saturday, august 17th, i'm zach fuentes and we have so much to get to this morning. first though, a look at the weather with meteorologist lisa argen. good morning. >> hey zach good morning to you. we have some cloud cover out there but more is expected before it sort of kind of dissipates throughout the afternoon. it's all from that system to the pacific northwest. there in the pacific northwest. one stray lightning strike offshore. and we'll be looking at that system bringing about 5 to 10 degrees of cooling with that marine layer and extra cloud cover advancing throughout the next few hours. it is clear, though, at the shark tank right now, temperatures are in the mid 60s from hayward, 64, in san jose and 63 in oakland. there's a look at partly cloudy skies out towards walnut creek. 54 santa rosa. it's cooler up in the north bay, 62 in concord, and our 24 hour temperature change. you can see how much milder it is this morning. 5 to 7 degrees from hayward to san francisco. another look at mount tam there, where we'll see that fractured marine layer throughout the day. it will be

pleasant throughout the afternoon. it's cooler in the 80s, inland, low 70s around the bay shore and partly cloudy skies throughout the day. zach. >> lisa. thank you. dozens of seniors in oakland's chinatown are trying to find a place to stay after a fire forced them out of their apartments. their complex is on ninth and madison, and it's now redtagged. the residents we're hearing from say they need help because support from the red cross will soon run out. abc seven news reporter suzanne fawn shares their story. >> this unit right here, so close to the fire. >> hector padilla and his neighbor jackson lum, a senior, were among the dozens of residents in oakland's chinatown forced from their apartment early wednesday because of a devastating fire. >> it's actually you could see the dumpsters melted. >> reporter neighbors believe an unhoused person set a dumpster on fire. it spread to the apartment at ninth and madison and is home to many chinese speaking immigrants and low income families. stewart chen is with oakland chinatown improvement council.

>> we're estimating it to be about 150, maybe even 180 residents living in that 31 units. a lot of them are still staying with their family. their friends, their couch surfing. we don't know who else will come forward and ask for help. >> youxin gao has lived in the apartment for 11 years with his wife and 31 year old son. they have nowhere to go. >> they're hurting. >> chen translated for gao, i told you, a lot of people need help. >> you tell me, where should i sleep? it's. it's hard. it's very hard. and he looks around and tears just roll off his eyes. not just him. everybody. >> chen says the oakland emergency department held an urgent meeting friday afternoon. >> we need help. our residents need help. they need help. >> the red cross is offering temporary shelter at the chinese presbyterian church, the zoo chai foundation is also offering some food and financial help.

the mayor's office is involved, too. it's not just seniors impacted, but also kids. >> there was two kids. they ran out without taking their backpacks. so yesterday was the first day of school so they couldn't go to school. >> advocates say time and resources are running out. they've created a gofundme and are asking the community for help, because the families won't be able to return anytime soon. >> the red cross is assistance is intended to give them a few days of support until they can figure out what their next step is, and that's where we really rely on our community. >> the hope is gao and others will find the help they need with the support of the community. >> we'll get through this, but it hurts. definitely hurts. >> in oakland, suzanne vaughn abc seven news. >> and we're following the story of a popular east bay bookstore trying to rebuild after a devastating fire. now, other bay area booksellers are stepping in to help. east bay booksellers on college avenue in oakland is a total loss after last month's fire. a gofundme started by

other local bookstores raised more than $217,000 to help them recover. >> we have a bunch of raffle donations that came in from a bunch of different community members, including bookstores, restaurants, etc. that are all really excited to throw their support behind east bay booksellers. >> and tomorrow, they'll host a fundraiser at gilman brewing in berkeley featuring local authors. the owner of east bay booksellers says he'll use most of the money raised so far to keep paying his employees. he's also going to start searching for a temporary place to reopen. new this morning, contra costa county health officials are reporting new signs of the west nile virus. according to the mosquito and vector control district, there are groups of infected mosquitoes in martinez and bethel island. they also said a crow was found dead in san ramon, and three chickens tested positive for the antibodies. health officials say to dump out any standing water, and they also asked residents to report dead birds to the county. this comes days after santa

clara county reported two human cases of the virus. a man died from west nile virus in contra costa county about a month ago. recent testing shows lead in the water at several oakland unified schools. the district's risk management team conducted the test over the last few months, and teachers say frick united academy of language had led three lead levels, three times higher than recommended. a parent who addressed the school board meeting says more than a dozen schools are impacted. ousd said testing will be done at remaining schools. emergency repairs and maintenance have begun and will continue through the week. an investigation is underway into a deadly shooting in berkeley. the city's third homicide of the year. police say they were called for reports of gunshots on adeline street, near martin luther king junior way yesterday afternoon. officers closed down the area from woolsey to harmon streets while detectives were on the scene. well, these videos have become far too common. criminals storming into businesses and rushing out with thousands of dollars in stolen goods. now, governor newsom signed ten new

bills into law that aim to combat smash and grabs car thefts and the sale of stolen goods. the governor signed the bills in san jose. the property crime and retail theft crackdown package promises stronger enforcement and steep consequences. >> program passing is not problem solving. signing a bill doesn't solve a problem. it's the hard work that comes over the course of the next weeks and months to deliver on what we're promoting and promising. >> the stricter penalties include harsher punishment, punishment for those selling stolen goods. repeat offenders could also face increased probation for shoplifting and petty theft. san francisco is no stranger to retail theft. some small business owners who have been targeted by crooks are worried about when they might be hit again. it's been three months since two thieves broke into mariana o'connor's clothing store in the cow hollow neighborhood. they got away with more than $43,000 worth of inventory and a sense of safety. >> every day i come into my space, my store, and then i'm asking myself, so those people, they're going to come back again. we're going to happen. so

that is, this is something we really, really, really need to fix that i don't feel safe inside of my store. >> san francisco saw a dramatic increase in shoplifting incidents during the pandemic. thefts led to economic losses and even some store closures. some upscale stores have changed to appointment only shopping in the south bay. former ufc champion cain velasquez is now facing up to 40 years in prison. he entered a no contest plea to attempted murder and several other charges friday. velasquez is accused of shooting at a man during a high speed car chase in morgan hill in san jose in 2022. the person he chased was accused of molesting the son of velasquez. that man still faces felony molestation charges. a sentencing date has not been scheduled at this time. santa clara county is proposing new plans for a couple of housing sites in san jose. and those plans have some neighbors concerned. three halfway homes currently sit on those properties off monterey road and bernal. now, the county wants to

use that area to house people who are mentally ill or have a substance abuse disorder. abc seven news south bay reporter lauren martinez has reaction from neighbors. >> right now, santa clara county is eyeing to purchase two interim housing sites in san jose. the tiny homes location, off monterey road and bernal and the vermont house, two city owned properties. while the news of how the sites would change caught residents off guard, and then we find out they're talking about jail diversion program and we're like, shocked. he said he and some of his neighbors were invited to a virtual meet and greet by the county on thursday night, but when they got on the call, they learned about the county's intentions to refocus the transitional housing sites into a jail diversion program. >> the judge is going to put him here instead of in jail. well, that's probably a good program. and good to have, you know, counseling. and it could be a really good thing. but come on us if or when the county takes

ownership of the sites, the county says they will continue to serve unhoused people, but will focus on those who have agreed to participate in the jail diversion program. >> on friday, the county sent us information on who exactly could live at these sites. they said these include people involved in one of the collaborative courts, problem solving courts, people with an underlying problem that leads to criminalized behavior, and people with mental illness, substance use disorders or both. >> people have valid questions and let's be honest, many of the people living on our streets today and experiencing homelessness have serious challenges. >> mayor matt mahan said by shifting the operations over to the county, it frees up the city to focus on building more affordable and transitional housing. while the county can provide health and human services, we are better off when we get people into safe and managed environments with services, people are going to be, you know, are going to be

look at the vaccine delivery situation and see what other lines of efforts we can support people at this point should not be concerned. >> doctor peter chin-hong is an infectious disease expert at ucsf and he says while traces of the previous variant are still being detected in the city's wastewater, it's low compared to the 2022 outbreak, but is likely being detected in the wastewate. >> is the background from what we saw in 2022. >> the san francisco department of public health says wastewater testing shows a seven day average for cases of the new variant are zero. and while there is yet to be a reported case of the new variant in the u.s, the doctor says it's still best to take caution. >> men who have sex with men and trans people who have sex with men, you know, getting up to date on your vaccine is really important at this point. >> the viral disease can spread easily between people and from infected animals. >> transmission is really, some of the same as what we saw in

2022, which is prolonged skin to skin contact. so you can't get it from uni. you can't get it from going to yoga. the cdc this week saying it is prepared with testing vaccines and therapeutics. >> if the new variant is to arrive here. tara campbell abc seven news. >> we're getting a better idea of what san francisco's unhoused population looks like. new data from the city shows 51% suffer from psychiatric or emotional conditions. that's a significant increase from 2022. and 42% of san francisco's homeless population has some sort of chronic health problem. that's up 20% from 2022. and the number of families is at over 400, nearly double from two years ago. waymo has been looking into whether it should allow teens to hail their own rides. according to our partners at the san francisco standard, the company conducted a survey with customers and that survey showed people thought the program would allow teens a chance to get around safely with more freedom

and safe parents time. plus, with no one in the driver's seat, a minor would not be alone with a stranger. waymo says it received promising feedback about that program. burning man is set to return to the nevada desert next weekend, but last year's muddy mess seems to have left a stain. torrential rains last summer stranded thousands of people in the desert, and now ticket sales are down, with many so-called burners planning to stay home. and that has an impact even here in the bay area and san francisco's haight-ashbury neighborhood, stores that cater to burners are worried about their sales. >> it would impact, you know, everything. it would mostly impact, like, what am i able to invest in moving forward? what new projects can i do? what new designs do i have ready to go? >> david carter says burning man accounts for as much as 40% of his overall revenue. he's hoping sales pick up next week before the festival begins on the 25th. happening today, though, a week after outside lands music, fans will be in san francisco for another concert. a sold out crowd of 50,000 will attend the inaugural golden gate park concert series. it's headlined

by alternative rock band system of a down and deftones. organizers say 90% of the audience is coming from outside san francisco. >> that means hotel rooms, restaurants, ubers, retail taxes, all of that you saw last year with dead and company at oracle park. what an impact that had. it's the same thing here. people are coming in not just for the concert, for that night, but for the entire weekend. >> concert producer another planet entertainment is planning two free concerts in the city before the end of the year, with more coming next year. with so many people outside for that concert and the many other activities in the bay area, they're going to be wondering about that forecast. let's turn to meteorologist lisa argen now with a look at that. >> all right. we've got a system that mainly will bring us more clouds and a cool down. but we're also tracking some lightning strikes out there. so four years ago yesterday we had that august complex where we had multiple fires around the bay area. you remember that orange sky in september? so it's that

time of year where we get that instability. there's a system that is bringing a lot of activity to the pacific northwest in terms of severe storms later on today and the possibility of lightning. but with that, showers and higher relative humidity. but you can see right there offshore and then right around gilroy, a lightning strike. so today, an outside chance of a few showers in the bay area more likely just cloud cover, slow clearing, much cooler conditions, and you saw the chance of a lightning strike there. so can't totally rule it out. but it is very isolated, catching you up on what is still hurricane ernesto moving into bermuda with winds increasing from 85 miles an hour to about 90 miles an hour through the evening hours. and this will be bringing impacts of 6 to 9in of rain for the island nation there, and also high surf and swells for the eastern seaboard along the atlantic coast. here's our roof camera with the breezy

winds and how quickly the skies have turned cloudy across much of the bay right now. 59 san francisco. it is still mild in oakland, hayward and san jose with low to mid 60s. redwood city is 64. half moon bay visibility reduced to less than a quarter of a mile. and look at all the cloud cover there from sfo. it is 54. in santa rosa. mist and drizzle at the coast, 62 in concord. we've had some 90s in our inland valleys, especially up in the north bay as well. that will be gone for a couple of days as we erase the heat today and tomorrow. today is the coolest day out of the weekend, and looking at that mist and drizzle stain at the shoreline outside. chance of a shower along the coast, mainly in the north bay as well. the possibility anyway. cooler, gusty winds arriving throughout the afternoon. it's a sunnier finish to the weekend with a warming trend, so not only is it a quick mover, but the temperatures come up behind the system. in fact, they'll keep going up monday and tuesday. there's a look at the low cloud deck, the extra cloud cover, the

scattered showers potentially anywhere around the north bay, but only a couple hundredths expected. then the marine layer comes back again for your sunday, but it clears quickly throughout the mid morning hours all the way to the shoreline. it will be breezy throughout the afternoon, but look at all the rain from a half inch to an inch in the pacific northwest and what's interesting about this system is that it's a quick mover. but look what happens as we get through the middle of the week. a ridge returns and so we're dry, mild to warm. but then by thursday and friday we've got a second system that could bring more lightning cooldown and the possibility of showers out there. again for next weekend. low 80s inland with some sun. low 70s the peninsula breezy. the accuweather seven day forecast. we're cool today. a big cooldown actually ten degrees inland, five degrees around the bay shore. slightly milder for your sunday. more sun, more warmth throughout your monday, tuesday and wednesday. and then that big cooldown at the end of next week. zach. >> lisa. thank you. still ahead,

endorsement decision is expected after the dnc. no date has been announced. happening today, major changes are going to hit the real estate market and overhaul the way real estate agents get paid to help people buy and sell homes. the changes scrap informal rules that propped up the industry's traditional payment structure. starting today, people who are selling property are no longer required to pay the buyer's agent. the new rules make it clear that commissions are negotiable and can be paid by either the buyer or the seller. and it means that buyers would be responsible for paying their realtors. if a seller chooses not to cover the cost. buyers now need to be more involved in the negotiations, since they must start by negotiating their agent's commission. this means buyers have to negotiate and agree on their agents fees before even viewing a home. the new rules are designed to increase transparency and give buyers more control. and some homeowners are rushing to refinance their mortgages now that rates have dropped. last week, mortgage applications surged 17%. the surge was driven by homeowners seeking to

refinance that was up by 35%, according to the mortgage bankers association. this week, the standard 30 year fixed rate mortgage averaged 6.49%. that's according to freddie mac. well, a milk drive to help babies thrive. zuckerberg general hospital in san francisco says their first ever breast milk drive was a success. according to the examiner, the hospital says it collected more than 1500 ounces of donated breast milk. that's almost 12 times the hospital's typical supply. the hospital always accepts donations through mother's milk bank of san jose, which is also the partner organizer for the event. well, thousands of people are making their way to the south bay this weekend. galaxycon, a popular fandom convention, is now in san jose, and i got to talk with fans. i'm one of those fans, along with organizers who say this event is help keeping the city alive. three. and with that, galaxycon has officially launched in san

break ins. that happened within minutes of each other. this is new video from the cake and cuts barbershop in portola drive. it was burglarized early last friday morning. according to police, it happened about ten minutes after burglars targeted mitchell's ice cream shop, not far away on san jose avenue. we told you about that last weekend. now, mitchell's remains open while crews repair its front window. and oakland police are ramping up enforcement near a community living center. senior residents who live there have been the target of brutal attacks this summer. they're part of the westlake christian terrace community near 27th and broadway. >> we've staged our command post in the area, so high visibility presence, increased traffic enforcement, and focused operations targeting additional people that we do know that operate in and around the bay area committing robberies. >> oakland police say in the past two months, there have been 25 reported attacks in the area. many of the victims are seniors who were violently robbed. some of them ended up in the emergency room. opd says their

enforcement led to the arrest of three cruise linked to robberies in the area. seven of those arrested were juveniles, and oakland police are also boosting their cease fire operation in west oakland. opd says there's been an uptick in violent crime in the area in the past three weeks. that includes robberies and shootings. they're putting more officers there to focus on making arrests and recovering weapons, and the effort to revitalize struggling downtowns around california is a big part of building a better bay area. the city of hayward is doing its part and recently spent millions to buy a movie theater. some say it's a risky move. others say it's what downtown needs. abc seven news reporter anser hassan looks into the debate. >> hayward mayor mark salinas doesn't like the empty storefronts in the downtown. >> we have empty buildings that are owned by people who may or may not live in the city, and who sit on them and don't lease them. i don't know what they wait for. >> mayor salinas says buildings usually stay vacant for a long time. that's a big loss of tax

revenue. they become vulnerable to graffiti and vandalism. residents link it to crime. so in the downtown movie theater came up for sale. they didn't want it to end up the same way, so they bought it. >> i didn't hesitate in the idea in purchasing this property is because the city has a very strong track record of turning out 10 to 15,000 people at all of our street parties in downtown salinas, says the theater serves as an anchor for a new economic development plan. >> he admits movie theaters are struggling post pandemic, but owning it means they can reconfigure it. for example, for live events, try new business concepts, especially those that target students. cal state, east bay and chabot college combined is like 50,000 students, right? >> and so it's, you know, finding those retailers and finding those economic, generators that will draw people to downtown.

65 degrees. that sun setting at about 758. so we'll be looking at dusk and that sunset before 8:00. so those nights getting longer and you can see some lightning strikes here off the coast in the south bay. this is all due to a pretty strong area of low pressure that is bringing heavy rain and multiple thunderstorms and lightning for the pacific northwest, for the bay area, not even on the tail end of it, but despite that, you'll notice that we do have a little bit of activity there, and some showers could pop up in the north bay, so always not a great sight to see that lightning. another chance of that into the end of the upcoming workweek and next weekend, as we get into that time of year where we transition from the hot weather to cooler weather, and that creates an unstable atmosphere with areas of low pressure visiting us from time to time. our roof camera cloud cover out there 59 in the city, 65 in hayward and we've got some fog. half moon bay. you can see the sun trying to

overtake all the low clouds there. sfo 54, santa rosa 61 by the delta and livermore. it is sunny in san jose. most areas have mostly cloudy conditions. drizzle at the coast that approaching low will bring that marine layer. kind of chew it up and bring more sunshine, but gusty winds out there. and then for tomorrow, warmer, sunnier and that warming trend continues into the first part. so maybe the middle part of next week. there's the cloud cover. it tries to peel back. notice a few showers popping up from ukiah coastal north bay, and then the clouds advance again across the bay for your saturday night. sunday morning is cloudy, but then we get a quicker retreat of the marine layer. it's a sunny day out there and the moisture. all of that rain half inch to an inch. the pacific northwest. but that comes with lightning. so we'll have to hope that we don't see any more fires here. and then notice could see just a couple hundreds or so as you get down to the bay area showing you this map, because it's getting to be that time of year where
