place to stay. plus lead found in water while students returned to school. parents now saying multiple east bay schools are affected and residents push back on a new housing plan that would bring mentally ill people closer to their south bay neighborhood. good morning to you. it's saturday, august 17th. i'm zach fuentes and we have so much to get to this morning. but first look at weather with meteorologist lisa argen. good morning. >> good morning. we've got a cool down just in time for the weekend. it's going to be a pretty abrupt cool down as we look at live doppler seven. right now that circle there, that's a deep area of low pressure in the pacific northwest. that's going to send some breezy winds, cloudy skies and the outside chance of a sprinkle our way throughout the morning hours. right now, it hasn't clouded up totally yet. it is still mild. 64 in hayward, 62 palo alto, with some cooler numbers in the north bay. upper 50s santa rosa and sonoma. and we are anywhere from 3 to 5 degrees milder. that marine layer will be expanding across

the bay, and by the afternoon could see a few low 80s. but by 5:00 we're dropping back into the upper 70s with those breezy west winds inland around the ba. plenty of cloud cover near 70 today, and then at the coast that mist and drizzle. temperatures in the 60s. it will be a brighter and warmer sunday. and we'll talk about afternoon highs in your neighborhood in a few minutes for your saturday afternoon. zach. >> sounds good. lisa. thank you. dozens of seniors in oakland's chinatown are trying to find a place to stay after a fire forced them out of their apartments. their complex is on ninth and madison. it's now redtagged. the residents we're hearing from say they need help because support from the red cross will soon run out. abc seven news reporter suzanne phan shares their story. >> this unit right here, so close to the fire. >> hector padilla and his neighbor jackson lum, a senior, were among the dozens of residents in oakland's chinatown forced from their apartment early wednesday because of a devastating fire. >> it's actually you can see the

dumpsters melted. >> reporter neighbors believe an unhoused person set a dumpster on fire. it spread to the apartment at ninth and madison and is home to many chinese speaking immigrants and low income families. stewart chen is with oakland chinatown improvement council. >> we're estimating it to be about 150, maybe even 180 residents living in the 31 units. a lot of them are still staying with their family, their friends, their couchsurfing. we don't know who else will come forward and ask for help. >> yushin gao has lived in the apartment for 11 years with his wife and 31 year old son. they have nowhere to go. >> they're hurting. >> chen translated for gao. >> i'm talking about a lot of people need help. you tell me, where should i sleep? he said it's hard. it's very hard. and he looks around and tears just roll off his eyes. not just him. everybody.

>> chen says the oakland emergency department held an urgent meeting friday afternoon. >> we need help. our residents need help. they need help. >> the red cross is offering temporary shelter at the chinese presbyterian church. the zu chai foundation is also offering some food and financial help. the mayor's office is involved too. it's not just seniors impacted, but also kids. >> there was two kids. they ran out without taking their backpack. so yesterday was the first day of school so they couldn't go to school. >> advocates say time and resources are running out. they've created a gofundme and are asking the community for help, because the families won't be able to return anytime soon. >> the red cross is assistance is intended to give them a few days of support until they can figure out what their next step is, and that's where we really rely on our community. >> the hope is gao and others will find the help they need with the support of the community. >> we'll get through this, but it hurts. definitely hurts. >> in oakland, suzanne vaughn abc seven news.

>> and we're following the story of a popular east bay bookstore trying to rebuild after a devastating fire. now, other bay area booksellers are stepping in to help. east bay booksellers on college avenue in oakland is a total loss after last month's fire. a gofundme started by other local bookstores raised more than $217,000 to help them recover. >> we have a bunch of raffle donations that came in from a bunch of different community members, including bookstores, restaurants, etc. that are all really excited to throw their support behind east bay booksellers. >> yeah, they're really coming together there. tomorrow they'll host a fundraiser at gilman brewing in berkeley featuring local authors. the owner of east bay bookseller says he'll use most of the money raised so far to keep paying his employees. he'll also start searching for a temporary place to reopen. new this morning, contra costa county health officials are reporting new signs of the west nile virus. according to the mosquito and vector control

district, there are groups of infected mosquitoes in martinez and bethel island. they also said a crow was found dead in san ramon and three chickens tested positive for the antibodies. health officials say to dump out any standing water, and they also ask residents to report dead birds to the county. this comes days after santa clara county reported two cases of the virus. a man died from west nile virus in contra costa county about a month ago. recent testing shows lead in the water at several oakland unified schools. the district's risk management team conducted the tests over the last few months, and teachers say frick united academy of language had lead levels three times higher than recommended. a parent who addressed a school board meeting says more than a dozen schools are impacted. usda said testing will be done at remaining schools. emergency repairs and maintenance have begun and will continue through the week. an investigation is underway into a deadly shooting in berkeley. it is the city's third homicide of the year. police say they were called for reports of gunshots

on adeline street near martin luther king junior way yesterday afternoon. officers closed down the area from woolsey to harmon streets while detectives were on the scene. well, these videos have become far too common. criminals storming into businesses and rushing out with thousands of dollars in stolen goods. now, governor newsom signed ten new bills into law that aim to combat smash and grabs car thefts and the sale of stolen goods. the governor signed the bills in san jose. the prime crop, the property crime and retail theft crackdown package promises stronger enforcement and steep consequences. >> program passing is not problem solving. signing a bill doesn't solve a problem. it's the hard work that comes over the course of the next weeks and months to deliver on what we're promoting and promising. >> the stricter penalties include harsher punishments for those selling stolen goods. repeat offenders could also face increased probation for shoplifting and petty theft. and san francisco is no stranger to retail theft. some small

business owners who have been targeted by crooks are worried about when they might be hit again. it's been three months since two thieves broke into mariana o'connor's clothing store in the cow hollow neighborhood. they got away with more than $43,000 worth of inventory and a sense of safety. >> every day i come into my space, my store, and then i'm asking myself, so those people, they're going to come back again. we're going to happen. so that is, this is something we really, really, really need to fix that i don't feel safe inside of my store. >> san francisco saw a dramatic increase in shoplifting incidents during the pandemic. thefts led to economic losses and even some store closures. some upscale stores have changed to appointment only shopping in the south bay. former ufc champion cain velasquez is now facing up to 40 years in prison. he entered a no contest plea to attempted murder and several other charges friday. velasquez is accused of shooting at a man during a high speed car chase in morgan hill in san jose in 2022.

the person he chased was accused of molesting the son of velasquez. that man still faces felony molestation charges. a sentencing date has not been scheduled at this time. santa clara county is proposing new plans for a couple of housing sites in san jose. those plans have some neighbors concerned. three halfway homes currently sit on those properties off monterey road in bernal, and now the county wants to use that area to house people who are mentally ill or have a substance abuse disorder. abc seven news south bay reporter lauren martinez has reaction from neighbors. >> right now, santa clara county is eyeing to purchase two interim housing sites in san jose. the tiny homes location, off monterey road and bernal, and the vermont house, two city owned properties. while the news of how the sites would change caught residents off guard, and then we find out they're talking about jail diversion program and we're like, shocked. he said he and some of his neighbors were invited to a virtual meet and

greet by the county on thursday night, but when they got on the call, they learned about the county's intentions to refocus the transitional housing sites into a jail diversion program. >> the judge is going to put him here instead of in jail. well, that's probably a good program. and good to have, you know, counseling and it could be a really good thing. but come on us if or when the county takes ownership of the sites, the county says they will continue to serve unhoused people, but will focus on those who have agreed to participate in the jail diversion program. >> on friday, the county sent us information on who exactly could live at these sites. they said these include people involved in one of the collaborative courts problem solving courts, people with an underlying problem that leads to criminalized behavior, and people with mental illness, substance use disorders, or both. >> people have valid questions and let's be honest, many of the people living on our streets

today and experiencing homelessness have serious challenges. >> mayor matt meehan said by shifting the operations over to the county, it frees up the city to focus on building more affordable and transitional housing. while the county can provide health and human services, we are better off when we get people into safe and managed environments with services, people are going to be, you know, are going to be there. >> either way. people struggle. people struggling with these challenges are in our community already. >> the city was scheduled to vote on the sale august 27th, but as of friday, it's been delayed. >> my big thing is i need to understand what the details are, what's going on so we can make a decision and mitigate our challenges. >> san jose lauren martinez, abc seven news got a lot more coming up. >> let's check in with lisa. >> all right. good morning to you. we have a cooler weekend setting up. there's a live look outside emeryville. and those nights getting longer. so we are

a new strain that is spreading to women and children in africa. it's different from the first outbreak we saw in 2022. there's no cases of the new strain here in the u.s. abc seven news reporter tara campbell spoke to medical experts who say it's too soon for the bay area to worry assistant director for the second time in two years, mpox is being declared a global health emergency. >> the world health organization

says a deadlier strain of the virus is rapidly spreading in africa. >> the united states is donating 50,000 doses of the fda approved jynneos vaccine to the drc. >> u.s. officials hoping to help slow the spread. >> and we're also working with other countries. the w.h.o. and other international partners to look at the vaccine delivery situation and see what other lines of efforts we can support people at this point should not be concerned. >> doctor peter chin-hong is an infectious disease expert at ucsf, and he says while traces of the previous variant are still being detected in the city's wastewater, it's low compared to the 2022 outbreak. >> what is likely being detected in the wastewater is the background. from what we saw in 2022. >> the san francisco department of public health says wastewater testing shows a seven day average for cases of the new variant are zero. and while there is yet to be a reported case of the new variant in the u.s, the doctor says it's still

best to take caution. >> men who have sex with men and trans people who have sex with men, you know, getting up to date on your vaccine is really important at this point. >> the viral disease can spread easily between people and from infected animals. >> transmission is really uh- some of the same as what we saw in 2022, which is prolonged skin to skin contact. so you can't get it from uni, you can't get it from going to yoga. >> the cdc this week saying it is prepared with testing, vaccines and therapeutics. if the new variant is to arrive here. tara campbell, abc seven news. >> we're getting a better idea of what san francisco's unhoused population looks like. new data from the city shows 51% suffer from psychiatric or emotional conditions. that's a significant increase from 2022. 42% of san francisco's homeless population has some sort of chronic health problem. that is up 20% from 2022. and the number of families is at over 400, nearly double

from two years ago. waymo has been looking into whether it should allow teens to hail their own rides. according to our partners at the san francisco standard, the company conducted a survey with customers. that survey showed people thought the program would allow teens a chance to get around safely with more freedom and save parents time. plus, with no one in the driver's seat, a minor would not be alone with a stranger. waymo says it received promising feedback about the program. burning man is set to return to the nevada desert next weekend, but last year's muddy mess seems to have left a stain. torrential rains last summer stranded thousands of people in the desert. now, ticket sales are down, with many so-called burners planning to stay home. that has an impact on many businesses, even here in the bay area. in san francisco's haight-ashbury neighborhood, stores that cater to burners are worried about their sales. >> it would impact, you know, everything. it would mostly impact, like, what am i able to invest in moving forward? what new projects can i do? what new designs do i have ready to go?

>> david carr says burning man accounts for as much as 40% of his overall revenue. he's hoping sales pick up next week before the festival begins on the 25th. and happening today, a week after outside lands music, fans will be in san francisco for another concert. a sold out crowd of 50,000 will attend the inaugural golden gate park concert series. it's headlined by alternative rock band system of a down and deftones. organizers say 90% of the audience is coming from outside san francisco. >> that means hotel rooms, restaurants, ubers, retail taxe, all of that you saw last year with dead and company at oracle park. what an impact that had. it's the same thing here. people are coming in not just for the concert, for that night, but for the entire weekend. >> concert producer another planet entertainment is planning two free concerts in the city before the end of the year, with more coming next year. so let's turn to lisa argen now. lisa,

hopefully the weather is going to be nice for people attending concerts and going out to golden gate park. >> yeah, exactly. you know what? that's when we get our best time of year, our weather. although it's been pretty hot, you know, this whole summer. but we finally have a cooldown underway. i don't know if you've been looking for it, but it's here, and it's going to bring cloudier and cooler weather. you can see that lightning strike right offshore there. we do have a slight chance, an outside chance of a shower throughout the morning hours. this system will continue to bring below average temperatures anywhere from 5 to 10 degrees cooler today. it's been kind of hot in parts of the bay with a north wind throughout the afternoon. we saw 90s yesterday, santa rosa, sonoma, even concord. and with that cooldown underway, that's going to help all the firefighters and the efforts up to the pacific northwest. here's a look at ernesto with winds of 85 miles an hour. it's going to strengthen a little bit more. you can see how far it is off the coast, but the impacts will be felt with, you know, rip

currents and the possibility of some pretty good waves here along the eastern seaboard. but the path continues to take it up to canada, and it continues to weaken, with anywhere from 6 to 9in of rain for bermuda. so some tough conditions there and we're looking at still mild weather here with 63 in concord, 64 in hayward with upper 50s here in the north bay. and that cloud cover has yet to really move in across the bay. but it will it will bring more clouds and the drizzle along the coast. a little bit of mist out there right now, it's cooler. we'll have those gusty winds throughout the afternoon and then as we get into your sunday, it's sunnier. it's warmer and we'll look for that warm-up to continue into monday and tuesday. there's the footprint of the fog as we get through 8:00, so it continues to advance right on through the delta, and you'll notice the green here we could see a spritzel of a shower around bolinas point and bodega bay, and then elsewhere, the clouds clear inland throughout the afternoon for a partly cloudy day. and our east bay

hills and then we are clouding up once again throughout the overnight hours. and then the clouds pull back and we get a sunny sunday. so looking like the rain is going to stay well to the north. but you notice, as the projections show, maybe a couple hundredths down through san francisco, mist and drizzle and a slow clearing trend today. but you can see the moisture from extreme northern california up through medford over a half inch in portland. so certainly some good news there. and the winds kicking up today. you can see how gusty it will be out of the south over 30 miles an hour through the delta. so highs today count on that slow clearing. sunny inland later on this afternoon with some low 80s for your warmest inland temperatures. that's ten degrees cooler. 72 in oakland with a lot of cloud cover. upper 60s san francisco outside chance of a shower and looking at the accuweather seven day forecast, we've got the drizzle, the mist, the cool conditions at the coast, breezy and brighter for your sunday. temperatures coming up about 5 to 7 degrees tomorrow and then with more seconds

trail. what the plan includes is her opponent, donald trump slams the proposals. good morning. and thank you for being with us this half hour. let's get a look at the weather with lisa. >> it is changing out there rapidly and we'll begin to see that cool down throughout the morning hours. it is 64 in hayward and the fog has not made it inland. so some mild 60s in vallejo, mid 60s in vacaville, upper 50s. novato it's a quick moving system. and this morning with the cloud cover or lack of it, we're in the 3 to 5 degrees milder. so as we go through the morning hours 9:00 we are cloudy 60s to near 70 in antioch. and then stopping this at 1:00, the clouds begin to peel away from our inland east bay. so we're warming up through the 70s, but mostly cloudy skies elsewhere. look at that. showers arriving at the coast. the marine county coast from point reyes up through, you know, the extreme northern california coastline. olema bolinas. and then as we get towards about 345, those clouds already trying to make a

presidency. the vice president's plan, a ban on corporate price gouging on food and groceries up to $25,000 in down payment, support for first time home owners, a tax credit of up to $6,000 for families with a newborn and capping the cost of insulin at $35 and out of pocket expenses for prescription drugs at $2,000. meanwhile, the trump campaign responding to harris's proposed policies, calling them extremely damaging and a massive expansion of government control. harris announcing her economic agenda days before the democratic national convention, which begins monday in chicago. president biden said to be one of the key speakers taking the stage during opening night. derrick dennis, abc news, new york. >> and abc seven news anchor julian glover will report from chicago at the democratic national convention starting on monday. and he's going to be there through thursday for harris's big speech. and new this morning, kamala harris will participate in a roundtable discussion with the teamsters

union. teamsters leaders invited harris after she became the presumptive democratic nominee. the organization is among one of the last major unions to offer an endorsement in the presidential race. an endorsement decision is expected after the dnc. no date has been announced. well, a milk drive to help babies thrive. zuckerberg general hospital in san francisco says their first ever breast milk drive was a success. according to the examiner, the hospital says they collected more than 1500 ounces of donated breast milk. that's almost 12 times the hospital's typical supply. hospital always accepts donations through mother's milk bank of san jose, which is also the partner organizer for that event. well, thousands of people are making their way to the south bay this weekend. galaxycon a popular fandom convention, is now in san jose. yeah, i got the tough assignment of having to talk to fans, along with organizers who say this event is helping keep the city alive. so much fun. take a look. three. and with that, galaxycon

and cuts barbershop in portola drive. it was burglarized early last friday morning. according to police, it happened about ten minutes after burglars targeted mitchell's ice cream shop, not far away on san jose avenue. mitchell's remains open while crews repair its front window. oakland police are ramping up enforcement near a community living center. senior residents who live there have been the target of brutal attacks this summer. they're part of the westlake christian terrace community near 27th and broadway. >> we've staged our command post in the area, so high visibility presence, increased traffic enforcement, and focused operations targeting additional people that we do know that operate in and around the bay area, committing robberies. >> oakland police say in the past two months, there have been 25 reported attacks in the area. many of the victims are seniors who were violently robbed. some of them ended up in the emergency room. opd says their enforcement led to the arrest of three cruise linked to robberies in the area. seven of those arrested were juveniles. in

oakland, police are also boosting their cease-fire operation in west oakland. opd says there's been an uptick in violent crime in the area in the past three weeks. that includes robberies and shootings. they're putting more officers there to focus on making arrests and recovering weapons. the effort to revitalize struggling downtowns around california is a big part of building a better bay area. the city of hayward is doing its part and recently spent millions to buy a movie theater. some say it's a risky move. others say it's what downtown needs. abc seven news reporter anser hassan looks into the debate. >> hayward mayor mark salinas doesn't like the empty storefronts in the downtown. >> we have empty buildings that are owned by people who may or may not live in the city, and who sit on them and don't lease them. i don't know what they wait for. >> mayor salinas says buildings usually stay vacant for a long time. that's a big loss of tax revenue. they become vulnerable to graffiti and vandalism. residents link it to crime. so

in the downtown movie theater came up for sale. they didn't want it to end up the same way. so they bought it. >> i didn't hesitate in the idea in purchasing this property is because the city has a very strong track record of turning out 10 to 15,000 people of our street parties in downtown. >> salinas says the theater serves as an anchor for a new economic development plan. he admits movie theaters are struggling post pandemic, but owning it means they can reconfigure it. for example, for live events, try new business concepts, especially those that target students. >> cal state, east bay and chabot college combined is like 50,000 students, right? and so it's, you know, finding those retailers and finding those economic, generators that will draw people to downtown. >> lucy lopez, president of the chamber of commerce, says the movie theater is also a family friendly venue, which is important for families and

chance that we could see a few stray showers throughout the morning hours. otherwise, the system moves quickly to the east of us there's a look at mount tam and temperatures have dropped off. it was 80 on top of mount tam yesterday. a lot of north bay numbers were in the 90s. 627 is the official sunrise. the sun sets at 758. so yes, that's before 8:00, 13 hours and 31 minutes of daylight. those nighttime hours getting longer. 59 san francisco, 63. in oakland, hayward is 64. good morning, san jose 65 for you. and quarter mile visibility. half moon bay, 59 degrees. the shark tank 61 by the delta low 60s in concord with mid 50s in petaluma. so with the clear sky it has allowed for the temperatures to drop off. and we'll get that increase in the marine layer. but then things get chewed up. the low cloud deck throughout the middle and later afternoon. so areas of drizzle this morning at the coast, it's cooler. those gusty winds arriving as well.
