unhoused people off the streets. >> abc seven news reporter luz pena learned more about the operation, and she has our top story tonight, luis. >> yes. almost a week ago, mayor breed announced the city would begin to adjust its practices for encampment resolutions and offer services to people on the streets. but as we continue to cover this, we have learned that there are actually two types of operations happening at the same time, and one of them doesn't include social services on site. july 31st, 2024 our crews captured the moment public works employees cleared out several items from homeless individuals across from pier 39 on the side, one sfpd officer overseeing the operation. people here told us they have felt harassed by police officers for weeks. >> nobody called you. nobody called you. you just. you just know what our stuff looks like. so you come over here and you harass us. just. it's sad. >> turns out that aside from the city's emergency management encampment, resolutions that include giving people a 72 hour notice. sfpd has been doing

their own operations and public works, is following orders, working with them in tandem on those smaller encampments in some of the neighborhoods. this all goes in line with what the mayor announced last week, announcing police officers will be going out to address smaller encampments, saying in part, the goal of the engagements is to prevent encampments for areas recently cleared and adding sfpd will be able to offer connections and information about shelters or services and public works staff will follow all bag and tag policies. >> going to the afternoons. now early evenings places where there are smaller encampments and where there have been encampments before, this man, who did not want to be identified, said public works took his belongings several weeks ago and did not bag and tag accurately. >> when i went to dpw to retrieve all my property, they only said i had five items. and then on the police report, it shows that i had way more than five items. so clearly the dude was lying. >> public works confirmed they can store everything.

>> a lot of times we come across items that are really contaminated with human waste of some sort or with needles or with fetid food. >> the big difference between the city's emergency management team and sfpd's operations is one uses social service workers, the other doesn't. the vice chair of the city's homelessness oversight commission wants police to also use social service workers, so it's a very concerning to not have leading with a social service response. >> this is a public health crisis. a lot of people that are experiencing homelessness also suffer from substance use disorder. >> we contacted sfpd. they responded with a list of their policies. the mayor did say that the sfpd strategy will be evaluated and modified for effectiveness based on outcomes. luz pena, abc seven news. >> all right, louis, thanks very much for all of our reporting around the issue of homelessness and the crisis in the city and around the bay area, including expert analysis and how we got here. just head to our website,

abc seven news.com or your abc seven news app. a terrible, terrible loss in the south bay as san jose mourns a community service officer killed in the line of duty. >> today, police identified the cso as 34 year old long pham. he died in the crash saturday night at monterey highway and palm avenue in south san jose. he and other cso were managing traffic around an unrelated crash and ended up in the path of a suspected drunk driver. >> abc seven news reporter lauren martinez talked with pham's former partner, as investigators share more about the suspect's history of arrest. he's live with the story. lauren >> well, dan and his former partner tells me he was a security guard before he became a community service officer two years ago. she said he cared about his job. always showed up on time. you could see how emotional his colleagues were during today's press conference. >> i mean, we're here to serve the community. we love san jose,

but when things something like this tragic happens, it it really hits home. >> christina garcia is remembering her former partner, community service officer long pham. >> it's so, so real. like we it's hard to face this right now because it feels like it's a nightmare. >> on saturday evening, police said 34 year old cso long pham was killed while on duty by a suspected drunk driver on monday afternoon. city leaders held a press conference, many showing their condolences to community service officers in the room who knew pham. >> we were and are shocked and devastated and angry, police said. >> famine fellow cso veronica bear were standing outside their car saturday evening conducting traffic control from an unrelated accident off monterey road and palm avenue, standing behind flares and cones. a driver behind the wheel of a dodge charger came crashing through, hitting the cso vehicle that then hit the two cso's. pham succumbed to his injuries at a hospital. veronica bear is in serious but stable condition.

>> veronica suffered a dislocated shoulder, broken jaw, fractured ribs and a brain bleed. the suspect has had prior arrests for dui in california, and he was apprehended at the scene of the crash. >> the 44 year old suspect of morgan hill was arrested for felony vehicular manslaughter and two counts of felony dui. >> in our country, someone is killed by a drunk driver every 45 minutes. this time, that person happened to be someone protecting our city. a public servant, pham became a community service officer in october of 2022. >> we're very involved. >> we're very involved. we're like one step below patrol officer christina garcia said. >> pham was her partner for two years. >> he never complained. he never he was always dependable, hard worker. he always showed up to work and did his job. >> a friend of pham shared these photos and described him as thoughtful, kind and loving. >> he will be forever missed and we will never forget him.

>> police said plans for a memorial are still being worked out with pham's family at this time. live in san jose. lauren martinez, abc seven news. >> all right, lauren, thank you so much. and a driver died this afternoon near the bay bridge toll plaza when their vehicle slammed into the rear of a big rig. video of the crash on eastbound 80 shows a honda sedan wedged into the back of the big rig. the front windshield shattered as you see there. the deceased driver was the only person in the car. the driver of the big rig was not injured. >> three people, including two juveniles, are in the hospital after a shooting in west oakland earlier today. it happened around 11:00 this morning near eighth and center streets, about a block from the west oakland bart station. police say the victims got themselves to the hospital. there are no details on their conditions. police are not sure what led up to the shooting or whether it was targeted. >> that will hopefully reveal itself in the preliminary investigation. this area is

francisco street. the bikers rode down the crooked street. then several of them started doing wheelies on larkin street. the man who recorded the video says the bikers even rode around in circles around a police officer who was there to control traffic. >> i just found it interesting that it would happen with a officer there, definitely antagonizing. >> yeah, it's bold and brazen. this type of activity has been seen in other parts of san francisco. this was recorded a few weeks ago along geary boulevard. a police officer followed the bikers as they ran red lights. the head of the san francisco police officers association says the department is 600 officers short, and they don't have the staff to stop this type of illegal activity.

>> the oakland a's have officially come to a deal to sell their portion of the coliseum. the team and the african american sports and entertainment group made the announcement this morning. the organization will buy the team's portion of the stadium site for $125 million. now that's after purchasing the city's half just last week for $105 million. they plan to turn it into a housing and entertainment hub. >> this unlocks the opportunity to actually move development forward sooner, you know, obviously, you know, this site has had an undivided interest for so long and hasn't been owned by one entity since its existence. >> in a statement, the team said it is pleased to have reached a deal that can help provide substantial opportunities and benefits for oakland. the a's will temporarily move to sacramento for next season ahead of a planned relocation to las vegas. >> all right, let's turn our attention to the weather. it's been a bit gray at times.

>> it has, but it's heating up again. meteorologist sandhya patel is here with the forecast. sandy. >> yeah, we're going to see some triple digits inland tomorrow. >> dan and ama. let me show you a live view right now. and we do have some high, thin, wispy clouds out there. we definitely have the fog linger through the afternoon, which is why the temperatures were held down. most areas were in the 60s to 80s. concord managed to get up to 90 degrees, so most areas did cool off. today. let me show you what you can expect this evening. speaking of cooling off, 7:00 inland areas in the low 80s, a westerly breeze as we head into the nine to eleven o'clock hours. still pretty mild in the 70s around the bay. partly cloudy, mid 60s, dropping off to the low 60s and eventually the upper 50s and near the coastline. it's already been a combination of fog and clouds from 58 to 56. you will see some fog getting a little bit more shallow as we head towards the 11:00 hour. as high pressure is going to be building in. so we're looking at mid 50s right now on live doppler seven. we do have a combination of some patchy fog and clouds, higher

san francisco is actually one of the safest major cities in the united states. now, when you see where and how this is being applied, you have to wonder, is this a policy rooted in fact or just more fear? the time is 8:40 a.m, 20 minutes before this wells fargo branch in the financial district is set to open to the public. the way employees enter the branch resembles something out of a spy movie. each worker is positioned a distance away from the entrance. they constantly check their surroundings and wait until they are given some kind of permission to enter. otherwise they are not allowed to proceed. this wells fargo employee starts walking towards the bank, but then retreats and waits behind this column. a few seconds later, she makes her move. this other employee circles the entire building before he enters from the right side of the building several

minutes later. bizarre? somewhat. but what happened next took us by surprise. customers are not allowed to stand or wait within a few feet of the door, while employees are entering. even though this is a public space. the man sitting near the entrance, an abc seven staffer, was asked to move away because the employee you see on the right of your screen is about to enter the bank. good morning sir. >> how are you, we're letting some members in and we were just for a brief period of time, and you said delcastillo, right? just for a brief point of time. so we can get all our team in. >> why do i have to move? it's like a public plaza. >> we then approached the wells fargo employee to ask why the unusual policy? >> excuse me, excuse me. >> i'm with abc seven news. my name is lyanne melendez. we'd like to know why you have this security policy. is is this wells fargo in general? throughout the country at a

different san francisco wells fargo branch. a young man standing next to the entrance was asked to move away and to also stand clear of the atm. but this time, the wells fargo employee explained the company's security policy as employees enter. are you with the bank? >> yeah. wells fargo correct. is it a policy that people have to step away from the door? yeah. and who instituted that policy? >> our security for our safety. for the safety of our team members. we can't have anybody standing by the door or by the atm in case there's an ambush and try to get in. we can't have anybody in this area. so due to the safety of our team. >> okay. is this a national policy or is it applied just to san francisco? why, just because we're curious. >> she then told us to call corporate headquarters. wells fargo said the policy applies nationwide but would not answer our specific questions about this unusual procedure of moving

people from public places for their employees, but sent this statement, quote, the safety of our employees and customers is our top priority to keep our employees and customers safe, the branches surrounding areas must be clear before employees can enter the branch. we apologize for the inconvenience. this may cause our valued customers. according to san francisco police incident data, there have been only eight bank robberies this year in the city. in random places, police told us. most robbers don't carry a weapon and end up giving tellers a note. we asked other banks if they followed the same procedure. only bank of america responded to what wells fargo was doing by stating, quote, this sounds like an industry security procedure and advised us to contact the california bankers association. they wrote, quote, specific opening procedures can vary depending on the branch location. we send

trying to get your information under the guise of voter registration. abc seven news reporter leslie brinkley has some help on what to avoid and how you can make sure you're registered to vote. >> county registrar's offices do not text voters to tell them they're not registered, or they need to update their voter information. people are getting unsolicited text messages that say you're not registered to vote or you're inactive, and that to me, tells that that possibly could be a scam. >> it's unsolicited contact. it is a sense of urgency. and there's potentially a link that is not a dot gov link. so we want people to be aware and be cautious of what they click on. the contra costa county registrar's office says they've been getting phone calls from worried voters who have gotten text messages and called the office to make sure they're registered. >> staff can look them up and reassure them it's happening across the bay area and across the state. >> i would say it's kind of alarming if there are scams out

stealing from the team. 45 year-old sarah, new faces three felony counts of embezzlement for stealing more than $50,000. she refused to comment on these charges. these new charges as she left the courtroom. this morning. prosecutors say the theft happened over several months while new worked for alameda gators swim club. the money was discovered missing after new was fired. if convicted, she faces up to nine years in prison. >> new developments are rising. political star in san francisco is now charged with rape. 35 year old john jacobo surrendered to police and was arrested and booked today. he was charged with four counts, including rape and domestic violence. jacobo was the director of a powerful housing nonprofit, but resigned last year after our media partner, the san francisco standard, published a report on assault claims against him. at least three women filed police reports over alleged abuse and harassment. >> a san mateo man has been arrested in southern california on suspicion of killing his pregnant girlfriend at their home in san mateo. the 37 year

has destroyed several homes in the ridgeline neighborhood. look at that. oh, it's just terrible. that's a hilly area with large homes and narrow roads not far from downtown san bernardino. gusty winds are driving those flames. so is extremely dry brush. more than 200 firefighters are on the scene trying to keep the flames from burning. more homes. an evacuation order has been issued for residents in the area, and we are still tracking the park. fire heating back up tonight in butte and tehama counties. time lapse video shows massive smoke plumes as you're seeing coming from the fire. after several days of slower growth, it remains california's fourth largest fire on record at more than 406,000 acres burned. containment is at 34%. fire has destroyed 640 buildings. evacuations are still in place in four counties. >> extreme heat may be partly to blame for the latest nationwide blood shortage. the american red cross says record heat affected more than 100 blood drives last month, including some here in california. that led to drives ending early or being canceled.

organizers say they are taking refund requests. abc seven news reporter lena howland explains this isn't the first time the event promoter has had issues. >> people across the bay area had high hopes for the west coast taco and beer festival. the event's instagram page shows enticing photos of previous events, and they definitely over promised and did not deliver. matt jenkins and his fiance left the san francisco event disappointed. each ticket was 50 bucks, with the promise of taco and beer tastings. >> after the first 20 minutes, like all of the free options, had already run out. but it's like no one even was able to get in by the time like that was offered. if that was a thing at all. >> he her is a marketing professor from csu east bay. she says if something seems too good to be true, do your research before buying. >> it's always good to make sure it's coming from a well vetted, trusted, company. >> the venue, the midway, says

it only rented space to the event's promoters. in a statement, they told us we are encouraging the promoter to either refund the attendees or find another way to make this right. but if this story sounds familiar, that's because you've heard it before. the bay area taco and beer festival, held in san jose back in 2019 had the same issue. when viewers asked seven on your side for help. >> never got a free taco? >> no. according to joanne kendall, the wait for a single taco was 90 minutes. they ran out when she was halfway through the line. turns out it was all under the same management. brandon mosley with live free events. in a statement, the company's ceo said all sales are final. no refunds, cancellations or exchanges. rain or shine. however, based on the community's feedback, we are accepting refund requests, event organizers gave us no information on how to apply for a refund, but seven on your side says your best bet is to dispute the charge through your credit card company. the organizers

have another event planned for san jose at the end of this month. organizers say they've lowered their prices to get in, but still promised bottomless beer samples. the food, however, will cost extra in san francisco. lena howland abc seven news. >> the show will go on for a community theater group in orinda this evening. cal shakes said it reached its $350,000 fundraising goal thanks to an online campaign and matching pledges as well. the theater company has said today that the deadline to raise that money or close, was happening today, so they really time was really of the essence. cal shake suffered a financial blow during the pandemic. then other pledging pledged funding that they were hoping for simply fell through. and now the theater company says its 50th anniversary production of as you like it will go on as planned. >> get ready for the return of hot weather tomorrow. a heat advisory is on the way for the south bay. details
