and center as the work to build a better bay area goes on. the executive order came on the heels of a supreme court ruling that gave cities more leeway in clearing encampments. we've seen tents removed, rvs sold or told to go someplace else, even a directive that san francisco offer people bus tickets. >> there has also been pushback, and a key court ruling today in the north bay. abc seven news reporter tara campbell is following the story. she's here now in studio live. tara. >> yeah, dan and ama. for years now, we've been closely following these efforts to address the homelessness crisis across the bay area, efforts that are now being thrust into the spotlight by the governor across the bay area and beyond. scenes like this are intensifying, governor gavin newsom doubling down on his executive order from two weeks ago, directing the state to clear encampments thursday in southern california, putting pressure on cities to do the same or lose critical funding. >> i want to see results. i don't want to read about them. i

don't want to see the data. >> but as the push continues, so too does the push back. friday in the south bay, homeless advocates gathered in san jose. how can we have a governor that says we're going to reduce the prison population? >> but at the same time, we're going to criminalize someone being unhoused? >> the organizations promising to start legally fighting the governor's order next month, while also advocating for more affordable housing. >> we're supporting the regional housing bond, which will build thousands, tens of thousands of affordable housing units, which is the real solution to homelessness. >> and in san francisco, as shelters fill the mayor's prioritizing a program to bus unhoused people out of the city, we offer services we offer shelter, we offer we make several offers. >> we also have the journey home program, where we will offer if they're from somewhere else, and they want to reconnect with their family and friends back home for wherever they're from. we'll help get them there as well. >> and in the north bay, the

city of san rafael is upping its efforts after a year long court battle. >> recognize that folks on the street are on the street for lots of different reasons. there are a lot of reasons their own personal safety net failed them. a federal judge this week dismissing an injunction filed by homeless advocates last year. >> the city, now free to resume enforcing an ordinance aimed at limiting the size of encampments and homeless advocates say they'll be watching closely the whole dissolution is based on the representations by the city that they're going to let people have a safe place to be, and so we're going to monitor that. meanwhile, back in san francisco, dozens of people living in rvs along zoo road are being forced to move again. authorities began citing vehicles this week, letting owners know they must be out by this sunday. owners upset, telling us they don't know where else to go. yeah, and as we know from previous reporting, many of

those rvs are housing families right now, making this just a really tough situation. now, it's also worth noting, governor newsom's executive order to clear encampments only applies to state agencies and workers. he doesn't have the power to order cities to follow suit, but he can put on the pressure. as we saw this week, threatening to pull critical funding. dan and ama. >> all right, tara, thank you so much. new at 11, the man charged in the death of popular oakland baker jen angell is headed to prison today in alameda county. judge sentenced ishmael burch to seven years as part of a plea bargain. take a look at a photo from last year. burch was driving a getaway car when an accomplice grabbed angel's purse. she tried to get it back, was dragged some 50ft. she died days later. the sentencing comes despite the wishes of angel's family and friends, who sought a restorative justice framework for the now 20 year old. they issued a statement today saying, quote, we know that jen would not want someone involved in her death, whether complicit or not,

to waste away in prison for decades. and we take some comfort in knowing ishmael has a chance to repair some of the harm he has caused a former rising star of the san francisco political world, now charged with rape, will stay in jail for the time being. >> john jacobo was back in court today for the second time this week. a judge will revisit his bail at a hearing next week. the former nonprofit director resigned from his job in april over sexual assault allegations he's accused of sexually assaulting a housing rights activist. three more women filed police reports against jacobo. his attorney claims the charges are politically motivated. a previous district attorney's office looked at this case and decided not to file. >> so there really is a lot of problems in terms of the lack of credibility of the alleged victims that have come forward, mr. jacobo is innocent and he asserts his innocence. >> in an emailed statement, the attorney for the victim wrote in

part, quote, when s the brave choice to come forward, it's essential that we believe them and that we empower them to understand and enforce their rights as victims of crime. otherwise, survivors will not feel safe to come forward. >> we had a couple of small wildfires in the bay area this afternoon, this one in sonoma county, burned 13 acres near rohnert park and cotati. we did see at least one building that was charred. stoney point road was closed for about an hour while firefighters worked to get the flames under control. in solano county, firefighters are mopping up a fire south of vacaville. the blue fire burned 60 acres before it was brought under control. this afternoon. no buildings were damaged. no one was hurt. >> cooler weather helps. obviously, you might not realize it, but there is an air quality advisory in effect through tomorrow. >> yeah, meteorologist sandhya patel is here with what's behind it. sandhya yeah. >> there is smoke coming from wildfires. ama and dan from western u.s. and canada that has been creating scenes like this. this is from our walnut creek camera this evening. and you can see that the view is a little

bit murky because of the smoke and the haze. this is what's going to continue to impact us right now. air quality is moderate across parts of the bay area as the smoke is trapped in that inversion layer. and we look at the smoke forecast tomorrow morning, there will be some smoke and haze around. it gets a little more diffuse in the afternoon and evening, and then hopefully at better conditions on sunday. but that air quality advisory in effect through tomorrow, good to moderate air quality. and then by sunday we're looking at good air quality. if you are sensitive to smoke here are some safety tips. this is your smoke alert. avoid exposure to it. keep your doors and windows closed if you can safely. obviously, if it's too hot and you don't have ac, it would be difficult. put your ac on recirculate if you do have it. so those are just some tips to keep you safe this upcoming weekend. there are a lot of events happening this weekend. i'll be back with a full look at the forecast coming up. dan. >> all right sandhya, thanks a lot. good tips. big music weekend in the bay area. the first night of the outside lands festival wrapped up just about

an hour ago. the killers headlined and closed out the night. a festival organizers are expecting about 225,000 people to attend over the next three days. about 75,000 a day. they have a range of goodies, from food to cocktails to cannabis. it's expected to bring in as much as $75 million to the local economy. the rise to fame pop star sabrina carpenter headlines tomorrow and if you're planning to attend. city officials are encouraging people to use public transportation because it's going to be a little tricky to get around. that's in san francisco now in the south bay, the annual jazz festival got underway tonight in san jose. it provides not only an economic boost, but a showcase for young musicians. abc seven news reporter lauren martinez spoke with an oakland teenager who's going to be featured this weekend. >> 17 year old ibrahim is a rising star in the jazz world. this weekend, the oakland teen will hit the main stage at the 34th annual san jose jazz summer

fest on friday. he gave attendees a little show as they waited in line. >> i'm really just excited. yeah, i'm excited to like, share my music with the rest of the crowd. >> on monday, the saxophonist starts his senior year of high school, and then takes off to headline a week long show in cuba. >> i mean, it's cool being a trendsetter in a way like specifically in oakland. i know there's a lot of different scenes out there in the world, but specifically, like black teens, there's not a lot of musicians like picking up jazz and like keeping it rolling with our within our community. so it's definitely cool to like, keep doing you. i can see i can you still in the drummer. >> the three day festival branches out from cesar chavez park. there's nine stages total, five that are outdoor and four indoor. we spoke with executive director brendan rawson. we have people from about 25 different states that travel to the festival each year. >> organizers say last year, san jose jazz summerfest brought in more than 34,000 people. >> we generate about $17 million

in economic impact for the city of san jose, uh, with this event every year. and it's, you know, and we have about probably 3000 hotel rooms that are filled with guests for this. so, you know, the arts can be an important driver, economic driver for downtown. >> these friends from college say this is their 12th year coming to the event. >> i love that we are here and it's expanded and it's like the most beautiful time. your brain takes to the stage. >> on sunday, i was giving them joy and my name actually means joy in yoruba. >> so it's just like really crazy fulfilling what i was born to do in san jose. >> lauren martinez, abc seven news. >> there is a new twist tonight to the story about former president donald trump claiming to be in a helicopter with willie brown that nearly crashed the former san francisco mayor said it never happened. now, politico is reporting tonight former los angeles city council member and state senator nate

holden is claiming he was the one in the chopper. holden is black and told politico it happened on the way to atlantic city, likely in 1990. vice president kamala harris is making is making first trip to the bay area since she became the democratic presumptive nominee for president. harris has been speaking in front of huge crowds all week, but it will be a much more intimate affair when she appears at a fundraiser in san francisco sunday. the event will be at the fairmont former san francisco mayor willie brown will be there. he says harris should use his hometown visit to make herself more relatable. >> make yourself in such a way that you become an ordinary person, not some kind of a celebrity that's avoided being responsive. >> tickets to sunday's fundraiser start at $50,000 for a photo with harris. half $1 million gets you at the head of the table with vice president harris. >> you got to listen to this. it sounds like a crime straight out

later arrested in possession of several stolen handguns. two other men from vallejo were also arrested for that break-in. >> terrifying story overseas, a free fall from the sky. cell phone video that you're watching shows the last moments before a passenger plane crashed in brazil, killing all 61 people on board. happened about 50 miles from sao paulo. the video pass airlines plane just dropped 17,000ft in less than a minute. the plane's black box is on the way to washington to figure out what went wrong. obviously, some kind of catastrophic failure. aviation experts say it appears ice may have caused the engines to stall. >> new at 11, the fda shot down. >> yeah, the use of psychedelic drug mdma and assisted therapy for ptsd, at least for the time being. the agency formally rejected the treatment, asking for more studies on the safety and efficacy. it's a big setback to the san jose company lycos and the overall movement to bring psychedelics into mental health care. the lycos ceo says

it's deeply disappointing because conducting a new study will take several years. >> two former cal basketball stars are teaming up to make a big investment in black businesses in oakland. boston celtics all star jaylen brown and hall of famer jason kidd are launching oakland exchange. the initiative aims to create an to address rather the wealth imbalance by funding black businesses, including business incubators, launching programs for local artists, and purchasing property to create generational wealth. brown launched a similar effort in boston. >> he did win the championship on the floor, but we can also create championships off the floor and i'm here to support that. >> oakland is rich in history and tradition, entrepreneurship, so it's not like i got to come here and start something that ain't been done already. >> oakland exchange has started looking where it can make its initial investments as well as how to attract more investors. tonight was the monthly chinatown night market in san francisco. it was a big success

with thousands of people filling the streets to check out the vendors and spend time in community. there was live music, dragon dances, and plenty of food to choose from. the revival of this market was spearheaded by the civic joy fund and be chinatown. the market will run every second friday of the month through november. pretty cool. yeah, and it's shaping up to be really an especially busy weekend in san francisco. boy, it sure is. >> the first ever u.s. national wing foiling championship took off today in the waters off crissy field. this speed racing sport combines windsurfing and kitesurfing. >> abc seven news reporter ryan curry dives into the new sport with bay area roots. >> a foggy and windy day in san francisco. not ideal for summer, but perfect for these athletes. at crissy field. they're assembling their wing foiling rigs with hopes of becoming the first ever champion. >> this event is really unique. it's the first time a nationals has ever been held for the wing foil. >> wing foiling is only about ten years old. it combines wind

and kite surfing with hydrofoiling competitors balance on a board that rises out of the water while holding up a sail. >> the other sailing disciplines is usually a sail on a mast connected to a boat, but we're physically holding our wings in the air and it lets you do a lot of things like freestyle and also racing. >> race director jeff headington at the saint francis yacht club says this sport is the result of sailors who one day decided to get creative. >> the foils had improved year over year and also regular kind of freeride and freestyle kite surfing utilizes this inflated tube technology, inflated tube and canopy technology. so at one point, you know, maybe about a decade ago it would the idea came about to put these two technologies together. >> the sails are right now light out on the beach, but very soon they're going to be going in the water with them. they actually have a weight weighing them down so they don't blow away. but

much the common denominator. and that's the fog, really. it's hard to see some parts of these views because of the fog. so if you have early plans, give yourself a little more time as some slick roadways due to drizzle in the fog with reduced visibility may slow you down. there's certainly fog around near the coast parts of the bay. visibility right now down to two miles in half moon bay, four miles in petaluma. so it is a rather thick in some areas. your temperatures at this hour in the 50s to 70s, it did warm up in many parts today we did get up into the low to mid 90s inland and 60s coast side. there is a foggy golden gate bridge overnight tonight. areas of fog and drizzle tomorrow hazy sunshine, mild to warm weather and sunday through early next week. we are talking about breezy and below average conditions in terms of your temperatures, so first thing in the morning at 7:00 you see some fog, some mist and drizzle, temperatures beginning in the comfortable range and then in the afternoon we get you up into the 90s. inland, patches of fog may linger right near the coastline. speaking of the fog, it starts off your day. it will

be a little bit drizzly. as i mentioned near the coast, 50s and 60s. tomorrow afternoon in the south bay. it's going to be a nice day. 85 in san jose, 90 for gilroy, 82 in sunnyvale and on the peninsula and redwood city, 60 two half moon bay, downtown san francisco, 68 degrees 64. in daly city, you will see haze from time to time around the bay area because of the wildfire smoke. as i mentioned at the top of the show, 94 in santa rosa, 87 in the north bay and san rafael in the east bay, mid 70s oakland, berkeley, richmond heading in inland. it's 94 in concord, 93 in livermore. here's your accuweather seven day forecast and it's mild to warm for your saturday. if you're looking for cooler weather, sunday is your day. it's going to be breezier as well. and then below average going into early next week. temperatures will be in the mid to upper 80s for our warmest spots. get a nice break from the heat and then we bring a little bit of warmth back into the picture. wednesday and thursday. really nice looking weather ahead for the upcoming weekend. >> looks good. thanks sandhya.
