debris everywhere. tropical storm debby made a second landfall overnight near bulls bay, south carolina. a huge part of north carolina waking up smothered in flash flood warnings. raleigh to charlotte back to south carolina. that is after more than 18 inches in some spots already. up to 14 inches of rain in georgia stressing dams like this one outside savannah. one official calling the scene an unprecedented event. crews making at least 75 water rescues. officials going door to door warning people. >> we're not forcing them toe leave, but making them aware of the potential harm to them. >> ginger: vehicles unwisely driving into floodwaters. the driver of this white pickup regretting it. in evans county, georgia, after three days of rain, people up to their waist in water. today cleaning up and salvaing what they can. >> everything in the house is underwater.

instead sending vance to be his attack dog. vance accusing his new opponent of lying about his military service, seizing on this moment. >> we can make sure those weapons of war that i carried in war is the only place where those weapons are. >> what was this weapon that you carried into war given that you abandoned your unit right before they went to iraq? do not pretend to be something you are not. >> reporter: walz served in the national guard 24 years and has never claimed to have seen active combat. the harris campaign not addressing walz comments that he carried a gun in war saying only that he carried, fired and trained others to use weapons of war in numerous times adding that walz would never insult or undermine any american's service to this country. in fact, he thanked senator vance for putting his life on the line for our country. walz ignoring vance attacks on the trail. instead, firing up the crowd. >> i haven't slept in 24 hours. you know why? we'll sleep when we're dead. we'll sleep when we're dead.

>> michael: now a ukrainian ground assault inside russia. it could be one of theest of the war. now putin is vowing to retaliate. james longman joins us with the latest. good morning, james. >> reporter: good morning, michael. nearly 2 1/2 years ukraine has been battling to defend its own territory from russia. now they've taken the world by surprise launching their own incursion into russia. it started on tuesday in the southern area of russia. fighter jets could be heard booming overhead. the town in southern russia that's critical for natural gas infrastructure, fighting has been going on there. the ukrainians say they have taken multiple russian soldiers hostage. russians say they have halted this advance though it's difficult to know for sure. putin said this is a major provocation and he has vowed retaliation. what is ukraine hoping to gain from all this? it's possible they are trying to

show the united states if there's going to be a negotiated settlement to this war, their demands need to be taken seriously. linsey? >> linsey: james, thank you. now allegations against hunter biden. the special counsel's case against the president's son is accusing him of taking money from a foreign businessman the influence u.s. policy while his father was vice president. our senior investigative correspondent aaron katersky is here with details. good morning, aaron. >> reporter: good morning. there are no new charges but this is the closest the special counsel has come to tying president biden to his son's foreign business affairs. special counsel david weiss accused hunter biden of accepting about $1 million from a romanian business man attempting to influence u.s. policy and public opinion while joe biden was vice president. in a new court filing the special counsel said hunter biden and two associates were hired in 2015 by a romanian real estate tycoon facing corruption charges in his home country and wanted the u.s. to intervene. the filing said hunter biden was concerned, lobbying work might cause political ramifications for his father so the payment was structured in a way that

concealed the true nature of the work he was performing. this is all part of a tack case set to go to trial next month. hunter biden has plead not guilty to charges stemming from $1.4 million in taxes that went unpaid while he was struggling with addiction. he faces no charges of improper foreign lobbying, but with prosecutors saying this evidence shows biden's mind was clear when he skirted the irs, whit. >> whit: all right, aaron katersky, thanks to you. now the new lawsuit by the family of a titanic explorer killed in the submersible implosion last year. the wrongful death suit seeks $50 million in damage and claims those on board were terrified as they realized what was happening. trevor ault is here with that story. trevor, good morning. >> good morning. this captured the whole world when it happened last summer. lot of people were wondering. we've got terrifying new details from this lawsuit with a family of a person on the titan said they knew the submersible had failed as they sank deeper and

deeper into the ocean. this morning frightening new allegations about the harrowing experience for those five people killed aboard the ocean gate titan last june. family of one of the srevictims filing a $50 million lawsuit claiming that before the titan was crushed under intense ocean pressure, only 90 minutes into the dive, the crew dropped weight from the submersible, indicating they tried and failed to abort the dive altogether. the lawsuit says by expert's reckoning, they would have continued to descend in full knowledge of the vessel's irreversible failures experiencing terror and mental anguish prior to the titan imploding. >> 90 minutes into the dive there were problems. and the crew knew and the passengers probably knew that there were problems because there were warnings going off. and that terror that they were feeling in that submersible, in that very tight space, knowing that they may die, that is an

element of damages that they should be asking the jury for. >> reporter: the suit was filed by the family of the french explorer who made 37 previous dives to the titanic site. they allege ocean gate failed to disclose key facts about the titan's durability. >> we run the whole thing with this game controller. >> reporter: the lawsuit claims the wireless electronic system was faulty, and that controller, along with controls and gauges on the vessel would not work without a constant power source. now, ocean gate did not respond to request for comment on this lawsuit. next month the coast guard will hold public hearings on this catastrophe. according to the lawsuit they think it' possible people on board could hear the carbon fiber struggling as it sank. >> whit: hard to imagine that. thank you very much, trevor. >> michael: we're going to turn now to paris. the fastest man on earth will sprint for a second gold medal today. the u.s. women's basketball team is one step closer to winning their eighth straight gold medal. janai norman is there with all the events including track and field.

the actor has been private about his personal life, only now opening up about his son's story on a mission to shed light on young adults with special needs and ensure that they are cared for. >> let's just call it quits. >> we won't call it quits. we'll call it the start. >> reporter: colin farrell opening up about something he's rarely discussed before, his 20-year-old son james' journey with a condition called angelman syndrome. >> he was a very silent baby. he didn't coo. he didn't make any sounds at all. i just thought i hit the lottery. i thought i have a chill child. >> reporter: but as james got older, his family realized something was wrong. >> he wasn't hitting bench marks. we knew something was up developmental delays. >> reporter: his son eventually diagnosed with the order that affects 500,000 people worldwide. now in a new interview with "people" farrell describing the challenges they faced. >> james had plenty of seizures back in the day.

i have been in the back of ambulances, been in the hospital. thankfully, he hasn't had one in 10 or 11 years which is say mazing. >> reporter: angelman syndrome can cause mental and physical disabilities. >> patients with angelman syndrome do have normal life expectancies. it's just that their lives look different from yours or mine. that's because the development of their brain has been impacted by this disease. some patients may be able to speak a little bit, but it's difficult for them. walking and using, doing anything that would require coordination can be really challenging for these patients. >> i stood over there and she had him and she let him go. >> reporter: farrell becoming emotional recounting the moment his son took his first steps just before he turned 4 years old. >> it was so profound. i mean, it was magic. i'll never forget. face of determination of him as he just walked towards me. he took like six steps. burst into tears.

amazing. to be told he may never walk and see those first steps was just, it was -- i'll never forget it. it was beautiful. >> reporter: the proud dad saying his son's determination and honesty are a guiding light in his own life. >> he's worked so hard all his life. he's as cheeky as they come. he's just a damn fine young man. >> reporter: the actor now on a mission to ensure james and others with disabilities like his are well taken care of as they enter adulthood launching the colin farrell foundation where he hopes to create homes and communities that will support them all across the country. >> if last 20, 30, 40, 10 years of james' life, he'll be somewhere he feels he belongs, where he feels safe and where he can garden and watch movies and swim in the pool and go out to the beach. just have a full and meaningful and connected life. you know? that would be the dream. >> farrell said his son inspired

>> i just saw a dolphin, what i thought was a dolphin. >> reporter: not quite. it was actually a shark. watch as it swims dangerously close to shore here in cape may point new jersey sending beach goers running for the sand. >> it's a shark, man. >> we saw two fins pop up really close. we came down. we thought it was maybe two sharks. when we got a closer look it was one long six foot shark. >> reporter: the cape may point patrol chief said sharks aren't common but don't get too close for comfort. >> usually when we see these sharks that close to shore it's on the end of a fisherman's line. to see it by itself just swimming along, it's unusual, but it is a type of shark we could tell from the dorsal fin that it was a brown shark. >> reporter: just days earlier this shark spotted at the same beach. researchers say it's usually the baby sharks that tend to hang out near the shore. a recent study published say these pups are gravitating to find the most shallow water.

into central pennsylvania throughout the day tomorrow. it's really new york city by tomorrow night that ends up with significant rain threatening. especially because we've been so super saturated. new jersey at some 300% above normal. linsey? >> linsey: that wind really whipping up where ginger is there. now the about face in georgia where the state school superintendent has restored funding to advance african-american studies classes. rhiannon ally is here with that. good morning, >> good morning, linsey. this has been a hot issue in several southern states. now georgia is saying that the ap african-american studies course does not violate state laws. it was just last month that georgia school superintendent richard woods pulled funding based on a republican backed law from 2002 that banned teaching, quote, divisive concepts in public schools including those dealing with race and racism. now woods is reversing his ruling saying in a statement that they will be funded, quote, as long as these courses are

implemented in a professionally and academically appropriate manner and without espousing personal political beliefs. woods says a disclaimer though must be added to all ap courses in the georgia course catalog which in part says the contents have not been reviewed or approved by the georgia department of education. as for other states, florida, south carolina and arkansas have all recently pulled funding for that course. guys, there's no word on whether any of those states will reconsider. >> whit: thank you, rhiannon. now to how costco is cracking down on members. trevor ault is here with the new change for the big box store. trevor, i guess i can't use my mother-in-law's account like i have done for years. >> we've heard viral weight loss crazes from oats zempic to okra water to mushroom water. now ricezempic is taking the social media by storm as a starchy solution to shed pounds. but doctors say not so fast. the latest weight loss fad to land on social media. >> let's make ricezempic. >> reporter: ricezempic touted as a starchy alternative to prescription drugs. hundreds of users posting about the so called hack garnering millions of views on tik tok. followers of the internet ricezempic diet report soaking rice in hot water and then drinking the leftover liquid with added limes first thing in the morning, claiming it curbs hunger throughout the day. dallas mom and beauty influencer yvonna sunshine said she hopped on the trend to help reduce her midsection. >> i already use rice water for skin care and for hair growth. that was another reason i didn't think there was any harm in consuming it.

>> and she says for her, it's making a difference. >> it did cut my appetite. i did notice the first day i was paying close attention. but then the following days i did notice i was eating a lot less. >> reporter: doctors say rice water contains resistant starch. the drink may allow the body to feel full but that doesn't mean you'll shed pounds safely like an approved weight loss medication. >> the medication kind of shuts off part of the appetite center in your brain. short term and long term we don't have data that these resistant starches are gonna help people lose weigh and definitely not a clinical meaningful amount of weight. >> reporter: doctors urging caution. >> if you want to maintain or lose weight, the key is to eat a balanced diet of largely fruits, vegetables, whole grains, nuts, seeds and try to get at least 150 minutes of exercise a week. >> doctors say bottom line, fad diets come and go. but for people who have struggled for years, doctors say the best thing to do is work out a plan with your health care provider. for some, weigh loss medications

can help achieve that long term goal along with exercise and a nutritious, balanced food. i don't know about ricezempic. i just want to eat the rice. >> on the bus to go watch momma run. >> reporter: oh, wow. and a fencer competing in the games while seven months pregnant. mom strength is winning gold at these olympics. >> i believe in mom strength, you know? i believe we figure things out. we are always doing complicated, complex things. we are having to navigate so many challenges and changes. i think when you do come back to the thing you did before you are like, all right, that wasn't that bad. >> reporter: she may have retired from the sport but the most decorated track and field olympian frustrated by her own experience as an athlete and mom, is working with pamper's to create the first ever family space in the olympic village. what else can help make sure moms stay in the game? >> my desire is just for them to be able to have the choice. if they choose parenthood, they will be supported throughout. >> reporter: moms like napheesa. lot of women, myself included, can be scared to have a baby in the middle of their careers.

we can imagine what that life looks like. >> my life looks differently than it used to, obviously. it just changes your perspective. i'm playing more freely, more aggressively, just because i'm not living and dying by what's happening on the court. >> reporter: marissa tapping into that same mom strength on the track. >> like, wow, that race was not painful compared to what i went through in having him. >> i think naturally we build up this callous that makes you a stronger person. >> reporter: and, guys, this nursery has been a huge success. it's been nearly fully booked every day of these olympics. allison said she's just getting started. she hopes to open up a bigger area in l.a. >> whit: love seeing those incredible moms compete. maggie, you, as all. our favorite super mom out there. and janai, too. don't want to forget. thank you, maggie. this morning we are marking one year since the devastating fires on maui that ravaged lahaina one

of the most historic and culturally significant towns in america. our series maui strong has been tracking the rebuilding progress. becky worley, who grew up on maui, is there. becky, i was out there covering that story with you. can't believe it's already been a year. >> reporter: i know, whit. 365 days later and it is still a shock that this happened. the place i went to school, my dad's office. so many good days just gone. but what's not gone is the resilience and grit of this community. so much progress being made as everyone on this island is doing their part, contributing, something we call culiana. one year from the fires, above lahaina surveying the progress. an exclusive ride along with the mayor of maui county, the u.s. corps of army engineers and famed waterman archie coleppa. >> getting a bird's eye view and seeing progress. it gives people hope. gives people the idea that maybe i can go home soon.

>> reporter: the county says of the 1,399 homes destroyed, at least 1374 of those lots have been cleared. but it can't come soon enough for nylen, one year ago evacuating to a road above the town. >> we could see our house burning. >> reporter: living in a hotel room for eight months, now in a temporary rental, as she and her husband make plans to rebuild. >> every time i come visit our place, it breaks my heart. it's so sad. we are getting closer there so we can rebuild. our living room here. dining room here. >> reporter: initially the county told residents it would take two to three years to get people started on home construction, but -- >> we started issuing our first permits in july, end of june. so that's about a year and a

half, 2 1/2 years sooner than we had predicted. >> reporter: home building has been prioritized, but riding with state representative ellie cochran, i see other parts of town are still waiting their town. sacred heart school, where i once went, still in rubble. it's my first time seeing the damage. i didn't even recognize this. this is where i went to 2nd grade. rebuilding could take three to five years. since the fire students and teachers making due in outdoor classrooms. but just this week -- >> good morning! >> reporter: sacred heart welcoming students to their new semipermanent campus. >> we were breaking ground in january and here we are in the new school. >> reporter: now it was just announced that a $4 billion settlement was reached with hawaiian electric company, state and county, major landowners. and the governor said this island needs that to move
