and minnesota governor tim walz. of course, vice president kamala harris's running mate, as he officially accepts his party's nomination just a couple of weeks after accepting the job. for now, reporting from the united center, i'm julian glover, abc7 news. >> and with vice president harris returning to chicago from her rally in milwaukee tonight, she was able to watch doug emhoff speech from the air in air force two. harris posted this photo tonight saying, love you, dougie. abc seven news reporter julian glover will be in chicago all week long to provide a special coverage from the democratic national convention. look for his reports through thursday. >> and governor newsom took on a significant role tonight. there's been a lot of talk this summer, as you know, about newsom's political future and potential white house ambitions. we saw him give the roll call, vote to ceremonially secure the nomination for harris. it was a powerful, symbolic event from one san francisco politician to another, very ceremonial. harris and newsom have something of a

sibling rivalry going back decades. they've been on parallel paths. the same social circles, fundraising circles and political circles. quite interesting really. and today, abc seven news insider phil matier weighed in on what may be next for newsom if kamala harris wins, then she'll be in the nominee. >> she'll be the president for four years and the nominee for certain after that. if kamala harris loses, that could open up a possibility for a newsom run down the line. >> phil says newsom has a lot of work cut out for him. in the meantime, tackling california's biggest challenges and continue to. stay with abc news for special live coverage of the democratic national convention, returns tomorrow and thursday from 6 p.m. to 8 p.m, right here on abc seven. >> meanwhile, former president trump and his running mate j.d. vance were also campaigning in the midwest today, and they had a theme. tough on crime. vance hit on one policy they would push forward if elected. >> we are going to end sanctuary

cities in this country. we're going to bring back pro-law enforcement cities. we are going to deport the violent, illegal aliens that have come into this country over the last few years. no more free rides, no more amnesty. >> trump and vance are set to appear together tomorrow in north carolina to talk about national security. the former president is supposed to visit the border in arizona on thursday. >> let's turn now to the north bay. a murder charge is being filed against the man accused of driving drunk and killing a 31 year old mother and police officer. police say she was going to pick up her 13 year old daughter from school in santa rosa. a young girl who we're told is now staying with family. abc7 news reporter j.r stone is following this story and has new information. >> the man believed to be responsible for this car crash now faces a murder charge, according to the sonoma county district attorney's office. his name is jan van nguyen. he's 68 years old, and authorities say

he was under the influence of alcohol when he crashed into that car. prosecutors say 31 year old jessica avila munoz was driving that car and on her way to pick up her 13 year old daughter from school. when winn ran a red light and slammed into her. munoz later died at the hospital. now the focus is on winn, who police say has four prior misdemeanor duis. here's legal analyst stephen clark. >> what the da is saying is that this man was warned several times during his prior dui that if he got behind the wheel and killed somebody when he was under the influence, he could be charged with murder. and that day has now come. >> munoz had started working as a sonoma county juvenile correctional counselor last year. her coworkers shocked and saddened over the news of her death. >> when i got the call from the santa rosa police chief and it took my breath away. >> she loved her daughter more than anything and was her number

one priority. >> i spoke with damian evans, the head of the sonoma county law enforcement association, last sunday. he was the one to swear munoz in when she began working for the county last year. he reacted to winn's extensive criminal history. >> when we talk about the suspect in the four prior duis, it is something that brings a lot of concern, especially in law enforcement community, because at some point you have to just shake your head. >> in addition to the murder charge, the 68 year old winn also faces a felony gross vehicular manslaughter charge, a felony dui charge, and a charge of driving without a valid license. >> it's likely that this man, if he's convicted of second degree murder, will not get out of prison. it carries a 15 to life term. >> wynn's last dui was in 2016. court records show. he did do less than a year of jail time. clark says it's likely any past alcohol test requirement or other sanction had long lapsed.

j.r. stone abc seven news. >> it is a story we have followed since last friday. elevated levels of lead found in the drinking water at several oakland schools. and tonight parents got to ask a district board member what they're doing about this alarming problem. there was a virtual listening session held by mike hutchinson. it was strictly for the parents. but we do know lead was found during testing at 22 campuses. the district is now in the process of making the necessary repairs, which mainly involves replacing water fountains. the oakland education association, which represents the teachers, put out this statement today. it reads in part, quote, we are still finding out the scope and seriousness of the situation, but expect us to take swift and transparent steps to ensure the health and safety of district staff and students. we will work with educators, families and partner unions in ousd to ensure these problems are addressed. >> back to school looks a little different these days, with many young teenagers taking their electric bikes and scooters to

school. but as that market really takes off, a lot of people are concerned about the number of injuries involving young people and. abc seven news reporter lauren martinez has the story. >> this is a class two, so it's 20 miles an hour with throttle option. >> the electric bicycle market is growing fast for the past 16 years. doug schwartz has sold e-bikes and scooters at lv motors in santa clara in california. there's three e-bike classes depending on their features. >> this is what a lot of the kids love. this is the super 73. this is a class three. 28 miles an hour. >> and then there's products marketed as e-bikes. but the motor can go over 28mph. >> we put this as a as an off road vehicle because you can flip a switch and it can do 50 miles an hour. >> and with power comes responsibility. a recent ucsf study highlighted the dangers of

e-bike injuries doubled nationally from 2017 to 2022. while e-scooter injuries rose by 45% each year. coauthor kevin lee said the median age involved adults in their 30s or older. >> i think on a ridership level, there's probably a lot more public education and enforcement of regulations that can happen, particularly around helmet use speed limits. >> more regulations are happening. the first day of school for the larkspur corte madera school district is wednesday. beginning this fall, students who ride an e-bike between home and school will be required to register for a permit. only class one and two e-bikes will be allowed on campuses. the executive director of the marin county bicycle coalition supports a bill that would make the sale of out of class vehicles illegal in the state. >> if that law passes, which we believe it will, i don't believe it takes effect until 2026. and so this registration process that's happening in the schools

shift right now from new forms of nightlife to new industry trends and more sober living altogether, finding new ways to live healthier lifestyles as part of building a better bay area and tonight, a new set of studies further points to alcohol's negative effects. it's as a movement of nondrinkers is emerging all across the country. abc seven news reporter tim johns spoke with some of those leading the charge here in the bay area. >> two recent studies from the world health organization have shown the dangers of drinking alcohol. the first saying alcohol consumption contributes to the deaths of over 2.6 million people, a year. and another concluding that there is no safe level of drinking when it comes to your health. a departure from older, more traditional thought processes, some of which incur things like a glass of red wine a day. >> the research is really evolving, so we're starting to see new studies come out showing

new associations with cardiovascular disease, cancer that we didn't see before. >> the new data comes at a time when there's been a slow but steady shift in drinking patterns nationwide. that's especially true for younger people. the percentage of whom drink has fallen for the past two decades, as the number of drinkers has dropped. the number of businesses catering to that crowd has grown. >> they either alkalize the product or they just never let it be, ferment and become alcoholic. this is a ready to drink canned cocktail. >> carly hall is the store manager of the new bar in san francisco. a bottle shop that sells only nonalcoholic items. she says the company is growing rapidly, supported by loyal customers. >> i feel like definitely during the week, a lot of people don't want to drink or just can't drink, so they're looking for options and that is not just water. >> it's a similar story at local restaurants, many of whom have adopted nonalcoholic menus in addition to their traditional

offerings. at copre, chief operating officer dana kassakhian says they're planning on doubling the number of nonalcoholic drinks they serve. >> if we have a private party, we automatically will pass drinks that are both nonalcoholic and alcoholic, so no one has to feel like they have to make a declaration about what they're drinking and why. >> despite the new scientific research, though, experts say the risk for individual people remains a case by case basis for those who are drinking casually and have are healthy and have low risk to begin with. >> i think those factors need to be taken into account. >> but whether you drink or not, it looks like the nonalcoholic options are here to stay in san francisco. tim johns abc seven news. >> new at 11 san jose will rename the city hall rotunda to honor its trailblazing first female mayor, elected nearly 50 years ago, janet gray. hayes was elected in november of 1974. she wasn't just the first female mayor of san jose. she was the

first woman to be elected mayor of any major u.s. city. tonight, hayes's daughter thanked the san jose city council for the recognition, something mayor matt mehan says is long overdue. >> it was really her leadership and that of other women at the time that made san jose and santa clara county the feminist capital of america, a title that we're proud of and want to continue to earn. >> we feel it would be a fitting tribute to our mother, and that she would very much appreciate the honor. >> hayes was ahead of her time in many ways, pushing for a modernized urban planning in san jose and equal pay for women. she died in 2014. >> the future of ai is on full display in san francisco. really? every day. and there's another entry this week from amazon tiny robots are rolling around on market street in the financial district, but don't expect them to do very much. amazon is launching a showroom in san francisco to show off its efforts in developing artificial intelligence technology. this

francisco a little less than that at six hundredths. and gilroy, a little bit less than that. so it's not out of the question to see some damp roadways in august. right now on live doppler seven, no damp roadways to speak of. as we look at our winds, there's still a little bit on the gusty side. 20 miles an hour. mount diablo, oakland hills, 21 up to the north. that's also keeping those temperatures up. up to four degrees warmer in mountain view, three degrees warmer in oakland and san jose running two degrees warmer. today's highs were in the mid 60s to the mid 90s, still holding on to some of the warmth from earlier in the day. we're in the 60s and the 70s. a live view from emeryville. it's a gorgeous view. the next three days breezy and cooler days, friday drizzle and a chance of showers coming our way and the weekend weather will be brighter and warmer. if you have outdoor plans, don't worry if you have weddings birthday parties as we go hour by hour. some fog first thing in the morning around parts of the bay and the coast at 5 a.m. there might be a little mist out there as well,

and 8 a.m. as well, and then the fog will pull back to the coast and just kind of sit there before reentering the bay later on in the evening. your morning temperatures, 50s, 60s. look out for the fog right near the coastline. tomorrow afternoon we're going to go with upper 80s inland, so not quite as warm as today. mid 60s coast side. and it is going to be breezy and partly cloudy at the beaches. thursday. temperatures are coming down even more low 80s for the warmest spots. the winds pick up and friday those temperatures are really going to be more like late fall with 60s and 70s showing up. friday is the day that that trough will come in. initially, we're expecting the drizzle in the morning and then here comes a front that will bring the possibility of showers. best chance in the north bay at 1:00 in the afternoon, 3:00. and you will notice that most of the energy is up around northern portion of california. now rainfall projections reflect this 4000/200 in ukiah. these are early estimates 1200 in santa rosa, a few hundredths elsewhere. some places, like san
