texas. the headquarters are in san ramon. we just we just. we just moved to a bright, shiny new facility in san ramon. it's really nice. >> just a week after those comments, chevron announces it is moving to texas. good afternoon. i'm kristen sze and i'm larry beil. >> thanks for joining us. after years of speculation, oil giant chevron today announcing it is moving its global headquarters from san ramon to houston, texas. >> abc7 news reporter anser hassan has the details on the move. answer >> hey, good afternoon guys. you can see the chevron sign is already gone. the property was sold two years ago. many of the people that we spoke with say chevron leaving. not a big surprise. they've been hinting at it for years. for decades, chevron has called san ramon home. it's one of the largest companies in contra costa county. it's now moving to texas. >> chevron has been very, very transparent with their headquarters in san ramon that they were going to be leaving candace anderson is the vice sheriff for the contra costa county board of supervisors. >> she says it's tough anytime a

city, county, or the state loses jobs and the tax base. she admits the golden state's red tape makes it difficult for doing business, but says chevron gained from operating in california as well. >> they have fully embraced some of our most stringent clean air requirements in the bay area. our safety requirements in contra costa county. >> in a statement to abc seven news, chevron points to its 145 years in california, stating, quote, we remain committed to our investments in california with our crude oil fields, technical facilities, refinerie, retail stations and renewable partnerships. the richmond refinery, with more than 3000 jobs, will continue to operate and keep the oil supply chain in effect. >> i've seen many changes over the years. i was at chevron and one of the ones that was kind of always hanging over our head was a potential move to houston. >> karl fritzsch spent his entire career at chevron, ten years in san ramon. he believes chevron's move is practical. 7000 jobs already moved to houston, moving corporate headquarters. just the final step. but he says being based in

the bay area had a huge impact on the company's culture. >> the company took on the progressive values in many ways that the bay area had. for example, many people don't don't remember that chevron offered domestic partner benefits to same sex couples before the state of california did. >> this quarter was a little light due to some operational and other discrete items that impacted results. >> chevron missed second quarter earnings expectations friday morning. professor amirah berger says competition from other states is luring businesses away, but she thinks california's green policies aren't the reason for the fossil fuels company's departure. she says there is pressure to boost profits. >> one of the swiftest ways to do that is to take into account the tax base of the place in which you operate, right? those regulatory and tax challenges certainly remain a competitive component. >> chevron will still be here in san ramon for the next five years. corporate park will be converted into housing development with more than 2500 homes. reporting live anser

hassan abc seven news. >> answer. thank you. the bay area council today blames the state's elected leaders and their policies, saying, quote, chasing jobs and employers out of california is no way to run the economy. >> it's disheartening to see such a major company and a mainstay of the bay area and california business community, and economy leave our state. state leadership needs to take notice of this and acknowledge it and ask. the hard question is why do companies feel they're better off in texas or some other state and not in california? >> meantime, governor newsom's office said in a statement, this announcement is the logical culmination of a long process that has repeatedly been foreshadowed by chevron. we're proud of california's place as the leading creator of clean energy jobs and san ramon congressman mark desaulnier, in a way echoed that in this statement, saying, i am disappointed, but not surprised to see chevron's announcement

that it will be leaving san ramon. in many ways, chevron left california years ago. i hope as chevron relocates their corporate facilities, they will keep california's climate goals in mind. >> a san francisco man is offering a warning today after his dog was attacked and killed by a coyote yesterday while on a walk at baker beach. the man says he and his partner were suddenly surrounded by a pack of coyotes and it all happened within a matter of seconds. abc seven news reporter tim johns has the story. >> we are a little lost right now. >> for justin rivard. the past day has been unimaginably difficult. on thursday morning, rivard and his partner were walking their three dogs along san francisco's baker beach when suddenly, he says, they became surrounded by a pack of five coyotes. >> my partner grabbed two of the dogs i was trying to grab peter, the third dog, and one of the coyotes grabbed him before i could grab him, and they took him about ten yards off the beach, and uh- killed him in

front of us, rivard says. >> they haven't been able to find their dog, peter's body. he tells me the whole incident took place in a matter of seconds and has left him his partner and their other two dogs traumatized. officials from the california department of fish and wildlife say they believe coyotes are becoming more aggressive for a number of reasons, one being food and trash left out on places like beaches, and also because the animals are becoming less afraid of humans, a trend fish and wildlife says is important to reverse. >> we want to encourage people to you know, if you see a coyote, don't ignore it. scare it off, use use noise, haze them. >> rivard tells me he wants to share his story, to try and make sure that this doesn't happen again to somebody else. in the meantime, though, he's asking authorities to take action. >> i feel the national park service needs to come out, put signs, explain to people that there is a pack of coyotes here, that they are aggressive. >> the national park service, which runs baker beach, says they did place a sign up near the parking lot entrance

thursday afternoon following the attack, but they also acknowledge that more may need to be put in place. a step that would be welcomed by rivard, who says he doesn't think he'll be able to bring his dogs back to this spot ever again. >> i know they can't bring my dog's life back, but i don't want this to be other people's dogs or like we see today. there's hundreds of children out here. it could be a kid at this point in san francisco. >> tim johns, abc seven news. >> three alameda police officers were in court today charged with the death of a man in their custody. demonstrators held up signs outside an oakland courtroom prior to the arraignment of officers james fisher, eric mckinley and cameron leahy. they're charged with involuntary manslaughter in the death of mario gonzales, who died while being restrained on the ground, with one officer kneeling on his back. gonzalez's family wants harsher charges against the officers. >> the facts are there, and, we want to see them charged with murder. you know, they killed

somebody. >> use of force never looks pretty by way of body cam, but that's more often than not. does not yield it unlawful. and so is the case here. >> the defense attorney personally attacked the district attorney for charging the three officers who did not enter a plea. today, all three are on administrative leave from alameda police. a significant new development related to the prosecution of crimes in alameda county. state officials have reached an agreement with the department of justice that allows california national guard attorneys to actually prosecute cases in alameda county. it comes after the arrests of 562 suspects in a six month enforcement surge. governor newsom has criticized alameda county da pamela price for not accepting help earlier. in a statement, price said her office welcomes the help even though there's no record of a large number of cases from the chp surge coming to her office. she wrote since march of this year, the alameda county district attorney's office has received

only 11 cases identified as chp surge cases. >> a terrifying flight today after a plane goes down in a rural part of san joaquin count, about 40 minutes southeast of livermore. the pilot was the only one on board. abc seven news reporter lena howland live at the concord airport for us now, where that plane took off around 8:00 this morning. lena, what else have you learned? >> well, this really is a miraculous story. i just talked to the pilot on the phone earlier this afternoon. and while he says that he does have some back pain from the crash, he says he is okay and as we're about to show you, he was able to walk away from the scene of the crash without any help. see you later for we'll see you all clear in concord, when a single engine cessna 150 took off for a flight around eight friday morning, but within an hour and 20 minutes, something went terribly wrong. the plane went down about 40 minutes southeast of livermore in san joaquin

county. it happened near the intersection of mines road and terryville creek road. the plane flipped upside down. the pilot seen here getting out of the plane on the backside of the left wing. as alameda county firefighters arrived to help, but in just shorts and a t-shirt, he was able to walk away from the crash site without any help. an instagram account linked to the pilot features numerous videos of a plane with the same tail number as the one that crashed on flights in arizona, where the pilot lives. he writes that he purchased the plane last year and started working as a certified flight instructor. after leaving the san francisco police department in 2022. >> it's amazing this guy walked away. >> richard hodge out of oakley says this pilot is lucky to be alive. we showed him the video as he was having lunch at the concord airport, and he says he's been through the same thing. after crashing a glider plane in vacaville 45 years ago. he still uses a cane to this day as a result of the crash.

>> just amazed. you know, most crashes don't don't end that way. mine i was i was knocked unconscious. i broke my back. i had to be transported by ambulance. he he's able to walk away. that's pretty amazing. >> no other passengers were on board the plane. both the faa and the and the ntsb are investigating this incident. it will likely take some time for that crash site to be cleared from that rural part of san joaquin county. live in concord. lena howland, abc seven news. >> it's going to be a tough weekend for firefighters battling the enormous park fire north of chico. the area is expected to see thunderstorms, which could send flames into new areas. the park fire is already the fourth largest ever in the state. it's now at 400,000 acres. containment is at 24%. fire crews are putting their efforts on corralling the blaze in the mill creek area. it's full of canyons, which makes it especially dangerous for firefighters. you can track the

committed $5.1 billion to complete the long awaited line to san jose and santa clara. it's the largest amount the federal transit administration has ever given to a transportation project on the west coast. yet it's still $700 million less than what bart requested to finish the six mile extension. local transportation officials say they will find the missing funds. >> we're going to continue to speak to our regional and state partners for additional funds to bring this home. >> the valley transportation

agency hopes to open the new bart extension by 2037. it would add four new stations between berryessa and santa clara. >> now on to another chapter in a story we've been following that pits a business owner against a homeless encampment. >> today, a marin county judge stopped the business from blasting music to annoy unhoused residents. abc seven news reporter cornell bernard has more from san rafael. >> yeah, that is loud. >> earlier this year, the sound of classical music was blasting from this security camera pole in the direction of this san rafael homeless encampment where bruce gaylord lives. they played 36 hours of music. gaylord said the decibel levels were too high to sleep. >> the first night i got half a night's sleep. the next two nights i couldn't sleep at all and ended up in the hospital. >> you are trespassing. please leave the area. >> the sound coming from nearby east bay tire shop. some believe it was a way to get people to

leave the encampment. yeah, peaked out at 118db. gaylord went to court in may and was granted a temporary restraining order to stop the music. and on friday, a marin superior court judge granted gaylord's request for an injunction until a trial date, which says defendants are not to play music from any speaker or sound system outside their store between 6 p.m. and 6 a.m. >> it means that that business owners cannot break the law to harass unhoused people here in marin. >> east bay tire declined to speak to abc7 news on friday, but told us last may the sound machine was a way to deter activity spilling over from the camp from illegal drug use to prostitution, managers said the music was not intended to drive out camp residents, instead, it was about keeping employees safe. >> we have guys get here at 530 in the morning. they're all by themselves. we do 24 hour roadside service, so technicians show up in the middle of the night to grab a tire. it's three

in the morning. they're alone. >> in the wake of governor gavin newsom's executive order directing state agencies to clear homeless camps, it's unclear what the future of this camp and others will be. for now, bruce gaylord says he's staying here, looking forward to some quiet nights ahead. >> the judge, doing a nine page statement was very thorough and i appreciated him very much for what he did. >> in san rafael, cornell, bernard abc seven news. >> a berkeley nonprofit is recovering after thieves broke into its offices wednesday night. surveillance video shows a man kicking down the front door to the multicultural institute on seventh avenue near university. a second person also broke in, taking computer equipment, petty cash, office items and food from the pantry. no one was injured, but the office was closed yesterday to clean up the mess and repair the door. the multicultural institute serves immigrant families in berkeley, richmond and redwood city. >> san francisco's oldest craft

brewer is putting out a foul smell. it's not the hops. it's from old wastewater treatment tanks on the anchor brewing company property. this, according to the san francisco chronicle. sapporo, the previous owner, cleaned the plant after it was shut down, but the tanks were not decommissioned and the water kind of festered. anchor brewing's new owners have since demolished the tanks they're cleaning up the sediment, and they say the odor should be gone within a week. well, today is a landmark day for a piece of san francisco history. the cable cars turn 151 today. a man named andrew halliday introduced that first car back in 1873, ran down clay street in nob hill. the cable car system has survived closures, earthquakes and fires. there are now only three cable car lines, though, down from more than a dozen routes back in the 1800s. wouldn't it be nice if you could jump in a time machine and just be there, like 1875 and see him rolling out for the. you know? yeah, first few times the horses alongside you

we may see an isolated thunderstorm between today and tomorrow morning or a few showers. so here's a look at the dew points. certainly increasing the dew points in some areas right now 64 degree dew point. that's a little sticky in san rafael, 60 in oakland, palo alt. so if it's feeling muggy to you, that's why as we take a look at our air quality, it's good to moderate outside. but near the park fire just north of the chico area, northeast. there we are looking at sensitive poor for sensitive groups in terms of the air qualities to moderate in that area. so definitely impacting the air quality there. live view from our emeryville camera. and you can see just a real shallow fog layer there. 66 in the city, 69 in oakland. it's in the 70s from hayward to san jose, redwood city, a live view from sfo camera and seeing that fog out there as well. the hot spots right now in the 90s from santa rosa to fairfield, concord, 94 degrees, petaluma and napa in the 70s. live view from san rafael. camera. seeing

inflation, unemployment and interest rates. some are wondering now if the fed is too late to get the economy into some sort of a soft landing. abc news reporter zohreen shah, with a closer look, investors are getting a little bit nervous. >> the latest job report shows that some employers are actually slowing down. how fast they're hiring. a strong selloff on wall street today after a weaker than expected jobs report showing employers are hiring at a slower pace, 114,000 jobs were added to the workforce in july. that is way below expectations and well below the trend of 215,000 new jobs per month over the past year. >> what we're seeing, though, is that red hot job market that had sustained this economy for so long is really dramatically cooling off the pace of hiring has slowed down. >> another concern the unemployment rate ticked up 4.3%. while that's still historically low, it's the highest it's been since october. the question really is, is one of are we worried about a sharper downturn in the labor market. >> so and the answer is we're

watching really carefully for that. >> the fed now likely cutting interest rates to encourage stronger job growth. >> so there's about 100% certainty on the part of wall street that the fed will hand us our first interest rate cut since the pandemic started. at their september meeting, some economists today, fearing the fed made a mistake in not cutting earlier this week given the slowdown in jobs, the president released a statement today saying today's report shows employment is growing more gradually at a time when inflation has declined significantly. >> zohreen shah, abc news, los angeles. >> well, that report led to a broad sell off on the financial markets. the dow dropped more than 600 points, or 1.5%. it had been down more than 900 points. the nasdaq down sharply as well, nearly 2.5% in the s&p 500, off nearly 2%. >> the justice department is now targeting tiktok. a lawsuit filed today accuses tiktok of collecting and retaining data from children in violation of us privacy laws. that includes accounts in the apps kids mode.
