been interviewed by law enforcement. that is our program for tonight. i'm david muir. >> deborah: i'm deborah roberts. thanks for watching. from all of us here at "20/20" and abc news, good night. a man shot to death in a bay area city that rarely sees any violent crime. the suspect is still on the loose tonight. good evening. i'm ama daetz and i'm dan ashley. >> thanks for joining us. the shooting happened this afternoon at the emerald park apartment complex in dublin, off hacienda

drive and central parkway. a nearby school was put on lockdown. >> abc seven news reporter lauren martinez says the crime has shaken the normally quiet neighborhood. >> dublin police are looking for the person who shot and killed a man friday afternoon. police say it happened at the emerald park apartment complex just after two. sandra cardenas has lived at the complex for three years. >> i was just shocked because we are normally a quiet community and living close to an elementary school. i never really thought we would have that kind of incident happen here. >> james dougherty elementary school was briefly put on a lockdown. as far as the shooting, police say an adult man was found with a gunshot wound to his head. he was pronounced dead at the scene. during the investigation, some residents were blocked from getting in. >> i'd say everybody is getting home from work right now and not expecting to see police first thing as you come in through the complex and definitely getting the message from the apartment complex that, you know, a fatality happened here during the day is definitely just kind

of mind blowing. >> several residents talked to us off camera and said, as far as crime, maybe their mailboxes will be tampered with or their cars will be broken into, but nothing to this scale. according to city data, there's been less than a handful of murders reported since 2014. 2 in 2020 and 2 in 2022. police say they were still searching for the suspect, but there is no threat to the public. >> i feel okay and safe knowing that at least they don't suspect that there's like an active shooter around. so yes, i think we're all just really on our toes and alert right now. >> in dublin, lauren martinez abc seven news. >> happening now. bart is having more problems in the east bay. a trackside problem has stopped service at the 12th street, 19th street and macarthur stations. this is a crowd at the west oakland station. the same stations were affected by a fire at the end of july. services also disrupted at west oakland, rockridge, lake merritt and berkeley's ashby station. ac

transit has set up bus bridges for riders. public safety is one of the top concerns of oakland residents, so much so, it's one of the reasons mayor sheng tao is facing a recall election in november. this evening, the mayor and police chief did their part to try to build a better bay area by holding a public forum. abc seven news reporter tara campbell was there as people asked questions about what's being done to fight crim. >> a packed church friday in oakland concerned community members gathered to hear from the mayor and police chief. what do you think it's going to take to reduce crime? >> money. >> money. more police officers. more of a real concerted effort. more from the community. get the community involved. >> and that's exactly what this series of town halls is all about. the city's public safety leaders taking questions one card at a time. up first questions about the police staffing shortage. >> one of the key pillars in regards to how we move forward with our budget, even though we

had a huge deficit, was to ensure that we continue to have those police academies. >> what do you think can help reduce crime and make change in the city? >> reducing crime might be prosecuting more people. the people that run into stores and grab things and run are know that they're not going to be prosecuted. >> the police chief, speaking specifically to prosecution, saying working with prosecutors at all levels is key. >> we're going to continue to work with our state prosecutors, our attorney general and our federal prosecutors when the crimes rise to that level and from prosecuting to the pandemic, questions about how to get young people, the support they need when schools got shut down, that really threw a wrench in clockwork for a lot of, you know, these adolescents here in oakland. >> and i just want to hear something that's going to help, that's going to help offset what they've been going through. >> the police chief calling on community leaders to help keep kids from turning to violence. >> they're the elders of our communities and the mothers of our community that know that can

help us pull these kids aside and say, hey, there's a better way. >> and from the youth to the youngest among us, the next generation, top of mind. >> it just turns into having enough resources for children to go to. there has to be things like after school. there have to be programs. >> this oakland native says she'll believe the change when she sees it. >> the hope is there. it's small, but it's there. >> tara campbell, abc seven news. >> the chp has recovered $450,000 worth of stolen merchandise in a big bust of a fencing operation. investigators looking into a string of retail thefts. tracked stolen items to a home in oakland. that search led them to a storage facility in oakland, where they found more stolen stuff. the chp says many of the items are from drug stores. one person is in jail accused of organized retail crime, conspiracy and more. another pedestrian struck and

killed in san jose. a man was hit by a pickup truck just before 9 p.m. last night at by hostetter road and automation parkway. his death is the 34th fatal collision in san jose of this year. the man's identity has not yet been released. the driver and passenger stayed on the scene to cooperate with authorities. the collision, of course, is under investigation. >> let's take a live look outside tonight. some people may be asking, is it really august? because there is actually a little rain in the forecast. meteorologist sandhya patel is joining us now and she is here with some rain that could be around some bay area neighborhoods this weekend. >> sandhya. >> that's right. at least to start the weekend. and it's not something that you expect to see in august. let me show you a live picture. this you expect, which is gray skies from our pier 39 camera. but here's a look at what we are seeing with this rare deep trough up to our north. we're seeing steady, even heavy rain at times in northern california. so far, some parts along the north coast picking up an inch to almost two inches as

we get you in locally here. cloverdale. highway 101 street level radar showing you some spotty showers right now. looking at the wider picture for the bay area, a lot of cloud cover, but over the next few hours things will be changing. so at 3 a.m, more showers moving into the north bay, going into 5 a.m, very spotty showers starting to shift southward. by 9 a.m. it's going to be drizzle or showers really through tomorrow morning as we take a look at those winds right now, 26 miles an hour on hood mountain, 20 oakland hills, i'll be back with a closer look at the forecast to let you know how long you might need to worry about some damp roadways coming up. >> all right. sandhya. thank you. we'll check back. new at 11. people are making the trek to burning man in the nevada nevada desert, where forecasts predict rain there overnight. officials don't expect a heavy downpour like last year, but it could still keep people from getting in. gate road may be closed depending on conditions in which case people would need to delay their arrivals to blackrock city. last year, a

storm created a muddy mess, stranding many burners. >> it was something else. all right, well, california's attorney general and the department of justice are suing a real estate software company, blaming it for skyrocketing rents. the lawsuit accuses the company, realpage, of price fixing, enabling landlords to avoid competition and raise prices across the board. here's how it works. apparently, landlords sign up by sharing rent data. then the software algorithm compares it with other landlords and tells them the maximum that they can charge. realpage says prosecutors are scapegoating its software. last month, the san francisco board of supervisors moved toward banning this kind of software. the band heads to a final vote next month. california college of the arts is facing a $20 million deficit, even as the school finishes up an expansion project to consolidate its san francisco and oakland campuses. according to the san francisco chronicle, ca's president announced possible layoffs in a recent staff meeting. he also

suggested a merger with another institution that could help. a follow up memo says ca's student enrollment has declined by a third in the north bay. >> a chinese immersion preschool is fighting to stay open despite being served with an eviction notice. mill valley unified school district owns the building and, says tara marin preschool owes back rent for june, july and august. the preschool director says she made the payment for the space they are using, hoping the district would consider it rent and the check was cashed. but she says the district is breaking the lease early because it needs the space for administrative offices. >> i really want things to work out. i would love if i could talk to the school district. i would say, you know, can we come back on the table and try to figure this out? because we're all just going after the same goals. we just want we just want our kids to have good places to go. >> tara marin's director, says she has ten years left on the lease. school district officials had no comment on the matter. a

big shakeup for the san francisco unified school board. today, the school board president unexpectedly resigned today, citing personal reasons due to my personal circumstances, my immediate priority needs to be my health and my family. >> and while i believe this to be a temporary setback, i truly am unable to give this role the attention it deserves. >> usher, mayor, london. breed moved quickly to replace her immediately. this is all happening during a very challenging time for the district, which is facing budget cuts and school closures. board vice president matt alexander will step in as president, and phil kim was sworn in to fill a vacancy left behind after the shuffle. he will be on the board for the remainder of the term. >> well, you don't hear about it every day anymore, but covid cases are still high in california, and the cdc is looking to see whether our summer surge returns as a winter wave. the biden administration is making free covid tests available again next month. you can get four per household, new

covid vaccines are rolling out as well, targeting the variants that are dominant right now. the cdc recommends scheduling them for september or october. ucsf doctor peter chin-hong told us the later end of that time frame may be better. >> right after october comes a bunch of events. this thanksgiving. there's the holidays. there's holiday parties, there's holiday travels. so if i wanted to kind of get the biggest bang for the buck, it's going to be that period, because antibodies are going to peak for that period. >> doctor chin-hong says if you've had covid recently, wait at least two months before you get a booster. the cdc recommends everyone six months and older get an updated covid shot and a flu shot, as well. >> a 13 year old boy is being hailed a hero. what he did to save the life of a seven year old boy. >> wegovy is popular right now among those trying to lose weight, but researchers say it may have another health benefit and changes are being made at mount diablo. >> that's a victory for cyclists

shot campaign for president. he began his white house run in april of 2023 as a democrat to challenge president joe biden. he later changed parties to run as an independent. he says he is removing himself from the ballot in battleground states where he could act as a spoiler. kennedy wasted no time throwing his support behind donald trump. tonight robert f kennedy jr. hours after exiting the race, kennedy made an appearance at a trump campaign rally in glendal, arizona. this evening, kennedy said three issues convinced him to leave the democratic party and support trump free speech, the war in ukraine and what he called the war on our children. the endorsement is not sitting well with the rest of the kennedy family. a longtime democratic dynasty, rfk jr. siblings called it, quote, a betrayal of their family values. the democratic ticket took a break from the campaign trail today. kamala harris returned to washington while her running mate, tim walz went back to minnesota. they are expected to resume campaigning next week in battleground states.

>> a new study shows one of the world's most popular weight loss drugs has an added health benefit. researchers say long term use of wegovy can reduce the risk of heart attack and stroke by 44%. in march, the fda approved the injectable drug for use by obese or overweight people with heart disease. wegovy is also approved for weight loss. >> it makes us metabolize glucose better. they also reduce blood pressure. they are cardioprotective in the sense that they improve left ventricular function and improve blood flow to the heart. >> advocates believe this new research could make the medication more accessible and covered by health insurance. investigators are trying to determine what caused a fire at a historic baseball field in southern california. the fire destroyed the wooden grandstands at jay littleton ballpark in ontario. it's a location where a league of their own. eight men out. the babe and several other

movies and commercials were shot. the grandstands had stood since 1937, so it's a shame. >> in the east bay, the push for safer roads for cyclists has paid off. >> it has this weekend. those who ride up mount diablo will join lawmakers and state park officials to celebrate the addition of new bicycle turnouts on the road. >> abc seven news reporter ryan curry spoke with park officials, who say these turnouts have greatly reduced collisions. >> these signs are everywhere when you drive up to the mount diablo summit. why? this road is narrow, windy and full of these blind curves. >> very fun going up, coming down. a little scary for me. >> sherry taylor and alex sagastume are out on an afternoon ride. it's sheri's first time, but alex has been riding this hill for years. recently, he's felt a lot safer. >> they built up a few new ones on the side also, which are really nice, and it's a lot safer for everybody going up and down the hill. >> he's referring to these bicycle turnouts at the blind curves. they were first

installed eight years ago after an abc7 news i-team report in 2015 identifying something that needs to be fixed, an important safety issue in this case, and pushing public officials to get it done. abc seven's dan noyes found there were 116 collisions involving cyclists on mount diablo over a four year span. 70% of them were around blind curves. it's actually, over 300 blind curves as you go up the mountain. >> anybody who's driven up the mountain or ridden up the mountain knows that not only is it arduous, but there are a lot of turns. >> randy madera, with the california state park foundation, says cyclists started raising money for these turnouts years ago. >> the rest was, donated by the general public, which was it was a process. it's exciting. and it was only like two years from fundraising to construction, which was pretty quick for the state parks and state process. so we're excited about that. >> this saturday, officials are gathering with cyclists to celebrate the recent addition of

22 turnouts, bringing the total on mount diablo to 67. and according to park officials, the ones already in place have led to an 80% decrease in collisions. >> the cars are coming over and these guys are coming down, you know, just having a good time. and there have been some accidents coming down here. so it's been it was very dangerous beforehand. now it's made it a lot safer making sure the ride up and down the bay area's tallest peak can be done safely in the east bay. >> ryan curry abc seven news. >> so good to see. i've ridden up there and i've not ridden driven up there a lot of times. years ago, and it is a little nerve wracking. yeah absolutely. >> all right. let's get a check on our weather because the weekend is here. maybe people want to get on their bikes and head out. >> why not? abc seven news meteorologist sandhya patel is here with the forecast. sandhya. yeah. >> it should be good weather for that. especially after tomorrow morning. dan and ama. it is going to be a little damp across parts of the bay area as we start off our morning on saturday. there is an upper level low. this is pretty deep for this time of year and rare

to see something like this. it's more fall like than really summer. it has been dumping rain across northern california, the north coast picking up about an inch to almost two inches of rain, which explains why we have flash flood watches as that rain continues to progress eastward. this is in effect for the burn scar area of park burn scar area and the sacramento county until tomorrow morning as mudslides and debris flows are possible. certainly are seeing a few showers right around river road. north redwood highway across highway 101. cloverdale really light in nature. and look at this in the sierra. we have seen some snow showers. right now. we're seeing some snow showers mixing in right over tioga pass with the showers. so we are expecting it over the highest peaks above 8000ft, but not amounting to a whole lot. maybe a few snowflakes, perhaps an inch up in tahoe. right now the moisture is up to our north, but we did have some showers go through here this afternoon and early evening in the bay area.

just enough to just dampen the ground, not to wash the car. bennett valley picking up six hundredths along with moraga, 100th in bodega bay. tilden park four hundredths there in brentwood and mount diablo, 100th of an inch. that's kind of how we're going to go for tomorrow morning. it is comfortable in terms of temperatures right now, mainly in the 60s. live view from emeryville overnight through morning. it's going to look like this with drizzle and spotty showers. sunday will be sunnier and warmer and early next week. our summer sizzle is back, so we go hour by hour, 3:00 in the morning. north bay is still seeing a few showers developing and moving through 5 a.m. it is still in the north bay, but you start to see some spotty returns at 8 a.m, so don't be surprised if there is some drizzle or some showers as you wake up tomorrow morning. and then as we head into the afternoon, those clouds start to break up. you'll see a lot of sun, so rainfall projections, anywhere from nothing measurable to a few hundredths of an inch. 4/10 though in ukiah your morning temperatures will begin in the 50s and the 60s. watch out for
