good afternoon. good evening. thanks for joining us. i'm larry beil. >> and i'm dan ashley. burnt rubber screeching tires. the telltale signs of a sideshow. now, san francisco wants to take tough new steps to crack down. >> abc seven news reporter suzanne fong joins us live in the newsroom with this new coordinated effort. suzanne. >> so, dan, larry law enforcement in san francisco is counting on drones and license plate readers to zero in on people involved in sideshows. the mayor is also introducing new local legislation to crack down on offenders. sideshows across the bay area. >> yeah, they're really scary. i think a lot of people get injured. >> big numbers of dirt bike riders speeding down the embarcadero and across the city. >> i'm on 50 and more. i don't come from the from the stadium and then go to fisherman's wharf. >> san francisco mayor london breed says they are a big problem. >> we know that sideshows are dangerous. they are disruptive and they are illegal. >> mayor breed is introducing new legislation to do four

things. make it illegal to participate in promoting sideshows. make it illegal to gather for a sideshow. make it illegal to stop law enforcement from doing their job to disrupt sideshows, and to extend the amount of time the city can hold a vehicle seized in a sideshow. >> and now, with our district attorney support, we are charging the law so that the da can keep the cars longer. and if there is a conviction, the car can be seized permanently. >> mayor breed and the police department are counting on new technology like drones and license plate readers to help to enhance our ability to identify cars and people that are involved in these sideshows. >> and more importantly, to seize cars and make arrests. >> police chief bill scott says police need the public's help to figure out where the sideshows are. if you see a large group of dirt bikers or vehicles, report the suspicious activity by calling 311. >> so we have a heads up and we

can start getting our resources together to deal with that. >> the chief says with help from the public, law enforcement agencies need to work together on a coordinated approach. >> we want to chase them away and flush them out of the city. >> chief scott says because law enforcement agencies are often short staffed, they can't just send a few officers into large crowds. scott says they need to count on technology to gather evidence. >> when we have the evidence, we get a judge to sign a court order and we go and seize those vehicles. and year to date, we have seized 67 of such vehicles, either for reckless, evading or being directly involved in these sideshows. >> and chief scott hopes the mayor's proposed legislation will also be passed. he says if there is a criminal conviction, the cars involved will be seized permanently. now, the mayor says the board of supervisors will consider the legislation on tuesday. if passed, it could be implemented as soon as october. live in the newsroom suzanne phan abc seven news. >> suzanne. thank you. tonight's football game at elsie allen high school in santa rosa has

been canceled because of a stabbing on campus. the school principal says one student stabbed another at the beginning of lunch. police arrested a 14 year old student whom they say had a knife. the victim had a minor stab wound, was taken to the hospital and is expected to recover. >> also in the north bay, a community is mourning a beloved high school teacher and coach. he was the only person to die in a horrific 13 car crash yesterday on highway 12. abc seven news reporter cornell bernard went to cardinal newman high school in santa rosa today to learn more about the life that was lost. >> i do know this that he is a legend here at cardinal newman, for sure. >> yearbooks are on display at cardinal newman high school in santa rosa, where former teacher and coach pat lafortune was a huge part of the school family for five decades. his picture now hanging in the main office. >> we had literally this morning there was dozens of calls from kids that he taught and calling us and telling them how sorry they were to hear. >> the fortune was killed

thursday in this fiery crash on highway 12. the chp says the pileup was caused by a dump truck driver who couldn't stop in time. >> it actually literally took my breath away. i just couldn't believe it. i just had seen him a few months ago, my first year as a freshman here as a student. >> he was my ride to school. that was his first year teaching, so i rode school with him and, you know, and that's kind of the beginning of the relationship. >> graham rutherford says coach lafortune's imprint on cardinal newman's sports program cannot be missed. the school's track even bears his name. >> he started the cross country program. he took the track program on and grew it. he had he'd coached in the 70s, baseball and football coach lafortune's legacy reaches far beyond the track. >> he taught social studies here at cardinal newman for 46 years, and it seems everyone has a story about his strength and kindness. heather wilson says lafortune helped her through a personal crisis in 2017, and pat was absolutely the most kind, loving, human i've ever come

across. >> he would always come up to m, make sure that i knew that i was seen and heard and that i was loved. he was like that with everybody. >> if he saw someone struggling, he would always figure out what was, you know what it was, right, and work with them for years. >> pat taught alongside his wife, noelle. many say his legacy and infectious smile will be remembered for years to come. >> he was just really an absolutely gorgeous human being and we're all so devastated and sad in santa rosa. >> cornell, bernard abc seven news. >> so sad. and the hockey world is in shock today. columbus blue jackets winger johnny gaudreau and his brother matthew were killed during a bike ride by a suspected drunk driver in new jersey. 43 year old sean higgins is accused of hitting the two brothers with his car last night. according to court documents, higgins told officers he had 5 or 6 beers before then getting behind the wheel. the

suspect told officers he tried to go around an suv on the right side, after thinking the other vehicle was trying to block him from passing, and that's when he hit johnny and matthew gaudreau. both brothers were supposed to participate in their sister's wedding today. i just didn't want to believe it. >> so i just kind of went to bed. and then i woke up and saw the news that it was true and i was shock. >> i mean, they were role models. they were there. the best players to ever come out of this rink. >> johnny gaudreau was 31. matthew was 29. the suspect will remain behind bars at least until a detention hearing on september 5th. >> an emotional day today in the south bay for the family, friends and fellow officers of long pham. he's the san jose police department community service officer who was killed while on duty earlier this month. today, his memorial was held at sap center. abc seven news south bay reporter zach fuentes shows you how cso pham is being remembered. >> a powerful show of support by

san jose law enforcement and many others, all there to salute. community service officer long pham. >> his life, though tragically cut short, was filled with love, adventure and a deep commitment to serving others. >> along with acting police chief paul joseph, many government officials were at the memorial held for pham at the sap center, including california attorney general rob bonta. >> officer pham is a hero who paid the ultimate sacrifice. >> and san jose mayor matt mehan. >> he is so pham clearly loved this job. >> some of the most touching tributes coming from those who knew cso pham personally and served alongside him in another life, or in a paradise. >> we'll see you again on august 3rd. >> police say pham was senselessly hit and killed by a drunk driver while pham was performing traffic control duties. he was 34 years old. among the many fellow officers who were at the memorial was community service officer veronica bear, pham's partner.

the crash left her with serious injuries. still recovering her service was also honored. >> veronica, we salute your courage and sacrifice. >> pham's family did not speak at the memorial, but through a spokesperson and sergeant, shared his story. pham came to the u.s. with his family from vietnam when he was 13 months old. he attended school in san jose all the way through college. after seeing a uniformed officer mistreat an elderly person in a foreign country, he was visiting, pham decided to pursue his law enforcement career. >> it was a symbol of pride for the entire vietnamese community. >> his family, now leaning into their faith to get them through an unimaginable time. >> the pham family finds solace in knowing that long's died doing what he loves. >> donations for community service officers pham and bear are being accepted through the san jose police foundation's website. >> end of watch august 3rd, 2024, in san jose, zach fuentes, abc seven news. >> a san francisco eyeglasses store that's been burglarized

several times in the past was hit again today. abc seven news was at the lenscrafters on battery street as police investigated this latest theft. we don't know how much merchandise was taken, but in the past, lenscrafters employees say thieves have grabbed expensive sunglasses. the store has hired a security guard to control who comes in and out of the door. but thieves sometimes rush in when a customer enters the store. >> one of the most notorious bottlenecks in the south bay has gotten some much needed improvement. we're talking about the dela cruz boulevard corridor, which connects san jose and santa clara. abc seven news south bay reporter dustin dorsey showing us how the changes are part of building a better bay area. reporter. >> in a city of nearly 1 million people, it's inevitable that commute traffic is rough, and one of the worst places for congestion is the interchange at highway 101 and dela cruz boulevard. roughly 37 to 46,000 cars drive along this corridor every day.

>> this 60 year old interchange had bicycles merging and sharing lanes with vehicles and pedestrians across the bridge without a safe buffering between the walkway and the roadway was pretty treacherous. >> the once dangerous web of pedestrian and bike lanes and multiple lanes for vehicles has been expanded and protected. >> there's three lanes in each direction, plus a auxiliary lane that feeds the on and off ramps, so a total of four lanes. it will really address the congestion, and it's safer for bikers and pedestrians. >> but you may not see it when you're driving along the path. it's all happening below the road. instead of fighting for their place on the busy street, there's a dedicated path for bikes and pedestrians to cross without any concern. >> prior to this project being opened, this was a terrible, terrible gap in the in the network for biking and walking. and there are really important places where people want to bike to and from and walk to and from on either side of the freeway. >> this is one of the more

not guilty to all charges today. 54 year old shane killian is accused of murdering his two young sons, his wife and his mother in law and father in law. killian faces life in prison if convicted of all these charges. the july 10th mass shooting happened inside the family's house on kittyhawk road. his next court appearance is in october, and we're learning new developments tonight about a

shooting in dublin and the connection between the suspect and the victim. the 37 year old victim was shot in the head outside of his apartment in dublin one week ago today. we're now learning that the man accused of killing him had known him for years through video game platforms. abc seven news reporter lena howland on the new developments. >> a community manager, a husband and dog lover. 37 year old michael dileep was shot in the head and killed outside of dublin's emerald park apartments last friday. his wife heard the gunshots and found him outside, but the suspect was nowhere to be found. >> based on social media, we were we were able to link our suspect, 38 year old nicholas palovaara, as having an online some type of online conversation with our victim, and from there, the investigation was off and we were trying to locate him. >> dublin police chief nate schmidt says the suspect and victim knew each other from several different online

platforms, including discord, a popular site for gamers to communicate. less than 24 hours later, palovaara was arrested on his way back home to arizona. >> it's just a very strange case for somebody to drive all the way from arizona to the city of dublin and commit this type of a crime. in dublin, we don't see these type of crimes here. >> while the chief says they are still confirming if the two parties had an argument at this point, they still don't have the motive. >> we know that they were associates on social media platforms. we just don't know what those conversations are yet. >> dileep's wife, cynthia, told us michael was a man who loved to cheer people up with humor and help friends in whatever way he could. she says they met the suspect in person a few times more than ten years ago. at some gaming related events, but she didn't remember who he was. >> what's most troubling about this situation is that the distance doctor, lisa hill, is a criminal justice and social work professor at cal state east bay. even during those hours that he

was driving, even if he was speeding, he it took him at least 8 or 9 hours, maybe to get here, that didn't de-escalate him. he was still driven. unless there was some, you know, continued dialog between he and the ultimate victim. >> palovaara was formally arraigned in an alameda county courtroom on thursday. he is expected to be back in court september 12th. in dublin, lena howland abc seven news. >> hayes is visible in the bay area from a wildfire called the coffee pot fire. we have a time lapse view for you here. the fire was sparked by lightning and has been burning for almost a month in sequoia national park in tulare county. it's burned 7500 acres and has resulted in evacuation orders and warnings now. our weather is going to heat up next week. but. but the holiday weekend is looking really good. >> it's looking fabulous. larry wright, a meteorologist. sandhya patel is here. great. next few days and then sandhya. triple digits. >> yeah. so enjoy while you can. dan and larry right now, i do

want to show you the haze that is still visible here in the bay area from our mount tam cam, so you can see that layer just kind of hovering. the good news is it's in the upper parts of the atmosphere. so not all of this is reaching the ground. purple air unofficial reporting agency, is showing some pockets of bad air quality. so if you are sensitive to smoke, you'll want to keep this in mind and try to avoid exposure. that coffee pot fire in tulare county. the visible satellite picture really picks up the fire flaring and the smoke moving in our direction. it's in the upper parts, like i said, but some of this is reaching the surface. the official reporting agency, air now is showing poor to unhealthy air quality in that vicinity. here locally, we are seeing some moderate pockets. so keep this in mind and we look at the smoke forecast. and you will notice that this is going to continue into 1:00 in the morning tomorrow. you get a little bit of a reprieve as the sea breeze picks up. and then more smoke will come kind of drift in. in the evening hours.

so don't be surprised if you do see a little bit of haze. what's going to help things along is this area of low pressure by the time we head into sunday, it's going to push the smoke out of here as it approaches. the winds will pick up and be stronger than where they are right now. now you probably notice this. there's a lot of sun out there on live doppler seven. the marine layer has pulled away. there was quite a bit of gray this morning, but as a result of this, temperatures are running a few degrees warmer in some areas. three degrees in oakland, eight degrees warmer in santa rosa from our east bay hills. camera seeing the hazy sun 65 in the city. low 70s oakland, hayward really comfortable san jose, redwood city in the mid 70s and from our sutro tower camera we are looking at haze and a shaky view. there 78 in santa rosa in the 70s for napa 80 concord livermore. fairfield. beautiful day at the beach in santa cruz overnight. marine layer expands the holiday weekend will feature fog and then sunshine and next week we will see the triple digit heat returning. so be prepared for that. nothing like that. yet. tonight 70s and 80s inland along

the green. the dow had a new record high today, adding 228 points, closing at $41,563. nasdaq up almost 200. s&p gained 56. august is its fourth straight month of gains. now the number of 401 k millionaires rose to a new record high in the second quarter of this year. that is according to fidelity. it has 24,000,401 k accounts across the 26,000 employer sponsored plans that it administers within those accounts. just under 500,000 had balances of $1 million or more at the end of june. a very small percentage of our overall 401 k population, it's only about 2%. >> one of the things that we point out about the 401 k millionaires is that they have been on our platform on an average of about 27 years. >> here's a sobering statistic. the average 401 k balance among gen xers, the oldest of whom will reach retirement, let's say, in the next decade, was just over $182,000. got to save more.

>> federal officials were in oakland today to celebrate the opening of the nation's first hydrogen fueling station for heavy duty trucks. governor newsom and officials from the department of energy toured the station near the port of oakland. the hydrogen hub was built with a $1.2 billion investment to build green energy infrastructure in california at the port of oakland. the hydrogen fuel station will help replace polluting diesel fuel with hydrogen fuel, which emits only water vapor. >> so the ports have a mandate to decarbonize. they were looking for a fuel, and now we have a fuel opportunity for them to actually accelerate that transition. >> the hydrogen fuel hub is another step in california's goal to achieve carbon neutral economies in the next two decades. >> all right. coming up here to san francisco landlord who's building a better bay area. >> i never had an empty store in the last ten years. >> you'll see how he keeps his buildings full and business owners very happy.

san francisco on fillmore street in pacific heights. but on the other side of town, in the inner sunset neighborhood, we found a landlord keeping leases low and in some cases, actually reducing rents. it's interesting, an abc seven news reporter, lyanne melendez, is here with a look at why this is happening and the impact. yeah, well, i think this neighborhood really wants to avoid having those empty storefronts, right? >> right. that's that's key. and, you know, i like how one local newspaper described the current situation with some commercial landlords, quote, stubborn landlords are still basing their prices on a reality that doesn't exist. but there are many other landlords in san francisco who say it doesn't serve them economically or morally to raise rents and evict small businesses. the old rexall drug store on ninth and irving is a symbol of permanence in a forever changing city. >> i think they all disappeared like 50 years ago. >> yet this one remains. businesses here in the inner sunset district like to stay

put. that's if their landlord offers them stability by keeping rents reasonable. >> my rent hasn't been raised since the pandemic. >> his landlord lives in the neighborhood and that makes a difference. >> the people who are in the area, they keep their rents low enough that businesses can grow and survive, and people who are using this as investments with trusts and funds are seeing, you know, pre-pandemic numbers that they want to have, but they're not getting anyone to be able to afford those rents. >> like this building in the neighborhood, which was previously leased to t-mobile. >> the owner is asking $15,000 a month. no takers yet. even though san francisco is trying to force landlords to fill storefront spaces within six months or pay a hefty new tax. and how's that going? according to the office of the treasurer, 2772 parcels in san francisco are subject to the tax, and in

the past two years, the city has been able to collect $3 million. yet on this block of irving street, there are no empty businesses. this real estate agency has been here for five years. mana, a korean restaurant 14 years. this hair salon 21 years. and the rexall drug store was just leased a week ago after the landlord agreed to significantly lower the rent. >> let me do what i have. >> iqbal gil is the new owner and pharmacist. >> i always wanted to have my own. been trying since 1995, but again didn't have much money to start my own. because you need money to survive for at least a year or so. >> we caught up with his landlord, adib dudum, who owns 14 properties. every one of them. he says, is rented. >> i never had an empty store in the last ten years. this is how i negotiate leases with the old tenants. make yourself happy.

give me a number. and if you're happy, i'm happy. >> having owned for so long, his tax base is also relatively low. so he has some wiggle room. but he understands that for a new tenant, starting a business could take months, sometimes more than a year. according to an august 2024 report issued by spur, a new restaurant must go through 61 steps involving 11 local agencies to get its required permits and licenses just to get started. a restaurant may have to pay 17 different government fees, making it both a difficult and expensive process. >> if you go into a small store and you see like a liquor store or a grocery store, you will see maybe 15 to 20 permits just to operate. >> durham lived in the inner sunset for 50 years. >> he understands that small business owners are subject to unpredictable circumstances. the highs and lows of the market. for example, shortly after the

pandemic, ucsf parnassus campus began a massive renovation. >> it's a lot of their lunch time staff and researchers are out in mission bay, no longer in the inner sunset. we're not seeing the tourists like we ever were before. we used to have a lot of walk through and footfall coming in from around the world, and people visiting for the very first time. we're not seeing that. >> durham is not his landlord, but many others in the inner sunset are following durham's lead. >> we try to keep them happy. yeah, keep them floating by. not raising the rent. >> so it appears that landlords who live in the neighborhood often understand the problems better and are more empathetic towards their tenants, and that makes sense. now, the only empty spaces we saw in that neighborhood were once occupied by franchises. i think a lot of these big corporations that still hold to on their spaces,

at the home of a neighbor accused of killing a husband and wife who have been missing now for days. danielle and stephanie menard, both in their 70s, were reported missing in redlands on sunday. officials searched the next door neighbor's home today, and they found human remains in bags in a concrete bunker underneath. the remains have not yet been identified, but friends have been concerned since they lost contact with the couple. >> it's very concerning because this is just not normal for them at all, that they're going to

come back. my gut feeling is that they're not. >> redlands police arrested the neighbor last night. they found him hiding under his home. one of the two physicians charged in connection with matthew perry's death today pleaded guilty. doctor mark chavez pleaded guilty to one count of conspiring to distribute ketamine to perry. the plea was part of an agreement with federal prosecutors. chavez was later freed on $50,000 bond. perry was found dead in his hot tub last october. the medical examiner ruled ketamine was the primary cause of death. >> he's incredibly remorseful for what happened, not just because it happened to matthew perry, but because it happened to a patient. my client is accepting responsibility. he is doing everything in his power to cooperate, to help in this situation. >> doctor chavez is one of five people charged in this case. he's the third to plead guilty. he could get up to ten years in

prison when he's sentenced. >> let's move now to your voice. your vote. the race for the white house. second gentleman, doug emhoff, was in san francisco today. he spoke at a brunch fundraiser at quince, where tickets started at $25,000. vice president kamala harris and her running mate, minnesota governor tim walz, gave their first joint interview to cnn. harris mentioned her time working in california when asked about changes in her policies and opinions. >> my value around what we need to do to secure our border, that value has not changed. i spent two terms as the attorney general of california, prosecuting transnational criminal organizations. violations of american laws regarding the passage, illegal passage of guns, drugs, and human beings across our border. my values have not changed. >> harris is back in washington today. there were no campaign events for either her or walz, and republican presidential nominee donald trump is in washington now for the moms for liberty conference. earlier

his buddy, and a six year old girl is missing her beloved pet. >> my husband was checking the footage. that's when he saw him go into the bunny enclosure. and then he was like, oh my gosh, they took the bunny! >> the pair of thieves were caught on nicoletta phillpotts surveillance cameras. footage shows them moving around her backyard, going up to the bunny enclosure and grabbing a rabbit named snowy out of the crate. >> i don't know what they would do with it. i mean, it's, you know, either just to, you know, be hurtful to take something of, you know, that's actually of value. we, you know, wish they would have just broken a window instead. >> philpott wasn't the only one targeted. other residents on this street in petaluma have had either their home or car broken into. police say they've had reports of nearly a dozen break ins just this week. lauren joffre is another victim. >> two younger gentlemen tried to gain access into my home. >> they broke the windshield of my suv. they didn't take anything. and then they came up the driveway and tried to get into the backyard. >> the abc seven data team looked at thefts from cars in petaluma over the past ten years. they've decreased since peaking in 2015 at 350 cases,

averaging just over 100 the past two years. petaluma police say two young men may be responsible for these latest cases. >> they kind of work in tandem and they burglarized residences, broke into vehicles, unlocked unlocked doors to vehicles and just stole a bunch of items from two different neighborhoods in petaluma. >> lieutenant parno hopes they'll soon be able to identify the suspects. >> we were lucky enough. we were able to get some fingerprints from different, different thefts, and our evidence team is working on those and hopefully we're able to come up with a match and kind of follow through with with a suspect. >> until then, nicoletta and her daughter are trying to find the positives. >> she could tell that we were upset by it, and then she just kind of had a really sad look on her face and she said, well, at least they took the bunny and not me. >> a sense of safety shaken, but hope that snowy will one day be back in the north bay. ryan currie abc seven news.
