cross is about to run out. >> abc seven news reporter suzanne fawn shares their story. >> this unit right here, so close to the fire. >> hector padilla and his neighbor jackson lum, a senior, were among the dozens of residents in oakland's chinatown forced from their apartment early wednesday because of a devastating fire. >> it's actually you can see the dumpsters melted. >> neighbors believe an unhoused person set a dumpster on fire, and it spread to the apartment at ninth and madison and is home to many chinese speaking immigrants and low income families. stuart chen is with oakland chinatown improvement council. >> we're estimating it to be about 150, maybe even 180 residents living in that 31 units. a lot of them are still staying with their family, their friends, their couch surfing. we don't know who else will come forward and ask for help. >> youxin gao has lived in the apartment for 11 years with his wife and 31 year old son. they

have nowhere to go. >> they're hurting. >> chen translated for gao. >> i'm talking about a lot of people need help. you tell me, where should i sleep? it's. it's hard. it's very hard. and he looks around and tears just roll off his eyes. not just him everybody. >> chen says the oakland emergency department held an urgent meeting friday afternoon. >> we need help. our residents need help. they need help. >> the red cross is offering temporary shelter at the chinese presbyterian church. the zoo chai foundation is also offering some food and financial help. the mayor's office is involved, too. it's not just seniors impacted, but also kids. >> there was two kids. they ran out without taking their backpack. so yesterday was the first day of school so they couldn't go to school. >> advocates say time and resources are running out. they've created a gofundme and are asking the community for help because the families won't be able to return anytime soon. >> the red cross is assistance is intended to give them a few

days of support until they can figure out what their next step is, and that's where we really rely on our community. >> the hope is gao and others will find the help they need with the support of the community. >> we'll get through this, but it hurts. definitely hurts. >> in oakland, suzanne vaughn, abc seven news. >> we're following the story of a beloved east bay bookstore trying to come back from a devastating fire. other bay area booksellers are stepping in to help. east bay booksellers on college avenue in oakland is a total loss after last month's fire. a gofundme started by other local bookstores has raised more than $217,000 to help them recover. >> we have a bunch of raffle donations that came in from a bunch of different community members, including bookstores, restaurants, etc. that are all really excited to throw their support behind east bay booksellers. >> this sunday, they will host a fundraiser at gilman brewing in berkeley featuring local author.

the owner of east bay booksellers says he'll use most of the money raised so far to keep paying his employees and to start searching for a temporary place to reopen. an investigation is underway into a deadly shooting in berkeley. it's the city's third homicide of the year. police say they were called for reports of gunshots on adeline street, near martin luther king junior way, just before 1 p.m. today. officers had closed down the area from woolsey to harmon streets while detectives investigated. >> new at 11, there is lead in the water at several oakland unified schools. the district's risk management team conducted tests over the last few months. teachers say frick united academy of language had lead levels three times higher than recommended. a parent who addressed a school board meeting says more than a dozen schools were affected. oakland schools say remaining schools will be tested starting tomorrow. emergency repairs and maintenance have begun and will continue through the week. >> we want to turn now to a look at the weather. a live look

rushing out with thousands of dollars worth of stolen stuff. well, governor newsom signed today ten new bills into law that aim to combat smash and grabs, as well as car thefts and the sale of stolen goods in california. the governor joined a large group of lawmakers, law enforcement and retailers in san jose to celebrate what they hope will curb retail theft. the property crime and retail theft crackdown bill package promises stronger enforcement, more serious penalties and steep consequences. >> program passing is not problem solving. signing a bill doesn't solve a problem. it's the hard work that comes over the course of the next weeks and months to deliver on what we're promoting and promising. >> the stricter penalties include harsher punishments for those selling stolen goods. also, repeat offenders could face increased probation for shoplifting and petty theft. san francisco, of course, is no stranger to retail theft. the new crime laws come as some small business owners who have been targeted by crooks, worry

that they're going to be hitagae months since two thieves broke into mariana o'connor's clothing store in the cow hollow neighborhood. they got away with more than $43,000 worth of inventory, and o'connor's sense of safety. >> every day i come into my space, my store, and then i'm asking myself, so those people, they're going to come back again. we're going to happen. so that is, this is something we really, really, really need to fix that i don't feel safe inside of my store. >> san francisco saw a dramatic increase in shoplifting during the pandemic. the thefts led not just to economic loss, but store closures in some cases. some upscale stores have since changed to appointment only shopping in the south bay. >> former ufc champion cain velasquez is now facing up to 40 years in prison after a no contest plea today to attempted murder and several other charges. velasquez is accused of shooting at a man during a high

speed car chase in morgan hill in san jose in 2022. the person he chased was accused of molesting a relative of velasquez. velasquez is intended victim still faces felony molestation charges. a sentencing date has not been scheduled at this time. santa clara county has new plans for a pair of housing sites in san jose, and those plans have neighbors concerned. three halfway homes currently sit on those properties, but the county wants to provide temporary housing to people who are mentally ill or have a substance use disorder. abc seven news south bay reporter lauren martinez explains why some residents say they were blindsided. >> right now, santa clara county is eyeing to purchase two interim housing sites in san jose. the tiny homes location off monterey road and bernal and the vermont house, two city owned properties. while the news of how the sites would change caught residents off guard. >> and then we find out they're talking about jail diversion program and we're like, shocked. >> he said he and some of his

neighbors were invited to a virtual meet and greet by the county on thursday night, but when they got on the call, they learned about the county's intentions to refocus the transitional housing sites into a jail diversion program. >> the judge is going to put him here instead of in jail. well, that's probably a good program. and good to have, you know, counseling. and it could be a really good thing. but come on us if or when the county takes ownership of the sites, the county says they will continue to serve unhoused people, but will focus on those who have agreed to participate in the jail diversion program. >> on friday, the county sent us information on who exactly could live at these sites. they said these include people involved in one of the collaborative courts, problem solving courts, people with an underlying problem that leads to criminalized behavior, and people with mental illness, substance use disorders or both. >> people have valid questions and let's be honest, many of the

people living on our streets today and experiencing homelessness have serious challenges. >> mayor matt mehan said by shifting the operations over to the county, it frees up the city to focus on building more affordable and transitional housing. while the county can provide health and human services, we are better off when we get people into safe and managed environments with services. >> people are going to be, you know, are going to be there. either way, people struggle. people struggling with these challenges are in our community already. >> the city was scheduled to vote on the sale august 27th, but as of friday, it's been delayed. >> my big thing is i need to understand what the details are, what's going on so we can make a decision and mitigate our challenges. >> san jose lauren martinez, abc seven news. >> we're getting a better idea of what san francisco's unhoused population looks like, courtesy of partners at the san francisco standard. a new data from the

social security benefits. abc seven news anchor julian glover will report from chicago. live at the democratic national convention starting on monday. he'll be there through thursday for harris's big speech. >> waymo has been looking into whether it should allow teens to hail their own rides. according to the sf standard, the driverless service sent out a survey to customers about the idea. the survey said the potential program would allow teens a chance to get around safely with more freedom and save parents time. plus, with no one in the driver's seat, there's no time that a minor is alone in a car with a stranger. waymo says it received promising feedback about the program. burning man is set to return to the nevada desert next weekend, but last year's muddy mess seems to have left a stain. torrential rains last summer stranded thousands of people in the desert. now, ticket sales are down, with many so-called burners planning to stay home. that has an impact. even here in the bay area. in san francisco's haight-ashbury neighborhood, stores that cater to burners are

worried about their sales. >> it would impact, you know, everything. it would mostly impact, like, what am i able to invest in moving forward? what new projects can i do? what new designs do i have ready to go? >> david carr says burning man accounts for as much as 40% of his overall revenue. he's hoping sales pick up next week before the festival begins on the 25th. >> and a week after the outside lands music festival, fans will descend on san francisco for another concert. a sold out crowd of 50,000 people will attend the inaugural golden gate park concert series, headlined by alternative rock bands system of a down and deftones. organizers say 90% of the audience is coming from outside san francisco, which will bring an economic impact for the city. to be sure, that concert is tomorrow. of course, you'll want to know what the weather is going to be like. >> absolutely. even if you're not going, you want to know about the weather. abc seven news meteorologist sandhya patel is here. sandhya. yeah. that's right, dan and ama. >> you know what? if i were you,

i would grab those extra layers. and if you don't want to get wet, have a raincoat or an umbrella handy, because there will be some drops around. let's take a look at what you can expect. damp areas tomorrow morning. clouds, fog and drizzle is how you'll start the day with pockets of low visibility. some slick roadways. definitely drive safely as those oils get drawn up as the drops hit the ground. now, most of this is going to be mainly in the morning, but there is going to be the possibility of a few isolated showers or drizzle in the early afternoon as well. you can pretty much blame this deep, low on water vapor and doppler. you can see that it is continuing to deepen and is certainly going to be driving through to our north, and what it's going to do is kick up the winds. red flag warning for northern california and parts of the sierra tomorrow morning to tomorrow night. as the winds are going to be gusty. the humidity low. that fire danger will be elevated out of the areas that i just highlighted there. but here locally, it is actually going to be very different picture than

what you're seeing right now. so the clouds will be gathering and certainly some drizzle showing up. gusts to 25 at sfo right now, 21 in rio vista still gusty across parts of the bay area. and as we go into tomorrow morning, the winds will pick up once again at 11 a.m, 29 to 30 miles an hour around calistoga, napa topping that as we head into the afternoon hours as that low approaches. so be prepared for those winds to really drive those temperatures down as well. today we had 90s inland. tomorrow the warmest spots are only going to be in the 80s, so a good 10 degrees drop in many areas inland, 50 to 70. right now we are definitely still mild out there. live view from emeryville overnight through noon saturday. cloudier areas of drizzle tomorrow afternoon. it's going to be cooler with gusty winds and sunday through early next week. sunnier and warming trend on the way. so let's go hour by hour. the clouds fill in tomorrow morning off the coast. you can start already seeing the air mass moistening up. 9 a.m. you see the drizzle that's moving through the area and it
