temperatures. lots of sunshine out there. very similar to yesterday, upper 80s to the lower 90s around the bay shoreline. it's going to be a bright morning out there. we have a lot of sunshine from the start. mid 70s this afternoon, but again, we will have that breeze picking up just like the past couple of days. winds about 15 to 25mph along the coast. today we'll see partly cloudy skies, temperatures in the 60s. but you notice tomorrow morning we have a chance of some light showers, some widespread drizzle. we'll talk about that coming up in eight minutes. let's check in with amanda. see those drive times. yeah. >> good morning drew. we're going to start off with a look at our overall map. the green signaling clear and quiet conditions across the bay area. this is minus the typical slowdown along the altamont pass made even tougher this morning because of a high wind advisory that's issued for some parts there and then. hello walnut creek. you can see an easy drive on 680 in walnut creek. both directions at this hour flowing freely. and then i'm going to take you to oakland, 8-80 cam showing no issues on the nimitz as cars pass the coliseum. >> reggie stopping retail theft has been a big focus of crime

fighting efforts across the state recently. today, the governor is going to be in the south bay to take a new step in that fight. abc seven news reporter gloria rodriguez is here with what we know about the plan and new data about how the state's retail crime crackdown has been going. gloria. >> good morning. reggie. this morning, governor newsom is scheduled to sign new legislation in san jose. his office has not given specifics about that legislation yet. but today's event is happening just days after the governor got a package of bills aimed at fighting retail theft in the state, and the bills address serial thieves, cargo theft and allowing law enforcement and district attorneys to prosecute. this comes as the governor's office is touting effective work from its california highway patrol task force to combat retail theft. according to the governor's office, 167 retail theft suspects were arrested in california last month. that's more than double from the previous month, with nearly 900 arrests this year, more than $7 million in stolen goods have been recovered, and the governor

several felony charges. amanda at the live desk with what we know about the suspect and this case. >> yeah, reggie, 20 year old damon roberts of richmond is expected to appear in court again today in a separate case. he faces charges including first and second degree robbery and possession of a machine gun. roberts is accused of firing the stray bullet that hit him in the head while he was napping in his home earlier this month. roberts was arraigned yesterday on several charges for this case. it includes shooting into an inhabited building and possession of a firearm while on probation. kwong's family spoke with abc seven news after the shooting. they say they want justice and now they are considering leaving oakland. >> it happened at home like everyone thinks home is the safe place to live in. but this happened at home. we feel so shocked and we don't know what to do. >> kwong's family says he has had three surgeries so far and has a slim chance of regaining consciousness. roberts was

denied bail and remains in custody. back to you at the desk. >> thank you. amanda. the vice presidential debate now locked in. both candidates have finally agreed to the october 1st event. yesterday republican nominee senator jd vance said in a social media post that he's accepted the terms of the debate. then he challenged democratic candidate governor tim walz to another debate. before that one, he proposed september 18th. former president donald trump will be in the key battleground state of pennsylvania tomorrow. he's expected to expand on his economic policy plans today. vice president harris is going to be in raleigh, north carolina, talking about her plan for the economy. this will be her first major policy rollout since becoming the democratic nominee. the democratic national convention is kicking off in chicago on monday. the largest group of delegates will be from california, and among them, many from right here in the bay area. abc seven news reporter anser hassan spoke with one of the delegates about how critical this vote is for many of the

state's diverse communities. are you going to vote for it? >> i'm proud to cast my vote for the next president of the united states, kamala harris. >> born in the east bay to afghan refugees harris mojadidi, who's muslim south asian and an lgbtq activist, sets off on sunday to the democratic national convention in chicago. mojadidi, who's an assistant dean of student engagement at uc berkeley, has spent the past 15 years as an activist, especially on behalf of refugees. >> i've spent my entire life growing up in the social safety net programs of alameda county, and so the fact that i get to be able to vote for the nominee of one of the two us major political parties really speaks to this nation. and what's possible. >> in 2019, kamala harris, then the first term senator from california, dropped out of the 2020 presidential race, citing lack of funds. others pointing to political infighting within her campaign. but mojadidi says he's voting based on what harris has accomplished as vice president, inflation reduction

been devastating on their reputations, their mental health, loss of autonomy and in some instances, causing individuals to become suicidal. >> the city attorney's office says many of the operators of these websites have masked their identities. a lawsuit aims to reveal who the people are. the city's attorney, the city attorney's office, also says they're hoping to send a message to bad actors to stop this highly illegal practice. >> elon musk's new ai chatbot called grok is raising concerns. two days after its debut. grok allows users to create ai generated images from text prompts and post them to x. people began immediately using the tool to flood the site with fake images of president biden, vice president harris, former president trump sometimes doing illicit activities. they even posted this fake image of musk. >> happening today, governor newsom is going to be in the south bay. he'll be set. he's

set to sign new legislation that he says will crack down on retail theft across the state. abc seven news reporter laura rodriguez joining us live with more about the event as the governor is touting a drop in crime in california. >> that's right. kumasi the governor's office is touting effective work from its california highway patrol task force in combating retail theft. data shows 167 retail theft suspects were arrested in california last month, more than double from the previous month, with nearly 900 arrests this year, more than $7 million in stolen goods have been recovered. governor newsom's office has not given specifics about the legislation that he plans to sign today, but the governor has gotten bills aimed at fighting retail theft in the state. the package of bills were sent to him on monday, and they addressed serial thieves, cargo theft and also allowing law enforcement and district attorneys to prosecute. if signed by the governor, the bills would go into effect in january. but there has been some opposition, for example, by members of the legislative black

caucus because of the possibility of more people being sent to prison. the governor is expected to sign the legislation in san jose at 10:00 this morning, and it's not clear if he's planning to sign the package, though he was sent on monday. i have reached out to the governor's office to get more details. live in the studio. gloria rodriguez, abc seven news. >> thank you. gloria. new developments with the former executive director of the san jose police officers association, who is facing drug charges. joanne segovia was arraigned on modified charges yesterday and entered a plea of not guilty. the new filing changed the drug. she is accused of smuggling from fentanyl to tapentadol, which is also an opioid. segovia's attorney hinted she might switch her plea to guilty as a result. it's not clear if a potential sentence will be affected by that change. the next hearing is set for october. >> bay area music fans are mourning the death of 80s rock star and longtime dj greg ken. ken and his band became popular in the bay area club scene back

about our situation. i'm a single mother. i'm trying my best. i'm doing everything that i can. >> so awful. eva's mother removed her from the summer program on tuesday. >> judge king defended his actions, claiming the incident was his version of scared straight. now he has offered to mentor eva, but her family says they are not interested. back to you at the desk, kumasi. >> thanks, amanda. reparations in california. several bills made it out of committee yesterday, and they'll head to the full assembly now for a vote. one bill would create the california freedmen affairs agency that would oversee funding. another would establish the fund that would pay for reparation policies that are approved by the legislature and the governor. the third bill would require the agency to compensate families who had their property taken essentially land restitution, and a fourth bill would issue a formal apology to black californians, and a vote is expected in the coming weeks. reparations is a process we've been following very closely now for years. you

season. >> so far this year, the heat wave we had was early enough. it didn't cause much damage. if we were to have a heat wave, you know, between now and in the next couple of months, then we would suffer some crop loss from that. so of course we hope it doesn't happen. >> there's still a lot of time for changing weather conditions. wine grape harvest season will continue across the state from now all the way through novembe. >> looking to keep gas prices from soaring? governor newsom wants to try a new strategy. his plan would require oil refineries in the state to keep a minimum supply on hand. newsom says oil companies cash in when those reserves aren't kept up, especially when a refinery goes down for maintenance. he argues that's what fuels the gas price spikes. under the governor's plan, refiners would face fines if they don't keep up with minimum requirements. >> marine mammal officials say they've had to rescue close to 100 sick sea lions from the central coast. scientists believe domoic acid that runs in deep ocean water has been

brought up by strong winds that causes illnesses that affect the central nervous system of mammals, causing a bigger bloom that's affecting more animals over a larger area than we've seen in the in all the years in the past. the sea lions consume contaminated fish and marine life, making them sick. warming water levels caused by climate change is also suspected of contributing to high domoic acid levels. >> visitors to la jolla beach, north of san diego stumbled on the stuff of nightmares recently. a deep sea fish that's rarely been seen by humans. the oarfish is nicknamed the doomsday fish. oh, goodness. it has a mythical reputation in parts of the pacific island nations to predict an upcoming natural disaster. >> they wash up on the beach either before or after, depending on who you talk to. earthquake or major earthquake
