tonight. black californians are one step closer to reparations from the state after several key

bills passed a major legislative hurdle today. good evening. thank you for joining us. i'm dan ashley and i'm ama daetz. >> the bills are part of an effort to begin correcting the harms of slavery and decades of discrimination carried out by the state of california. >> abc seven news anchor and race and social justice reporter julian glover has been following this story really every step of the way for years now. he joins us in the newsroom with an update on these bills. julian. >> hey there. good evening, dan and ama. four key bills as you mentioned, passed out of committees today, making this a major step forward in the fight for reparations here in california. those bills now head for full floor vote in the coming weeks. so bill 1403, this would create the california freedmen affairs agency. this agency would oversee and administer any reparations measures passed by the legislature. next up is sb 1050. this one would require the california freedmen affairs agency to compensate families who've had their property taken from them in racially motivated

applications of things like eminent domain. then there's sb 1331. this would establish the fund for reparations and reparative justice in the state treasury in order to fund policies approved by the legislature to address those harms faced by black californians caused by the state. here's what state senator steven bradford, who authored those bills, had to say about the vote. his team provided this interview to us with reporters in sacramento. >> we know it's important, and i hope it sends a signal not only to california, but to the rest of the nation that this is a priority and that not only california is watching, but the nation is watching. >> there was a fourth bill, assembly bill 3089, that would issue a formal apology to black californians for human rights violations and crimes against humanity on african slaves and their descendants. all four bills are now up for that full floor vote in the coming weeks. now, if these bills pass, they would then go to the governor to sign or veto. that has to happen

by september the 15th. if the budget is any indication, though, it looks like the governor is poised to sign the bills. he carved out $12 million for reparations in the state budget. keep in mind, this was a very tight budget year. it's unclear, however, how that money would be spent. live in the newsroom tonight. i'm julian glover, abc seven news. >> all right, julian, thank you for that. a new report on crime in california is testing the national perception that lawlessness is higher in the golden state. the report was released today by the center for juvenile and criminal justice. >> california's reforms, liberal or just common sense, however you want to look at them or court mandated, that's another way to look at them. the courts basically told us we had to end prison crowding, but in a sense, a reforms did not bring more crime. in fact, rates now are at or near record lows in the state. >> the group titled their report stop lying about california. they intended their study to debunk the high crime perception and relied on statistics from

the california department of justice. among their biggest findings, property crime is down in the state. >> now to new developments out of oakland, where police have arrested a man in connection with a shooting that injured a man while he was napping inside his home. 20 year old damon roberts faces several felony charges tonight. abc seven news reporter ryan curry has the latest details about the suspect and this case. >> the first step towards justice for loooooong quang was taken. this week. police arrested 20 year old damon roberts of richmond for firing the stray bullet that hit quang in the head while he was taking a nap. his sister and a close friend spoke with abc seven news after the shooting. >> the bullet is go straight through the left brain and exit to the left eye. >> a tragic incident that left quang fighting for his life. the district attorney's office confirmed roberts was arraigned thursday on several charges for this case, including shooting into an inhabited building and possession of a firearm while on probation. but the da's office says he has another appearance

this week for charges in a separate case. roberts appearance is set for 9 a.m. friday morning at this courthouse. he faces a list of criminal charges, including first and second degree robbery, as well as possession of a machine gun. when we spoke with the family, they wanted justice for the person who put quang in the entire family through physical and emotional pain. the family says he has already gone through three surgeries, and he has a slim chance of regaining consciousness. they are considering leaving oakland. >> it happened at home. like everyone thinks home is the safe place to live in. but this happened at home. we feel so shocked and we don't know what to do. >> roberts was denied bail and remains in custody in oakland. ryan curry, abc seven news. >> now find the full picture about public safety, where you live with our abc seven neighborhood safety tracker. the interactive tool has a thorough historical data and trends for san francisco, oakland and san jose. it's available for you right now on abc seven news.com. >> a man nicknamed the bad

breath rapist was sentenced today after being captured in the east bay back in may. tuan kit lee was convicted of rape in 2007, in quincy, massachusetts. he spent 16 years evading authorities until he was finally found in diablo, living under a fake name. a judge has sentenced lee to spend 18 to 20 years in prison. the victim was able to identify him by telling police the person who raped her had bad breath. >> today, a san francisco judge dismissed dozens of backlogged cases, ruling that prosecutors can no longer use the pandemic as an excuse for not bringing these cases to trial. the judge ordered a total of 70 cases dropped just weeks after an appellate court ruled the delays in bringing the cases forward violated defendant's constitutional rights. the san francisco public defender's office says it sympathizes with the victims of the alleged crimes, but blames the superior court and the da for not bringing the cases sooner. >> our clients have a constitutional right, just like the victims do, and it was our

client's rights that were violated. time and time and time and time and time again. >> the san francisco district attorney's office blasting the court in a statement to abc seven news saying, quote, the superior court's order today, unlike courts in other counties in the past, in the post covid era that have worked through case backlogs has unfortunately stripped victims of justice and robbed defendants of their rights. >> now to your voice. your vote. one week from tonight, vice president kamala harris will accept the likely nomination for president at the democratic national convention in chicago. the largest group of delegates will be from california, her home state. among them many from the bay area. abc seven news reporter anser hassan spoke to one of the delegates about how critical this vote is. many of the state's diverse communities. are you going to vote for? >> i'm proud to cast my vote for the next president of the united states, kamala harris. >> born in the east bay to afghan refugees harris mojadidi, who's muslim, south asian and an lgbtq activist, sets off on

sunday to the democratic national convention in chicago. mojadidi, who's an assistant dean of student engagement at uc berkeley, has spent the past 15 years as an activist, especially on behalf of refugees. >> i've spent my entire life growing up in the social safety net programs of alameda county and so the fact that i get to be able to vote for the nominee of one of the two u.s. major political parties really speaks to this nation, and what's possible. >> in 2019, kamala harris, then the first term senator from california, dropped out of the 2020 presidential race, citing lack of funds. others pointing to political infighting within her campaign. but mojadidi says he's voting based on what harris has accomplished as vice president, inflation reduction act. >> a few years ago, looking at our federal judiciary, having justices and jurists that really represent and reflect this great country. >> mojadidi will also be among just a handful of muslim delegates from across the united states. many in the south asian

and muslim communities have supported the pro-palestinian protests and aligned themselves with the uncommitted vote because of the dissatisfaction with the biden-harris administration's handling of the war in gaza. but mojadidi believes four more years of president trump could usher in another wave of islamophobia. >> we saw that with the muslim ban. i know that we're not going back to the four years of donald trump that really saw a rise in islamophobia and various other types of discrimination. and so, to me, the choice is clear for him to rise up from a family of refugees who didn't speak english, to vote for the highest office in the country, he says, is the chance to stand and representation of so many who don't get to be heard. >> but representation in terms of class and everyday regular americans. >> and so i'm honored to have that opportunity to represent and reflect my own lived experiences. >> in berkeley, anser hassan, abc seven news.

>> and abc seven news anchor julian glover will be live in chicago for the democratic national convention starting on monday. he'll be there through thursday for harris's big speech. >> five people have been charged in the death of actor matthew perry. his death was the result of the drug ketamine. and now investigators are looking into who supplied the friends actor with that powerful narcotic. among the five arrested are two l.a. physicians, salvador plasencia, known as doctor p and doctor marx chavez. they are accused as the initial sources who supplied perry perry's live in personal assistant and acquaintance, and a 41 year old woman who went by the nickname ketamine queen, were also arrested. >> defendant plasencia saw this as an opportunity to profit off of mr. perry. he wrote in a text message in september 2023, quote, i wonder how much this moron will pay. >> the indictment accuses doctor plasencia of teaching perry's assistant about how to inject

two three just got a jersey, a shirt, a cap, some gloves and a chain. >> i'm definitely ready for the season. you know, week one is coming up. >> still a few weeks away from that time. so the focus remains on practice. it's where most of the star players will actually see action. offensive starters sat out the preseason opener, but fullback kyle juszczyk is confident in the work being put in on the practice field to keep them ready for the season opener in less than a month. even if they don't play sunday, you know it feels good for the first group to go out there and have a successful drive under your belt and it just, you know, you have that confidence that you already did it. >> but i'm quite confident either route that we go. if the starters play a little bit, great, if we don't take a single snap, great, it doesn't make too much of a difference to me. >> there will be one returning starter who will not be playing this weekend. however, after a week long absence from the practice field, wide receiver brandon aiyuk was spotted in street clothes closely watching practice for the second day in a

>> raise your hand if your stomach is growling with heaping trays of pasta, cheese covered garlic bread and a seemingly endless bowl of salad. >> oderzo is doing buffet lunch at his restaurant a little differently. >> this is a house. it's not a restaurant. everybody know each other. >> d'urso has owned sapori italiano on the peninsula for 24 years. about three weeks ago, he slashed prices of their lunch buffet to just 9.99 from noon to two. every weekday, it would normally be 32 bucks. >> no. advertise the first day there were 60 people. >> he came up with the idea after having a regular group of seniors coming in for lunch to play poker with him during the pandemic. a group he loved bonding and sharing stories with so much he didn't charge full price. >> i just charge a little bit, just my cost to the food, and then i say, why i don't do for everybody. i say, just for a couple of hours. >> this comes seven months after san mateo county declared loneliness a public health crisis, and pledged to promote

social connection in local communities. in a county survey last year, 45% of residents said they feel alone. >> this is all about connectivity. social isolation is real. >> supervisor david canepa says this plan is the italian way. >> we forget about our older americans. we forget about our seniors. we're all so focused on our families and careers, but this owner, this owner has said you are not forgotten and you all you do have a place where can you go for camaraderie, good italian food and italian atmosphere? >> it's something that hits close to home for 82 year old judy djungarian. she lost her husband last year. >> i think it's amazing. i mean, where can you go? you can't even get a hamburger for 9.95. and when the ladies heard about it, they thought, fantastic. it'll bring more seniors out. >> as for how long these prices may stay on the menu, i'm going to continue it until uh- until i

can. in burlingame, lena howland, abc seven news. >> that is fantastic. >> it's awesome. love it. >> all right. let's turn our attention to the weather forecast. almost the weekend. yes. >> abc7 news meteorologist sandhya patel is here with what's coming. sandhya. yeah, and we're going to be seeing some big time changes come this weekend. >> but i want to show you some live pictures right now, and you will notice just how bright and beautiful the views are from our tower cameras, no matter which direction you're looking. but from mount tam, you're looking towards the coast. you're starting to see some signs of the low clouds regrouping 90s for our warmest spots, right now, from santa rosa to saint helena, we have 60s right near the coastline and also in san francisco. everyone else in between the winds are getting gusty once again. 28 miles an hour in san mateo, 29 at sfo and even san jose is gusty at this hour, so the next few hours do expect the gusty winds they come down during the overnight hours, and then we'll pick back up again tomorrow afternoon. high

pressure keeping us dry for the time being. but all eyes are on this trough. it's pretty deep for this time of year. it's going to be deep, i should say, for this time of year. and that's going to drop in and bring in some rain to parts of northern california. we'll get in on a little bit of dampness. i'll show you when in just a moment. vollmer. cameras showing you a lot of sun tonight through tonight. gusty pattern continues tomorrow. fog to sun and mild to warm weather. the fog will be limited, though. start of the weekend will be morning clouds and drizzle on saturday. tonight if you are stepping out, the patchy low clouds will remain patchy heading into tomorrow morning. we start off with some fog at 5:00 and then it will clear back to the coast and we will have that breezy condition again. so your morning temperatures in the 50s and the 60s to start the day tomorrow afternoon. you'll be in the 60s. coast side 90s inland, similar to today with plenty of sun. and then we head into saturday. biggest change you're going to notice is the temperature drop off inland areas are only going to be in the 70s and 80s. far

cry from the 90s. and then you will also notice a lot more cloud cover for your saturday. as that trough deepens, we'll see a little drizzle saturday morning up along the pacific northwest coastline and into northern california. they will actually have some showers around, so temperatures saturday will be below average for this time of year. and you can see the rainfall, a lot of fires burning up there. so this is good news. 6300 expected in portland seattle 4600. eureka. getting in on a little rain down here. we'll call it drizzle okay. that's about it. now we take a look at hurricane ernesto. that is a big storm right now. it has strengthened to packing winds of 90 miles an hour. it is heading towards bermuda, expected to become a category two storm tomorrow morning and could possibly strengthen even more as it nears bermuda. the biggest issues with this is going to be the rainfall. the flooding, the storm surge and also the rip current risk along the eastern seaboard. it will eventually weaken into a depression. here's
