joining us. police on the scene at an apartment complex in dublin right now where a man was shot and killed this afternoon. details are still coming in, but it appears there was some sort of confrontation in one of the units before the shooting. this is happening at the emerald park apartment complex off hacienda drive and central parkway. >> police say the victim was shot in the head despite locking down the complex and a nearby school to search for the suspect. police say there is no threat to public safety. >> in oakland, the police chief is calling on residents to, quote, do better. after a week that claimed the lives of five people in a combination of gun violence and drunk driving. abc seven news reporter anser hassan was there and has this message from chief floyd mitchell. >> this last week has been a very tragic and very violent week within the city of oakland. we've lost five lives. >> oakland police chief floyd mitchell addressed a string of incidents that took place over the past seven days. three shooting incidents that left four people dead, including two separate shootings on thursday night. >> unfortunately, the gentleman

did not survive his injuries. >> on monday, a fatal hit and run left a 17 year old girl dead. police say the driver hit a car, then fled in the bus lane at 80 miles an hour, hitting a mother and daughter who were crossing the street. he later crashed into a tree where residents held him down until police arrived. the suspect, who was driving that red chevy impala, appeared to be unlicensed and under the influence of alcohol. >> at the time of the collision. >> chief mitchell says one incident involved gang violence. another was a dispute over a parking spot. he spoke of his concerns of gun violence impacting young people. >> what i am asking is for our community to take a serious look at ourselves internally about how quickly we resort to gun violence. we have to stop this. >> chief mitchell highlighted the staffing shortages opd faces, but he praised the partnerships with gun violence prevention programs like ceasefire, which is working with local gangs, and those working with oakland's youth. >> a lot of these youth do not have the proper guidance that they need to become law

citizens. >> bonner's organization is one such program, working with young people and conflict resolution and job training, all as alternatives to gun violence. >> we're keeping these youth off the streets and into the education buildings. we're keeping these youth out of juvenile hall and most importantly, out of the graveyards. >> chief mitchell calling out on oakland residents to do their part. >> there is no reason why we had four people shot in the city of oakland within a week. there's no reason why this young lady lost her life. and her mother is critically injured within a week. we have to do better as a city. oakland. we have to do better in oakland. >> anser hassan abc seven news. >> the widow of oakland police officer john lee says the department shares some of the blame for his death. that's according to a claim filed on behalf of sarah fong in june. the news site oakland side first reported this development to the claim, states lasd supervisors created abnormally dangerous conditions beyond anything lee should have encountered. it also

states lee was never trained to operate in an undercover capacity by oakland police. lee was shot and killed in december while trying to stop a robbery. three people have been charged in his death and are set to stand trial. >> california college of the arts is facing a $20 million deficit, even as the school plans a project to consolidate its san francisco and oakland campuses. according to the san francisco chronicle, cca's president announced possible layoffs in a recent staff meeting. he also suggested a merger with another institution could help. a follow up memo says cca's student enrollment has declined by a third to save money immediately. cca is scaling back plans for a big festival celebrating a planned expansion. >> an abrupt resignation today by the president of the san francisco unified school board and mayor london breed, wasted no time finding a replacement. but as abc seven news reporter lena howland explains, this comes as the district faces declining enrollment and looming school closures. >> the first week of school

wasn't even over yet when san francisco unified school board president laney mohamed resigned friday morning due to my personal circumstances, my immediate priority needs to be my health and my family and while i believe this to be a temporary setback, i truly am unable to give this role the attention it deserves. mohamed leaves office just two years after being appointed by mayor london breed, following the recall of three board members in a special election. board vice president matt alexander will step in as president and fill. kim was sworn in to fill a key vacancy left behind after the shuffle. he'll be on the board for the remainder of mohamed's term. >> i'm really clear eyed on the work that we have ahead of us. >> but the shakeup comes less than a month before the district is expected to release a list of schools set to permanently close in the spring, those closures coming amid declining enrollment something kim is all too familiar with after serving in the superintendent's office and

working on the school's closure plan. >> there's no doubt that we have some tough decisions to make, and what's most important for me is as a commissioner and as a colleague of other board members as well, that we are centering the experiences of our kids. >> first and foremost, you have to be able to go out and have these conversations with these parents and these students as to what this means. and so we didn't have time to wait. >> vanessa marrero is executive director of parents for public schools of san francisco. she says she wishes the public had a say in all these moves. >> the main challenge that i'm seeing in this transition is the factor of not not allowing the, the, the, you know, the vote for the people taking away people's right to vote. essentially because you're appointing someone and not allowing for an election to happen. >> the mayor's office says the seat will open up at the next citywide election after this november. it could either be a special election or in june of 2026. in san francisco, lena howland, abc seven news.

>> all right. let's talk about the weather for a few moments. as you look, live outside. look how great it is out there as you look at the east bay hills. so what's in store for the weekend? >> we know the sun coming back. sandhya >> it will. okay, good. but ama and dan, it's not going to be immediately. okay. let me show you that live picture from mount tam. now, where we have a lot of clouds out there. and we definitely have autumn like weather here in the bay area as we look at live doppler seven taking you into street level radar right around rio vista. highway 12 seeing some damp roadways at this hour. taking a look back at the last few hours, we did see some showers roll through. we're going to continue to see this theme as we go. hour by hour you will notice the steadiest of the rain. heavier rain up along the northern california coast. but for us, we will see some spotty showers and some drizzle continuing off and on. so 1130 tonight it's up around mendocino county during the wee hours of the morning. while many of us are sleeping, there will be some wet weather

out there going into tomorrow at 7 a.m. if you have early plans, i would just have the umbrella handy. i will be back to let you know how long it's going to last. one thing's for sure, most areas are running cooler than where they were yesterday, but we're expecting a quick turnaround this weekend. a full look at that forecast coming up dan. >> okay sandra, thanks very muc. the democratic national convention may be over, but the love showered on the bay area by vice president kamala harris is still being felt. during her speech yesterday and throughout the four day event. actually, the bay area received a number of shout outs and accolades, and as abc seven news reporter tim johns explains, the spotlight is welcome. reporter as a young courtroom prosecutor in oakland, california, i stood up for women and children against predators who abuse them. >> as attorney general of california, i took on the big banks. >> vice president kamala harris taking time to highlight her bay

area roots during her speech at the democratic national convention thursday. among other places, harris specifically mentioning her time working in san francisco, as well as her childhood in the east bay cities of oakland and berkeley. the shout outs getting the attention of many local leaders, including san francisco mayor london breed, who says the positive press is good news for the city. >> like kamala harris says, we're not going back. we're going forward. we're going forward with this city. we're going forward with this country. and she is leading the way. >> it's not just san franciscans who are excited about the vice president's nomination, either. here on the streets of oakland, we saw signs. we run into peopl. everyone is excited about her local bay area connections. that sign on the marquee of the grand lake theater. a sentiment shared by many in the east bay. >> knowing that somebody from right around here, you know, that you knew of, you know, and saw her grow up, saw her, you know, excel. >> that also includes diane roberts. while having lunch with a friend, diane told us she can't wait to cast her vote in

november. she also proudly showed us her kamala sweatshirt, a nod to being a so-called childless cat lady. >> i'm feeling like i can have a conversation with my niece and nephew who are in nebraska, who were on the edge about whether they were going to vote democrat or republican. >> and that's not the only merchandise going around in the east bay. at oaklandish, jordan taylor says he's expecting the store to start selling kamala inspired items in the coming weeks. taylor believes the name recognition the vp brings to the city is a welcome change. >> it's actually something positive. nothing like crazy. that's usually on the news, so i'm very excited about that. >> voters will head to the polls for the presidential election on november 5th in san francisco. tim johns abc seven news. >> coming up, have you been a victim of a scam? from cryptocurrency investments to impersonation scams, we have a warning from the fbi and the story of one bay area woman who lost

biggest scams going on right now. >> abc seven news reporter suzanne phan spoke to an fbi agent and a victim, and joins us live from the newsroom. with more suzanne phan ama and dan. >> the fbi wants all of us to take a beat, to take an extra moment and think about whether that message is for real. it's because of scams that often prey upon our emotions. the fbi says. too often, many of us become victims after getting urgent sounding phone calls, text messages or emails asking us to send money or disclose our passwords. because of threats to ourselves or someone we love. the fbi says there are a lot of fraudsters and scammers out there trying to pull a fast one on you. >> you called me from citibank number sudabeh lost $950 because of a person on the phone pretending to be from citibank's fraud department. >> the man said he was trying to

help her and that she needed to transfer money to a different account. >> he had my name, my phone number, my user id, and he says that we need to get your password for online banking. >> that happened in april and she's still trying to resolve the matter. it's one of the scams. the fbi is trying to educate the public about with their new campaign. >> they depend upon getting people in a heightened emotional state and of creating a sense of danger. >> there are cryptocurrency scams. >> these are typically investment scams. they will make contact with the victim and come up with an opportunity for the victim to make huge sums of money. and at the end of the day, the victim will find out that in fact, those profits were imaginary and they'll lose all of their investment. >> there are impersonation or imposter scams. >> sometimes people will pretend to be law enforcement, sometimes they'll pretend to be, grand jury officials. they'll pretend

to be bank officials, they'll pretend to be somebody they're not. to get the victim to send money. >> seniors can be prime targets for the grandparent scam. and the fbi says there's now a twist. criminals are using ai to clone a person's voice. >> the scammer will call the grandparent, pretend to be the child in trouble, and beg the victim to send money. >> the fbi says to also watch out for recovery scams that target victims of fraud. >> this is where they get a follow up call from somebody who claims to know that they're a victim, offering to help them get their money back. >> the fbi says fraud can happen to anyone at any time, and hopes educating the public will curb the crimes. ejiochi says she's learned a valuable lesson don't trust anything. >> anybody, any link, any number that you recognize. >> and if you get an unsolicited call from somebody with a sense of urgency, be very cautious. if

those who ride up mount diablo will join lawmakers and state park officials to celebrate the addition of new bicycle turnouts on the road. >> abc seven news reporter ryan curry spoke with park officials who say these turnouts have greatly reduced collisions. >> these signs are everywhere. when you drive up to the mount diablo summit. why? this road is narrow, windy and full of these blind curves. >> very fun going up. coming down. a little scary for me. >> sherry taylor and alex sagastume are out on an

afternoon ride. it's sheri's first time, but alex has been riding this hill for years. recently he's felt a lot safer. >> they built up a few new ones on the side also, which are really nice and it's a lot safer for everybody going up and down the hill. >> he's referring to these bicycle turnouts at the blind curves. they were first installed eight years ago after an abc seven news i-team report in 2015 identifying something that needs to be fixed, an important safety issue in this case, and pushing public officials to get it done. abc seven's dan noyes found there were 116 collisions involving cyclists on mount diablo over a four year span. 70% of them were around blind curves. it's actually, over 300 blind curves as you go up the mountain. >> anybody who's driven up the mountain or ridden up the mountain knows that not only is it arduous, but there are a lot of turns. >> randy madera, with the california state park foundation, says cyclists started raising money for these turnouts years ago. >> the rest was donated by the

general public, which was it was a process. it's exciting, and it was only like two years from fundraising to construction, which was pretty quick for the state parks and state process. so we're excited about that. >> this saturday, officials are gathering with cyclists to celebrate the recent addition of 22 turnouts, bringing the total on mount diablo to 67. and according to park officials, the ones already in place have led to an 80% decrease in collisions. >> the cars are coming over and these guys are coming down, you know, just having a good time. and there have been some accidents coming down here. so it's been it was very dangerous beforehand. now it's made it a lot safer making sure the ride up and down the bay area's tallest peak can be done safely in the east bay. >> ryan curry, abc seven news. >> it's good to see. i've been up there a number of times. never on a bike ride in a car. and it was. it was pretty treacherous. yeah, i have to say, i worried about bicyclists. all right. it's time now to get another look at the weather. a little weird out there. yes.

>> let's get to abc seven news meteorologist sandhya patel. can you take away the weird? okay. >> yes, i will, but not until tomorrow afternoon. dan and ama, i call this a rare sight that we get showers around the bay area. we've already seen them. let me show you some live pictures, though. right now we are seeing peeks of blue from our tower cameras. even up at zephyr cove. at this hour, we are seeing a mix of sun and clouds. this will all be changing as we look at live doppler seven. seeing a little bit of a break in the cloud cover in association with this deep and rare upper level low that is moving into the pacific northwest, driving energy into northern california where they are seeing some steady rain. here in the bay area, we've seen spotty showers this afternoon, a little bit of drizzle as well. the heavier rain expected up to the north, where flash flooding and debris flows are possible in the sacramento county area. that includes the burn scar area of the park fire. so let's look at those temperatures right now. okay, this doesn't really feel like summer 60s and 70s, well below average for this time of

year. so maybe for that reason, if you want to get out of town, it is aloha friday travel forecast time tomorrow morning. oakland has a 20% chance of showers. after that, it's going to be drying out for the afternoon. 73 degrees wet and windy as a tropical storm passes just south of the big island over the weekend. we are expecting honolulu to have 87 degrees for the temperature. kahului same thing, upper 80s and wet and windy. there live view from. okay. and it's a beautiful view right now. today tomorrow morning drizzle and spotty showers sunday is sunnier and warmer for outdoor activities. and early next week the summer sizzle is back. so we go hour by hour. tonight at 1130 you start to notice some more showers moving into mendocino county. as we head towards the overnight hours, there will be some damp roadways due to either drizzle or a spotty shower or two. this continues at 730 in the morning and one more push early in the morning between 9 and 11 a.m. in the north bay. after that, we get a chance to dry out for our saturday. so

some of you will measure a couple hundredths of an inch. some of you will not get much at all. maybe zero is what we're expecting for some spots, but ukiah expecting about 4/10 of an inch of rain. morning numbers will be in the 50s and 60s. if you have early plans, you might just want to have that umbrella handy in case tomorrow afternoon you'll see low 80s inland. so a warmer day than today. 60s coast side and a mix of sun and clouds. here's a look at the accuweather seven day forecast. it is certainly going to be a drying trend for tomorrow afternoon. going into sunday, and warmer weather as well. you'll notice that sunday is going to be in the low 90s inland, upper 60s, coast side, and then the heat makes a return and so does beach weather. early next week we'll have 70s coast side, upper 90s to low 100 seconds inland. you don't like the heat, it starts to back off mid to late in the week. yeah, it's going to be nice looking weather. ama and dan. >> all right. thanks, sandhya. >> well, still ahead here, an immersive outdoor light show opening tonight in the east bay. and we'll have a preview of that. >> and with this chilly weather,
