'll be about 65 degrees if you're heading out to areas closer to anaheim and 63 into riverside, 65 van nuys. now, these temperatures are a little bit warmer than yesterday, five degrees warmer in some areas. so it's not as cold of a start to the morning, but we are on our way upward. we're going to get right back to it. looks like those 80s by 11 a.m. today for areas of our valley communities by about 3 p.m. now we're talking about 91. notice the clouds are moving in to day two. the reason being we have an area of high pressure. i'm going to show that to you. this area of high pressure just out towards the east of us is slowly going to start to move in. we start to see some of those clouds build in as well, because of the northerly winds that are shifting downward in our direction. so those two components helping to enhance the clouds today and i would say tomorrow too. so for us on your thursday now it's 83 degrees for los angeles. let me just point

while we were off the air. let's go to drew with a look at our bay area forecast. >> yeah. good morning. i do want to say a thank you to our friend, meteorologist leslie lopez, down at our sister station in los angeles, keeping you informed over the past couple of minutes. but here is the local forecast for you today. we are going to see warmer weather move in here. we do have a lot of cloud cover out there this morning. but the big takeaway inland we're going back into the 90s for daytime highs. so noticeably warmer out there this afternoon. good morning oakland live. look at our okay camera 60 degrees at current temperature in the east bay. very high humidity and a light wind out of the northwest at seven miles per hour temperatures. right now we're waking up to the mid 50s and low 60s. pretty similar to how the past few mornings have begun. that layer that extra layer, you'll keep it on for the next several hours as we're slow to warm. but inland, those temperatures take off in the afternoon mid 90s in our warmest areas inland, around the bay shoreline, we'll have clouds giving way to sunshine, upper 70s for daytime highs. and then along the coast we will keep it quite foggy out there. limited

sunshine and highs in the low 60s. >> hi sue, good morning drew. good morning everyone. we go to the outside richmond san rafael bridge. if we can get my maps u. here we go. oakland. that is 880 past the coliseum. it's moving at the limit. no delays as you make your way north and southbound. and we'll take a look now at the richmond san rafael bridge. we have a stall blocking the right lane on the westbound section of the span, and you can see it's really affecting your drive west and a little bit to eastbound as well. it's a guy in a car with a blown out tire. they're trying to clear it out of lanes, but expect delays on the span. >> thank you sue. now to the breaking news. we are covering in the east bay. fire crews are working to put out a huge fire in berkeley. it started just before three this morning. want to show you where it's happening. it's burning on hines avenue, which is just a few blocks away from ashby avenue. abc seven news reporter gloria rodriguez is live in that area right now, as you can see where it is on the map. we head out to

gloria, who is on the scene right now. >> gloria. >> good morning. kumasi. yeah, you know, the fire is pretty much out except for some flames we've seen from some smaller hot spots. but you can see behind me. there's still a lot of smoke out here. and more than 30 firefighters are still on the scene right now. they are dousing this building with water as we speak. we have footage from early after the morning fire just broke out. the berkeley fire battalion chief believes this industrial building did not have a tenant. this is on seventh street and hines avenue in berkeley, and thankfully nobody was inside the building or was hurt. but the battalion chief says the roof collapsed in and they had to fight it from above and from a roof next door. wow. >> well, power line did drop and that was one of the hazards in the beginning. our crews had to navigate their way around that power line. we quickly taped it off. that power line also

started the van that it fell on to on fire. so we had that as an additional distraction. so they had to extinguish that. there was a transformer that blew while they were here. so their safety becomes paramount and they got to work their way around all that stuff, and we tape it off. p-g-and-e's was able to respond real quickly and they were shut off the power in the entire block so we could work around all the wires. >> and there are apartments nearby, but nobody had to be evacuated. as far as the cause of the fire, they are still investigating that. but right now, really, the priority remains putting out those hot spots and making sure that everything here is cleaned up. live in berkeley, gloria rodriguez, abc seven news. >> thank you. gloria. outside this morning, the tam cam. we've got a lot of low clouds out there right now. our morning marine layer is deep. we have drizzle across the city and along the coast will slowly pull those clouds back to the coast.
