this morning, one district in particular has a challenging year ahead. good morning. it's monday, august 12th. >> we're going to start with a check of traffic with amanda kumasi aaron. >> we're going to start kumasi ere kumasi reggie. that's my name. and also reggie aqui and reggie aqui. we are going to start with our overall map. you can see it's pretty green signaling a smooth commute here at 5 a.m. on your monday morning. but you do see that typical slowdown along the altamont pass, which is, you know, expected at this time of the morning. and then i do want to take you to the golden gate. you can see that there is a bunch of fog. and so there is also a fog advisory issued for the golden gate at this hour, but still really nothing else in your way as you make your way into or out of the north bay or into the city, which is the great news, we're going to take you to emeryville. of course, headlights are headed westbound. you can see it'll take you about 26 minutes to get from highway four into the city. a crowded commute already. and then i want to take you to the south bay. this is our 101 880 overcrossing cam. you can see things are

getting busy, but not too bad here for your 5 a.m. commute, i should say. and then i do want to take you to a commuter alert. we told you about this friday, but still want to remind you you're going to want to check your bart schedules this morning. you're going to see a bit of a shift. and that's as they're making schedule adjustments. they're saying this is to improve service connections and space and trains departure times, as i mentioned, are going to be shifted. so the agency is reminding riders to check their schedule before the trip. so just a reminder, if you rely on bart, especially during the morning commutes. and before we move on, i do want to get a check of the seven day forecast. here. you can see it is going to be below average inland. 84 is what's expected. we are expecting a warmer day tomorrow though, which is great inland. again 90 degrees you can say around the bay 74 a little change. wednesday it's not as warm than thursday. the same continues into the weekend. and then a little change on sunday

with 86 expected inland. let's get back to the desk. >> developing news out of san francisco. police investigating the death of a man whose body was found in golden gate park, right by the outside lands music festival. the fire department tells us paramedics found a man's body locked inside a portable bathroom outside the festival grounds just after one yesterday afternoon. it's not clear how the man died or if he was going to attend outside lands. you might remember last year, also on the last night of the festival, police found a woman's body stuffed inside a duffel bag. police arrested two people on suspicion of conspiracy and unlawful disposal of human remains. >> today marks the start of the new school year. for much of the bay area, and that includes oakland unified. the district, though, is facing one of the most uncertain school years yet. amanda has worn the issues at school. officials are dealing with as kids head back to the classroom, amanda. yeah. >> kumasi. the oakland unified school district has seen its

enrollment drop over the past few years. attendance, which revenue is based on, has also gone down. additionally the district is facing a large budget shortfall of around $56 million and the deficit is only expected to get worse. school board president sam davis says usd is still using federal and state relief money to cover costs. the district is looking into possible school closures. >> we just have to take a tough look at every school and say, is this really the one that we need for our our district right now for our city, because we do see declining number of students everywhere, not just oakland, berkeley, hayward, across across the bay, across the country, and some community organizations say there needs to be change to help some of the families who are underprivileged. >> unfortunately, in oakland, just 2 in 10 black and brown students can read at grade level. just 1 in 10 can do math at grade level. just about 50% of black and brown students are actually even eligible to apply to a four year college when they're done with high school.

harris rally over the weekend. the former president helped to spread false conspiracy theories, claiming videos of the crowd size were fake. they were not fake. thousands of people attended harris's rally in michigan last wednesday. trump made multiple posts on truth social, repeating false claims by far right conspiracy theorists and brought up more false claims of fraud in the 2020 election. there's video of harris's michigan rally from multiple news organizations, from people in the crowd and from the harris campaign, who say that the video was not altered in any way. former president trump has been off the campaign trail for the past two weeks. he says he plans to stay off the campaign trail until after the democratic national convention ends on august 22nd. his campaign says his vice presidential nominee, jd vance, will be visiting michigan on wednesday. >> today, the former president, scheduled to have a public conversation with elon musk on his platform x, once known as

with that. >> this morning, heart stopping police body camera video going in. all right. and heartbreaking. >> 911 calls like this i mean they closed it. >> chilling evidence released over the weekend from the shooting inside robb elementary school in uvalde, texas, where 19 students and two teachers were killed. in 2022, police took 77 minutes to take down the shooter. a man saying he's the gunman's uncle is heard on 1911 call asking to be transferred to his nephew to get him to stop the shooting. >> i was wondering maybe he could he could listen to me because he does listen to me. everything i tell him he does listen to me. maybe he could stand down and do something. just turn himself in. >> but the uncle's call was too late. the police body cam videos come from five officers. despite 25 uvalde officers who responde. text messages reveal some officers were either not

recording or did not have time to grab a body camera. in other text messages, multiple officers ask, is there a way to get our pictures off the pd website? for our safety, take the website down. as the public began complaining about the delayed response, can you tell me your name? fourth grader chloe torres made a 911 call herself from inside a classroom, begging for help, saying, i can't wait my dad. chloe survived, but ten year old uziyah garcia did not. brett cross was his guardian. >> i want people to see everything so that you can see this is a this is a nightmare. this is. this is something that you can't put into words. >> the release of the body cam videos and documents came after news outlets, including abc, sued under the texas open records act in terms of the delayed response to the shooting, the city has settled with victims families for $2 million. other lawsuits are ongoing, and the former school

police chief now faces criminal charges. derek dennis abc news it is one of the dreamy stretches of the california coastline, and now there is a citywide war in the town of carmel by the sea, over street addresses. >> after decades of going without them, a recent city council vote is assigning them to all homes and businesses in the one square mile neighborhood. homes usually have charming nicknames, or they're described by landmarks. but law enforcement and fire officials told residents it's a safety issue during emergencies. the lack of addresses means that every resident has to pick up their mail from the town's post office. >> i just don't think it's necessary. i mean, honestly, we've lived this way for 100 years. we don't need them. >> i'm in favor of it because of delivery issues. uber will work better. the ambulances will be able to find us. when i have a heart attack. >> in november, residents will be voting for city council

members and a mayor who will determine the final fate of whether this will be required. >> now, it's a story we've been following closely. san francisco's long running struggle with homelessness. today, the city plans to meet with people living in rvs near the zoo. amanda, time is running out for these families to move and reggie. >> authorities started warning people last week who were parked on zoo road that they must leave by this week or risk being towed. yesterday was that deadline, but no parking signs up in the area actually go into effect on wednesday. an upcoming repaving project forced dozens of people from their longtime parking spots along winston drive between lake merced and stonestown galleria. but now they are being told to move again. >> has the city offered help services somewhere to go? >> they have. they have like they've been offering a housing, but it's, it's like you gotta apply and then you gotta they gotta see because there's a lot

of people applying. so. and it's not that many housing we've been applying for like two years and a half already for housing, and we haven't had nothing. >> but families are hoping for some good news today. the city tells us they plan to meet with residents sometime this morning. back to you at the desk, reggie. >> thanks, amanda for all of our reporting around the homelessness crisis, including expert analysis and how we got here. head to our website, abc7 news.com or your abc7 news app. >> starting this morning, transit agencies across the bay area are shifting schedules to be more in sync with each other. this is a part of an effort to save riders time and make it easier to transfer lines. bart is making shifts of a few minutes to improve connections in the north bay. agencies like smart, golden gate transit, and marin transit are making adjustments to further connect the one on one corridor. vta is trying to match. bart and caltrain timed transfers, and commuters should double check the schedule before heading out tomorrow, we are getting an inside look at caltrans new cutting edge electric fleet. these new trains represent a

gate park. and that is pop star chappell roan with her huge hit pink pony club. she drew one of the biggest crowds of the day with pink cowboy hats, shirts and bandanas rushing the main stage also, country artist sturgill simpson was there as the main headliner and post malone performed a special country music set. i was not there, but i did stream the concert yesterday as they were having. they did it on amazon prime and she was fantastic. talking about chappell roan again. yeah, i loved it. >> did you feel like you were there? did they do a good job? >> oh, they did a really good job. they have drones following the artists, okay. they have like overhead shots. it's it was really high quality, >> were you in the living room doing the dance to try to get us to do on friday? were you doing it hot to go? yes. >> that the two of us did. and you declined. >> yes, yes. that particular day. >> and she taught the crowd how to do it, and they all did it. and then she called out vip. oh, she was like, everyone's doing it except for vip. wow. too coo.

leave you with some drive times. you can see, as i mentioned, that typical slowdown is at 53 minutes from tracy to dublin, 16 minutes from san rafael to san francisco, and then you have a 15 minute drive on westbound four to get you from antioch to concord. and then i want to turn to spencer christian for a look at weather. >> here's the accuweather seven day forecast. as you can see, it will warm up just a few degrees from monday to tuesday, but not a lot. we'll see upper 80s as the highest of the inland highs for most of the week, maybe up to about 90 on wednesday, mid 70s around the bay shoreline and low 60s on the coast. but it's a pretty steady pattern with no significant fluctuations of upward or downward. so steady pattern, mild afternoons, mainly sunny skies in the afternoon and fog and drizzle in the morning. >> coming up, the seven things to know this morning. >> the level of pettiness coming out from mcdonald's in france, following team usa men's basketball win. >> the reason that golden state

august 12th. >> we start with a check on the traffic with amanda reggi kumasi. >> we're going to start off with our overall map. current colors really reflecting current conditions across the bay area. you see that typical slow down along the altamont pass. but i do want to zoom in because there is also an issue. this is westbound 80 before treasure island, we are learning about a car fire, which has been reported on the shoulder. there you can see it's slowing things down to about 20mph. here is a live look from our south beach camera showing that again, this is just before treasure island, so you're not seeing the real issues here, but you can see that it opens up and people are back to moving at the limit as they make their way into the city across the span here. we want to see drive times now as well. this is for other bridges across the bay area. richmond to san rafael. you can see six minutes that hayward to foster city commute. that's going to take you about 12 minutes. and then your commute on the

dumbarton bridge from the toll plaza into menlo park. that drive will take you eight minutes. and then i do want to turn to the seven day forecast for you as well. you can see cool along the coast at 60s throughout the week inland. that will take you 80s to 90s. we're going to see 90s on tuesday and wednesday, the hottest day of the week being wednesday with that little change. but then it does cool down inland for you. you're going to see 88 thursday, friday and saturday and then a little more cooling with that little change on sunday. back to the desk. >> thanks, amanda. the tech world is remembering and honoring the life of former youtube ceo susan wojcicki. her husband confirmed her death over the weekend in a facebook post, saying she lived with non-small cell lung cancer for two years. she was 56. the santa clara county native was one of the first google employees. google ceo sundar pichai posted a tribute on x, writing in part she is as core to the history of google as anyone, and it's hard to imagine the world without

brooke jenkins issued arrest warrants for that group on saturday. they're facing charges including false imprisonment, conspiracy and trespassing. jenkins says eight of the protesters believed to be involved in the planning of this demonstration are facing felony charges. jenkins says her officers from three dozen people who were trapped for hours, including a person with a brain tumor who missed a medical appointment, and a mom with her baby who had no water for formula. >> we need to make sure that when we advocate, when we engage in our free speech rights, that we're doing it in a safe manner. we cannot obstruct people's ability to of movement, certainly not for hours at a time. >> jenkins says the protests likely cost the bridge $162,000 in lost revenue. the protesters must surrender by today. hotel workers at eight san francisco hotels have voted to authorize a strike. a local chapter of the

now, investigators are examining the cockpit voice recorder and flight data recorder, trying to determine what caused the crash. >> as we mentioned, that stunning video shows the plane in what's called a flat spin falling from the sky. it crashed into a suburban sao paulo neighborhood and burst into flames, killing all 62 people on board. two trainee doctors are among the victims. the head of brazil's air accident investigation says the aircraft did not declare an emergency. officials also say the plane was flying normally until it stopped responding to calls, and then they lost radar contact. just a few minutes later, the plane went down. investigators are also examining the plane's engines to see if there could be clues about what happened. back to you at the desk. >> thanks, amanda. investigators in maryland are searching for answers in the rubble of this home after a deadly explosion yesterday morning. two people died. a dozen families can't go home. this happened around 640 in the community of bel air. about a half hour north of

baltimore. firefighters got reports of a gas leak early this morning, and just before crews showed up, the home exploded wow. the debris field spans several blocks. first responders say the two people killed are likely the 73 year old homeowner and a utility worker. two utility workers were in that area because there was an electrical issue, but it's not clear if that issue was related to this explosion. >> a family in utah is now $25,000 richer. after discovering a hidden treasure. now, this isn't some long buried gold. the search is organized by two men who hid the treasure chest back in june, and they shared riddles to help people find it. they started. they started running regular treasure hunts back in 2020, trying to get people a way to have fun outside during lockdowns. mission accomplished. for this treasure, finding father and his two sons, i'm going to finish my

fort funston. the california academy of sciences says a dead humpback whale washed ashore friday, and scientists say, given its markings, it was likely killed by an orca whale. the marine mammal center counts four other stranded whales in the bay area this year, which is the lowest total for this time of the year in at least five years. they believe one of them died because of a ship strike, but they don't know the cause of death for the other three. >> in the east bay, a moment months in the making, coast guard cutter returned to its home port over the weekend after months at sea. friends and family gathered in alameda
