right now at five. back to school for the bay area's largest school district. nearly 50,000 students in san francisco are getting up, getting ready for class this morning. school administrators still dealing with a major teacher shortage and looming school closures. what families can expect this year? >> unsafe water in the east bay. high levels of lead found in the water fountains at multiple school campuses in oakland. parents demanding more be done to keep their kids safe.

>> countdown to the democratic national convention. democrats from across the country gathered in chicago this morning. president biden set to speak tonight. abc seven news anchor julian glover is there with what you can expect this week. good morning. it's monday, august 19th, and we'll start with a check of the weather with drew. >> yeah. so we have a little bit of a warming trend the next couple of days outside this morning. we'll begin with the exploratorium camera paints a picture. well, we don't have a lot of fog out there, but you can see a little bit on the horizon. certainly all of the skyline is seen right now, so we will find some coastal clouds. much of the region is dealing with clear skies out there, and some of those clear skies right now are giving us some cool temperatures. i'll show you what's happening in the north bay at this moment. right now, we have some temperatures in the 40s, believe it or not, 49 in santa rosa. same in sonoma. so some chilly numbers out there, mid 50s to the low 60s around the bay shoreline. so let's talk about what's going to happen over the next couple of days. finding today we'll find our inland temperatures very comfortable, very pleasant at or

just slightly below average for this time of the year. in the mid to upper 80s for daytime highs. lots of sunshine there around the bay shoreline we're finding mid 70s with bright conditions, a little bit of a breeze. this afternoon. those winds gusting about 15 to 25mph along the coast. it is shaping up to be a nice afternoon. now this morning we do have a bit of fog out there, some low visibility, even some mist and drizzle. but into the afternoon we go. we'll find a mix of sun and clouds, daytime highs in the low and mid 60s. just be aware that it will get breezy later this afternoon. gusts about 20mph. let's check in with sue and see those drive times. this morning. >> good morning and we are off to a great start. it's crystal clear out there, at least across the golden gate. and here in berkeley and emeryville we've got a nice solid stream of traffic. and your drive time from hercules all the way into the city right now, 25 minutes as we check on the golden gate. there was pretty much fog free here when i came across, and it looks like it as well. not even

any fog over the waldo grade, and very light traffic coming into san francisco. overall, we have our early morning commuters up and adam out of tracy over the altamont pass. still not a bad ride at about 40 minutes. four zero minutes guys. thank you sue. >> happening today. it is the first day of school for the bay area's largest school district. 50,000 students in san francisco heading out the door to go back to class. abc seven news reporter gloria rodriguez is live in the cow hollow neighborhood. and gloria, this school year, they have a couple of things going on. they face a teacher shortage and some serious financial issues. >> that's right reggie, as students and staff return to school today, the district is dealing with about 120 teacher vacancies, and the san francisco examiner is reporting that the district is now in a hiring freeze. now they can hire for essential staff that's needed to keep a school running. but that is it. and also, due to declining enrollment, superintendent matt wayne says the district is planning to close a number of their schools to better realign their

resources. and while they haven't said how many the recommended list of schools will be released by september 18th, part of this process will be changing our enrollment policy to also establish more neighborhood schools, and we're making sure that families will have a choice near where they live to send their students to schools. >> and ultimately, it will mean more resources at each school by having fewer schools that their student will be able to take advantage of. >> the executive director of the nonprofit parents for public schools of san francisco says historically, when there are school closures, research shows that there's a displacement of students of color and the superintendent says they are making sure that as they develop their plan, they don't disproportionately impact any one community. the school board is expected to vote on the recommended list of school closures by december 10th, and thanks to the organization california meals for all, all students will be getting free meals this school year. live in san francisco. gloria rodriguez, abc seven news.

>> all right, gloria, thank you. in the east bay, this is what some students and parents are dealing with only a week into the school year. drinking fountains wrapped in plastic and signs reading do not drink the water. the reason lead has been detected in the water at nearly two dozen schools across oakland unified, parents and staff were warned about the issue in a letter from the district last week, according to a water testing report obtained by abc seven news. the issue was discovered in april. >> students have been going to that school and summer school included for this whole time, drinking that water, which is completely unacceptable and infuriating. >> usd board president sam davis says communication needs to be better. he says the district has been aggressive about testing water since 2017, and is now taking steps to fix the problem. >> we need to make sure that there's testing available for families to find out if they were exposed to lead and we need to invest in remediating the

issue. >> the district says water filters and pipes will be installed and fixtures will be retested to comply with safety standards. teachers are calling on the community for help to provide bottled water to school sites. >> developing news in the south bay, a woman was hit and killed in a car crash in san jose. this happened around 1030 last night at snell avenue and capitol expressway. police say the woman was rushed to the hospital where she later died. it's the city's 32nd fatal crash of the year in the north bay. a heartbreaking story shocking the community over the weekend. a woman on her way to pick up her daughter from school got killed by a suspected drunk driver who wasn't even allowed to be behind the wheel. friday's crash in santa rosa killed jessica avila munoz, a police officer with sonoma county police say the driver who hit her had four prior dui arrests and a suspended license. we spoke to the president of munoz's union, who met her when she started with the county, they say munoz was dedicated to her daughter, and the union is

now trying to raise funds to make sure she is taken care of. >> she's traveling to pick her up from school at 145 in the afternoon. and that, that's not something that i think anybody wants to experience. and we all travel around the city, usually around 145 in the afternoon, and we don't expect something like that to happen. >> the driver who hit munoz is now in jail on suspicion of vehicular manslaughter. fundraisers for munoz's family have raised tens of thousands of dollars. we do have details about how you can help on our website, abc seven news.com. >> this morning, the stage is set for the democratic national convention. this is a live look there now. events officially get underway in chicago today. vice president harris arrived overnight following a campaign bus tour across pennsylvania. it's a swing state and could decide november's election. >> vast majority of us have so much more in common than what separates us. that's what this campaign is about. yes, it is about winning. and we will win and we will win.

>> both vp harris and former president donald trump have been focused on winning pennsylvania. trump returns to the state today after being there saturday. >> i want to cut taxes on americans while putting tariffs on china and foreign countries to bring our jobs back home to pennsylvania and to take in billions and billions of dollars back. >> live to chicago now. abc seven news anchor julian glover is there this morning, and he has a look at what we can expect in the week ahead. >> hey there, amanda and reggie. good morning here from the united center, one of the two sites that will be playing host to the democratic national convention over the course of the next four days. security understandably tight. more than 2500 chicago police officers and hundreds of secret service members all here to protect this very site. the reason more than 50,000 people are expected to be here for the democratic national convention, including some 4000 delegates. the largest contingent of delegates coming from the state of california,

and many of them from the bay area, will be speaking with them throughout the week here. but more than anything, of course, this is a celebration of the bay area's very own vice president, kamala harris, as she makes the case for why she should be the next president of the united states, instead of another four years of former president donald trump. no sightings of vice president kamala harris or her running mate, minnesota governor tim walz, just yet. they are currently on a bus tour across the state of pennsylvania. she will be here later today as we expect to hear from the big headlining speakers. we'll be hearing from former secretary of state hillary clinton. of course, the 2016 democratic presidential nominee, along with first lady jill biden and president joe biden, who will be making his case for why his vice president should be the next president of the united states. a lot to cover. we'll have it all here on abc seven news for now, reporting outside of the united center, i'm julian glover, abc seven news. >> and you can catch julian's coverage from chicago all week long here on abc seven news. and

each night, abc will have special live coverage of the democratic national convention tonight and tomorrow from 7 to 8 p.m. then wednesday and thursday, it's from 6 to 8 p.m. you can find it wherever you watch abc seven. >> while many will be focused on the democratic national convention this week, former president donald trump will be on the campaign trail visiting several battleground states. the trump campaign announced a series of what they call messaging events. they'll be held at smaller venues and will focus on 1 or 2 policy issues. today, former president trump will be in pennsylvania to speak on the economy. he's expected to also go to michigan, arizona and north carolina. polling continues to capture the shakeup in the landscape of this race. here's the latest abc news ipsos poll. it shows harris leading former president donald trump by five points. overall, however, trump has the upper hand on two top issues cited in the poll the economy and inflation. he also leads on immigration. >> 5-10. this morning we'll go to our okay camera this morning,

morning. it's a bright day. it is very nice. it is sunny, a little breezy out there, temperatures very close to average 80s inland. 70s around the bay shoreline will be in the 60s along the coast. winds are breezy, not too strong like last week, but you'll notice they increase throughout the afternoon. by 4 p.m. those winds are generally anywhere from 15 to 25mph. that onshore flow keeping temperatures nice and average for this time of the year. so looking at highs today, we'll go to 80 in concord, 86 in livermore, 73 in oakland, about 68 in the city, 79 in napa, 80 in san jose, 60s and 70s along the coast with a fair amount of sunshine, a little bit warmer tomorrow, reggie, we'll show you that coming up in a few minutes. thank you. drew. >> flooding emergency. the severe weather impacting thousands across the northeast and the impact it could have on you if you travel this week and trapped inside a sewer line 20ft under a san francisco street. >> how the man got there and who alerted rescue crews, plus a private island in the bay has a

$220,000 so far. the owner of east bay booksellers plans to temporarily relocate while they rebuild their original location on college avenue in oakland. >> a bay area startup is laying off 75% of its staff after the fda rejected its proposal to use the psychedelic, known as mdma, to treat ptsd. san jose based lycos had around 100 employees prior to the cuts. regulators said more studies were needed before the idea could be approved. lycos ceo says conducting a new study would take several years. an unusual rescue for crews in san francisco. a beachgoer ended up trapped inside a sewage pipe, and it took nearly three dozen firefighters an hour and a half to get him out. firefighters say they got a call from someone who heard screaming near a manhole cover on the great highway near vicente street early yesterday morning. now, rescuers say the man crawled into the sewer from the beach. he made his way along

the inside of a pipe 20ft below street level, and then got stuck. crews had to wait for an osha permit before entering the pipe. they were able to free the man. at last check. he had to be hospitalized with serious injuries. >> in the east bay, i have an unusual warning for you. avoid young cows and their mothers during calving season, which goes from now until october. the east bay regional park district says residents should not approach or try to touch the calves, take selfies or allow dogs near them. these interactions can be dangerous to both people and the cows. the agency says if you see a calf by itself, you shouldn't worry, as the calf's mother is usually nearby. and this is video of cows. so now you know what a cow looks like. >> thank you. >> oh, am i supposed to tell you about this? oh, sorry. >> it was too distracting. are we still talking about the cow? >> the small island next to the richmond bridge has been sold.

red rock island is the last private island on the bay. and it was on the market for $25 million. there are a few hangups. no water, no power, definitely no wi-fi. and building on it is questionable. it was listed last november. i remember when we first told you about this. it had a wide variety of interested parties. now the six acre island does have a mystery buyer. the leasing agent says an nda prevents him from disclosing who it is or how much it was sold for. >> interesting. that's no fun. i know. you'll have to keep your eyes on the sky over the next few nights. >> a rare blue supermoon will appear full in the sky for three days. also known as the sturgeon moon. since it's closer to earth, it will look bigger and brighter. last night it was visible, but it will be at its fullest for the bay area today, peaking at around 11:25 a.m. this is the first of four supermoons to come this year. >> this is a real question. do people just run into cows? is that why we're warning people about it? okay. >> it depends. if you're in a

50s. you can see that slow warming process as we head deeper into the morning. let's look at temperatures right now. good morning hayward. you're at 61. the same in san jose. 55 in gilroy. concord. coming in at 60 degrees. we'll take you to the north bay. we have some chilly spots in our valleys in the 40s. right now, so certainly you need your jacket first thing this morning. get rid of it this afternoon as we have that sunshine and some mild air coming our way. so here's the forecast today. inland, we'll go into the mid and upper 80s, which is pretty close to where we should be this time of the year. so no intense heat out there this afternoon around the bay shoreline. lots of sunshine today, even this morning. we'll find temperatures later on today in the mid 70s. remember that breeze does pick up and then along the coast we have that fog early on afternoon sunshine and highs in the mid 60s. highs in the microclimates. we'll start in the south bay 70s 80s today looking fantastic up along the peninsula we'll hit 79. redwood city 73. mountain view clouds. the sun along the coast will keep it in the 60s. across the city today, mid 60s to the lower 70s with increasing sunshine as

kids and their parents on the street, because today is the first day of school for san francisco unified. abc seven news reporter gloria rodriguez is live in the cow hollow neighborhood. gloria. as the bay area's largest district heads back to class, there's a lot of uncertainty for families. >> there is a looming school. closures are certainly on the top of people's minds here as they start a new school year. because of declining enrollment, the district is moving ahead with plans to close a number of schools, and they have not said how many, but a recommended list will be released by september 18th and it will take effect next school year. this comes as the district is dealing with about 120 teacher vacancies, and the san francisco examiner reports the district is now in a hiring freeze. they can hire for essential staff needed to keep a school running, but that's it. still today, there's a lot of excitement about the first day as the district will welcome back 50,000 students to school, and i'm excited to come back to a district that is so focused on

a suspected dui driver hit and killed cso long pham on august 3rd. he was directing traffic at a crash scene when the driver hit pham's patrol car, sending it flying, and went also into another cso. the other officer was seriously injured. there's going to be a vigil today to this thursday, i should say, at san jose's vietnamese heritage garden. >> several families in the east bay need a new place to live after a bad fire. the fire ignited around 3 a.m. yesterday at the woodland hills apartment on west buchanan road near railroad avenue in pittsburg. there are 16 units in the building and four apartments were destroyed. some tenants credit their neighbors with alerting them to the fire. everyone was able to get out safely. >> she was like, mom, mom, mom, it's a fire! i was really tired. it took a minute to come to. and then i smelled the smoke. and then i saw the flames. we started kicking, banging on the doors, trying to wake everyone
