debate over whether dogs should be allowed in the park is turning ugly. there's even been dog waste spread on park property to try to prove a point. >> yeah, some feel the dogs cause a problem to the park sports fields in the city's potrero hill neighborhood tonight, abc seven news reporter tara campbell is getting to the bottom of it. >> the debate over whether dogs should be allowed at this potrero hill park is reaching a fever pitch. >> it's a beautiful field, you know, we've seen it not being used. and so when there's no kids or there's no events going on, we bring our dogs here. >> san francisco rec and parks making it clear dogs are not allowed on jackson park athletic fields. but for these dog owners, it's just too tempting. >> i just don't see any harm in doing it. >> but people using these fields say these pups can be a problem when we are running in the fields. >> you know, sometimes we step in poops and people that don't pick up after that, after that. so we have to, you know, sometimes get in a weird situation that i had to clean ourselves. >> the only things that we run into problems with is the

sometimes they leave the dog poop. you know, the owners don't pick up after themselves. >> the city is encouraging dog walkers to leave this park and walk over to other nearby dog parks. but the people we spoke with say it's far too inconvenient. >> it's onerous to have to walk ten, 20, 30 minutes down the road or drive. that's an expense, and we should be able to have access to our park. >> paul sears has collected nearly a thousand signatures petitioning the city to create a space here for dogs, calling the current rule out of date. >> when it was written, this neighborhood was very different. a lot of warehouses. now you've got all of these multifamily buildings that are dog friendly, you know, hundreds and hundreds of dog owners here. and this is a neighborhood park. >> rec and park says there are plans in the works to create a dog park here in the coming years. in the meantime, the debate continues. >> people need to follow the rules. you know, they need even they see the signs. you can see it over there. you know, dogs are not allowed here and they keep doing it. >> the fact that you spent money to put a sign there is, i don't

think is going to deter anyone personally, you know, because, i mean, it's just a sign, you know, so i haven't seen anyone do that, though. yeah. >> it didn't stop you, clearly. >> no, it didn't stop me. >> tara campbell, abc seven news. >> breaking news in the south bay, there's been a car crash involving a police cruiser in san jose. >> you're looking at the wreckage here. now, this happened just after 830 tonight at an intersection in front of san jose community college on leland. and moorpark avenues. police have blocked off the road as they investigate the conditions of the officer and other driver are unknown. >> oakland mayor shengtao hu faces a recall vote in november, is fending off new calls for her to resign. she spoke with us today to defend her position. as we told you this week, the oakland police officers association is asking the mayor to step down. they say the city is a more dangerous place now as a result of her leadership, mayor tao joined us on our show midday live to respond to those claims. >> it was not actually the whole association. you know, i want to commend all of our working

officers who come in day in and day out to do the hard work driving crime down. and so what this is, is that it is a four member executive team who took this unanimous vote. four members uh- of the opoa executive board, who is calling for this and who is stating actual fact? i mean, false facts, right? crime is trending down and that is because of the great work of our officers. and i have received so many calls from our rank and file, so many calls from officers who are doing the great work every day to say, we do not stand with this statement. >> leaders of the oakland police officers association have said they will back the recall effort unless the mayor resigns. >> we have new details tonight on the shooting death of oakland police officer twan lay last december, information presented in court this week reveals lay was shot from behind. according to the chronicle, he and his partner were in an unmarked vehicle following after the burglary. suspects from a cannabis facility on oakland on the embarcadero in oakland, a

suspect in a car trailing the undercover officers opened fire, striking lei in the head. four people were later caught and charged, the one who police say shot officer lay was acting as a lookout for the group, and alameda county judge is now deciding whether there is enough evidence to send the case to trial. happening tomorrow, san francisco police officers will remember one of their own, officer luciano ortega. he died unexpectedly late last month after being on the force for nearly a decade. officer ortega most recently worked out of the mission station in a video he made for the department. he said being a police officer was the only job he ever wanted. tomorrow's service will be held at 930 at saint mary's of the assumption. >> let's look outside now because we are dealing with an air quality advisory. we, as we look out from our emeryville camera, the advisory is because of wildfire smoke that's moving into the area. abc7 news meteorologist sandhya patel is taking a closer look. sandhya. yeah, ama. we saw signs of that wildfire smoke this afternoon in

the inland east bay where we noticed some haze. >> that air quality advisory is up through tomorrow, friday, and saturday. we are expecting good to moderate air quality for most areas, but not all. as you take a look at purple air, you will notice some pockets of poor air quality in the east bay and the north bay as we look at air now, which is the official reporting station. uh- agency. excuse me, good to moderate air quality at this hour, but we are clearly going to be seeing smoke from the western u.s. wildfires in canada continue to impact us. so from time to time, there will be haze might be a little thicker at 4:00 tomorrow afternoon. so watch out for that. if you're sensitive to smoke, you will need to avoid exposure by keeping your doors and windows closed. there's a time lapse and you can clearly see the layer of haze from mount tam as the sun was setting. i'll be back with a look at your weekend forecast. i'll let you know what changes you can expect. dan. >> all right, sandhya, thanks a lot. today is one year since

wildfires devastated maui. it's the fifth deadliest wildfire in u.s. history. in fact, killing 101 people. another 12,000 people were forced from their homes. people of hawaii came together today for a paddle out where they dropped flower petals into the ocean. the they united over all that they've lost as they continue the long process of rebuilding together, an 83 year old man lost everything in the flames. his neighbors have stepped up and helped support him as he works to rebuild his home. >> i tell people that i actually lived in the aloha spirit, you know, everybody hears about aloha spirit. you know, it's just saying, oh yeah, yeah, aloha spirit. but i experienced it. >> the famous banyan tree in lahaina is showing signs of strong recovery as well, which is really a relief burned in the fire. it now has plenty of green leaves as well as fruit. as you can see, the fire remains under investigation and a $4 billion victim settlement was announced late last week. abc news has a

new prime time special, maui rising the fight for hawaii's future. it examines how the tragedy ignited a grassroots movement for statewide change. >> august 8th was a wake up call. change has to happen within days of the fire, a new generation of leaders emerged to fight for their town, their community, and ultimately, a more equitable future for all of hawaii. >> you can watch maui rising the fight for hawaii's future tomorrow night at 8 p.m, right here on abc seven and streaming the next day on hulu. >> candlestick park was home of the giants and forty-niners for about 40 years. both teams found new homes, and the stadium was demolished in 2015. but now there's a clearer picture of what's next for the candlestick site today. the nonprofit bay area council endorsed a new project to build 7200 apartments, condos, condos and townhomes on the site, a third of them affordable. there will

also be commercial space, high rises, parks and an innovation district in the shape of a baseball diamond. if the project gets approval from the city, the first phase of the development could break ground. next year. new at 11. the nfl is kicking off again this weekend, with preseason games being played tonight. and with it comes new tech. as abc seven news reporter lauren martinez shows us, it's the future of the modern sports experience. >> the nfl league office is rolling out facial ticketing for credentialed people. they've teamed up with the company wicked, a facial authentication platform provider. ceo jeff beam tells us wicked started in the height of covid when the cleveland browns were looking for a way to get fans in instead of manual barcode scanning. fans who have enrolled can show their face to validate their ticket. >> fans opt in to use this solution in order to gain the convenience of faster access to a stadium, or even faster concessions, or faster access to an event, beam said.

>> browns fans are now getting into the stadium four times faster when you actually take a picture and you take a selfie at home to register for the system, and then when you show up, there's a camera that is used, typically an ipad, to access the event. >> those pictures are immediately uh- changed into a mathematical representation that is then in turn encrypted. >> the nfl tells us for now, the facial authentication program is only available for the team game day personnel, vendors and media fans are not included. every nfl team can use the new technology. levi's stadium had no comment. the mlb, for example, just launched their go ahead entry program this past spring at oracle park. giants fans who are 18 or older can enter using a camera at designated gate. we spoke to anil jain, a professor at michigan state university, about this growing technology. >> when you enter the united states, it used to be fingerprints, but now it is face

trump confirmed their prime time debate will be here on abc seven tuesday, september the 10th. the former president made the announcement in front of cameras at mar a lago today while battling back questions from reporters. meantime, vice president harris and her new running mate continue touring across battleground states. abc news reporter selina wang has more as the campaigns hit, crunch time. >> tonight it's official former president donald trump and vice president kamala harris will face off in a prime time debate on abc next month. the debate, one of three that trump agreed to during a mar a lago press conference, his first public appearance since the debut of the new democratic ticket. >> i just look forward to these debates. i think it's very important that we have them. i think they'll be very revealing. i think they'll be very revealing. >> trump challenging harris to

>> and the vice president saying tonight that she's open to considering more debates, but only after the one on abc news on september 10th, and harris also saying that she wants to schedule a sit down interview before the end of the month. selina wang, abc news, the white house. >> some hope tonight for potential home buyers in the bay area. mortgage rates are at their lowest level in more than a year, according to freddie ma. the standard 30 year fixed rate mortgage dropped to 6.47% today. that's down substantially from last week's average of 6.73%. this year's peak was 7.22%. in early may. economists say lenders are starting to lower interest rates with a fed rate cut expected next month. >> a california teacher was preparing for the new school year when an unexpected visitor appeared in her classroom. elaine salmon was prepping her classroom for the school year this week in kern county. she left her classroom to print some paper copies, and this is what she found when she returned a black bear. salmon says she closed the door, locked the bear

nina advisory was issued today by the climate prediction center, and they're basically saying there's a 66% chance of a la nina developing between september and november of this year, 74% chance it will continue between november and january. now, one thing to keep in mind is we don't really know which way the precip is going to go right now. it's too soon to say so. we can't really tell you that it's going to be an above or below average precip year. drop in global average temperatures is expected, and that is actually welcome considering when we look at our climate records, we have a warming climate. july 2024 was the second hottest july on record globally, and for many of our bay area cities, it was the hottest on record. exclusion was san francisco long term warming trend driven by human activities. we don't have the warmth. we have the cooler weather right now, and you can see why all of our tower cameras are featuring the fog prominently. it's going to be around tomorrow morning, and it's going to be around for outside lands as you expect in golden gate park. gray start,
