all seven continents from abc news this is america this morning. >> good wednesday morning, everyone. i'm andrew dymburt. >> good morning to you all. i'm rhiannon ally. we begin with the flood emergency from the deep south to concerns here in the northeast. >> the remnants of hurricane debbie could unleash more than two feet of rain. some fear this could be a once in a thousand years storm. this morning, the center of debbie is now off the southeast coast, where it's expected to stall, dumping another 6 to 10in of rain in parts of georgia and the carolinas. rainfall totals of 25in now possible from charleston to raleigh. charleston imposing a curfew through 730 this morning. >> i promise you that the purpose of this curfew is not to be annoying. it is not to hurt businesses. it is to keep people off the roads and prioritize the safety of our residents. and our first responders. >> charleston, already seeing nearly a foot of rain with a

tornado touching down north of the city here in moncks corner, south carolina, this arby's was destroyed. >> all the furniture that was inside, tables, chairs blown out. there is shattered glass everywhere. >> last night, a cold front triggered severe storms in new york and new jersey ahead of debby's arrival. later this week, new york city officials for the first time using a drone to transmit emergency weather alerts to residents, be prepared to leave your location and flooding occurs. do not hesitate back in the south, debbie is blamed for at least six deaths, five in traffic accidents or from fallen trees. the former hurricane caused widespread damage along florida's gulf coast, the state's largest insurer, already requesting another 13% increase in insurance rates. debbie also knocked out power to hundreds of thousands of customers. the biden administration yesterday said it's investing more than $2 billion to overhaul the u.s. power grid to better handle extreme weather, but back in south carolina, there's a seven footer. this alligator,

seemingly not bothered by the ongoing flood emergency. debby is expected to creep back onshore over south carolina tomorrow. the storm could dump eight inches of rain as far north as new england by the weekend. we'll check your full forecast in just a few moments. >> now to the race for the white house. vice president kamala harris continues a seven state campaign blitz today with her new running mate, minnesota governor tim walz. she introduced walz last night and republicans wasted no time raising questions about his record. abc's perry russom has details on that. perry. good morning ryan and good morning to you. >> democrats are hoping walz will appeal to voters in the midwest, but critics are questioning his policies and actions as governor. >> minnesota governor tim walz taking center stage in philadelphia last night. vice president kamala harris introducing him as her running mate. >> so he got 91 days. my god, that's easy. we'll sleep when we're dead. >> the harris campaign says it raised more than $20 million since walz joined the ticket.

>> would you be my running mate. and let's get this thing on the road. >> i would be honored. madam vice president, the harris campaign now selling camouflage hats like the one walz was wearing during that call from harris. >> abc news learning walz didn't even answer the phone at first because the phone said no caller id, so harris had to call him a second time. before governor walz was a congressman, teacher, coach and member of the army national guard. >> high school football coach, oversaw the lunchroom there in a high school for 20 years, he says. that's where he lost his hair. all of it adds up to a pretty impressive resume and then a record of governance that's been more on the progressive, more on the liberal side. >> sources also say walz has been practicing on a teleprompter because he's never used one before. on the key issues. minnesota was the first state to pass a law protecting abortion rights after the supreme court overturned roe v wade. walz has championed in vitro fertilization, revealing his two children were born with the help of the fertility treatments, and he signed a bill providing workers with extended paid family leave.

>> he can campaign anywhere in the country. i think he's got a skill as a communicator and he's accomplished real things for working people in minnesota. >> critics accuse walz of supporting benefits for undocumented migrants, including state funded health care, driver's licenses and free college tuition. he's also been accused of not acting fast enough to stop riots in minneapolis after the death of george floyd in 2020, the mayor of minneapolis had reportedly requested the national guard one day before protesters set fire to a police station in nearby buildings. walz, saying he wanted a plan for how the troops would be used. >> at first, the peaceful protests were something that were embraced across the nation, but when they turned violent, he called in the national guard and got some grief for doing it. and i'd also add, he was someone that when the defund the police ballot measure was on the ballot in the city of minneapolis, both of us strongly opposed that measure, he added. funding for police as governor, among the finalists for harris's pick was

traveling to new york to recruit hit men who turned out to be undercover officers. prosecutors say merchant used code words seen here to describe the scheme and laid out plans on a napkin. he allegedly paid a $5,000 advance and was arrested the day before the trump assassination attempt in pennsylvania last month, but that shooting is believed to be unrelated. >> well, the us is sending fighter jets to an undisclosed base in the middle east. the move is aimed at protecting israel from a possible attack by iran. it comes a day after iranian backed militants were blamed for attacking americans at a base in iraq. seven americans were injured. meanwhile, hamas has named the mastermind of the october 7th attack on israel as its new leader. yahya sinwar takes over after his predecessor was killed, allegedly by an israeli airstrike in iran. >> charges have now been filed in the death of a milwaukee man restrained by hotel workers on a sidewalk. his death and video from the incident sparking weeks of protests. the family and medical examiner calling it murder. abc's derrick dennis
