revive one of the city's most problematic areas. good morning to you. it is august 4th. i'm gloria rodriguez, and of course we have a lot of news to get to this morning, but we have lisa argen with your sunday forecast. lisa, how are you doing this morning? >> good. you know what? we have a pretty nice typical weather pattern for a change. so we are going to heat it up temporarily in the next couple of days. but for right now, that high pressure ridge that brought all the warmth through much of july is pretty far away, and we've got low clouds and fog and a system to the north and west of us that is keeping us pretty comfortable and near average, although will be a bit above average in our inland valleys once again today, but not as hot as yesterday. 55 downtown, 59, in hayward. and with that marine layer in place, we'll get partial sun at the coast. we'll see temperatures this morning on the gray on the cool side, it is gray in walnut creek and you are cooler this morning into our inland valleys. there's a look at the fog by about ten 11:00. we're sunny inland and will stay in the low to mid 90s for our

inland valleys. that's about 3 to 4 degrees cooler than yesterday. you can see san jose at 82. you are in the upper 80s. yesterday we'll have those upper 80s in santa rosa, and then the fog comes back into play. tonight we'll talk about how hot it's going to get. tuesday will be the hottest day for the upcoming workweek. gloria. >> we'll gear up for that heat. thank you so much, lisa. developing news. at least one community services officers injured after a crash in san jose overnight. it happened around 10 p.m. in morgan hill at monterey highway and palm avenue. the area was blocked off for hours last night as san jose police officers were on the scene. it's not known what caused the crash or how many people were involved. this is a developing story and of course we'll bring you updates on air online at abc seven news.com. target is closing another bay area location because the store is just not generating enough revenue. we're talking about the east palo alto location. this is right off of highway 101. in a

busy shopping center. abc seven news reporter anser hassan spoke with the city's mayor about what's next for residents of east palo alto. >> target isn't just a store, it's a destination. >> well, everybody goes shopping here. everybody is just the go to store, and it really helped us a lot when it came. but come september, this target store is set to close. >> losing a name like target with its reputation with its visibility for a city like ours, it's unfortunate. you know, that's that's the reality. >> east palo alto mayor antonio lopez says he got the call from target on monday. underperformance is what he was told. but when target closes, it will leave just one pharmacy for city of 28,000 people and few grocery store options in the city once described as a food desert because now it's a target's clothing, then there is no grocery store here in this area. >> underperformance as you said, is one of the reason theft could be another reason. but generally

the changing the e-commerce model that is getting in it is also changing the way retailers operate. >> business professor balaraman rajan says it should not be a shock that target is closing. he says for target to open at this location means there is data to support. it could be successful, but as new business models emerge post-pandemic, companies are reevaluating. >> it's not going to be something that is going to stop at east palo alto, enlarged a pick up places rather than the in-person shopping places. i think that is something also that stores will be looking at for a place like east palo alto, working class community of color has been around for only 40 years, really struggled to preserve and persevere given our proximity to so much wealth, >> it's been a challenge, mayor lopez says the news of the target closing comes as the city has been working on a new economic development plan. >> but he points to the strength of the shopping plaza right off highway 101, making it attractive for commuters. anchored by stores like ikea, nordstrom's and home depot. >> looking at the macro level,

we just have to stay positive. we have to go out there and get those, get those bids, get those stores that want to work with us, and i'm confident that we'll get them in east palo alto, anser hassan. >> abc seven news. >> building a better bay area means finding solutions and following up to see how well they work. we're learning. one approach to fight illegal dumping in oakland may not be working. two years ago, the city announced new cameras to catch people dumping trash on oakland streets and a new report from the city's interim public works director found the cameras are not working as well as foot patrols. the cameras caught nearly 460 instances of illegal dumping from last april through this march. only 13% led to citations and the report says many of the incidents cannot be pursued because the car's license plate was not clear. public works enforcement officers, however, had better luck. they issued more than 500 citations in that same time period. a fourth death penalty case is possible over claims of

racism by alameda county prosecutors. a federal judge is offering alameda county to either release or retry curtis irvin and a decades old murder case. for months now, the district attorney's office has been digging into old death penalty cases, looking for signs of misconduct. da pamela price says they found evidence that prosecutors excluded black and jewish people from juries. in 1991, a jury found irvin guilty in a murder for hire case. irvin's attorney says that prosecutors excused multiple black jurors in the case. state attorney general rob bonta has asked a federal judge to grant irvin a new trial, and the judge agreed. and the north bay sonoma county residents are on alert after thieves took their tires off of their cars. and these pictures show you how the cars were left. owners say that they found their cars sitting on concrete blocks. police are looking into at least 15 cases of tire thefts in petaluma, santa rosa and rohnert park and they all happened in the last

week. the thieves have been targeting honda accords and civics, along with toyota camrys and corollas. san francisco is doing everything it can to pump life into the downtown area and nearby to break what's often referred to as the doom loop. one of those examples is the love fest sf. the block party brought music and crowds to the streets, with organizers celebrating progress for small businesses. abc seven news reporter cornell bernard talked to owners to see life of improvements. francisco mayor, willie brown, cutting the ribbon, unofficially ending the city's so-called doom loop, a post covid economic narrative. >> san francisco is still trying to shake. >> we wouldn't be here if it wasn't interesting, attracted fascinating, etc. as we love san francisco, we got to enjoy the city. >> it's back. it's moving forward. the tenderloin needs

love. >> adam swig says he believes in the city so much he organized this block party called love fest san francisco to support small businesses in the tenderloin. >> we all love the tenderloin. a lot of us are afraid to come down here. there's nothing to fear. there's great businesses. >> the tenderloin merchants association says the neighborhood is improving. >> signs are basic, cleaner streets, safer streets, less car break ins, less business break ins. >> jorge luna opened this larkin street taqueria five months ago. >> all the messes, they start to clean it. and i think it's pretty good. >> but others say it will take more than a love fest to change the narrative. here in the tenderloin, which still faces a lot of challenges every day. is your business down? yeah by how much? well, 70%. 70%, yeah. golden lotus owner hung ho says that's because of all the unhoused people living in the alley next to his eatery, keeping customers away even after homeless encampment sweeps ordered by governor gavin newsom

as far as on the street. >> some days are better than others. >> justin bautista lives and works in this neighborhood, he says. things are slowly improving, and efforts like this block party are a step forward. >> i think any type of event that brings positive energy and influence and positive traffic to the neighborhood is really important. >> in san francisco, cornell, bernard, abc, seven news and now to northern california. >> and the latest on the park fire burning near chico. hot and dry weather has returned to the fire zone, which raises concerns for firefighters and nearby residents. the acreage increased to over 400,000. it is now burning in four counties butte, tehama, shasta and plumas. the fire is 28% contained this morning, 5000 structures are still threatened and what has now become the fourth largest wildfire in state history, and some residents are being allowed back into the fire zone to check on their homes or to find out

what's left. linda forrester and her neighbors escaped the fire when flames crept closer to their cohasset neighborhood. she says she packed her suv with all of her pets before she took off, and on friday, she was allowed back to check on her property. >> my home is okay. my little neighborhood. somehow survived. i'm just trying to process the they call survivor guilt because it's hard to be at your house and know that everybody else has lost theirs, and forrester has been given the okay to return home. >> but she says she'll wait for utility crews to turn the water and the power back on. why don't we go to lisa with a check of your forecast here in the bay area? good morning. lisa. >> hey, gloria. unless you're up above the marine layer, it is pretty dreary over into the east bay. parts of the east bay has the low cloud deck. you can see here from sfo. gray sky and temperatures in the 50s to near 60. we'll see about 70 again

last night. we'll have a link to the v foundation on our website and you can learn about its mission as well as how you can donate. just go to our website, abc seven news.com. just incredible. it is back to school time and on the peninsula. samaritan house volunteers are making sure students have all the supplies they need for the upcoming school year. the organization held its annual backpack giveaway in san mateo. 1000 backpacks were handed out. they were filled with supplies that were generously donated by local companies and residents. >> the backpack drive has been in place for over 20 years. this was an add on to our already established programing that keeps families fed, clothed, healthy and housed. >> a couple more thousand backpacks will be distributed in the coming days by organizations that work with samaritan house. all of this to make sure that students have everything they need to succeed in the classroom. on the peninsula, the world dog surfing championships brought the best surfing dogs to

pacific. i was out there so much fun. dog surfers and their human friends were hanging ten at linda mar beach for the annual competition. look at that doggy just coming right in there! that is so awesome. and the judges looked at things like distance of the ride as well as bonus points for style. one french bulldog owner says his dog started liking the water by being in the pool. >> as you know, french bulldogs don't surf and or swim. they usually kind of sink. this one. this one's an overachiever. i got myself an overachiever. >> organizers say the competition almost didn't happen, though, because of the rising cost of doing business in the bay area. fortunately, a fundraiser this past spring saved the contest. the proceeds from the event go to local animal rescue groups. i'm glad that they saved it because there were so many people out there. it was a really popular event, really drew a lot of people, and you could see all those cute little doggies and lisa, i took my dog out there, bubba, and we just had so much fun walking

around, and so many people take their dogs to go check out the dog surfing. it was just so much fun. >> you and stephanie have the same dog. >> i know bubba right? same name. >> that's funny. all right. yeah. very cute. we're going to start out with the fog and the mist and drizzle. partial clearing. today is a cooler day though. we saw temperatures in the upper 90s in the livermore valley. and it was near 90 in san jose. so we will be in between systems for the upcoming week. we've got a trough of low pressure to the pacific northwest, and then an area of high pressure. we call that that four corners high, and this one is going to build in a little bit to bring back some of the heat. but as we sit in between, we have a generous offering of the low clouds. and you can see from our pier 39 camera, it is pretty bleak out there where temperatures are from the mid 50s. half moon bay, san francisco 60, in oakland 62, san jose 59, in hayward and check out walnut creek. the marine layer. all the way to parts of our inland valleys. it is 55

santa rosa 59 by the delta. southwest wind up to 22 miles an hour, and we are 58, in livermore. our final stop here, our exploratorium camera. so fog and drizzle near the coast this morning. looking at today and tomorrow with our warmer summer pattern, warm to hot inland but cooler than yesterday will be a few degrees above average inland. comfortable around the bay. and then tuesday, our hottest day of the week. we could see moderate heat risk here from the national weather service for our inland valleys around santa clara, contra costa county, and up towards the north bay, and then wednesday we begin to see a little bit of cooling, but all throughout the workweek, we're going to see the low clouds and fog once again, pretty far reaching the first couple of days of the week anyway. and then as we get into your monday morning, this looks like persistence will keep the forecast very much like it is today. the fog pulls back. we have mist and drizzle at the coast, and we certainly will have that breezy westerly wind.

you'll notice a few clouds here into late monday, but overall it's going to be pretty warm as we get into the middle of the week. here is our wind forecast for the next couple of hours. you can see up to 25 and 27 miles an hour, so that of course keeps it cool around the bay. comfortable anyway, we're going to skip ahead to monday where temperatures will be similar. you'll notice not a big deal. not a change. slightly warmer though, inland. and here comes the warmth there for tuesday. 100in antioch you can see 104 in cloverdale with 90 in san jose and numbers getting cooler slightly as we get into wednesday. so your highs for your sunday mid 70s san mateo 93, in concord. look for a low 90s in livermore with about 90 in santa rosa. the accuweather seven day forecast. we are mild to warm even a little hot inland today, tomorrow, maybe a few degrees cooler, but overall not much of a change. tuesday's the hottest day of the week. the heat holds on on wednesday and

closer look at work to build a better bay area and address the homeless crisis in san francisco. we're learning more about the latest push to get unhoused people out of the city. it's a relocation assistance program that's called journey home. abc7 news reporter luz pena looks into how effective it has been. >> a bus ticket out of san francisco before shelter or housing. that's the new directive city workers are mandated to follow as encampment resolutions or sweeps continue. >> this is our van. >> cheryl fields works with the city's homelessness and supportive housing department. her job is to transport homeless individuals to shelters, housing options or greyhound stations if they have a family member outside of the city ready to welcome them. how often are you driving people to greyhound, >> it varies on a it varies week to week, sometimes we may do to 3 in the week. >> this week, san francisco's mayor, london breed, made an

executive directive to offer a ticket out of the city before shelter if homeless individuals are from outside the city. this after the latest survey of homeless individuals showed 40% of people on the streets are not from san francisco. the mayor's executive order also requires first responders, including police officers, firefighters and paramedics, to give out fliers that provide information on the city's relocation services. >> really saying to the individual, you know, look, it's going to be very hard to get a shelter bed in the city. it's going to be even harder to get a housing unit. but since you're from somewhere else, we can give you, provide you transportation back home. >> relocation assistant programs have been around for decades. san francisco's human services agency executive director has been leading this effort with an intervention that costs literally less than, $300. >> right? versus, you know, shelter beds that cost $15,000 a year. we're ending someone's

homelessness by reconnecting with their families throughout the years. >> these services have proven to be effective. earlier this year, supervisor asha safai authored legislation to expand the city's program. >> two thirds of 13,000 people never came back to san francisc. >> cheryl says her team doesn't just drop off people and leave. they stay throughout the process. we usually have really deep, engaging conversations with people, and just, you know, find out what their plans are for when they do get home. luz pena, abc seven news, san francisco, says before sending a homeless person out of the city, they verify that someone else will be at the destination to receive that person. >> in our next half hour on abc seven mornings, wayne solutions in the bay area's housing crisis how some lawmakers are turning to adus for affordable home ownership and protests continue following venezuela's controversial election. what the us is calling for as venezuelan

temperatures in the upper 50s in our inland valleys. cloudy skies up through parts of our inland valleys. right now it is nine degrees cooler in livermore and nevada, with five degrees of cooling. at the san carlos airport, so the clouds clear by noontime. we're in the mid 80s east of the caldecott tunnel, mid 90s for afternoon highs. that's about 4 to 5 degrees cooler than yesterday. and bayshore will be in the mid 70s around hayward and palo alto today with sunshine. but the clouds cling to the coast and will be in the low 60s there. we will talk about that warm up, which is another five degrees or so as we get to that tuesday time period lingering into wednesday. that's all coming up in a few minutes. >> gloria, lisa, thank you so much. and now to your voice, your vote. vice president kamala harris is meeting with potential candidates and is expected to announce who will be on our ticket in just a couple of days. meanwhile, former president donald trump is on the campaign trail in a key battleground state. abc news reporter marc remillard has more on the two

candidates debate differences. >> vice president kamala harris on the cusp of choosing her running mate. sources tell abc news. harris, who secured enough votes to become the democratic presidential nominee, is meeting with candidates including popular first term pennsylvania governor josh shapiro, a former prosecutor. arizona senator and retired astronaut mark kelly, minnesota governor tim walz and kentucky governor andy beshear, former attorney general eric holder's, law firm conducting the high stakes vetting process. her opponent donald trump, speaking to supporters at a campaign rally in georgia saturday. >> i'm thrilled to be back in the great state of georgia. i love georgia with thousands of proud, hardworking american patriots. >> trump, joined by running mate j.d. vance. >> she's asking us for a promotion, and i think it's time to say to kamala harris, you're fired. >> georgia, which went to president biden, is a battleground state decided by fewer than 12,000 votes in 2020,

with just over three months until the election. abc's fivethirtyeight polling average shows a very tight race. harris up a point and a half over donald trump nationally, shrinking the margins he had over president biden prior to his dropping out in crucial swing states. harris now has a slight edge over trump in michigan, wisconsin and pennsylvania. trump says he's accepted an invitation to debate harris on fox news on september 4th. harris has not accepted the fox invitation. trump and president biden had both accepted an abc news invitation to debate on september 10th. now that biden has left the race, harris said she would keep that commitment to the abc debate. trump has falsely claimed the abc debate is, quote, terminated, but the abc invitation to both candidates remains. marc remillard, abc news, new york. >> a federal judge rejected an attempt from donald trump's defense team to dismiss an indictment against him. defense lawyers in the election

subversion case claimed he was prosecuted for vindictive and political purposes. the judge denied the arguments. they say trump knowingly made false statements to further criminal conspiracies. this judge will determine which acts remain in the prosecution after the supreme court granted trump immunity. coming up on this week, the white house deputy national security adviser will weigh in on last week's historic prisoner swap. in that exchange, journalist evan gershkovich and former us marine paul whelan were freed by russia, and you can watch the full interview on this week with george stephanopoulos at eight this morning. right here on abc seven. the city of el paso is unveiling a new memorial to honor the lives lost in the 2019 walmart shooting. a remembrance ceremony was held saturday to commemorate the victims. it's been five years since the gunman went to a texas walmart and opened fire. 23 people were killed and 22 others were

injured. the shooting is known as one of the deadliest mass shootings in american history. el paso's mayor says the pain is still felt years later. throughout the community. >> even though it's been five years, it doesn't get any easier, and as a matter of fact, it might get a little harder because we keep remembering what happened in our community. >> nine of the victims were mexican nationals who lived in a nearby border city. several countries are calling for a peaceful transfer of power after the controversial reelection of the venezuelan president, nicolas maduro, the u.s, brazil, mexico and colombia want maduro to release the vote count. some say the election was stolen. the authoritarian leader claimed victory last sunday, despite the opposing candidate, edmundo gonzalez, getting more votes. nearly 1000 people have been arrested during protests in support of gonzalez. at least 20 were killed here in the u.s. supporters in miami also rallied

because many young people or families will never be able to live in san jose. that is, unless they consider buying one of these an accessory dwelling unit, an adu. >> that adu pricing will be much lower than a traditional single family home. >> assembly member phil ting created legislation allowing homeowners to not only build an adu, but eventually sell it like you would a condo, and san jose is leading that trend. what i see is that you have your house there and it's so private beginning here. this is a different world back here. yeah, the idea was when we developed the adu, we wanted to make sure whoever lived in the back house had the opportunity to have a lot of space. he paid $250,000 prior to the pandemic. for now, he rents out the 500 square foot adu. but he is thinking of subdividing the property and selling it adu and all to his in-laws, who otherwise could not afford to move to san jose.

>> this now gives them the opportunity to actually own in san jose at a lower price point, and also be closer to us. so it's kind of a win win. >> san jose has allowed the fast tracking of adus since 2019. 1310 adus have been built here, literally from start to finish. >> it took four months. >> joyce higashi wanted the extra rental income. so how about, you know, plumbing, electricity, all those all those things they they take into consideration, they tell you whether or not it can be done. >> they came in and laid the foundation. they did all the trenching for the all the utilities when it came time to deliver the unit, a giant crane lifted the adu over her main house and onto its foundation. >> it took a total of four minutes. the city of berkeley is expected to allow homeowners to sell adus like a condo. council member rashi kesarwani says it may happen this year. >> it would essentially work in the way that a homeowner's

association would for a condo. i actually grew up in a condo. and so, you know, my parents paid property taxes. we had our trash bins, everything was as if we owned, you know, just like a single family home. >> this book is for homeowners who want to build an adu. >> cole peterson is an expert on the process of building adus. he's based in portland, where there are more adus per capita than anywhere in the country. >> so that's kind of the biggest misconception is just like how much this costs. and then then but then the important thing to understand is like, well, even if it costs $500,000, what's the return on investment? and so in the bay area, obviously, yeah, things are expensive to build, but you can also get huge amounts of rental income from these things. so it might be a very rational investment. >> san jose has received four times as many applications to build adus as san francisco has. so far. san francisco has built 937 adus since 2019. the san

francisco planning department acknowledged that adus are easier to build in san jose, with large lots more easily lending themselves to modular structures and pre-approved designs. here's one example of the challenges san francisco faces. notice how higashi and kiernan's properties have separate entrances to their adus. san francisco homes usually have no access to the rear yard from the street, and there isn't always room to build them. but the city is allowing some homeowners to convert a garage into a small adu accessory dwelling units, you're right, are fully independent dwellings. >> so yeah, they have their own kitchen, their own bathroom. >> ryan o'neil is the founder of the website how to adu. he says california is on the cutting edge of the adu movement. >> 1 in 5 units last year for new home construction were actually adu permits in the state of california. that's
