session for many this week, but one district in particular has a challenging year ahead. >> from abc seven live breaking news. >> that breaking news a body discovered in golden gate park right by the outside lands music festival. police say the person was found just as crowds would have been starting to show up for the event's final day. good evening. i'm j.r. stone. the san francisco fire department tells us paramedics found a man's body locked inside a portable bathroom outside the festival grounds. that was just after one. this afternoon. it's not clear how the man died or if he was going to attend outside lands. last year, also on the last night of the festival, police found a woman's body stuffed inside a duffel bag. police arrested two people on suspicion of conspiracy and unlawful disposal of human remains. our other top story the start of the school year for much of the bay area this week,

including oakland unified starting class tomorrow. we're making it tonight's abc seven news at 11, where we get you ahead on the big stories in the days to come. and for the usd, it's feeling the wrong kind of back to school jitters, drops in enrollment issues with chronic absenteeism and a drastic budget deficit. it's facing one of the most uncertain school years yet. abc seven news reporter ryan curry has more on the tough conversations coming in the school year ahead. >> the sign says welcome back, bulldogs at oakland tech high school. monday is back to the classroom for the oakland unified school district. another year for a district facing a ton of challenges. >> we're putting in a lot of resources into our schools because we want to keep families with us, and we appreciate them bringing their students on time every day. >> usd has seen its enrollment decline over the last several years. attendance, which revenues are based on, has dwindled as well. the district

still faces a large budget shortfall of around $56 million. the budget deficit is expected to get worse in school, board president sam davis says they are still using federal and state relief money to cover the costs. >> we just have to take a tough look at every school and say, is this really the one that we need for our our district? right now for our city, because we do see declining number of students everywhere, not just oakland, berkeley, hayward, across across the bay, across the country, the school board president says there will be tough conversations throughout the year with the declining enrollment, with the budget issues, the possibility of closing schools, he says, is still on the table. >> an organizations who represent underprivileged families say things need to change. >> unfortunately, in oakland, just 2 in 10 black and brown students can read at grade level. just 1 in 10 can do math at grade level. just about 50% of black and brown students are actually even eligible to apply to a four year college when they're done with high school. those stats aren't okay.

>> kimmy keen, the ceo of families in action, says the pandemic really affected ousd. she says it hurt district attendance, and she has been focusing on helping families get their children to go to school and stay in class. >> the covid 19 pandemic and the amount of time that students spent out of school were still recovering from that. so we found in particular in oakland, the achievement gap widened. >> but she acknowledges the district may have to close schools or cut programs that might affect certain families. she thinks the district needs to make changes that improve everyone's education. >> we welcome hard decisions and tough decisions, but we need to focus on improving the quality and outcomes of our schools in oakland. >> even with some of the issues she is calling on oakland families to work with the district and their teachers to help make sure each child has a strong year in oakland. ryan curry, abc seven news. >> santa clara unified schools also start tomorrow, along with the san mateo county school district. san ramon valley and

fremont unified. kick off class on wednesday. alameda unified starts on thursday and sf usd starts school a week from tomorrow. of course, we have to know what that back to school forecast is going to look like as we look out live from our emeryville camera, we have to start the school year right? abc7 news weather anchor spencer christian is here with that. in our 24 accuweather forecast, the families are watching. >> spencer. okay, jared. the pressure is on. well, starting the year right might mean bundling up early tomorrow morning because it's going to be a little bit chilly in some spots for kids going out to school very early. so 7:00 tomorrow morning, lots of lingering clouds and fog and drizzle. it'll be about 58 degrees around the bay, 60 degrees inland. now, as we approach noon it will be milder, partly cloudy, a lot of sunshine out there, 76 degrees in our inland areas. upper 60s around the bay shoreline in the afternoon around 4:00 or so. the peak of our warming mid 80s inland under mostly sunny skies up to about 7072 degrees around

the bay, even up to 60 on the coast. but by 7 p.m, partly cloudy once again as those low clouds start to advance. mid 70s inland, mid 60s around the bay shoreline and upper 50s on the coast. a lovely day for going back to school, but in the early morning you just might want to bundle up a little bit j.r. >> spencer that's good to hear. firefighters near lake tahoe will be on alert all night after a new wildfire sparked today. the past fire burned about a few acres in truckee this evening. right between a safeway and a golf course. containment is up to 38%. parts of truckee are still under an evacuation warning tonight. the cause of the fire is under investigation. now to your voice and your vote. as the kamala harris campaign made its latest stop back home, here in the bay area, today's big money fundraiser in san francisco collected $12 million for her campaign. abc seven news reporter cornell bernard spoke with some of the top ranking politicians and democrats who were there today. >> reporter we are here to

we have closely followed throughout the years. san francisco's long running struggles with homelessness as the city and state begin their court backed sweep of local encampments. one area of the city has proved very challenging. dozens of people living in rvs by the san francisco zoo say they have nowhere else to go. but as abc seven news reporter tara campbell explains, the city says time is running out. >> one rv at a time. we checked in as time was running out on dozens of people living in rvs across from san francisco's lake merced. i don't know where i'm going to go. >> i don't know what what we're going to do. >> last week, authorities began warning people parked on zoo road. they must leave by sunday or risk being towed. >> i'm scared that you're just going to come and tell my house basically is my home. >> oscar aguilar lives in this rv with his four month old daughter and partner. like many here, an upcoming repaving project forced them from their longtime parking spots along

winston drive between lake merced and stonestown galleria. now they're being told to move again. has the city offered help services somewhere to go? >> they have. they have like they've been offering housing, but it's, it's like you gotta apply and then you got to they got to see because there's a lot of people applying. so. and it's not that many houses. >> and he says at this point he doesn't have much faith in the system. >> we've been applying for like two years and a half already for housing, and we haven't had nothing. >> last week, the city putting up these no parking signs, which go into effect wednesday, further forcing people out. i'm worried if they're going to towed our rv or our neighbor's rv. 11 year old hazel helping interpret. she lives here with her family. so my dad was saying that we don't know where to go. >> the city wants us out from san francisco. they have has offered us to go to san pablo, going other places, but not san francisco. and they don't want

related to the music festival. moving along in the south bay, san jose police are investigating the city's 20th homicide of the year. police say someone shot and killed a man inside a business on mclaughlin avenue, just off of 280. a witness told us it happened at the colocan restaurant. police tell us they got multiple 911 calls around 315. this morning. no word yet on a suspect or possible motive. a dead whale has washed up on a bay area beach, this time at san francisco's fort funston. the california academy of sciences says a dead humpback whale washed ashore on friday. scientists say given its markings, it was likely killed by an orca whale. the marine mammal center counts four others stranded whales in the bay area this year. it's actually the lowest total for this time in the year. in the last five years, they believe one of them died because of a ship strike, but they do not know the cause

of death for the other three. new details tonight about the cost and chaos of a large scale fish die off in an east bay lake. our partners at the bay area news group report that the city of fremont spent roughly $17,000 to clean up the mess. more than 1000 fish died at lake elizabeth and fremont central park over the 4th of july holiday. the city blamed the heat wave. the bay area news group obtained text messages from city staff showing park managers dug a mass grave to bury dozens of dead fish trying to mask the smell. records show the city brought in more than two dozen employees on july 6th to get rid of the remaining fish, working more than 150 hours of overtime. happening now. take a look up or look here as we take this live peek out at our night sky from our mount tam camera. the perseid meteor shower is peaking in about an

hour tonight through tuesday, you can see the perseid meteor shower from the comet swift-tuttle. given the right viewing conditions, it may be possible to see 50 to 100 meteors striking across the sky each hour. perfect timing because the moon that is, is expected to set in just a few minutes. spencer christian is here to talk about that. i will be on my roof later on, looking up in the air. >> you might get a pretty good view of the conditions. are looking more favorable now than they were when we talked about it at 6:00. wow. here in the city now we're going to have a marine layer during the overnight hours. but during the first couple of hours after midnight, things look pretty clear. fingers crossed. okay, here we go. here's a look at what's happening right now. the satellite radar composite image a nice brisk cooling onshore breeze has blown away the low clouds that were around earlier, but more will be developing during the overnight hours, so we can count on that. right now, the wind is relatively calm. we've got 10 to 15 mile per hour

wind speeds around most of the bay area. it is a lot cooler right now than it was at this time. last night. five degrees cooler in novato, eight degrees cooler. fairfield, 12 degrees cooler in concord. so the cooling is underway. as you may have noticed today, here's a look at current temperature readings 55 here in san francisco, 60 degrees are just above 60 at oakland, hayward, san jose, and redwood city. 55 at half moon bay. and here's that view from mount tam. and notice it's a pretty clear view for now. 55 degrees at this hour in santa rosa and napa, we've got 52 at petaluma and upper 50s at fairfield, concord and livermore, and at the golden gate right now, where we had fog or low clouds earlier in the evening. right now it's relatively clear. so these are our forecast headlines overnight. coastal low clouds and fog will develop. maybe not until well just before about 5 or 6 a.m. so it'll be slow to develop just in time for the morning commute tomorrow we'll have mainly sunny skies in the afternoon, but high temperatures will be below average, so it'll be a cool to mild day. and for

the remainder of the week, it looks like we'll stay in that same pattern. mainly sunny afternoons with just minor warming as we get into the middle of the week, but no significant change in the temperature range. so overnight we'll see lots of high clouds passing over at some points and little patches of drizzle developing offshore. and finally, as we approach the morning commuting hours, we'll see the marine layer redeveloping, pushing locally across the bay and locally inland, and there will be more patches of drizzle that will sort of wind down after about 7 or 8 a.m, giving way to brighter skies as we approach the midday hours. overnight, low temperatures will be mainly in the mid to upper 50s, around 50 for san francisco and half moon bay, and across the bay and right around the bay shoreline. mainly 5657 degrees, so not a wide range of lows, but the inland areas that are warmer in the daytime will be warmer overnight. for example, antioch, a low of only 62 degrees, san jose a low of 60, whereas other locations will be in the 50s. highs tomorrow 60 at half moon bay 64, san francisco, oakland 68. the inland east bay, which last week this time was in the upper 90s low 80s, low to mid

80s. tomorrow 82 at concord, 84 at antioch up in the north bay. highs of 85 at santa rosa, 75 at napa and down in the south bay. san jose will warm up to about 77 degrees. here's the accuweather seven day forecast as you can see, it will warm up just a few degrees from monday to tuesday, but not a lot. we'll see upper 80s as the highest of the inland highs for most of the week, maybe up to about 90 on wednesday, mid 70s around the bay shoreline and low 60s on the coast. but it's a pretty steady pattern with no significant fluctuations upward or downward. so steady pattern, mild afternoons, mainly sunny skies in the afternoon and fog and drizzle in the morning. >> i'm still thinking about the meteor shower. yes now the question is, will the phone pick up images of it? >> now that's a question i can't answer. i'm not responsible for the phones, only for the sky conditions. >> thanks so much, spencer. >> still ahead on abc seven news at 11. chef curry set the world
