bring mentally ill people closer to their south bay neighborhood. good morning to you. it is saturday, august 17th. i'm zach fuentes. let's start with a quick look at the weather with meteorologist lisa argen. good morning. >> good morning. we have a quick mover today that is going to bring some big changes to the forecast for your saturday. you can see it here on live doppler seven where it's a deep area of low pressure bringing rain to the pacific northwest. thunderstorms, lightning. a closer look at our visible picture in the bay area. we have had sunshine in the south bay, but there's clouds in the east bay and could even see a few sprinkles in the north bay. there has been some lightning strikes, but so far no problems, and we are on the fringe of this system. 60 in san francisco, upper 60s in san jose, and a look at mount tam, where, boy, it looks like winter, right? it is going to be much cooler today. five to maybe even 10 to 12 degrees cooler in parts of the bay. mid 60s in napa. sunshine is on the way though also the wind. so while it's

warmer this morning in some locations, the breeze kicks up. that aids in our cooling today, so count on slow clearing across most of the bay area today. >> zach thank you lisa. breaking news now this is video just into our newsroom of a fire in san jose. firefighters are on scene now at 1999 stone avenue near highway 87, in south san jose, right now, it appears to be a large industrial fire. the address comes back as a scrap metal yard. we're working to learn more and we will share updates as they become available. dozens of seniors in oakland's chinatown are trying to find a place to stay after a fire forced them out of their apartments. their complex is on ninth and madison. it is now redtagged the residents. we're hearing from say they need help, because support from the red cross will soon run out. abc seven news reporter suzanne fong shares their story. >> this unit right here, so close to the fire. >> hector padilla and his neighbor jackson lum, a senior, were among the dozens of residents in oakland's chinatown forced from their apartment

early wednesday because of a devastating fire. >> it's actually you can see the dumpsters melted. >> reporter neighbors believe an unhoused person set a dumpster on fire. it spread to the apartment at ninth and madison and is home to many chinese speaking immigrants and low income families. stewart chen is with oakland chinatown improvement council. >> we're estimating it to be about 150, maybe even 180 residents living in that 31 units. a lot of them are still staying with their family, their friends, their couch surfing. we don't know who else will come forward and ask for help. >> yushin gao has lived in the apartment for 11 years with his wife and 31 year old son. they have nowhere to go. >> they're hurting. >> chen translated for gao. >> i'm talking about a lot of people need help. you tell me, where should i sleep? it's. it's it's hard. it's very hard. and he looks around and tears just roll off his eyes. not just him.

everybody. >> chen says the oakland emergency department held an urgent meeting friday afternoon. >> we need help. our residents need help. they need help. >> the red cross is offering temporary shelter at the chinese presbyterian church, the zoo chai foundation is also offering some food and financial help. the mayor's office is involved, too. it's not just seniors impacted, but also kids. >> there was two kids. they ran out without taking their backpack. so yesterday was the first day of school so they couldn't go to school. >> advocates say time and resources are running out. they've created a gofundme and are asking the community for help, because the families won't be able to return anytime soon. >> the red cross is assistance is intended to give them a few days of support until they can figure out what their next step is, and that's where we really rely on our community. >> the hope is gao and others will find the help they need with the support of the community. >> we'll get through this, but it hurts. definitely hurts.

>> in oakland, suzanne vaughn abc seven news. >> and we're following the story of a popular east bay bookstore trying to rebuild after a devastating fire. now, other bay area booksellers are stepping in to help. east bay booksellers on college avenue in oakland is a total loss after last month's fire. a gofundme started by other local bookstores raised more than $217,000 to help them recover. >> we have a bunch of raffle donations that came in from a bunch of different community members, including bookstores, restaurants, etc. that are all really excited to throw their support behind east bay booksellers. >> tomorrow, they'll host a fundraiser at gilman brewing in berkeley featuring local authors. the owner of east bay booksellers says he'll use most of the money raised so far to keep paying his employees. he's also going to start searching for a temporary place to reopen. new this morning, contra costa county health officials are reporting new signs of the west nile virus. according to the

mosquito and vector control district, there are groups of infected mosquitoes in martinez and bethel island. they also said a crow was found dead in san ramon and three chickens tested positive for the antibodies. health officials say to make sure to dump out any standing water, and they also ask residents to report dead birds to the county. this comes days after santa clara county reported two human cases of the virus. a man died from west nile virus in contra costa county about a month ago. recent testing shows lead in the water at several oakland unified schools. the district's risk management team conducted the tests over the last few months. teachers say frick united academy of language had lead levels three times higher than recommended. a parent who addressed the school board meeting says more than a dozen schools were impacted. osd says testing will be done at remaining schools. emergency repairs and maintenance have begun and will continue through the week. an investigation is underway into a deadly shooting in berkeley. it's the city's third homicide of the year, and police say they were called for

reports of gunshots on adeline street near martin luther king junior way yesterday afternoon. officers closed down the area from woolsey to harmon streets while detectives were on the scene. while these videos have become far too common, criminals storming into businesses and rushing out with thousands of dollars in stolen goods. now, governor newsom signed ten new bills into law that aim to combat smash and grabs car thefts and the sale of stolen goods. the governor signed the bills in san jose. the property crime and retail theft crackdown package promises stronger enforcement and steep consequences. >> program passing is not problem solving. signing a bill doesn't solve a problem. it's the hard work that comes over the course of the next weeks and months to deliver on what we're promoting and promising. >> the stricter penalties include harsher punishments for those selling stolen goods. repeat offenders could also face increased probation for shoplifting and petty theft. and san francisco's no stranger to retail theft. some small business owners who have been targeted by crooks are worried

about when they might be hit again. it's been three months since two thieves broke into mariana o'connor's clothing store in the cow hollow neighborhood. they got away with more than $43,000 worth of inventory and a sense of safety. >> every day i come into my space, my store, and then i'm asking myself, so those people, they're going to come back again. we're going to happen so that some this is something we really, really, really need to fix, that i don't feel safe inside of my store. >> san francisco saw a dramatic increase in shoplifting incidents during the pandemic. thefts led to economic losses and even some store closures. some upscale stores have changed to appointment only shopping in the south bay. former ufc champion cain velasquez is now facing up to 40 years in prison. he entered a no contest plea to attempted murder and several other charges friday. velasquez is accused of shooting at a man during a high speed car chase in morgan hill in san jose back in 2022. the person he chased was accused of molesting the son of

velasquez. that man still faces felony molestation charges. a sentencing date for velasquez has not been scheduled at this time. santa clara county is proposing new plans for a couple of housing sites in san jose. and those plans have some neighbors concerned. three halfway homes currently sit on those properties off monterey road in bernal. now, the county wants to use that area to house people who are mentally ill or have a substance abuse disorder. abc seven news south bay reporter lauren martinez has reaction from neighbors. >> right now, santa clara county is eyeing to purchase two interim housing sites in san jose. the tiny homes location off monterey road and bernal and the vermont house. two city owned properties. while the news of how the sites would change caught residents off guard. >> and then we find out they're talking about jail. diversion program. and we're, like, shocked. >> he said he and some of his neighbors were invited to a virtual meet and greet by the county on thursday night, but when they got on the call, they

learned about the county's intentions to refocus the transitional housing sites into a jail diversion program. >> the judge is going to put him here instead of in jail. well, that's probably a good program. and good to have, you know, counseling. and it could be a really good thing. but come on us if or when the county takes ownership of the sites, the county says they will continue to serve unhoused people, but will focus on those who have agreed to participate in the jail diversion program. >> on friday, the county sent us information on who exactly could live at these sites. they said these include people involved in one of the collaborative courts, problem solving courts, people with an underlying problem that leads to criminalized behavior, and people with mental illness, substance use disorders or both. >> people have valid questions and let's be honest, many of the people living on our streets today and experiencing homelessness have serious challenges.

>> mayor matt mehan said by shifting the operations over to the county, it frees up the city to focus on building more affordable and transitional housing. while the county can provide health and human services, we are better off when we get people into safe and managed environments with services. >> people are going to be, you know, are going to be there. either way, people struggle. people struggling with these challenges are in our community already. >> the city was scheduled to vote on the sale august 27th, but as of friday, it's been delayed. >> my big thing is i need to understand what the details are, what's going on so we can make a decision and mitigate our challenges. >> san jose lauren martinez, abc seven news. >> we'll have more news on the other side of the break. but first, let's check in with lisa. >> okay. good morning to you. we have a lot of cloud cover here in san francisco across the bay, but it is mild. temperatures are all in the mid and upper 60s. it's sunny in san jose, but more clouds today than sun and a good

moving right along. despite that fog being out there as we come up on 915 this morning. all right. now to the m-pox global health emergency. there's concern about a new strain that's spreading to women and children in africa. now it's different from the first outbreak we saw in 2022. there are no cases of the new strain here in the u.s. abc seven news reporter tara campbell spoke with medical experts who say it's too soon right now for the bay area to worry. >> assistant director for the second time in two years, mpox is being declared a global health emergency. >> the world health organization says a deadlier strain of the virus is rapidly spreading in africa. >> the united states is donating 50,000 doses of the fda approved jynneos vaccine to the drc. >> u.s. officials hoping to help slow the spread. >> and we're also working with

other countries. the w.h.o. and other international partners to look at the vaccine delivery situation and see what other lines of efforts we can support people at this point should not be concerned. >> doctor peter chin-hong is an infectious disease expert at ucsf, and he says while traces of the previous variant are still being detected in the city's wastewater, it's low compared to the 2022 outbreak. >> what is likely being detected in the wastewater is the background. from what we saw in 2022. >> the san francisco department of public health says wastewater testing shows a seven day average for cases of the new variant are zero. and while there is yet to be a reported case of the new variant in the u.s, the doctor says it's still best to take caution. >> men who have sex with men and trans people who have sex with men, you know, getting up to date on your vaccine is really important at this point. >> the viral disease can spread easily between people and from infected animals. >> transmission is really uh-

some of the same as what we saw in 2022, which is prolonged skin to skin contact. so you can't get it from uni, you can't get it from going to yoga. >> the cdc this week saying it is prepared with testing, vaccines and therapeutics if the new variant is to arrive here. tara campbell, abc seven news. >> we're getting a better idea of what san francisco's unhoused population looks like. new data from the city shows 51% suffer from psychiatric or emotional conditions. that is a significant increase from 2022. and 42% of san francisco's homeless population has some sort of chronic health problem. that's up 20% from 2022. and the number of families is at over 400, which is nearly double from two years ago. waymo has been looking into whether it should allow teens to hail their own rides. according to our partners at the san francisco standard, the company conducted a survey with customers. and that survey showed people thought the program would allow teens a

chance to get around safely with more freedom and save parents time. plus, with no one in the driver's seat, a minor would not be alone with a stranger. waymo says it received promising feedback about that program while burning man is set to return to the nevada desert next weekend. but last year's muddy mess seems to have left a stain. torrential rains last summer stranded thousands of people in the desert and now ticket sales are down, with many so-called burners planning to stay home. and that has an impact even right here in the bay area. in san francisco's haight-ashbury neighborhood, stores that cater to burners, they're worried about their sales. >> it would impact, you know, everything. it would mostly impact, like, what am i able to invest in moving forward? what new projects can i do? what new designs do i have ready to go? >> david carr there says burning man accounts for as much as 40% of his overall revenue. he's hoping sales pick up next week before the festival begins on the 25th. now happening today, a week after outside lands music, fans will be in san francisco for another concert. a sold out

crowd of 50,000 will attend the inaugural golden gate park concert series, headlined by alternative rock band system of a down and deftones. organizers say 90% of the audience is coming from outside of san francisco. >> that means hotel rooms, restaurants, ubers, retail taxes all of that you saw last year with dead and company at oracle park. what an impact that had. it's the same thing here. people are coming in not just for the concert for that night, but for the entire weekend. >> concert producer another planet entertainment is planning two free concerts in the city before the end of the year, with more coming next year. so with that concert going on and so many other things happening in the bay area, let's turn now to meteorologist lisa argen. hopefully people will have some nice weather for that concert and other events happening this weekend. yeah, you know, we have our best weather of course, in the fall, but i'm not saying summer is coming to an end by any means, but we do have a couple of fall features that are

going to visit us this weekend. >> and as we look ahead into next weekend, where we could see the possibility of a few sprinkles, cooler air, and maybe even our own chance of widespread thunderstorms. that is for the pacific northwest today, where they're seeing pretty good soaker along with some lightning strikes. while we see the tail end of the system move through northern california, and you can see all the cloud cover associated with it. so as we get into a closer view, you'll notice that the clouds, mainly the thicker clouds, are offshore. and we're seeing a smattering of partly cloudy conditions around the bay. there is a look at the rain shower activity. point arena right now and this will continue to sag to the south and east. so we can't rule out the possibility of a sprinkle. maybe a couple hundredths out there. but it has been sunny and mild in the south bay, san jose. it's been nice where temperatures are approaching 70 degrees 67 in hayward, mid 60s in redwood city. so milder to start out, cooler to finish with those breezy winds and look at all the

clouds from walnut creek right now. so partly cloudy there. 66 santa rosa where it's been sunny 65 in napa and livermore, and our final stop, mount tam, where it looks like winter, right? with the cloud cover the breeze so drizzle and mist. staying at the coast. cloudy today in the city. the breeze kicking up already. and that brings a 5 to 10 degree cooldown for your saturday. sunday is sunnier and that warming trend getting underway as soon as tomorrow. so there's a line as a very few light sprinkles, but as it pushes on shore, they dissipate and we are into a cloudy part of the day from the peninsula parts of the north bay, but then the east bay, enjoying some sun. but that area of cloud cover, that low pressure system working to chew out that marine layer and allowing for some sun today. but a full marine layer overnight tonight and quicker burn off for your sunday, making for temperatures on the warmer side of average. so here's the system right now. looks much more

ominous, right? it kind of falls apart. then we get a ridge building behind it for part of your sunday. but more likely monday and tuesday at last into wednesday. and then stopping this into thursday. yet another system this one could bring at this point, looking like maybe a better chance of showers for the bay area, but unfortunately that could bring some lightning with it, so we'll be watching it. things changing as we get into the latter part of august 73rd for you in san mateo. so it's cool. it's breezy out there. it's partly sunny on the peninsula. it's windy by the delta, temperatures near about 80 degrees, and we've got a lot of cloud cover in the north bay throughout the afternoon. upper 70s there, the accuweather seven day forecast partly cloudy today, 70s and 80s for most, but gray skies at the coast. breezy and brighter for your sunday into the early part of the week. we've got a warm up. we're going to hold on to it throughout the middle of the week, feeling like summer still. and then that cooldown slated for the end of

>> and welcome back san francisco police are looking for the suspects behind two business break ins. they happened within minutes of each other. this is new video from the cake and cuts barbershop on portola drive. and it was burglarized early last friday morning, according to police. it happened about ten minutes after burglars targeted mitchell's ice cream shop, not far away onaway on san jose avenue. mitchell's remains open while crews repair its front window. and oakland police are ramping up enforcement near a community living center. senior residents who live there have been the target of brutal attacks this summer. they're part of the westlake christian terrace community near 27th and broadway. >> we've staged our command post in the area so high visibility presence, increased traffic enforcement, and focused operations targeting additional people that we do know that operate in and around the bay area committing robberies. >> oakland police say in the past two months, there have been 25 reported attacks in the area. many of the victims who were

violent are seniors who were violently robbed, and some of them ended up in the emergency room. opd says their enforcement led to the arrest of three cruise linked to robberies in the area. seven of those arrested were juveniles. and oakland police are also boosting their cease fire operation in west oakland. opd says there's been an uptick in violent crime in the area in the past three weeks. that includes robberies and shootings. they're putting more officers there to focus on making arrests and recovering weapons. >> hayward mayor mark salinas doesn't like the empty storefronts in the downtown. >> we have empty buildings that are owned by people who may or may not live in the city, and who sit on them and don't lease them. i don't know what they wait for. >> mayor salinas says buildings usually stay vacant for a long time. that's a big loss of tax revenue. they become vulnerable to graffiti and vandalism. residents link it to crime. so in the downtown movie theater came up for sale. they didn't want it to end up the same way,

so they bought it. >> i didn't hesitate in the idea in purchasing this property is because the city has a very strong track record of turning out 10 to 15,000 people at all of our street parties in downtown salinas, says the theater serves as an anchor for a new economic development plan. >> he admits movie theaters are struggling post pandemic, but owning it means they can reconfigure it. for example, for live events, try new business concepts, especially those that target students. >> cal state, east bay and chabot college combined is like 50,000 students, right? and so it's, you know, finding those retailers and finding those economic, generators that will draw people to downtown. >> lucy lopez, president of the chamber of commerce, says the movie theater is also a family friendly venue, which is important for families and family friendly environment. >> it'scal to kp this anchor to help feed a lot of the

and putting into practice what we've learned to do in those four weeks. male announcer: these caregivers are the latest graduates of the leader program at stanford university's school of medicine. adi koroitamana: i'm a part of this training program to care for the elderly because i'm a caregiver, currently i'm a caregiver. it helps me a lot with the work that i do. it helps me to go deeper, especially with dementia. male announcer: amazingly, this program was free of charge for these graduates thanks to grants provided by calgrows. connie nakano: calgrows was part of the governor's master plan for aging. it's a ten-year blueprint for the state. one of the goals in there is caregiving that works. it's really focusing on the need of caregivers, and caregivers are really vital to older adults, and them staying in the community, staying at home. california's demographics, by 2030, 25% of the population is going to be 60 and older, which will officially outweigh the 18-and-under. we're gonna have about 10.8 million older adults

i want to extend my deep appreciation and congratulations to the graduates. lidia: it's been a privilege and an honor to be in this prestigious university, stanford. you know, we've heard about it back home in fiji, we've heard it all over the world. but stepping into this property is-- it's meant a lot. the program at stanford really focuses on longevity and healthy aging. we train health professionals to learn the best practices, the current gold standard of what needs to be done, in the home, in the clinic, in the nursing home, at the hospital, in terms of promoting long lives with good quality. connie: stanford was a great example of a partnership. it's been very successful, and there definitely is an appetite from a lot of caregivers, both paid and unpaid caregivers, to take advantage of this. it was literally like an "ah-hah" moment, when we started this training back in 2016. since then, we've graduated over 500 trainees.

it so happened that one of our collaborators who is a leader in the fijian-american community had reached out to a whole bunch of people in her network. [singing in fijian] [singing in fijian continues] lidia: we fijians are islanders. that's where we grew up. we live with our families and our grandparents. so we help our parents take care of the seniors back home. that's how we roll. thinking of the elderlies. caring for them, you know, saying a "hi," or a hug. most of us are huggers, because we love to hug. and when we bring that characteristic with us here, it's easily-- we get into the homes. today, it was just so gratifying to see all of our latest cohort of students come, be here at stanford, and receive their certificates. it was just... it filled my cup today.
