campaign. jon, let me begin with you. quite a show of force by the democrats last night. a president, a first lady, two massive crowds. >> reporter: george, this was an electrifying night for delegates here and for democrats across the country. look, it is exceedingly rare to see something genuinely new at one of these national political conventions. but the organizers pulled that off when you saw kamala harris simultaneously address a packed convention hall in milwaukee where republicans had rallied last month and here in chicago. and the messaging, that there was something new in the messaging as well. barack obama particularly tried to address americans who are sick and tired of our deeply divided politics. doing that while simultaneously issuing a brutal takedown on donald trump. but also trying to appeal to the people, what obama called the regular folks who have turned out. george, that part of the messaging has been backed up here in chicago every single night and will continue tonight and tomorrow by featuring

republican speakers. last night the republican mayor of mesa, arizona. even former trump white house press secretary stephanie grisham. >> george: one thing clear for the obamas, it is personal. >> reporter: this is personal. it is not just a matter of two speeches last night. i was told by a person close to president obama that he intends to be out on the campaign trail in a way we really haven't seen since he was running for his own re-election in 2012. the message that barack obama has given to the harris/walz campaign is that he will go anywhere they want him to go. he will campaign with kamala harris. with tim walz. he will do solo events. he will be on the campaign trail this fall. >> george: both trump and vance on the battleground states yesterday. >> reporter: exactly, george. it comes as republicans, even some of trump's inner circle, have been urging the form president to leave behind those personal insults, to start focusing on issues, to stay on message.

first we saw the former president talk about the economy. then turning to crime. today he will be out in north carolina with his running mate, senator j.d. vance, focusing on national security. polls show he does have an advantage on kamala harris on most of those issue. but she is performing better than president biden did. it's notable that after years of pushing false claims about barack obama, donald trump did not attack him, did not attack either of the obamas in the immediate aftermath of that speech last night. this has been a very rough three weeks for the former president's campaign. we have new numbers out that show vice president kamala harris has outraised donald trump, bringing in nearly $250 million in july. donald trump's campaign brought in just about $78 million. >> george: what a change in one month. thanks very much. abc news is covering the democratic national convention tonight. streaming on abc news live at 7:00 p.m. eastern and then here on the network at 9:00 p.m. robin? >> robin: breaking news overnight. ukraine launching a drone attack on moscow.

one of the largest on the russian capital since the war began. ian pannell is on the ground for us in ukraine with details. good morning, ian. >> reporter: good morning, robin. ukraine has been targeting moscow overnight in what the mayor is calling their biggest attempted drone attack on the russian capital of this war. the city's air defenses were reacted shooting down 11 attack drones. explosions reported in the night sky. meanwhile, russia, on the battlefield, still struggling to rapel ukraine's offensive. here astonishing footage showing a cluster bomb attack on troops trying to build a build to escape the area. possibly more than 1,000 soldiers virtually trapped after three key bridges were destroyed by ukraine. vladamir putin though has been talking about the ukrainians inside russia, but astonishingly it's for the first time in a week. he said he promises to punish what he calls the criminals, but

notably, he's failing to do so. kremlin response has been phrauding at best. it seems incapable of retaking control of this vital border area. george? >> george: ian pannell, thanks. heat alert for millions. ginger has details. >> ginger: we're feeling like september in the northeast. we've got three record lows in appalachian this morning. record highs are winning. you can see from los angeles to mel bourne, florida. we saw record highs fall yesterday. up to 109 in abilene. that's just a start. they're going for a long stretch as that ridge stays in place. roswell, new mexico, through saturday will stay above 100. let's go to the pacific ocean. much more active than the atlantic. hector with a couple lows developing likely today and headed toward hawaii. so we will see impact likely by the weekend. most of the modelling taking it just south. you don't have to have a direct

impact. landfall of a hawaiian hurricane has only happened twice. we've had so many even as recent as 2020. flash flooding and dangerous things happen when they're close. >> will: ginger, thank you. we'll check in with you in a bit. now to a new report about the shooting rampage in maine last year that left 18 people dead. it found that the shootings could possibly have been prevented if not for a series of failures. pierre thomas joins us with more. good morning. >> reporter: good morning. the details of this report are incredibly damning. the suspect was unravelling right in front of authorities. they knew he had guns, but clearly not enough was done. this morning a new report by an independent commission concluding there were missed opportunities over the course of months to prevent maine gunman robert card from killing 18 and wounding 13 others across two locations last october. >> there were several opportunities that, if taken, might have changed the course of these tragic events.

>> reporter: the more than 200-page report finding card's army reserve commanders failed to undertake the necessary steps to reduce the threat he posed to the public, despite being well aware of his declining mental state, including hallucinations, increasingly aggressive behavior and card's admission that he had a hit list less than four months before the mass shooting. >> despite their knowledge, they ignored strong recommendation of card's mental health provider to stay engaged with his care and take steps to remove weapons from his home. >> reporter: the report also finding the local sheriff's department had enough probable cause to take card into protective custody under maine's yellow flag law and start a petition to confiscate his firearms. but that never happened. the chairman of the commission saying the report will likely be the basis for further civil litigation. >> now comes the time for accountability, to ensure that something like this never happens again in this community

or anywhere else. >> reporter: if authorities had only followed through, they would have seen card bought the assault rifle days before his military peers told police he was acting in a truly bizarre fashion. george? >> george: thanks. overnight a federal judge blocked biden administration plans to ban noncompete contracts for workers. it was set to go into effect september 1st. chief economics correspondent rebecca jarvis here with details. >> rebecca: this could have a big impact. these are buried in a lot of business employment agreements. about 30 million americans, or 20% of u.s. workers, have signed noncompetes. the ftc rule, which was meant to take effect september 4th would have meant anyone applying for a new job could not be forced to sign a noncompete and for workers with existing agreements, those noncompetes would no longer be enforceable. now that sweeping ban is permanently on hold after a federal judge in texas decided the government agency lacks authority to put the ban in place.

in a statement to abc news, a spokes person for the ftc says the agency is seriously considering a potential appeal of the decision. meantime, the white house says it still supports a noncompete ban. while the u.s. chamber of commerce, which brought the appeal, celebrated the ruling, calling it a significant win in the chamber's fight against government micromanagement of business. now today's decision does not prevent the ftc from addressing noncompetes through a case by case basis but, of course, that can be expensive if you're trying to challenge a noncompete, you usually have to hire attorneys and really go after your business. >> george: we have a ways to go on this story. >> rebecca: that's right. >> george: will? >> will: a dramatic come back in the little league world seer series. mexico/cuba. one more out, cuba win and mexico goes home. mexico down 4-1 in the bottom of the 6th with two outs. mexico has two runners on base. antonio guerrero at the plate.

>> reporter: good morning, george. cave divers are now involved in the mission to try to get access to the region 160 foot down. an under water rover is all involved. divers have been able to get into the main part of the boat. they still haven't been able to get into the cabin because they're blocked by furniture and other debris. this morning desperate efforts to find six missing people after a luxury yacht sank 160 feet down to the sea floor off the coast of italy. here you can see the yacht's final moment before capsizing in a violent storm. the shimmering lights disappearing into the sea. 22 people were on board when, just before dawn, a possible water spout struck the area. the boat sank within minutes. this picture shows the 184 foot sail boat anchored off the island of sicily hours before the disaster. divers have been trying to get into the boat but the coast guard said they've only reached the bridge and furniture blocks

the way inside. the boat is currently lying at a depth deeper than most recreational divers are certified for, which has forced rescuers to work in 12 minute shifts. one person has been found dead. among the missing the boat's owner mike lynch and his 18-year-old daughter. also missing two american citizens. 15 survivors made it onto a life raft. the ship captain pulled them to safety. >> we took them on a life raft and brought them to our ship and took care of them as the coast guard appeared first tot take the injured people then the rest. >> reporter: among those saved a 1-year-old baby. mother told a local newspaper that she held her baby over her head to keep her from drowning. for two seconds i lost my baby in the sea, she said. then i immediately hugged her again amid the fury of the waves. now all those who are safe, including that baby, were treated in the hospital.

looks like they escaped without serious injury. but the terrible wait for news goes on about those missing. >> robin: know they are all clinging to hope. james, thank you so much. we're going to turn now to the matthew perry investigation and growing questions about the doctors charged in connection with his death. trevor ault is here with the latest. good morning to you, trevor. >> reporter: good morning, robin. some interesting developments. we saw patients show up at the doctor's office yesterday and learned at the door that their doctor was facing multiple felonies in this extremely high profile case. federal prosecutors played a substantial role in the overdose death of beloved friends actor matthew perry, but this morning the clinics for these two california doctors are allowed to remain open, even as they face felony charges. >> are you aware of what happened to dr. plasencia? >> no. oh my god. >> reporter: dr. plasencia and mark chavez are two of the people authorities say created a

broad under ground criminal network that enabled an addict by selling him ketamine. >> these defendants took advantage of mr. perry's addiction issues to enrich themselves. they knew what they were doing was wrong. >> reporter: the u.s. attorney's office tells abc news because these charges were filed both doctors surrendered their dea registration, meaning they can't prescribe any controlled substances. but their medical licenses are still active. malibu canyon urgent care, dr. dr. plasencia was ordered to post this disclosure warning any patient who might walk in. melissa adan was there. >> he's not here. okay. >> and he hasn't been here today? >> no. >> reporter: dr. plasencia has pleaded not guilty. the indictment alleges perry had first used different doctors for ketamine fusion therapy. when they wouldn't increase his dosage, he turned to plasencia and chavez with plasencia selling perry 20em

ketamine for $50,000 cash. >> he wrote, quote, i wonder how much this moron will pay? >> reporter: close friends of the actor are speaking out telling "people" magazine that they were sad that perry was surrounded by enablers. >> they said they wished they had known. they wished he had reached out. he did have loved ones who would be there to help him. >> reporter: the friends star would have turned 55 on monday. the show's official instagram account honoring him writing, we remember the light that was matthew perry. one of these doctors, dr. chavez, has agreed to a plea deal. he is expected to plead guilty next week. we did reach out to the california medical board. they have not yet responded to our request about timeline or decision on when they might lose their medical license. the text messages are bad. >> robin: they really are, trevor. thank you for sharing that with us. coming up tennis legend chris evert. chrissy is here live talking about her second battle with

this new filing alleges media coverage has traumatized the town of moscow to the point where some residents there have prejudgement opinions of guilt. they're basing this all on a survey they conducted in various areas of the state and in moscow they say they found a mob mentality noting one respondent said they would burn the courthouse down if kohberger were acquitted. his lawyers called the responses less emotional where they would like to move the trial. prosecutors are pushing back hard, calling the data inadequate. maintaining confidence that they can seat an impartial jury in moscow. next week there's a change of venue hearing. this trial is scheduled to start in june of 2025. but, guys, today on campus at the university of idaho, they will be dedicating that garden. this has been in the works for two years.

morning's series and the diary. this is what it is. our entry comes from a finance manager in the kansas city area who makes around $132,000. what stands out to you about this entry? >> lots of great things. like you said, she's 38, lives in kansas city, makes about $132,000 plus her bonus. she has had a busy week. right now she's home. her husband is working nights so she's home with her two toddlers. she's a mother of two. one is potty training. pretty busy. higher earning house hold but there are some expenses happening this month that are worrying her. $2,400 on child care which we know is a lot. also she has some medical expenses. they're also working on a patio renovation. some stress. >> robin: i cannot stress how detailed everyone is, in putting their budget down and being real because they want help and they want to be able to help others. the unexpected expenses. because you put down your budget. you know certain ones are going to be there. but those unexpected ones get you going. >> absolutely.

we have to understand as an adult, we're going to have expenses. so you want an emergency fund. three things to consider when you're stocking your emergency fund. start small. don't stress yourself about trying to fund it right away. 10 bucks, 20 bucks a month, wherever you can start. you want to be consistent. you don't have to have discipline. automation is discipline. you can go to payroll and say, hey, can you put that money in my account. you can split it before you get it. lastly you want to have three to six months of emergency savings. three months at minimum, six months or more defending on how long you think the phrase will last you. >> robin: i love your phrases. split it before you get it. you keep it real. you keep it real. you think that is so important. can that help a little bit with the anxiety this woman is feeling? >> absolutely. i wanted to help to release some financial anxiety so people can get to the work of fixing their finances. i want people to acknowledge

anxiety is there. i want people to recognize their triggers. is it overspending? i want you to celebrate your wins. i also want you to ask for help, if needed. maybe financial therapist. don't go it alone. >> robin: don't go it alone. people really aren't alone when it comes to child care. lot of people. this is what she wrote. paying for child care and unexpected expenses that come up still just makes me nauseous. so much when it comes to child care. what do you say here, rebecca? >> rebecca: so many families feel nauseous when it comes to childcare because it is expensive. the average family in the u.s. right now is spending about $321 every single week if they're putting their child in day care, if they have a nanny, baby-sitter, it can be even more than that. we're dealing with the child care cliff. lot of child care centers, nursery schools have had to

close because it's expense toeufrb provide child care for kids. so not only do parents have to deal with the stress of the expense, but even getting in, finding an opportunity to put your kid in day care can be tough. they're not alone. there are resources. first talk to your employer. second, if you're setting aside money, set it and forget it money. put that money pretaxed toward your child care, day care benefits. that will sometimes help. also look for -- there's a lot of government programs now. then there's new things coming up with families, moms trying to help each other. june care that we have talked about in the past, where moms really look at their schedule and see, when do i have a window in my schedule to care for the kids in the community? so people are doing more. government is looking at it. we, by the way, we here at good morning did an entire series called america's child care crisis. people can check that out on hulu. we really break this down and look at a lot of the solutions coming out. >> robin: i'll get this from each of you.

thank you. what is your take away from what we've done the last three days? what do you want? >> rebecca: i think the biggest thing is talking about this is key. people have to really -- you know, so much of my job is thinking about it. and having people really be aware. so start the conversation. because that is what you have to do to even attack the problem. >> robin: and that is what you do. that is what you do. that's what this series, money diaries is all about. community. >> it feels hard to talk about it, but talking about it can make you feel empowered and less alone. i was reading yesterday's comments. someone said, who was in the same predicament of yesterday, said let's do this together. or here we go, we're gonna get out of this together. and i think whatever that community looks like for you, hopefully refinery 29 is part of it. you can find that community. >> robin: i love that. >> for me, it's releasing the shame. because shame shields solutions, right? talking about it allows you to realize that you aren't alone. you shouldn't be ashamed because you've done the best you can with the knowledge you have. with new knowledge, you can do better.
