>> always live abc seven news starts right now. >> he's not an option like we're not living here because we want it. that's the best option. now we're trying to change our lives, but it's not that easy. >> not that easy. moved once and probably moving again tonight. the tough road ahead for these rv dwellers. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. this is a story we've been following for years. it's an example of the challenges of living in the bay area. >> officials say they are offering help, but is it really helpful in san francisco, hundreds of people living in rvs had to leave winston drive near lake merced because of a paving project. >> they'd been there for years. >> many of them moved to a road by the san francisco zoo. now the city says they need to leave that spot, too. abc seven news reporter luz pena has been following this from the beginning, and she's here to explain what's really going on. luce. >> yes, emma, it's a complicated

situation. most people we have met moved into those rvs during the pandemic after losing their jobs or having their work hours cut. many of these residents have jobs now but don't have enough money to pay for multiple security deposits needed to rent an apartment, so it's been hard for them to leave those rvs. a lot of them are families, and the city is now offering them help. but it's not a simple process. time is ticking for residents and families living in rvs on san francisco's zoo road. by wednesday, 12 midnight, the city's requesting for these vehicles to move anyone who had had stayed in the same spot for 72 more hours was at risk of ticketing and towing. carmen coelho is a single mom of three. many, like her left winston drive two weeks ago hoping to avoid getting towed after the city implemented a four hour parking restriction for an upcoming repaving project. since then, zoo road became their new home. but last week, the city put them on notice, saying they have to leave zoo road as well

because they're always telling us that we have to leave. we met 25 year old victoria olivera. she moved into this rv with her friend in november after losing her housing. >> i work like 85 hours per week. he works almost 50 hours per per week and we just want a home, a place to stay that we don't need to be concerned if we have water or know if we need to move the rv or know and being denied. it's like, what is wrong with us? >> victoria and gabriel said they have applied to multiple apartments, but have been rejected despite having high credit scores and bank statements that prove their incomes. >> we're now living here because we want it. that's the best option now. we're trying to change our lives, but it's not that easy, you know? >> many gathered outside their rvs as they waited for city workers to arrive. they were told today help was coming. we met maria feeding her granddaughter on the side of the

street. want her to get used to the bottle because the mom has to work. at 1 p.m, city workers set up tables and began to intake people. everyone here is going to be offered some sort of housing. >> yes, that's correct. so, especially now with the restrictions, because there's going to be construction. >> some here may qualify to get help from the city for up to three years. >> the rapid rehousing is uh- for 2 to 3 years, depending in line. >> we met 11 year old hazel with her parents. >> happy because i we're going to have a place to live. i have been living and arby's for four years now, and the city is providing vouchers or financial assistance to help many of them pay for housing. >> these rv residents still need to find available housing that will accept those vouchers, and that also depends on what's available right now on the market. >> lose this housing is not exactly guaranteed. no. let's talk about how long the assistance might last.

>> well, dan, san francisco won't be paying for people's rent indefinitely. the city worker we spoke to said it's a case by case situation to help people get into housing. now, as a way out of homelessness. in many cases, some of these rv residents will qualify to get a percentage of their rent paid by san francisco for up to three years. interesting. >> up to three years. okay, luis, thanks very much. yeah, people in los angeles were shaken up after a medium sized earthquake had a large impact. >> the magnitude 4.4 quake hit around 1220 today in the highland park neighborhood of los angeles. that's northeast of downtown, the epicenter was shallow enough to make for a strong jolt we're out of here. ring camera captured the two dogs startled. reaction. the cameras were rolling at espn when the shaking started, particularly the crowd sort of getting behind as we have a bit of an earthquake here in los angeles. >> so we're just going to make sure that our studio lights,

everything stays safe. everything's shaking. >> no major damage or injuries have been reported, though the quake did cause a water leak at pasadena city hall, people felt the shaking from as far south as mexico and as far north as bakersfield. usgs hasn't reported any major aftershocks happening today. >> it is the first day of school for oakland unified. students received a warm welcome as they arrived at manzanita community school in east oakland this morning. hanging over the district, though, is a $56 million budget deficit, which is expected to only get worse. the issue will be the topic of school closures, and it will put them back on the agenda. >> consolidations are looking at our footprint is a part of the conversation. it's a national conversation. our birth rates across the nation are down, and we're seeing declining enrollment across our state. but we're looking at it from an asset lens. and so those definitely will be conversations this year. >> on the positive side, this year, oakland unified will provide some sort of performing arts program at every elementary

school for the first time since the 1980s. they're being funded through measures passed by voters locally and statewide as well. and santa clara unified schools also started today, along with the san mateo county school district, san ramon valley and fremont unified kick off class on wednesday, alameda unified starts on thursday, and san francisco unified starts school one week from today. >> major changes are going to hit the real estate market this week, overhauling the way real estate agents get paid to help people buy and sell homes. the changes scrap informal rules that popped up. the industry propped up. rather, the industry's traditional payment structure. starting this saturday, people who are selling property are no longer required to pay the buyer's agent. the new rules make it clear commissions are negotiable and can be paid by either the buyer or seller. it means that buyers would be responsible for paying their realtors. if a seller chooses not to cover the cost, buyers now need to be more

involved in the negotiations, since they must start by negotiating their agent's commission. abc seven news reporter leslie brinkley has a look at the possible opportunities and risks for consumers. >> the experience of buying or selling a home is going to be different than transactions in the past. a recent national association of realtors class action settlement agreement has laid out new rules that will now bring the buyer and seller into negotiations over commissions on the sale of a house, negotiating who pays commission and how much is paid. >> today is the day that in the mls, any indication of compensati commission is eliminated. it is. you can't even look at historical data. >> realtors say that will make it more complicated for agents who now will have to involve potential buyers and sellers in signing new, more complicated paperwork. >> so the buyer and seller are looped into the transaction more

so we're able to be more transparent with them about the compensation. there will be more forms for the for the buyer and seller to sign that will be apparent when visiting an open house. >> buyers will be asked to sign forms, and if they don't have an agent representing them, they might not be able to get additional information about a property without an agent. buyers will have to negotiate how much they are willing to pay the agent representing them, but sellers could incentivize a sale by offering to pay all or a portion of the buyer's agent's commission. >> it's the biggest decision of your life, and it it's probably going to be intimidating regardless of these changes. but the fact that there's going to be so much more information available, hopefully that'll take care of some of the anxiety people might be having about real estate transactions, how these changes will affect commissions, or the market is still a big unknown. >> there is no crystal ball. i don't believe this is a factor on its own. that is going to significantly influence housing

prices, but it will be a learning curve for everyone looking to buy or sell a home from now on in the east bay. >> i'm leslie brinkley, abc seven news. >> a little more real estate news, just on a really big scale. next year, a new tenant will take over the oakland coliseum. the oakland roots soccer team announced plans to play home games there. abc seven news reporter ryan curry was at the coliseum for today's announcement. >> we have the oakland values and together we're going to get stuff done here in east oakland and oakland at large. >> big cheers from city leaders as the coliseum welcomes a new team, the oakland roots announced their home games for the 2025 season. will be in the recently sold stadium. we have been nomadic up to this point, playing at different venues around oakland and the east bay, and this gives us the opportunity to be here in oakland and also to significantly increase our capacity. team president lindsay baron says securing this site was once a vision now turned to

reality. once the a's announced they would move out after this season, the roots immediately worked on a plan to move in. >> it was always the dream to be able to play at the coliseum. this is such a historic and iconic venue in oakland. it is the greatest of honor to be able to play our games here next year for the roots. >> they are tentatively planned for 17 games next season and potentially more if they reach the playoffs. roots and city leadership say they will work to try to keep the staff who already work at the coliseum to stay. >> we are committed to making sure that it will have a future that is vibrant and active and brings jobs and brings revenue and brings positivity for the surrounding community. >> this announcement comes following the african american sports and entertainment group's recent deal with the a's and the city to acquire the coliseum land. >> ray bobbitt, the organization's co-founder, says he wants to keep the roots around while they focus on redevelopment. >> it's really consistent with us having a sort of a multi-use facility that's also going to have sports and entertainment as an anchor, but more importantly, be a mixed use space with housing and open space and, and, you know, other things.

>> after 2025, the roots hope to finish building a temporary stadium in the parking lot next to the coliseum that will stand for ten years. after that, barons hopes they can build a permanent home with the goal of joining major league soccer. >> we think that will give us the runway that will be the bridge that will get us to that purpose built stadium in oakland for soccer. >> one of oakland's last standing professional sports teams is ready for the future in oakland. ryan curry, abc seven news. >> oakland's new baseball team, the ballers, is teaming up with bart this week. wednesday will be bart night at raymond park when the ballers take on the boise hawks. the children of bart employees will serve as ball boys and ball girls. uh- bart police lieutenant will sing the national anthem. first pitch is at 635. >> bart is one of several bay area transit agencies shifting schedules today. agencies are trying to be more in sync with each other to save riders time and make it easier to transfer. bart, vta and muni are among the agencies making changes. it's

yesterday. police say he was found unresponsive in a locked portable restroom just after 1 p.m. it was about a mile and a half away from the perimeter of outside lands. they say there's no evidence right now. the death was related to the festival, which was going on at the time, and there are no signs of foul play. a deadly shooting inside a san jose bar is under investigation. it happened just before 330 yesterday morning inside a bar at a popular shopping center. today abc seven news reporter dustin dorsey went to that area and spoke with people who say it's safe during the day. but things tend to change at night. >> engine for your calls for reports of an individual who's been shot early sunday morning. >> angela cue, vietnamese food and deli owner shawn nguyen was preparing food for the upcoming business day. and suddenly, at

his back door, he heard loud banging and men screaming to let them in. >> you say he he found the sunday police department and he say, open the door now! and i opened the door as soon as i opened the door, there's two police pointing a gun at me. i was scared, i jumping back, i said, what's going on? >> multiple 911 calls from east san jose near the little saigon neighborhood. san jose police say a man was shot inside the colocan bar located here at the maxim market shopping center next to grand century mall. it's a popular destination. we spoke with many people in and out during the lunch hour monday. many told us off camera that it's relatively safe during the day. that's when nguyen says it gets pretty rowdy, especially at the bar a few doors down from his deli. >> i know there's a lot of people there, they sometimes they stay really late when i come in, they still there sometime, like 3 or 4 in the morning, sometimes five. >> police say the shooting occurred around 320 in the morning, roughly three hours after the bar's listed closing time. when sapd arrived on the

scene, they say a man was suffering from at least one gunshot wound within the business entrance. >> that is affirmative. it is secure. however, pd is still requesting more officers. they said they have applied a tourniquet to the patient and they are unconscious. but breathing. >> the victim later died from his injuries at a nearby hospital. the suspect in this case has not been located. this is the 20th homicide of 2024 in san jose. our abc seven news exclusive neighborhood safety tracker found the homicide rate in san jose over the last 12 months is the same as the annual average for the previous three years. the motive and circumstances of this shooting remain under investigation. witnesses are asked to contact sapd with any information they may have in san jose. dustin dorsey, abc seven news. >> pro-palestinian protesters arrested for blocking the golden gate bridge in april surrendered to authorities today. san francisco district attorney brooke jenkins had given the 26 protesters until today to turn

themselves in after issuing arrest warrants on saturday. each will face 40 criminal counts. an attorney for the protesters called the pursuit of charges a quote, humongous waste of time and money. but jenkins believes the protesters need to be held accountable, saying her office received more than 100 calls from people impacted by the closure. >> we had someone with a brain tumor who was scheduled for surgery and was not able to have that surgery. we had a child with disabilities, cerebral palsy, stuck on a specialized school bus for over four hours without anyone other than the school bus driver. >> the protesters claim the charges are excessive, considering the pro-palestinian protesters arrested for blocking the bay bridge last november only faced five charges, all of which were eventually dropped. >> a native american tribe is protesting the construction of a new police training facility in san pablo. members of the muwekma ohlone tribe held a rally this afternoon, vowing to evict the san pablo police

department from the site on gateway avenue. the city of san pablo plans to build a $44 million training facility at that location, but tribal leaders say the construction would take place on sacred tribal land. >> the idea of stopping something that is already being constructed might seem impossible, but whatever's being built can be repurposed. >> the city of san pablo is set to begin construction on the new training center in october. >> all right, let's turn to our weather. it's been quite cool lately. >> yeah, it really has been a nice break from the heat at this point in august. meteorologist sandhya patel is here. >> sandhya. yeah, and it keeps our fire danger down, too. >> that's a good thing when you have temperatures that are at or below average. dan and ama, let's take a look at a live picture right now from our exploratorium camera. the sun is shining. today's high temperatures range from the low 60s to the mid 80s. they were right about where they should be, or slightly cooler than average. in the case of san francisco, for example, today 64

degrees average temperature is 67, so just three degrees shy. and as i mentioned, there is a benefit to the pattern we're in as we look at live doppler seven. some high clouds have been passing through. we are in this gusty pattern and tahoe is no exception. so red flag warning is going until 8 p.m. tonight for the tahoe truckee area due to gusty winds and low humidity, fire danger remains elevated up there, so trough has been deepening. that brought us a cooling yesterday. that's keeping us in this windy pattern that we're in right now. as we take a look at the winds right now, 25 miles an hour in san francisco, 23 out towards rio vista. so even out towards the delta, you're feeling that breeze as we go. hour by hour tonight, 7:00 you will still notice it's gusty out there. the winds will back off a bit, but still going to remain breezy as we head towards tomorrow morning. they let up and then tomorrow afternoon they pick up again. about 30 point raise 26 san francisco. so be prepared for those extra layers, especially along the coastline.

sugar sweetened beverage tax. that was back in 2014. three other bay area cities have soda taxes now san francisco, oakland and albany. >> the biden administration wants to make it easier to navigate through customer service. new policies announced today aim to lower the time and effort spent trying to cancel subscriptions or get through to an operator, abc news reporter christiane cordero has the details from washington. >> today, the white house is unveiling new policies with a goal of getting consumers better. customer service among them, aiming to make reaching a real life representative as easy as one click. >> americans are tired of being played for suckers, and president biden and vice president harris will continue to use every tool available to protect americans from corporate greed and practices that hit people in their pocketbooks. >> part of this proposal is to reduce so-called doom loops, where customers are stuck with a chat bot or an automated recording instead of an actual person. a consumer financial protection bureau proposal would

require businesses to connect a customer with a human representative by pressing a single button, and a new rule by the federal trade commission would make canceling subscriptions as simple as signing up. so if it takes one click to sign up for a membership the ftc is proposing it should take one click to back out. this could potentially apply to gym memberships, apps, internet and cable. these proposals are part of a greater push by the biden administration to bring daily costs down for families, a recent survey from cnet finds consumers are spending, on average, $91 a month on subscriptions. it's over $1,000 a year. >> many of these providers are slowly notching up the price of their subscriptions. it's not a lot. it's just a dollar or two per year for most of them. but that really starts to add up. >> important to note, these new proposals could take months to go into effect. they could also face legal challenges. christiane cordero, abc news, washington. >> coming up here next, the rising risk for men developing
