another bay area store next month. this one could leave a serious void in the community. good evening i'm j.r. stone. thanks for joining us. target announced this week that it is closing its lone location in east palo alto. the store is right off of highway 101, in a busy shopping center, and this closure comes with tough consequences for a working class city that has been fighting to change its reputation for years. abc seven news reporter anser hassan spoke with the city's

mayor about what's next for residents of east palo alto. >> target isn't just a store, it's a destination. >> well, everybody goes shopping here. everybody is just the go to store. and it really helped us a lot when it came. >> but come september, this target store is set to close. >> losing a name like target with its reputation with its visibility for a city like ours, it's unfortunate. you know. that's the reality. >> east palo alto mayor antonio lopez says he got the call from target on monday. underperformance is what he was told. but when target closes, it will leave just one pharmacy for a city of 28,000 people and few grocery store options. in a city once described as a food desert because now it's a target is closing, then there is no grocery store here in this area. >> underperformance, as you said, is one of the reason theft could be another reason. but generally the changing the e-commerce model that is getting

in it is also changing the way retailers operate. >> business professor balarama rajan says it should not be a shock that target is closing. he says for target to open at this location means there is data to support. it could be successful, but as new business models emerge post-pandemic, companies are reevaluating. >> it's not going to be something that is going to stop at east palo alto, enlarged a pick up places rather than the in-person shopping places. i think that is something also that stores will be looking at for a place like east palo alto, working class community of color has been around for only 40 years, really struggled to preserve and persevere given our proximity to so much wealth, >> it's been a challenge, mayor lopez says the news of the target closing comes as the city has been working on a new economic development plan. >> but he points to the strength of the shopping plaza right off highway 101, making it attractive for commuters. anchored by stores like ikea, nordstrom's and home depot. >> looking at the macro level, we just have to stay positive. we have to go out there and get

those, get those bids, get those stores that want to work with us. and i'm confident that we'll get them in east palo alto, anser hassan. >> abc seven news. >> answer. thanks so much. building a better bay area means finding solutions and following up to see how well they work. tonight we're learning one approach to fighting illegal dumping in oakland may not be paying off. we were there two years ago as the city announced new cameras meant to catch people dumping trash on oakland's streets. a new report from the city's interim public works director found that the cameras aren't working as well as good old fashioned foot patrols from last april through this march, the cameras caught 457 instances of illegal dumping. only 13% led to citations, the report says. many of the incidents couldn't be pursued because the cars license plates weren't clear. public works enforcement officers had better luck issuing more than 500 citations in that same time

period. across the bay, san francisco is doing everything it can to pump life into the downtown area and nearby to break what's often referred to as the doom loop. finding a solution isn't always that straightforward. we saw that today in the tenderloin. today's love fest sf block party brought music and crowds to the streets, with organizers celebrating progress for small businesses. abc seven news reporter cornell bernard talked to business owners who see signs of improvement, but a long way to go, joe. >> one former san francisco mayor, willie brown, cutting the ribbon unofficially ending the city's so-called doom loop, a post covid economic narrative. san francisco is still trying to shake. >> we wouldn't be here if it wasn't interesting, attracted, fascinating, etc. as we love san francisco, we got to enjoy the city. >> it's back. it's moving forward. the tenderloin needs love.

>> adam swig says he believes in the city so much he organized this block party called love fest san francisco to support small businesses in the tenderloin. >> we all love the tenderloin. a lot of us are afraid to come down here. there's nothing to fear. there's great businesses. >> the tenderloin merchants association says the neighborhood is improving. >> signs are basic, cleaner streets, safer streets, less car break ins, less business break ins. >> jorge luna opened this larkin street taqueria five months ago. >> all the messes, they start to clean it and i think it's pretty good. >> but others say it'll take more than a love fest to change the narrative. here in the tenderloin, which still faces a lot of challenges every day. is your business down? yeah. by how much more? 70%. 70%. golden lotus owner hung ho says that's because of all the unhoused people living in the alley next to his eatery, keeping customers away even after homeless encampment sweeps ordered by governor gavin newsom.

>> as far as on the street. some days are better than others. >> justin batiste lives and works in this neighborhood, he says. things are slowly improving and efforts like this block party are a step forward. >> i think any type of event that brings positive energy and influence and positive traffic to the neighborhood is really important. >> in san francisco, cornel bernard, abc seven news. >> we want to turn now to weather and spencer christian spencer. there was some real concern about thunderstorms. i know the weather was nice there, but thunderstorms for parts of northern california. how's the 24 hour accuweather forecast looking? >> okay, well, we did have that concern for much of the day because of moisture building up in the atmosphere. in fact, i'll show you on the satellite radar composite image. we had monsoonal moisture flowing up through the central valley into northern california with the afternoon heating of the sun that created instability. and the concern was that dry lightning could strike and start more fires. well, that did not happen. i'm not here in the bay area or in northern california.

i'm happy to say there was a threat this evening moving over into the northwestern corner of nevada, including the lake tahoe area. there were lightning strikes in that region, but not here in northern california. so let's move along and take a look at what's shaping up for us tomorrow on the 24 hour day planner in the morning fog and drizzle. of course, we've had that the last several mornings, temperatures in the low 60s. by midday, we'll see mostly sunny skies about 84 degrees inland, 72 around the bay shoreline. 4 p.m. the peak of our heating. still mainly sunny, mid to upper 90s inland and upper 70s to close to 80 around the bay shoreline. but by 7 p.m. we'll see the heat easing a bit. we'll see low to mid 80s inland under partly cloudy skies and upper 60s around the bay shoreline. there is some hotter weather coming our way. i'll have that in my accuweather forecast a little bit later. >> jr look forward to that. spencer. now to northern california, the latest on the park fire burning near chico. hot and dry weather has returned to the fire zone that is going to test containment lines built by thousands of firefighters assigned to bring that wildfire

under control. the acreage increased to over 400,000 today in four counties butte, tehama, shasta and plumas. the fire is only 28% contained, 5000 structures remain threatened in what has now become the fourth largest wildfire in state history. some residents are being allowed back into the fire zone to check on their homes, or to find out what's left, linda forrester and her neighbors escaped the fire using remote logging roads when flames crept closer to their cohasset neighborhood, she floored her bronco suv away from a wall of fire with all her pets crammed inside. on friday, she was allowed back to check on her property. >> my home is okay. my little neighborhood somehow survived. i'm just trying to process the they call survivor guilt because it's hard to be at your house and know that everybody else has

this time last night, 2 to 4 degrees below the readings last night. at this time, with the exception of novato, napa and fairfield, which are 7 or 8 degrees cooler than last night at this time, let's take a look at our current temperature reading, starting with san francisco, where it's 56. we have low 60s at oakland and hayward, 66 at san jose, 68, redwood city, 55 at half moon bay. well, oh well, we had a view here, but i guess it's been obscured, perhaps by a little bit of fog. 58 degrees of santa rosa, petaluma 55. we got 62 at napa, 70 at fairfield, low to mid 70s at livermore and concor. and on we go to our forecast headlines overnight. we'll see fog and drizzle near the coast and bay. that's been our pattern during the overnight hours for several days now. tomorrow and monday look for a warm summer pattern. not quite so warm as today, but still we'll see some 90s in our inland areas. but then it does warm up more on tuesday and wednesday as we get triple digit heat in our inland areas. so the overnight forecast animation looks like this. we'll see the marine layer deepening and expanding across the bay and

locally inland. lots of drizzle offshore and much of it will move on land on shore right near the coast and bay, though it won't move inland. and 8:00 tomorrow morning they'll still be quite a bit of that drizzle left out there before it finally dissipates in the low clouds pull back to the shoreline coastline, giving us mainly sunny skies. overnight lows will be generally in the upper 50s to low 60s. high temperatures tomorrow. low 60s coast where there will be some lingering low clouds, but mid 70s around many locations in the bay shoreline and low to mid 80s low to mid 90s rather will be the highs in our inland areas. so it will be warm. here's the accuweather seven day forecast. pretty much the same pattern on monday as tomorrow. little change, maybe a couple of degrees less warm than tomorrow will be, but it will heat up on tuesday and wednesday with inland highs right around 100 in many locations. we'll see low to mid 80s inland, which is pretty warm around the bay. that is. let me back up once more, up to about 100 inland around the bay shoreline. we'll see low to mid 80s, which is very warm for the bay shoreline, but we'll

fox. >> if she shows up, i don't think she's going to show up. >> chuck sivertsen, abc news, new york. >> a federal judge rejected an attempt from donald trump's defense team to dismiss the indictment against him. defense lawyers and the elections subversion case claimed he was prosecuted for vindictive and political purposes. the judge denied arguments, saying trump knowingly made false statements to further criminal conspiracies. this judge will determine which acts remain in the prosecution after the supreme court granted trump immunity. the man convicted of stealing the statue of trailblazing baseball icon jackie robinson at a wichita, kansas city park has been sentenced to 15 years in prison, but the bulk of that sentence is for a burglary committed after the january theft. ricky alderete blamed his addiction to fentanyl for three different acts of criminal mischief. a judge sentenced him to prison on friday. on monday, the city will

debut a new statue funded in part by donations from major league baseball, former yankees skipper joe torre and cy young award winner and vallejo native cc sabathia. a community gathering celebrating the rich culture of lowriders in the south bay today. there was a reception today for the forever cruisin cultura de lowriders. the exhibit features books, magazines and photos documenting the evolution of the lowrider culture. some special cars were parked outside, giving an up close look at the craftsmanship there. you can visit the exhibit on the fifth floor of the mlk library at san jose state. until september 15th. another san francisco tradition delighted crowds today. the yearly boys pool at the exploratorium wowed people at pier 15. this afternoon, the boy, property of noah measures salinity, water temperature and other metrics in

laid the foundation. they did all the trenching for the all the utilities. >> when it came time to deliver the unit, a giant crane lifted the adu over her main house and onto its foundation. it took a total of four minutes. the city of berkeley is expected to allow homeowners to sell adus like a condo. council member rashi kesarwani says it may happen this year. >> it would essentially work in the way that a homeowner's association would for a condo. i actually grew up in a condo. and so, you know, my parents paid property taxes. we had our trash bins. everything was as if we owned, you know, just like a single family home. >> this book is for homeowners who want to build an adu. >> cole peterson is an expert on the process of building adus. he's based in portland, where there are more adus per capita than anywhere in the country. >> so that's kind of the biggest misconception is just like how

much this costs. and then then but then the important thing to understand is like, well, even if it costs $500,000, what's the return on investment? and so in the bay area, obviously, yeah, things are expensive to build, but you can also get huge amounts of rental income from these things. so it might be a very rational investment. >> san jose has received four times as many applications to build adus as san francisco has so far. san francisco has built 937 adus since 2019. the san francisco planning department acknowledged that adus are easier to build in san jose, with large lots more easily lending themselves to modular structures and pre-approved designs. here's one example of the challenges san francisco faces. notice how higashi and kiernan's properties have separate entrances to their adus. san francisco homes usually have no access to the rear yard from the street, and there isn't always room to build them. but the city is allowing

some homeowners to convert a garage into a small adu accessory dwelling units, you're right, are fully independent dwellings. >> so yeah, they have their own kitchen, their own bathroom. >> ryan o'neil is the founder of the website how to adu. he says california is on the cutting edge of the adu movement, 1 in 5 units last year for new home construction were actually adu permits in the state of california. >> that's really exciting because that's incremental homes. it's a lot of housing that wouldn't exist otherwise. >> lyanne melendez abc seven news joined right now by spencer christian. >> it's been a busy couple of days, full of sunsets, fog and we had rainbows and rainbows. the last couple of days. what's to come? >> we're going back to boring weather now. here's a look at the futurecast. overnight we'll see the marine layer deepening, expanding locally across the bay. there'll be lots of drizzle with this, some of it near the coast and bay uh- in the early
