passenger plane spirals out of the air. dozens are dead and there is damage on the ground. we are tracking the developing situation out of brazil, but we begin with the turmoil over california's shifting approach to homelessness. >> sweeps in san francisco are happening fast, as unhoused advocates in the south bay push back against this aggressive new plan. good evening. thank you for joining us. i'm dan ashley and i'm ama daetz. >> homeless advocates are calling california's new approach to homelessness inhumane. as governor newsom doubles down, abc seven news reporter zach fuentes looks at the debate over the right solution for the south bay in 2020. >> multiple organizations and advocates who support unhoused people in the south bay all together in one spot. >> we don't agree on everything, but we agree on this. one thing which tells you how wrong this one thing is. >> they're speaking out against governor gavin newsom's executive order issued last month. he ordered state agencies to start clearing encampments on state land. he can't legally force local governments to do the same, but he is putting pressure on them to do so or

lose out on state funding next year. something he reiterated thursday in southern california. >> i want to see results. i don't want to read about them. i don't want to see the data. >> but advocates and organizations say clearing encampments can't be done if people aren't being directed to housing and services, something they say ultimately leads to criminalization. >> how can we have a governor that says we're going to reduce the prison population? but at the same time, we're going to criminalize someone being unhoused? >> abc seven reached out to the governor for a response to the advocate's claims, and did not hear back on thursday, though he said that the order is not about criminalization. >> what's criminal is neglecting people that are struggling and suffering and dying on our watch. that's criminal. what's criminal is people don't have restrooms. what's criminals? people literally putting their lives at risk. every single night, people are found dead, stabbed to death. >> still, the groups and advocates say that newsom's actions are political theater and not addressing root causes of homelessness. >> we're supporting the regional housing bond, which will build thousands, tens of thousands of

affordable housing units, which is the real solution to homelessness. >> starting next month, the coalition said they plan to start working with lawyers to fight the governor's order legally in san jose. zach fuentes, abc seven news. >> the city of san francisco is continuing its high profile effort to clear encampments from city streets. today, we spotted crews from several agencies removing a small encampment from the embarcadero across from the ferry building. >> we offer services, we offer shelter, we offer we make several offers. we also have the journey home program, where we will offer if they're from somewhere else, and they want to reconnect with their family and friends back home for wherever they're from. we'll help get them there. as well. >> officials say that despite governor newsom's edict last month for cities to clear encampments, today's action is no different from operations. they've undertaken at least two times a day for the past several years. >> we are following breaking news in solano county. a grass fire that started about 90

minutes ago has exploded in size. the fire is burning near blue mountain drive. that's between vacaville and fairfield. not too far from interstate 80. it has now grown to 80 acres in size. several air tankers are helping crews get control of that blaze. >> and that's not the only brush fire burning in the bay area. crews have been able to stop forward progress on another fire that started this afternoon in sonoma county. it began near stony glen and stony point roads west of rohnert park. that fire has burned 13 acres. >> cell phone video captured the final moments of a passenger plane as it went into a freefall and crashed in a populated area of brazil. all 61 people on board were killed. the airlines plane fell 17,000ft in just one minute. it crashed into several homes about 50 miles out of sao paulo, where it was headed. investigators don't know yet what went wrong, but they have recovered the plane's black box. the plane was built by atr. that's a european plane manufacturer. this is the 12th crash involving that model of

plane. >> moving on. now to your vote. voice your vote as vice president. kamala harris courts voters in the sunbelt. she and running mate tim walz are speaking at a rally in phoenix tonight after stopping at a campaign field office earlier today and tomorrow. walz and harris work their way west, heading to nevada and then to the bay area. they've set they are set to attend a fundraiser in san francisco on sunday. it will be the vice president's first trip to san francisco since she moved to the top of the ticket, bloomberg reports. the event is happening at the fairmont hotel in nob hill on sunday. this sold out event, with tickets ranging from $3,300 to as much as half $1 million. >> former president donald trump is set to speak at a rally in montana tonight. his plane had to make an unexpected landing today because of a mechanical issue, sources tell abc news. the incident was not an emergency. plane landed in billings, montana. trump continued to his destination on a smaller private jet. former

san francisco mayor willie brown is laughing off a comment donald trump made during his news conference yesterday in mar a lago. >> in fact, i went down in a helicopter with him. we thought maybe this is the end. we were in a helicopter going to a certain location together, and there was an emergency landing. this was not a pleasant landing. and willie was he was a little concerned today, brown told abc seven news insider phil matier. >> he doesn't know what trump's talking about. he says he's never been in a helicopter with trump, let alone one that went down. >> what do you think this says about donald trump's state of mind? >> it says that he has lost it completely. >> do you think this was a simple case of confusing you with somebody else? that dresses like you and looks like you? >> no, i think it was donald trump trying to get headlines. period. he made this up. >> brown also disputed trump's claim that brown told the former

president terrible things about kamala harris, saying he's never spoken with trump about harris, a former rising star of the san francisco political world who is now charged with rape, will stay in jail for now. >> john jacobo was back in court today for the second time this week. a judge will revisit his bail at a hearing next week. the former nonprofit director resigned from his job in april over sexual assault allegations he's accused of sexually assaulting a housing rights activist, with whom he had a previous relationship. three more women filed police reports against jacobo. his attorney claims the charges are politically motivated. >> a previous district attorney's office looked at this case and decided not to file. so there really is a lot of problems in terms of the lack of credibility of the alleged victims that have come forward. mr. jacobo is innocent, and he asserts his innocence. >> in an emailed statement, the attorney for the victim wrote in part, quote, when survivors make the brave choice to come

forward, it is essential that we believe them and that we empower them to understand and enforce their rights as victims of crime. otherwise, survivors will not feel safe to come forward. >> an emotional farewell today for a san francisco police officer who died unexpectedly of an unknown cause late last month an honor guard escorted the casket of officer luciano ortega into the cathedral of saint mary's of the assumption, as officers from throughout the bay area stood at attention inside ortega's widow cynthia, paid tribute to the san francisco native, known for his vibrant and joyful personality. >> i vow to live this life just the way you taught me. to put our love and family before everything else. and most importantly, i vow to continue our love forever until we get to be together again. you will always be my favorite person. >> officer ortega was a nine

year veteran of the department, most recently working out of the mission station. he was just 29 years old. >> as covid cases surge across the bay area, scientists here are making an important discovery about the virus. local scientists found a key link between covid 19 and a mysterious, severe illness that was sending children to icus all across the country. abc seven news reporter luz pena went to the lab where this discovery took place and is in the newsroom with the story. luce. >> yes, dan, after years of research and close to 200 blood samples from children across the country, san francisco researchers have cracked the case. they now have an answer to a mysterious disease that appeared in many children. 4 to 6 weeks after recovering from covid. it was 2020, and doctor aaron bodansky kept seeing a high number of children coming into the icu with a mysterious inflammatory disease. >> they had severe inflammation of all of their bodies, but in particular their lungs and

really their hearts. >> turns out this was happening to children across the world, and no one knew why the illness came to be known as multisystem inflammatory syndrome in children, or mis-c. >> the only thing we knew was that they had previously had a sars-cov-2 infection. >> as cases intensified, doctors suspected the severe inflammation was connected to the immune system to keep children alive. medical personnel acted on that hunch. we use medicines to suppress and calm their immune system, which thankfully worked extremely well to save their lives. doctor budinski remembers reaching a breaking point after seeing one of his patients. >> we had to put a breathing tube in and put on medicines to essentially induce a coma. it was really hard to look the parents in the eyes and just tell them that we had no idea what was happening, and i didn't want to have to keep doing that. >> after this, he contacted some of the top infectious diseases experts and scientists in the

area. the pivotal figure, doctor joe derisi. together, they collaborated with the cdc and hospitals across the country to collect nearly 200 blood sample. >> this has been a puzzle that researchers and clinicians across the country and in fact, across the world, have tried to figure out. and yet it is eluded almost everyone until now. >> after years in this lab, they cracked the case. >> so the moment was realizing that that unusual reaction to covid matched something in our own immune system. so it acquired a target against covid that matched us. so it was attacking both at the same time. >> now they're hoping to use their findings to advance science, knowing that a virus can provoke an autoimmune reaction later on. >> and having this proof allows us to potentially develop therapeutics and diagnostics for anything like this that might occur in the future. >> these scientists are hoping

charter for the north oakland community charter school was revoked in june, osd said the school hasn't met academic goals agreed to in a 2019 agreement that would have kept them open. the school sued to keep operating. a judge denied that motion, but they still open today. but while students were on site, no instruction was happening. what's next is up in the air as families may be forced to relocate to new schools. >> mike, as a parent, right now, i'm walking up to drop off blankets and pillows for my tc child and i found out the school is closed on the first day. imagine how you would feel. i have three children here. >> oh that's rough and without an active charter, the school is not legally permitted to operate and will not receive state funding to do so. >> big changes are coming to a critical hospital in east san jose and neighbors are fighting to stop it. come next monday, regional medical center will be downgraded to a level two trauma center. it's not the full closure the hospital had originally planned, but it does

affect the kind of emergencies that the hospital can treat. neighbors and health care workers held another rally toda, asking the hospital to back off those plans. >> let's take a live look out at a hazy night at lake tahoe with wildfire smoke in the skies. smoke from the crosier fire in el dorado county is drifting into the tahoe area today, and is expected to stick around this weekend. sandhya will have details on the air quality in the bay area in just a moment. the crosier fire has grown about 400 acres today, now at more than 1900 acres burned. it's burning in a remote part of el dorado county, northeast of placerville. containment is at 5%. evacuations are still in place as homeowners across the bay area struggle with the rising cost of insurance. >> wildfire is a big part of that. the state will let companies raise rates faster, insurance commission commissioner ricardo lara is bypassing lawmakers to enact this policy. the division of insurance will have to act on rate hike proposals within 120

wing foiling championship took off today in the waters off crissy field, the speed racing sport combines windsurfing and kitesurfing. >> abc seven news reporter ryan curry dives into the new sport with bay area roots. >> a foggy and windy day in san francisco. not ideal for summer, but perfect for these athletes at crissy field. they're assembling their wing foiling rigs with hopes of becoming the first ever champion. >> this event is really unique. it's the first time a nationals has ever been held for the wing foil. >> wing foiling is only about ten years old. it combines wind and kite surfing with hydrofoiling competitors balance on a board that rises out of the water while holding up a sail. >> the other sailing disciplines is usually a sail and a mask connected to a boat, but we're physically holding our wings in the air and it lets you do a lot of things like freestyle and also racing. >> race director jeff headington at the saint francis yacht club says this sport is the result of sailors who one day decided to

get creative. >> the foils had improved year over year and also regular kind of free ride and freestyle kite surfing utilizes this inflated tube technology, inflated tube and canopy technology. so at one point, you know, maybe about a decade ago it would the idea came about to put these two technologies together. >> the sails are right now light out on the beach, but very soon they're going to be going in the water with them. they actually have a weight weighing them down so they don't blow away. but this high wind, it's what they want because it's going to allow them to hit some high speeds. it's become so popular us sailing sanctioned wing foiling as a sport. people from all over the country came to the san francisco bay for a chance to take the prize. >> i got involved through wing club hawaii. i first got involved with uh- windsurfing that transitioned into formula kite for one year and then now wing foiling. so it's great. >> and what better place to
