problem is now being questioned. and a new festival hopes for a more positive narrative of san francisco organizers looking to revive one of the city's most problematic areas. good morning to you. it is august 4th. i'm gloria rodriguez. we have a lot to get to this morning. but first, lisa argen has your sunday forecast. and lisa, it was a little hazy, a little foggy out there when i was driving this morning. even some mist and drizzle. >> so you may need your wipers. so certainly a pretty good marine layer out there. and that will allow for some temperatures to be comfortable at the coast, but you're not going to get a whole lot of sun there. this area of high pressure here is that four corners high that continues to bring the heat on and off to the bay area over the past month or so, and that will play a role in our seven day outlook. but as for now, we have those southerly winds at the surface, allowing for the cloud deck there to reform 60 in hayward at 62, in san jose with 53 in sonoma. and that is a cooler start, 6 to 9 degrees

cooler compared to yesterday in our inland valleys and the north bay. so there's a look at the fog almost reaching our inland valleys. and then it pulls back afternoon highs in the mid 90s. so that's a few degrees cooler than yesterday. looking at mid 80s san ramon and the fog not clearing the coast. it will be coming back into play. but we'll talk about that area of high pressure that's going to bring the heat back for a couple of days for the week ahead. >> gloria going to get hot again. all right. thank you lisa. developing news at least one community services officer is injured following a crash in san jose overnight. it happened around 10 p.m. in morgan hill at monterey highway and palm avenue. the area was blocked off for hours last night as san jose police officers were on the scene. it is not known what caused the crash or how many people were involved. this is a developing story and of course we'll bring you any updates on air or online at abc seven news.com. target is closing another bay area location because a store is not generating enough revenue. and we're talking about the east

palo alto location. this is right off of highway 101, in a busy shopping center. abc seven news reporter anser hassan spoke with the city's mayor about what is next for residents of east palo alto. >> target isn't just a store, it's a destination. >> well, everybody goes shopping here. everybody is just the go to store and it really helped us a lot when it came. but come september, this target store is set to close. >> losing a name like target with its reputation with its visibility for a city like ours, it's unfortunate. you know, that's that's the reality. east palo alto mayor antonio lopez says he got the call from target on monday. >> underperformance is what he was told. but when target closes, it will leave just one pharmacy for a city of 28,000 people and few grocery store options in a city once described as a food desert because now it's if a town is closing, then there is no grocery store here in this area. >> underperformance, as you

said, is one of the reason theft could be another reason, but generally that the changing the e-commerce model that is getting in it is also changing the way retailers operate. >> business professor balarama rajan says it should not be a shock that target is closing. he says for target to open at this location means there is data to support. it could be successful, but as new business models emerge post-pandemic, companies are reevaluating. >> it's not going to be something that is going to stop at east palo alto, enlarged a pick up places rather than the in-person shopping places. i think that is something also that stores will be looking at for a place like east palo alto, working class community of color has been around for only 40 years, really struggled to preserve and persevere given our proximity to so much wealth, >> it's been a challenge, mayor lopez says the news of the target closing comes as the city has been working on a new economic development plan. >> but he points to the strength of the shopping plaza right off

highway 101, making it attractive for commuters. anchored by stores like ikea, nordstrom's and home depot. >> looking at the macro level, we just have to stay positive. we have to go out there and get those, get those bids, get those stores that want to work with us. and i'm confident that we'll get them in east palo alto, anser hassan. >> abc seven news. >> building a better bay area means finding solutions and following up to see how well they work. and we're learning one approach to fight illegal dumping in oakland may not be working. two years ago, the city announced new cameras to catch people dumping trash on oakland streets. well, a new report from the city's interim public works director found the cameras are not working. as well as foot patrols. the cameras caught nearly 460 instances of illegal dumping from last april through this march, only 13% led to citations, the report says. many of the incidents could not be pursued because the car's license plate wasn't clear. public works enforcement officers had better luck. they issued more than 500 citations

in that same time period. a fourth death penalty case is possible over claims of racism by alameda county prosecutors. a federal judge is ordering alameda county to either release or retry curtis irvin in a decades old murder case. for months now, the district attorney's office has been digging into old death penalty cases, looking for signs of misconduct. da pamela price says they found evidence that prosecutors excluded black and jewish people from juries. in 1991, a jury found curtis irvin guilty in a murder for hire case. irvin's attorney says prosecutors excused multiple black jurors in the case. state attorney general rob bonta has asked a federal judge to grant irvin a new trial, and the judge agreed. in the north bay, sonoma county residents are on alert after thieves took their tires off of their cars, and these pictures show you how the cars were left. owners say that they found their cars sitting on concrete blocks. police are looking into at least 15 cases

of tire thefts and petaluma, santa rosa and also rohnert park. and they all happened in the last week. the thieves have been targeting honda accords with civics as well, along with toyota camrys and corollas. san francisco is doing everything it can to pump life into the downtown area and nearby to break what's often referred to as the doom loop. now, one of those examples is the love fest sf. the block party brought music and crowds to the streets, with organizers celebrating progress for small businesses. abc seven news reporter cornell bernard talked to owners who saw signs of improvement >> june 1st former san francisco mayor willie brown cutting the ribbon, unofficially ending the city's so-called doom loop, a post covid economic narrative. san francisco is still trying to shake. >> we wouldn't be here if it wasn't interesting, attracted fascinating, etc. as we love san

francisco, we got to enjoy the city. >> it's back. it's moving forward. the tenderloin needs love. >> adam swig says he believes in the city so much he organized this block party called love fest san francisco to support small businesses in the tenderloin. >> we all love the tenderloin a lot of us are afraid to come down here. there's nothing to fear. there's great businesses. >> the tenderloin merchants association says the neighborhood is improving. >> signs are basic cleaner streets, safer streets, less car break ins, less business break ins. >> jorge luna opened this larkin street taqueria five months ago. >> all the messes they start to clean. it and i think it's pretty good. >> but others say it will take more than a love fest to change the narrative here in the tenderloin, which still faces a lot of challenges every day. is your business down? yeah. by how much? well, 70%. 70%. golden lotus owner hung ho says that's because of all the unhoused people living in the alley next

to his eatery. keeping customers away even after homeless encampment sweeps ordered by governor gavin newsom. >> as far as on the street. some days are better than others. >> justin batiste lives and works in this neighborhood, he says. things are slowly improving, and efforts like this block party are a step forward. >> i think any type of event that brings positive energy and influence and positive traffic to the neighborhood is really important. >> in san francisco, cornell, bernard, abc seven news. >> and now to northern california. and the latest on the park fire burning near chico. hot and dry weather has returned to the fire zone, which raises concerns for firefighters and nearby residents. the acreage increased over 400,000. it is burning in four counties butte, tehama, shasta and plumas. the fire is 28% contained. this morning. 5000 structures remain threatened in what has now become the fourth largest wildfire in state

history. some residents are being allowed back into the fire zone to check in on their homes, or to find out what's left. linda forrester and her neighbors escaped the fire when flames crept closer to their cohasset neighborhood. she says she packed her suv with all of her pets before she took off, and on friday, she was allowed back to check on her property. >> my home is okay, my little neighborhood. somehow survived. i'm just trying to process the they call survivor guilt because it's hard to be at your house and know that everybody else has lost theirs. >> forrester has been given the okay to return home, but she says she will wait for utility crews to turn the water and the power back on. well, now let's get a check of that forecast for this weekend with lisa. good morning lisa. >> hey gloria, gorgeous view here from mount tam son will be up in another hour or so. and looking at sunny conditions. but that marine layer keeping it

firefighters burn foundation specifically for their yearly kids burn camp. it's a free summer camp for burn survivors. >> we provide ongoing funds for, if they need burn garments, repeat surgeries. we also we just last weekend we hosted our annual kids camp for, burn survivor pediatric burn survivors in the area who are trying to, you know, get that full kit experience. and so we're we're raising funds for next year's camp. >> great. this is their chili comeback. after taking about a decade long pause from the competition, there will be a champion belt for the winner to take back to the firehouse. and on the peninsula, the world dog surfing championships brought the best surfing dogs to pacifica. dog surfers and their human friends were hanging ten at linda mar beach for the annual competition. look how talented those dogs are! judges looked at things like distance of the ride, as well as bonus points for style. one french bulldog owner says his dog started liking the water by

being in the pool. >> as you know, french bulldogs don't surf and or swim. they usually kind of sink. this one. this one's an overachiever. i got myself an overachiever, and organizers say the competition almost did not happen because of the rising cost of doing business in the bay area. >> look at that dog surfing right in there. fortunately, though, there was a fundraiser this past spring that saved the contest. proceeds from the event go to a local animal rescue groups, and i was actually out there yesterday with such a cool event. but, you know, it was kind of hard to get a good view. lisa i was over there. it was so crowded. i was trying to work my way up to the front, but there were just so many people and but it was really neat. i mean, it was so busy. it was a little fog in the morning and then the sun came out. it was beautiful. >> oh, nice. yeah. that's kind of been the trend with the entrenched fog in the morning hours. the mist and drizzle, and then bringing in that partial clearing right along the coast. but we do have a lot of fog. it has not made its way into our

inland valley. so concord, livermore and the delta are clear this morning and we will see that thousand foot marine layer take its time in peeling back. it will and it will be certainly cool. we want to get you up to date on a hurricane that will be forming across the southeast. this is tropical storm debby right now. you can see it just south of tampa, and it will be bringing winds of about 100 miles an hour right along the panhandle of florida here. and then it is going to slide to the south east around georgia and into north south carolina. so tomorrow, making the impacts in florida with the storm surge up to about ten feet there. so some serious thunderstorms and the possibility of tornadoes into florida. and then we'll be watching the southeast coast from georgia to south carolina. they're going to be getting inundated with a lot of rain here with that tropical system. right now, temperatures are 60 degrees in oakland and hayward at 62. in fremont, looking at low 50s in sonoma. and the low

clouds and fog have certainly moved in. there's a look at mount tam where you can begin to see the sun coming up at 617. so fog and drizzle near the coast in bay. and then today into tomorrow, we do have that warmer summer pattern. we will be looking at temperatures a little bit above average. it should be not as hot as yesterday. it was 99 in livermore and 90 in san jose. so we'll bring a few degrees of cooling in and then by tuesday and wednesday, triple digit heat. tuesday looks to be the warmest day there. the fog deck you can see well entrenched all up and down the coast. and as we go through the afternoon hours, it clears, but it wants to quickly come back, taking you into monday, and you can see how far reaching it is over into the delta. then it pulls back so mist and drizzle with that, it's really not going anywhere. we're sandwiched in between an upper level trough in that area of high pressure that will begin to build, and that's going to bring our warm up into tuesday. as for tomorrow, it's pretty much persistence with temperatures in

homeless crisis in san francisco. we're learning more about the latest push to get unhoused people out of the city. it's a relocation assistance program. it's called journey home. abc seven news reporter luz pena looks into how effective it has been so far. >> a bus ticket out of san francisco before shelter or housing. that's the new directive. city workers are mandated to follow as encampment resolutions or sweeps continue. >> this is our van. >> cheryl fields works with the city's homelessness and supportive housing department. her job is to transport homeless individuals to shelters, housing options or greyhound stations if they have a family member outside of the city ready to welcome them. how often are you driving people to greyhound? >> it varies on a it varies week to week. sometimes we may do 2 to 3 in the week. >> this week, san francisco's

mayor, london breed, made an executive directive to offer a ticket out of the city before shelter. if homeless individuals are from outside the city. this after the latest survey of homeless individuals showed 40% of people on the streets are not from san francisco. the mayor's executive order also requires first responders, including police officers, firefighters and paramedics, to give out fliers that provide information on the city's relocation services. >> really saying to the individual, you know, look, it's going to be very hard to get a shelter bed in the city. it's going to be even harder to get a housing unit. but since you're from somewhere else, we can give you, provide you transportation back home. >> relocation assistant programs have been around for decades. san francisco's human services agency executive director has been leading this effort with an intervention that costs literally less than, $300. >> right? versus, you know, shelter beds that cost $15,000 a

jose. and there's all the fog from our exploratorium camera temperatures here in around 60 with the clear sky. concord livermore, santa rosa a cool 55. so compared to yesterday, we are nine degrees cooler in novato and livermore and we'll get set for the temperatures to warm up midday mid 80s inland to the mid 90s. so that's about four degrees cooler in livermore and san jose. and then looking at our bay shore into the mid 70s, upper 70s palo alto, and at the coast, some limited sun. we'll talk about those warmer temperatures when we see you in a few minutes, gloria. >> all right, lisa, thank you so much. and now to your voice. your vote. vice president kamala harris is meeting with potential candidates and is expected to announce who will be on our ticket in just a couple of days. meanwhile, former president donald trump is on the campaign trail in a key battleground state. abc news reporter mark remillard has more on the two candidates debate differences. >> vice president kamala harris

on the cusp of choosing her running mate. sources tell abc news. harris, who secured enough votes to become the democratic presidential nominee, is meeting with candidates including popular first term pennsylvania governor josh shapiro, a former prosecutor. arizona senator and retired astronaut mark kelly, minnesota governor tim walz and kentucky governor andy beshear, former attorney general eric holder's law firm conducting the high stakes vetting process. her opponent donald trump, speaking to supporters at a campaign rally in georgia saturday. >> i'm thrilled to be back in the great state of georgia. i love georgia with thousands of proud, hardworking american patriots. >> trump, joined by running mate j.d. vance. >> she's asking us for a promotion and i think it's time to say to kamala harris, you're fired. >> georgia, which went to president biden, is a battleground state decided by fewer than 12,000 votes in 2020, with just over three months until the election. abc's

fivethirtyeight polling average shows a very tight race. harris up a point and a half over donald trump nationally, shrinking the margins he had over president biden prior to his dropping out in crucial swing states. harris now has a slight edge over trump in michigan, wisconsin and pennsylvania. trump says he's accepted an invitation to debate harris on fox news on september 4th. harris has not accepted the fox invitation. trump and president biden had both accepted an abc news invitation to debate on september 10th. now that biden has left the race, harris said she would keep that commitment to the abc debate. trump has falsely claimed the abc debate is, quote, terminated, but the abc invitation to both candidates remains. marc remillard, abc news, new york. >> a federal judge rejected an attempt from donald trump's defense team to dismiss an indictment against him. defense lawyers in the election subversion case claimed he was prosecuted for vindictive and political purposes. the judge

denied the arguments. they said trump knowingly made false statements to further criminal conspiracies. this judge will determine which acts remain in the prosecution after the supreme court granted trump immunity. and coming up on this week, the white house deputy national security adviser will weigh in on last week's historic prisoner swap. in that exchange, journalist evan gershkovich and former u.s. marine paul whelan were freed by russia, and you can watch a full interview on this week with george stephanopoulos at eight this morning. right here on abc seven. several countries are calling for a peaceful transfer of power after the controversial reelection of the venezuelan president, nicolas maduro. the u.s, brazil, mexico and colombia want maduro to release the vote count. some say the election was stolen. the authoritarian leader claimed victory last sunday, despite the opposing candidate, edmundo gonzalez, getting more votes. nearly 1000 people have been arrested during protests in

support of gonzalez. at least 20 were killed. and here in the u.s, supporters in miami also rallied to demand truth in the election. >> we want to raise our voices for all the world to know all the crimes and all the political persecution happening right now in our country. >> maduro has made it clear he will not stand down regardless of detailed voting tallies. california's housing crisis is forcing lawmakers to think of new ways to get more people into neighborhoods that are already established. making housing less expensive may rely on creating more accessory dwelling units or adus. abc seven news reporter lyanne melendez tells us which cities are creating what some are calling a backyard revolution. >> just last month, san jose reported the median home price was nearly $1.4 million. that's an increase of 10% from the

previous year. >> i couldn't afford to live here if i didn't buy my house. you know, 25 years ago. >> preach to the choir, sister, because many young people or families will never be able to live in san jose. that is unless they consider buying one of these an accessory dwelling unit, an adu. >> that adu pricing will be much lower than a traditional single family home. >> assembly member phil ting created legislation allowing homeowners to not only build an adu, but eventually sell it like you would a condo. and san jose is leading that trend. what i see is that you have your house there and it's so private. beginning here. this is a different world back here. yeah. >> the idea was when we developed the adu, we wanted to make sure whoever lived in the back house had the opportunity to have a lot of space. >> he paid $250,000 prior to the pandemic. for now, he rents out the 500 square foot adu. but he is thinking of subdividing the

kesarwani says it may happen this year. >> it would essentially work in the way that a homeowner's association would for a condo. i actually grew up in a condo. and so, you know, my parents paid property taxes. we had our trash bins. everything was as if we owned, you know, just like a single family home. >> this book is for homeowners who want to build an adu. >> cole peterson is an expert on the process of building adus. he's based in portland, where there are more adus per capita than anywhere in the country. >> so that's kind of the biggest misconception is just like how much this costs. and then then but then the important thing to understand is like, well, even if it costs $500,000, what's the return on investment? and so in the bay area, obviously, yeah, things are expensive to build, but you can also get huge amounts of rental income from these things. so it might be a very rational investment. >> san jose has received four times as many applications to

build adus as san francisco has. so far. san francisco has built 937 adus since 2019. the san francisco planning department acknowledged that adus are easier to build in san jose, with large lots more easily lending themselves to modular structures and pre-approved designs. here's one example of the challenges san francisco faces. notice how higashi and kiernan's properties have separate entrances to their adus. san francisco homes usually have no access to the rear yard from the street, and there isn't always room to build them. but the city is allowing some homeowners to convert a garage into a small adu accessory dwelling units, you're right, are fully independent dwellings. >> so yeah, they have their own kitchen, their own bathroom. >> ryan o'neil is the founder of the website how to adu. he says california is on the cutting edge of the adu movement.

a look at this weird path. okay, so it moves into the panhandle there. this is 11:00 this morning, and you'll notice that it moves across georgia and florida, bringing anywhere from 6 to 12in of rain in florida, and then 10 to 20in of rain in south carolina and northern georgia. and then it moves offshore and then wants to come back on shore through north carolina. and it continues its path through virginia. so it is getting a lot of steam as it moves over the water back on shore from the gulf coast to the atlantic. and so, of course, it's the warm water that fuels hurricanes, and there's plenty of it in the atlantic. back home, we have all that stable air due to our low cloud deck. you can see it here from mount tam, and we are going to see a pretty nice weather pattern for the next several days while the activity cranks up along the eastern seaboard. 55 san francisco half moon bay. it is 60. in hayward, 62 san jose and
