everyone. i'm andrew dymburt. >> good morning to you. i'm rhiannon ally. we begin with debbie growing into a hurricane overnight, threatening to unleash historic flooding. >> 3000 national guard troops are on standby in florida as the storm threatens to dump more than two feet of rain in parts of the southeast. the coast guard had to rescue two boaters adrift about 70 miles off florida's west coast in 20 foot seas overnight, debbie strengthening into a hurricane, taking aim at the big bend region of florida, threatening to dump record amounts of rain in the southeast. >> this really slow motion is just going to dump historic amounts of rainfall anywhere in this purple area. and if you've been following along this purple area has been slowly expanding. >> rain totals could reach a foot or more along florida's gulf coast, where debbie could produce 6 to 10ft of storm surg. this video shows the conditions yesterday from the saint pete pier, as debbie's outer bands grazed the tampa area, flooding streets and causing power outages. the storm is expected

to move over northern florida today, then stall over the coastal regions of georgia. communities near savannah could see up to 20in of rain and as high as 30in in isolated areas, so that will be a generational storm that we've not seen. >> they're calling it a 500 to 1000 year storm. >> debbie, along with the thunderstorms in the northeast, have now forced the cancellation of more than 1600 flights. a delta flight was diverted back to boston last night after the plane was hit by lightning. >> delta 112 heavy. yeah, as i understand, was the lightning strike and, this overweight atlantic, that plane originally heading to rome landed safely. >> the hurricane is hitting amid concern about blood shortages. many blood drives were canceled this summer because of extreme weather. >> another major story we are following a global stock sell off over fears about the u.s. economy. japan's stock market plummeted more than 12% today, its worst day since black monday in 1987. the u.s. jobs report friday showed that unemployment rose to its highest level in

nearly three years. concern about tech company earnings and tensions in the middle east are also bringing down stocks now to the race for president, and a new mystery when it comes to vice president kamala harris potential running mate. >> here's abc's alison kosik. >> this morning. new questions as vice president kamala harris moves closer to announcing her running mate, one of the men on her shortlist, arizona senator mark kelly, posted and then deleted this cryptic tweet sunday, saying, my background is a bit different than most politicians. i spent my life serving in the navy and at nasa, where the mission always comes first. now my mission is serving arizonans. the message leaving many wondering if kelly is still a contender. harris also met over the weekend with pennsylvania governor josh shapiro and minnesota governor tim walz. her decision is expected by tomorrow before she launches a multi-day swing through battleground states. >> if harris wins this election,

assassinations. abc's christiane cordero has the details on that. christiane good morning rhiannon. >> good morning to you. secretary of state antony blinken spoke to g-7 leaders yesterday, reportedly warning them iran could strike israel within the next 24 hours, according to the website axios. blinken said the u.s. doesn't know the exact time of a planned attack by iran, but it could begin as early as today. iran's supreme leader ordered a strike on israel after last week's assassination of a top hamas leader in tehran. meanwhile, the israeli military says an officer and a soldier were injured this morning in northern israel after rockets crossed from lebanon. israel has been fighting with the iranian backed militant group hezbollah in that area. the pentagon is now sending an additional fighter squadron and more warships to the middle east, and overnight defense secretary lloyd austin said he spoke with his israeli counterpart to reiterate u.s. support for israel president biden is convening a to discuss developments in the

middle east. andrew. >> all right, christiane, thank you. and a development from the war in ukraine, ukrainian forces say they sank a russian submarine in crimea. a russian airfield was also hit. it's the latest long range attack by ukraine. >> now to the olympics. and team usa tops the medal count and has now tied china in the number of gold medals. it comes after cyclist kristen faulkner won the women's road race, the first u.s. medal in the event since 1984, and after a stunning finish for the sprinters, it was a photo finish in france. the men's 100 meter dash coming down to the wire, the top three finishers crossing the line almost simultaneously. but noah lyles had the edge, winning gold by five thousandths of a second. shane thompson from jamaica coming in just two inches behind, couldn't really see what was going on over there. >> so i just had to keep, you know, running like i was going to win it. >> lyles saying even he thought his competitor had him beat. >> when i got to be honest, i

came over. i was like, i think you got that one big dog. >> the win marking the first time in 20 years the u.s. has taken home gold in the event. and it was an international celebration for track star thea lafond. >> your sister just won a gold medal. >> yeah. >> her brother, along with the entire navy football team, cheering the moment they found out she took home gold in the triple jump. meanwhile, the final day for swimming, ending with not one but two new world records for team usa bobby finke grabbing gold in the 1500 meter freestyle, beating the record set in 2012, then the women's four by 100 medley team, breaking another world record. it comes as the triathlon faces more troubles. the belgian triathlon team dropping out of today's mixed relay, saying one of its athletes is infected with e coli after swimming in the sun last week. the race went on after water quality issues forced delays. other swimmers

mentioned the dirty water after the race, and a swiss swimmer also got sick. but acknowledging they can't say for sure that the river is to blame, training in the sun was canceled yesterday due to water quality concerns, but officials say water levels have now improved. also today, two more events for simone biles, the balance beam and floor exercise. >> time now for your monday forecast. >> good morning. we're tracking a very dangerous storm in the name of hurricane debby, closing in on landfall late this morning in the coastal bend or the nature coast of florida. it's going to be slowly drifting all week long up the northeast coast, and because of its slow forward movement, it will bring tremendous flooding to areas near and east of interstate 95. some areas are going to see 18 to 24in not far from savannah and charleston. for accuweather, i'm jeff cornish for abc news.
