san francisco's unhoused population out of town. mayor breed putting out an executive order to buy a bus tickets for the homeless population as the city's shelters are near full. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. this comes as mayor breed says they are seeing some progress in creating housing for many longtime san franciscans. but this directive addresses the growing portion of people coming in from out of town. >> abc seven news reporter tara

campbell has been committed to this issue. she is in the studio with more on this new mandate. tara. >> yeah. dan and ama. the mayor's move comes as the city ramps up efforts to sweep encampments. this following a recent supreme court ruling making waves making way for cities to force people off the streets. and now this attempt to send more people back home. the push to get people off the streets of san francisco is intensifying. mayor london breed issuing a directive thursday to all city departments working with homeless people, ordering them to offer relocation assistance before providing any other services, including housing and shelter. the goal is to reunite people with family and supports in other communities. >> i supported as long as we verify that those people will actually have a place. >> dell seymour is the founder of code tenderloin, a nonprofit working with people on the streets for decades. and he says the city's relocation efforts often fall short. >> you know, a lot of people get

on the phone very emotional and says, yeah, send them back. i'll take care of it. but by the time they get there, we're not sure if they really have a place. >> as for the reasoning behind the directive, the mayor's office points to the most recent point in time count the last tally showing 40% of unhoused individuals came to san francisco from another county or from out of state. >> there's a lot of people who come out here thinking that san francisco is going to be this wonderful state for them to live and thrive and actually, they're leaving home because they think they're going to find something else here, donna hillyard says. >> offering people a way home is key. >> they need to be able to go back home. i think offering them that chance to reunite with their family, with their support system is everything. >> while others warn the journey home program only goes so far in solving the homelessness crisis, it does serve a small population of people who do have communities outside of san francisco that they can reconnect with and, be housed, but any attempts in the past to expand it have been unsuccessful, because there's

seven news.com or your abc seven news app. >> now to the emotional scenes we watched on the tarmac tonight. back on american soil, families embracing and reuniting with their loved ones who had spent months, even years locked up in russian prison. >> the three newly freed americans are a part of the largest u.s. and russian prisoner swap in post-soviet history. 24 prisoners and multiple allied countries were involved. abc news reporter perry russom has more on the deal. that was months in the making. >> tonight, the american prisoners freed from russia, now on us soil, landing at joint base andrews in maryland. what did you have to say to the three americans and their family members, sir? >> welcome home. >> new video from the russian defense ministry shows part of the historic prisoner swap. wall street journal reporter evan gershkovich and former marine paul whelan being led to a plane in russia. the two men then on the ground in turkey, joined by al su khromacheva in the white shirt, boarding the bus.

resident also in the swap. the white house says he is heading to germany and his family will meet him there. he is expected to be back in the us soon to meet with president biden. perry russom abc news, washington. >> now to the campaign trail. vice president kamala harris is trying to pick out a running mate, according to sources familiar with her vetting team has met with pennsylvania governor josh shapiro. arizona senator mark kelly, illinois governor jb pritzker and minnesota governor tim walz. there are also talks of transportation secretary pete buttigieg joining the ticket. meanwhile, former president donald trump is headed to bozeman, montana, for a rally tomorrow, citing the state's budget issues. governor newsom says he's going to decline a pay raise all state elected officials are entitled to a 3.5% pay increase. in december, a newsom sent a letter to the california citizens compensation commission saying that he would reject that bump. the governor's salary is $234,000.

>> all right, let's turn to our weather. because as we creep toward the weekend, those temperatures are also starting to creep up. abc seven news weather anchor spencer christian is here with our 24 hour accuweather forecast. hi, spencer. okay ama, yes, those temperatures are creeping up. >> here's a look at your day planner for tomorrow. now overnight we're going to have the usual. i say usual because we've had it the last few nights. low clouds, fog and morning drizzle. so it'll be about 62 degrees tomorrow morning inland, around 7:00 in the morning, 60 around the bay. but by noon we'll be seeing mostly sunny skies, mid 80s inland, mid 70s around the bay shoreline. then by 4 p.m. the peak of our warming. generally it will be warm to hot, mid to upper 90s inland, upper 70s to about 80 around the bay shoreline and even at 7:00 in the evening, still up to about 88. in the warmest inland spots, down to about 70 around the bay. so the heat is on and will be with us for a while. a look at the seven day forecast a little bit later. >> ama dan all right. thank you so much spencer. a series of spot fires in santa cruz being investigated as suspicious. four incidents happened over the

course of 11 days near the lexington reservoir area. neighbors filled the room of a community meeting on tuesday, taking interest in this investigation. the fires were small but concerning in a region where major wildfires of years past were set by arsonists. there is a $10,000 reward for information leading to an arrest and conviction related to these fires. >> well, you probably have known someone who has come down with covid recently. maybe you have. tonight, the spike in marin county is serious. the number of people with covid in local hospitals has doubled in just the last month, and seven deaths in july is more than double the normal rate. abc seven news reporter tim johns is in the north bay with with what is driving those elevated numbers. >> covid cases are back with a vengeance in marin county this summer. last month, the county saw its highest number of deaths from the disease in over a year. >> what we're seeing right now are higher rates than we were seeing last winter. >> doctor matt willis is the county's public health officer. he believes the spike is being

driven by a number of factors. those include more transmissible variants as well as hotter than normal temperatures in july. >> as summer comes, there's more gatherings. we've had gatherings both indoors and outdoors as we had heat waves. unfortunately, people were coming back indoors in air conditioned settings that might have fueled transmission. >> the uptick in covid cases has gotten the attention of more than just the public health department. at senior living facilities like the redwoods here in mill valley, they tell me that they're taking extra precautions to help keep residents safe. kyle ruth slosser is the chief operating officer at the redwoods. he says while they've had a few cases at the community, they've mainly been able to keep things under control, an accomplishment. ruth wysocki credits to some of the steps the redwoods has taken some of the measures that we've kept in place are screening all of the visitors that come to this community to see if they've had any symptoms of covid 19 or have tested positive recently for the virus. >> we're also practicing universal masking in our skilled nursing facility at this point. >> as for everyone else, doctor

willis says vaccination remains the most effective tool for protection. he says while he's heard that vaccines have been harder to come by ahead of an expected new shot in the fall, he's encouraging everyone to get up to date on their vaccine series as soon as possible, and with the transmission rates as hard as they are right now, that's too long to wait. >> so we want people to really, you know, reach out to their medical provider and get the vaccine now, especially those that are in that over age 65 age group. >> wallace's department is also recommending people in that age group mask up at indoor public settings until this surge is over in mill valley. tim johns abc seven news. >> this is a story we've been following for a while. the redevelopment of the hunters point naval shipyard. it covers roughly 500 acres, but there is toxic waste. and last year, radioactive material was found at the site. nearby residents ended up suing over the cleanup effort. the chronicle says the navy today agreed to expand the toxic cleanup, which is going to further delay the project could take an additional 18 months as the navy retests some of the sites. the shipyard was heavily

>> we're still trying to figure out why this happened and which is why we're hoping that the public will help us. like they've been helping us with some of these older cases and going forward, we're hoping to continue to add new cold cases to this. >> san jose detectives are calling on its citizens to help with murder cases that have gone cold. the department now has its own most wanted list, and tonight they're zeroing in on two cases in particular, there are now new images in the hopes of identifying the suspects. >> police shared them with us tonight. the first image shows two men believed to be suspects in a december 2018 shooting of a man in the area of east virginia and south third street. you're seeing that image here. >> detectives then shared a second image of a 1990s gold lexus sedan taken in november of 2020. police believe the suspects used that car after the fatal shooting of a man on orlando drive. both cases are highlighted on the department's new most wanted social media pages. >> now we are adding the additional profiles where we may not have a actual suspect

identified, but we have some type of suspect information where we're hoping we'll generate some type of lead to, again, track these people down and hopefully bring some closure to families. >> anyone with any information should call the san jose police department. >> sea lions are stranding themselves along with the along the california coast and at an alarming rate. and the likely cause is poisoning. experts say it comes from a harmful algae bloom giving off a dangerous toxin. the toxin gets into shellfish and small fish, which are then eaten by the sea lions. it can cause them to get disoriented, have seizures and even starve. most he sick animals are showing up in santa barbara and ventura counties. people can also get sick from eating contaminated shellfish of course, fecal matter has been floating around in lake tahoe. >> carnelian west beach has reopened after a huge sewage leak nearly two weeks ago. a health advisory has been lifted. placer county says the bacteria levels have returned to a normal range. a main sewer export pipeline was struck by a worker

great mood. oh. so cute. all right. how are we doing on our weather? yeah. >> spencer christian is cracked me up. >> sorry. they are too cute. they wrestle around and toss each other around. the look on their face is like, how did i get here? what's going on? how did we get here, though? with this heat coming our way, i'll show you. here's our satellite radar composite image. the high pressure area you see there in the southwest will be the dominant feature in our weather over the next several days, it'll be the system that brings us the heat. it's also bringing us some monsoonal moisture from the desert southwest that will be flowing up through the state over the next couple of days, and may present the possibility of some dry lightning as the daytime heating destabilizes the atmosphere. but we'll keep an eye on that for you with that. it doesn't have a high probability of happening yet. so looking at the wind speeds right now at the surface, they're generally pretty light 12mph in oakland, 13mph at sfo. and it's about the same temperature range right now as last night. this time for most locations, maybe 1 or 2 degrees warmer, generally across the region. here's a view

from mount tam looking down onto the bay. little finger of fog beginning to push out over the bay right now. 56 degrees. here in the city we have low 60s at oakland and hayward, 67 at redwood city, 66 san jose, half moon bay, 55 degrees. and the view from calm emeryville. right now under mainly clear skies with a few high clouds. we have mid 50s at santa rosa and petaluma, 62 at napa, upper 60s at fairfield and concord. still 71 degrees in livermore. looking across the embarcadero, these are our forecast headlines. it will be a hot, warm to hot pattern through next week. high temperatures inland during this period of time will range from mid and upper 90s to near 100 on the warmest days in the warmest spots, and the heat will probably reach its peak around tuesday or wednesday of next week. overnight. look for more low clouds forming along the coastline, pushing locally across the bay. lots of patches of drizzle as we have seen in the last several nights along the coastline and moving inland. a little bit. and we'll have clouds overhead, high clouds as well. so early morning hours will not have a bright sky

overnight. lows will be generally in the upper 50s to low 60s. highs tomorrow in the afternoon, low 60s at the coast, mid to upper 70s, maybe a few low 80s around the bay shoreline and mid or mid to upper 90s inland. and here's the accuweather seven day forecast. this sunday we'll have a just a minor drop in temperatures by a couple of degrees uh. you may not even feel that, but then going into midweek next week, it warms up even more up to nearly 100 inland on tuesday. low 80s around the bay, close to 100 inland on wednesday. then on next thursday we expect a more substantial drop in temperatures and we probably will feel a little bit of cooling, although little bit of cooling, although it will still ♪ rinse it out ♪ ♪ every now and then ♪ ♪ i get a little bit tired of the stinks ♪
