worse than it was about 20 minutes ago. we're down to zero miles, which is thick fog. this morning, a quarter of a mile in santa rosa. so those areas in the north bay, in our valleys right now, we do have low visibility. just on novato. update to a half a mile. so you can see that fog is spreading right now in the north bay. have some coastal drizzle as well. here's a look at that fog from sutro tower this morning. we do have our morning marine layer with us. temperatures in the low 50s to the mid 60s. as we get you going on this friday. now inland it's another hot afternoon, but we will find a mix of sun and clouds. today we have some monsoonal moisture moving in from the south that's going to add additional cloud cover to our sky temperatures in the mid and upper 90s, and our warmest areas inland around the bay shoreline. it's a similar story. morning fog gives way to partly cloudy skies this afternoon, and highs in the upper 70s to near 80 degrees along the coast. just like the past couple of days, we keep it pretty foggy all day long. mostly cloudy throughout the day and cool with highs in the low in mid 60s. let's check in with sue. see those drive times?

>> good morning. we have a take a beautiful look outside at san rafael. it's 101 past the north gate mall and it's moving at a very nice clip. if your travels take you from novato through san rafael, southern marin all the way to the golden gate, you'll just encounter fog at the golden gate. that's pretty much it. you will need your windshield wipers. richmond san rafael bridge is also moving nicely so far. i don't want to jinx it, but so far so good. this friday light we do have a couple of problem spots. as always, we'll go to vacaville. the transition from 505 to eastbound 80. there's a stalled rig blocking that transition right now. the sensors look good, so we'll keep our eye on it. ladies. >> sounds good. thank you so much, sue. san francisco mayor london breed issues an executive order to buy bus tickets for the homeless population. as the city's shelters are nearly full. the mayor says the city is seeing progress in housing many longtime san franciscans. >> but this directive addresses the growing portion of people coming in from out of town. abc seven news reporter tara

campbell details this new mandate. >> the push to get people off the streets of san francisco is intensifying. mayor london breed issuing a directive thursday to all city departments working with homeless people, ordering them to offer relocation assistance before providing any other services, including housing and shelter. the goal is to reunite people with family and supports in other communities. >> i supported as long as we verify that those people will actually have a place. >> dell seymour is the founder of code tenderloin, a nonprofit working with people on the streets for decades. and he says the city's relocation efforts often fall short. >> you know, a lot of people get on the phone very emotional and says, yeah, send them back. i'll take care of it. but by the time they get there, we're not sure if they really have a place. >> as for the reasoning behind the directive, the mayor's office points to the most recent point in time count the last tally showing 40% of unhoused individuals came to san francisco from another county or

from out of state. >> there's a lot of people who come out here thinking that san francisco is going to be this wonderful state for them to live and thrive, and actually, they're leaving home because they think they're going to find something else here. >> donna hilliard says offering people a way home is key. >> they need to be able to go back home. i think offering them that chance to reunite with their family, with their support system is everything. >> while others warn the journey home program only goes so far in solving the homelessness crisis, it does serve a small population of people who do have uh- communities outside of san francisco that they can reconnect with and be housed, but any attempts in the past to expand it have been unsuccessful, because there's just not that many people who benefit from the program. tara campbell, abc seven news in the issue of homelessness is something we have covered from the beginning with all of its complex angles. >> that includes the families living in these rows of rvs in the city because they can't afford to live anywhere else. >> the person from the city who

came here to speak to us did ask me, what is holding you back? why are you here in san francisco? >> abc seven news reporter luz pena is hearing more of the story to make sure you can get the full picture as we work to build a better bay area. for all of our reporting, including expert analysis and how we got here, head to our website, abc seven news.com or on your abc seven news app. >> emotional reunions as three americans, including wall street journal reporter evan gershkovich and former marine paul whelan, are back on american soil, the trio arrived last night at joint base andrews, just outside of washington. they were greeted by their families and loved ones on the tarmac, along with president biden and vice president harris. whelan was the first one off the plane. he's a former marine. he had been held since 2018 by russia and gershkovich was the next to get off the plane. he had been held since early 2023 and was recently sentenced to 16

years in prison on espionage charges. he was based out of the wall street journal's moscow bureau, and a kept a counter up on its website that tracked the days, hours and seconds that he was held in russia. also kumasi was the last one off the plane. she's also a journalist and is originally from russia and holds dual citizenship. she was sentenced to six years in prison for spreading false information about the russian army. the president held an impromptu press conference. >> anyone who's lost family or worried about whether family would come home, whatever the circumstance was, has to understand that extreme. you heard me say it before. my dad used to say, family is the beginning. >> the middle and the end, and it really is. it's about who we are. >> it's about who we are as a country. >> the former prisoners and their families will now have the opportunity to head to texas to receive support and an army medical center there. >> a total of 24 prisoners were

involved in this complex multi-country swap. it is the largest exchange since the cold war. 15 of them were held in russia and one in belarus, which is an ally. russia is getting eight people in return, reports say a total of nine countries were involved in the high level negotiations that went on for several months, and germany was a critical player. its willingness to release the convicted assassin was the key to the deal. david whelan, brother of former marine paul whelan, spoke exclusively to abc news about the swap. >> i think it would be hard not to be satisfied once your loved one is free. i think all of us who have been through this experience would give almost anything for our loved one to be released from being held hostage or a wrongful detention. i think the difficulty it poses probably is for the next family, the next american who is detained by russia. >> but not everyone is coming home. at least three american citizens, including school teacher mark fogel, are still being held by russia.

>> happening today a court date for three police officers accused of killing a man in alameda james fisher, eric mckinley and cameron lehigh will be arraigned for involuntary manslaughter in the death of mario gonzalez. gonzalez died while being restrained by the officers in april of 2021. earlier this year, alameda county district attorney pamela price decided to charge the officers, reversing a decision by her predecessor. >> marin county is reporting a spike in covid 19 cases. the number of people with the virus in local hospitals has doubled in the last month, in that same time frame, public health officials say they also saw the highest number of deaths related to covid in over a year. senior living facilities like the redwoods in mill valley say they're taking extra precautions. the facility's chief operating officer says they've seen a few cases but have kept things under control. >> some of the measures that we've kept in place are screening all of the visitors that come to this community to see if they've had any symptoms

of covid 19 or have tested positive recently for the virus. we're also practicing universal masking in our skilled nursing facility at the public health officials in marin county recommend people get vaccinated, especially those over 65. >> we'll take a look at the accuweather forecast. good air quality out there across us. we will find, though, as we head closer to the park fire. we downgrade that air quality to moderate if not unhealthy around tahoe. it's a mix of good to moderate air quality right now. here's live doppler seven with satellite. got some action across southern california. radar showing you we have some monsoonal moisture working up the sierra. our deserts right now will be on the lookout for any lightning. we had a few lightning strikes yesterday. the chance is there today for us here locally. we don't have the threat of any lightning, but we will see those clouds move into our neck of the woods throughout the afternoon. so here's future weather. there's that cloud cover that's moving in from south to north, so it's a partly cloudy day. we'll watch some of these showers if they pop up any

at the bay bridge toll plaza. so far so good. we'll keep our eye on that. but what we're really watching is a sigalert with all lanes shut down. this is westbound 580 at patterson pass. you're being diverted off at patterson pass. this with two big rigs that got into an accident. debris in all lanes. so chp is on scene and you can see your commute from 205 and

tracy up to the altamont passes really thinned out due to this sort of bottleneck because of the accident. again, 580 west at patterson pass, all lanes shut with debris from a big rig accident. 580, though, is moving nicely from 205 into the livermore valley. ladies. stu, thank you so much. >> new details in another alleged security failure by the secret service. this time a close call for vice president kamala harris. according to a homeland security watchdog report, harris walked within 20ft of a pipe bomb on january sixth of 2021. she reportedly passed concealed explosives that were hidden in bushes outside of the democratic national committee building. surveillance video released in 2021 shows the unidentified suspect near the scene after planting that device. the report shows how missed signs of violence, understaffing and inadequate communication affected the secret service's planning on january 6th. this comes days

after the acting secret service director said he was ashamed about the lack of security during the attempted assassination against donald trump. and this is a story we've been following for a while. the redevelopment of the hunters point naval shipyard. it covers roughly 500 acres, but there is toxic waste. and last year, radioactive material was found on the site. nearby residents ended up suing over the cleanup effort. the chronicle says that the navy agreed to expand the toxic cleanup, which is going to further delay that project. it could take an additional 18 months as the navy retests some of the sites. the shipyard was heavily used by the navy during the cold war. well, this weekend, the world popular monster jam is back in the bay area and there is a new truck to show off. abc seven news reporter ryan curry is in the pit at the oakland arena. am i saying that right? ryan? i'm learning all these new terms this morning about monster jam.

>> yeah. well, good morning everyone. and yeah, there is going to be a new truck. we'll talk about that in just a quick second. but for right now i got one of the drivers with me is armando driver of el toro loco. good morning. i know it's early, but thank you for being here. what can you tell me? how are you feeling ahead of this weekend? >> i'm feeling great. you know, it's actually my first time here inside the oakland arena, so i'm super excited to be here and represent team el toro loco. we got three awesome events, and i can't wait to see what happens here this weekend. >> yeah, you've been on tour for a while now. we've got a big, exciting weekend. i remember when i was a little kid, i came here, saw monster jam. it was such an exciting feeling. what can you tell me just about the crowd, the atmosphere? what about it that makes makes it so special for you? oh, yeah. >> if you've never been to monster jam, i like to put it in three words, man. it's unscripted, unexpected, and truly unforgettable from start to finish. it's not just an event for the kids, man. come down and hang out and watch a two hour event that's going to leave you on the edge of your seat. every single time. these these trucks weigh 12,000 pounds. they have 1500 horsepower. the things we're doing with these monster jam

trucks is incredible. we get to compete in four different competitions. we kick it off in monster jam racing, two wheel skills donuts, and everyone's favorite in my favorite is monster jam freestyle. we have 75 seconds to go as crazy and kind of just show you guys how crazy we can get and do these crazy tricks, and we got to actually have a backflip this weekend. so i'm looking forward to that one backflip these things. yes, sir. >> oh my god, that's so you as a kid were inspired by monster jam, correct. and that's what led you to eventually drive in el toro loco. yeah. >> so you know my mom and dad took me as a kid when i was six years old to my very first monster jam show. and, you know, ever since then, i've kind of been that far fetched dream to become a monster jam driver. and fast forward to 2017, i actually started competing with monster jam with no racing background. i just kind of got lucky, met the right guy, and just kind of got thrown in the woods and you kno, i figured out on my own, but i think everything just kind of came natural to me. and i've been doing it and actually got to win my very first uh- arena series tour this year. so i'm super excited about that. and i got to win my very first ever world finals championship at the two wheel skills competition this year in los angeles. >> yeah, you say it felt natural. what about that? is it just kind of just didn't feel like it clicked in a way?

>> yeah. you know, it's kind of weird because, you know, we're not only driving the front, we're actually controlling the rear. actually, a lot of people don't know that, but we actually control the rear tires with the little toggle switch. so it's a lot going on. and i don't know, i guess just being a fan and going to a lot of shows, watching the drivers and studying and watching a lot of film and just kind of learning their driving style. and i kind of pulled it all together and i said, man, i think, i think we'll be fine. and we kind of tuned a couple things, but man, i'm just super excited to be here. we have three awesome events. i want to invite everybody to the monster jam pit party. that's from 1030 to noon saturday and sunday morning. the fans can come and walk the track, meet your favorite drivers, get the autographs, you know, take the pictures and see these trucks up close. >> yeah, armando, man, you're the best. thank you so much. appreciate it. and yes, you did talk about that. you mentioned it. this is over here, sparkle smash. we'll get a little bit of a better look coming up later in the show, but this is a brand new truck that's going to be debuting here in oakland. made its debut actually officially back in may in another circuit. but yes, this one is another truck that you'll be able to see. there's several going to be here. a lot of the drivers, you heard it from armando, the pit party early, so if you are

kern county, also parts of the sierra for that chance of some thunderstorms here. we'll get some of the clouds from those showers moving in our direction. will give us a mix of sun and clouds today. mild in the south bay will go into the 80s and 90s for daytime highs. it may feel a touch humid today to this afternoon along the coast. it is cloudy in the 60s. we'll go to 78. in san mateo, 84 in redwood city with partly cloudy skies across the city. today we will see a bit more sunshine than we saw yesterday. even in the sunset and richmond districts will likely see a little bit of sunshine peeking out close to noon today. with temperatures in the 60s and 70s in the north bay, it is hot away from the coast. 94 in santa rosa, 90 in sonoma, 89 in san rafael, partly cloudy in the east bay today, 75 in oakland and berkeley, 80 for fremont and union city. and then inland. it's getting hot out there. 98 in brentwood, 95 in concord, 94 in livermore. overnight tonight we'll find 50s along the coast, but 60s and 70s and are warmer areas inland with some coastal drizzle as well. look at temperatures on saturday

will take a few hours for this fog to mix out. i would anticipate having low visibility at least through the 8 a.m. hour before we start to see higher visibility. temperatures. right now we're in the mid 50s to the mid 60s, so today it is another hot one inland. like gloria alluded to. we will see a mix of sun and clouds throughout the day. we'll find clouds moving in from the south and it will get warm later on this afternoon mid to upper 90s and our warmest areas inland. fog this morning around the bay shoreline, giving way to a mix of sun and clouds above average upper 70s to near 80 degrees. but along the coast, just like the past couple of days, the clouds do cling pretty tight to the coastline. we'll keep it pretty foggy this morning with mostly cloudy skies and highs in the low and mid 60s. let's check in with sue and see those drive times. this morning. >> good morning. we do have metering lights. just turned on at the bay bridge toll plaza. no backup yet but that should be building here in just a couple of minutes. once you're past the metering lights onto the span, you will find some brake lights

onto the western portion of the span coming into san francisco, our big problem is coming from the central valley. westbound 580 is shut down approaching 205 and continuing on to the altamont due to a couple of big rigs that got into an accident. oil spill debris in lanes and a fire. so they pretty much have it all going on there. chp is on scene, diverting traffic off at patterson pass 205. on the other hand, from tracy towards livermore is moving along at a really good clip due to this bottleneck here. literally at 580 westbound. so we'll be following this without further delay in just a few guys. >> all right, sue, we know you'll keep your eye on it. thank you. new details in the emotional homecoming for the newly freed americans who spent months and even years in prison in russia, video shows those americans, including evan gershkovich and paul whelan, embracing their loved ones on the tarmac at joint base andrews in maryland this morning. we're

with vladimir putin. and when abc news washington. >> we're still trying to figure out why this happened, and which is why we're hoping that the public will help us like they've been helping us with some of these older cases. and going forward, we're hoping to continue to add new cold cases to this. >> san jose detectives are calling on residents to help with murder cases that have gone cold. the department now has its own most wanted list and now they're zeroing in on two cases. in particular, there are now new images in the hopes of identifying the suspects. police shared those images with us. the first one shows two men believed to be suspects in a december 2018 shooting of a man in the area of east virginia and south third streets. and you're seeing that image right there. detectives then shared a second image of a 1990s gold lexus sedan taken in november of 2020. police believe that the suspects used that car after the deadly shooting of a man on orlando drive. both cases are highlighted on the department's new most wanted social media

pages. >> now we are adding the additional profiles where we may not have a actual suspect identified, but we have some type of suspect information where we're hoping we'll generate some type of lead to, again, track these people down and hopefully bring some closure to families. >> and anybody with any information should contact the san jose police department. >> we are closer to knowing which schools in san francisco will close for good. san francisco unified school district officials are expected to release a recommended list next month. of the schools that could close, according to the chronicle. the process includes a ranking system that looks at facilities, test scores, location, staffing and other criteria. the district has been facing declining enrollment and major budget issues. it will hold informational sessions once the list is released. a vinyl school board vote is slated for december. >> now to the fbi's investigation into oakland politics following the raids on the mayor's home. new reports say that the feds may have been looking into overtime spending by a task force that worked in

chinatown, the east bay times reports that oakland officers claim more than 5000 hours in combined overtime over a ten month period, with some making hundreds of thousands of dollars in ot. isaiah tony with the bay says that when opd eats up ot other city services, take a hit minimum wage and wage theft are really important and the city never has enough capacity to handle all the complaints they get. leronne armstrong was a police chief during this period, he tells abc seven news that oakland city council preferred to fund overtime instead of hiring officers because it's cheaper. armstrong claims that the chinatown task force led to a 90% drop in crime for help tracking the events of this case. we have a timeline for you on our website. that's abc seven news.com. also on the abc seven bay area app. >> we're following the story of an electrical fire that forced several bart stations to close

last saturday in oakland. even with service restored, riders are still complaining of delays. the issue is aging infrastructure. we're told crews at oakland's 12th street bart station, they're making repairs to make sure this doesn't happen again. last weekend, a fire in an electri oakland bart stations to close. 300 riders evacuated from trains and stations. >> we have a fire like this. it brings to mind for me that we are not working fast enough. bart is not working fast enough on the replacement of these critical components. >> bart officials assure us the system is safe, and there's a workaround for the damaged breaker station. you are still encouraged to plan ahead just in case a crackdown is underway against landlords in san francisco who are dividing residential buildings into additional and illegal units. >> our media partner, the sf standard, has a new article out detailing how landlords illegally chopped up 17 apartments into 49 units.

reporter kevin truong shared with us what he learned when researching this story. >> they were turning essentially basement units, storage units, into places where people actually lived. and that means there was no fire escape. that means in some cases there were no windows, and in some cases that means that there were issues with leaks and rodents and pest infestations. >> just last month, the city won $2.5 million in three separate judgments against property owners accused of creating unregulated units and also exploiting tenants. >> now to developing news. the park fire is now the largest active wildfire in the country. it sparked nine days ago, when flames have now scorched nearly 400,000 acres north of chico, containment is up to 22%. more than 530 buildings are destroyed, plus another 47 damaged, and the man accused of starting that fire faced a judge suspect. ronnie dean stout of chico still hasn't entered a

back at july and for many cities on this map, it was the hottest july on record. there are so many cities that experience some very warm temperatures. the lone exception was san francisco. thanks to the marine layer throughout the day, it was only the 16th warmest in san francisco, but wrapping up a hot month that just continues a wider trend across the globe of some very warm temperatures and a warming climate, according to nasa. last monday, july 22nd was the earth's hottest day on record. those records go back more than 150 years. june 2024 was the hottest june on record, and this is all part of a long term warming trend, really driven by human activities, primarily the emission of greenhouore and more warm climate records getting broken each day, week. and month. live doppler seven showing you we have some showers in southern california. some of the cloud cover from the showers moves into our neck of the woods. so mid 90s under a mix of sun and

were packed. the tourists are still riding them. oh. fully >> absolutely. >> very cool. this morning. let's show you the exploratorium cameras. one of the ferries moves into the ferry building. we find a lot of cloud cover this morning. here's a look at your day planner today. it's pretty similar to the past couple of mornings with those clouds. some spotty drizzle, but the difference is throughout the afternoon it'll be a mix of sun and clouds. so not totally bright like we were yesterday. we have moisture moving in from the south that is adding clouds to our sky and to our east. there is the chance that some of that moisture could spark a thunderstorm. so areas to our east have been outlined for some dry lightning. a similar story around redding and points to the north. this does include lake tahoe today for some thunderstorms that are possible, and that could create some lightning strikes. so we'll keep our eyes on that because our vegetation has been so dry thanks to a record warm july that any lightning could spark some new fires here locally. no threat of any thunderstorms in the bay, but you will notice those clouds moving in from the south. highs in our microclimates starting in the south bay. a mix of sun and

imprisoned in russia are back on us soil this morning. they arrived last night after the president and other world leaders made a deal with russia for a historic prisoner swap. >> and number two, san francisco's mayor will direct staff to offer bus tickets to unhoused people before offering shelter. this is all part of the city's journey home executive directive. the city says many of the unhoused people in the city are coming here from somewhere else. >> number three breaking news. chevron is moving its headquarters from san ramon to houston, texas. the company expects all corporate functions to migrate to houston over the next five years. positions for its california operations will remain in san ramon. a chevron refinery spokesperson says this will have, quote, no impact on the refinery in richmond. >> number four, the man accused of starting the park fire near chico faced a judge. ronnie dean
