>> david: and i'm david muir. from all of us here at "20/20" and abc news, good night. a high school student is stabbed just weeks after a north bay school district said it was making safety a top priority this year. good evening. thank you for joining us. i'm dan ashley. this is just the latest incident in santa rosa. it happened at elsie allen high school and compelled officials to cancel tonight's football game. no. friday night lights. abc seven news reporter tara campbell is following this developing story and has what led up to the stabbing and what parents are saying. >> a student fight turned stabbing friday at elsie allen high school in santa rosa, putting the school on lockdown

and parents on edge. >> it's nerve wracking. it seems stressful. >> santa rosa police called to the school around 1230 in the afternoon, where they arrested a 14 year old boy. police releasing this photo saying the boy pulled a knife out during an altercation with a 13 year old boy and stabbed him. two other students also got into the figh, kicking the boy with the knife in the head. school officials sending a message to parents detailing the incident and asking that students and staff remain vigilant and report anything they may hear or see to help us ensure school safety. police believe the incident is gang related, taking the 14 year old into custody on the scene along with one of the other students, and they're working to identify the fourth student involved. while the 13 year old was taken to a hospital with non-life threatening stab wound in his back. now, after the stabbing here this afternoon, santa rosa police chief coming out in a statement saying there needs to be a renewed focus on getting to the root causes of these violent incidents, saying

it can far too easily lead to a deadly encounter. >> i mean, i don't know how you can search backpacks or, you know, figure out how to make sure no one has any weapons because that's a whole different level of fighting. >> the stabbing comes just weeks after the santa rosa city schools district committed to making student safety a top priority this school year. the district has been struggling in past years with gang violence and fighting on campuses, even seeing a stabbing death. >> school is supposed to be a, you know, safe place, and when you come to study and you know, but, you know, things like this happen, you know, it's kind of shocking. yeah. >> hoping for a safer place by the time his daughter reaches high school. >> it makes you nervous because you're out there working, you know, and then you leave. your son's at school, and then, you know, things like this happen. >> the police chief friday saying they will continue working closely with the school district and are committed to making student safety a priority. tara campbell, abc seven news. >> in san francisco, police are

investigating a reported shooting that left a girl severely injured. they say they were called in to the home on chicago way just before 530 tonight. police say the girl was taken to the hospital with life threatening injuries. a witness says it happened inside the home, right as the girl's family was ordering dinner. san francisco district attorney brooke jenkins is vowing tonight to start a hate crime investigation into the vandalism of a playground. youth first, a community center in the lakeview neighborhood, was tagged with the n-word and a rope in the shape of a noose was left on the door. city officials gathered there today to raise awareness and condemn this hateful act. youth first continued programing today, and the director says he plans to host a community day to affirm the center as a place for all people. we are learning more tonight about the murder of a man in dublin. the victim and suspect had known each other for years, apparently through online gaming platforms. 37 year old

michael dalipi was shot in the head last friday outside an apartment building. the suspect was arrested a day later as he was driving to his home 400 miles away in arizona. >> really, we don't know. it's very strange. this is a very strange case for somebody to drive all the way from arizona to the city of dublin, uh, and commit this type of a crime. in dublin, we don't see these type of crimes here. we know that they were associated associates on social media platforms. we just don't know what those conversations are yet. >> dileep's wife says her husband and the suspect had met a few times in person at gaming events more than a decade ago. police are still trying to determine a motive. a seasonal russian river bridge was closed early after a dam failed in guerneville, near santa rosa. this is a popular crossing during the summertime. you can see the collapsed section of the dam there, likely because of erosion. russian river recs and parks had a crane there today to remove boards and release the pressure. this could cause swifter water downstream. the

dam will stay in place for the weekend, but is set to be removed afterward, and the boat ramp remains open for the holiday weekend. all right, let's give you a live look outside this friday night and the holiday weekend is off to a solid start so far. meteorologist sandhya patel is here with a look at what we can expect for the rest of the long holiday weekend. sandhya and dan, the weather looks fabulous for the holiday weekend as we take a look at another live picture. >> this is looking from mount tam at the city by the bay, sausalito, richardson bay a few clouds overhead. here's a look at what you can expect tomorrow. fog will give way to sunshine. near average temperatures mid 60s to low 90s. breezy and cooler on sunday and then it's going to turn mild to warm for your labor day. so here's a look at some cities for tomorrow san francisco 69 degrees 74. sunny and mild in oakland san jose you're getting up to 83. it's going to be near average and warm and sunny for walnut creek at 88 degrees. this is a break from the heat for the holiday

weekend, but it is not going to last. and i'll be back with the accuweather seven day forecast that will take you on a roller coaster ride, so stay tuned. >> okay. sounds good sandhya. thank you. bay area law enforcement officials are launching a coordinated effort to disrupt sideshows. the crackdown will involve the san francisco police department and the sheriff's office, along with the alameda county sheriff's office and the california highway patrol. san francisco mayor london breed says the city will use drones, surveillance cameras and license plate readers to help catch people involved in these sideshows. leaders say their efforts will target sideshows involving cars and intersections. that's been a big problem as well as roving groups of dirt bikers who disrupt neighborhoods and take over city streets. just last weekend, dirt bikers took over the bay bridge, in fact, and some streets in oakland and san francisco as well. the chp says dirt bikes are illegal to ride on highways and city streets without certain modifications.

>> you see these dirt bike ride in large numbers on sidewalks, barely missing pedestrians as they walk. >> the mayor says she will introduce legislation in san francisco to make it illegal to promote and organize sideshows, continuing with more pressure on the people responsible for these. well, in the south bay, hundreds of san jose police officers and law enforcement agents are mourning the loss of community service officer long pham, who was killed in the line of duty. a memorial service was held today at the sap center. >> from the moment i met long, i knew he was someone special. he was always calm, cool, collective and you could see a smile a mile away. >> you made us laugh because you were a big brother, or lesser, because you're away. but we're full of memories, jokes and reminders of you. >> pham was performing traffic control on monterey highway in south san jose earlier this month when a suspected drunk

driver struck and killed him. pham is the first san jose police community service officer killed in the line of duty since the program was created. starting on tuesday, jurors in alameda county are going to get paid a lot more for fulfilling their civic duty. the daily allowance will go from $15, which was not much, of course, to 100. it's part of a pilot program that includes six other counties. alameda is the only one in the bay area. a court officials say the bump is meant to expand the pool by potentially reducing the financial burden that might come with serving on a jury, so maybe more people will be willing to serve. san francisco is trying to build a better bay area through night markets that bring the community together. and tonight saw the return of the sunset night market, and it drew a huge crowd last fall. abc seven news reporter lauren martinez was there tonight to see if there was a repeat. >> this is the best of the

sunset and the best of san francisco right here on irving street. >> thousands of people headed to the sunset night market, hungry for food and a great time. the market. >> this was the event's second year. >> san francisco supervisor joel engardio said last year, they had a crowd of 10,000 people show up, which led to some changes. >> we didn't know what to expect, so it was a good problem to have when we ran out of food and too many people showed up. so this year we decided to double the length. it's actually more than double the size instead of three blocks. >> food, drink and shopping vendors were spread out over seven blocks. carmen, whose family runs the tasty pastry. they weren't expecting the influx of people last year, so they set up a table outside. >> we weren't ready for the amount of people, so we're like, oh my gosh, this is actually insane. so leading up to this, we're like, let's just get in on this, have fun and join the people. or whole families here joining us. even my grandma is here today. >> some of their known specials include barbecue, baked buns and curry wontons. >> i think like the whole

he says he didn't own or set off. his story is raising questions about the city's enforcement plan. doug maguire wasn't in town for the 4th of july, but the city says fireworks were used in the street in front of his house. the ordinance fines homeowners and landlords for illegal activities on their property, and requires people to pay up front before they can appeal. legal analyst mike linenger says that's just unconstitutional. >> the 14th amendment to the constitution is crystal clear that governments must provide mechanisms to protect life, liberty and property. salinas evidently feels that they can circumvent the constitution with the municipal code violation. that's wrong. >> salinas mayor kimball craig defended the system, saying the appeals process gives people a chance to prove their innocence.

but linenger says it could lead to a class action lawsuit for the city. state lawmakers have passed a measure to ban six common chemicals that are found in food served in california public schools and charter schools. as well. it would ban food dyes frequently found in cereals, chips, ice creams, candy and other snack foods as well. a 2021 study suggested that these chemicals can harm children by reducing attention spans and increasing behavioral problems. governor newsom has until september 30th to sign this legislation into law. it would not take effect, however, until 2028. the fda has authorized novavax's updated protein based covid 19 vaccine. novavax says doses for people 12 and older could be available as early as next week. last week, the fda authorized updated mrna based vaccines from moderna and pfizer. now, those new covid shots are available right now at local pharmacies. the updated

shots come as the u.s. may be facing the highest summer surge of covid 19. in two years, as the investigation into the sinking of a luxury yacht off the coast of sicily continues. there are a variety of theories about what went wrong. seven people, including the tech billionaire who owned the yacht, died when it went down this month. 15 people on board survived after being pulled from the water for days. the search went on for the bodies of those who were lost, including the 18 year old daughter of the boat's owner, mike lynch. the captain and crew are being investigated for their actions the night the yacht was hit with a powerful downburst of wind. but i spoke with dick beaumont, a well-known sailing expert and the founder and chairman of kraken yachts, from his headquarters in turkey, about this tragedy. dick from from your perspective and from your experience, you believe there's a series of circumstances at play in this tragedy that does not point to

the skipper, the captain being to blame. he's being. yes. that's right, that's right. >> i will tell you this. i make a bigger statement than that. i don't believe there is one. captain. skipper owner of any sailing boat, that in the circumstances he was in immediately prior to uh- to the down the downdraft down blast. i don't believe there's one skipper that would have done anything differently from he di. >> cracking yachts is known for ultra safe design features. company founder dick beaumont points to what he believes are design flaws in the yacht that sank, and also the challenging dynamics for a crew in meeting the wishes and expectations of the super wealthy as factors in what happened. haze is visible in the bay area from a wildfire called the coffee pot fire. the fire was sparked by lightning and has been burning for almost a month in the sequoia national park in tulare county. it's

burned more than 7500 acres and has resulted in evacuation orders and warnings as well. and it has had. some of these fires have had a big effect on air quality in the bay area, and meteorologist sandhya patel is keeping track of that for us, as well as the forecast for the weekend. sandhya. >> yeah, dan, this afternoon and this evening we saw that smoke coming in in the upper parts of the atmosphere and creating this like layer of haze. take a look at the satellite picture of that coffee pot fire in tulare county. and you can see as that smoke started to really grow in size, we started seeing a big batch of smoke coming in our direction, but luckily it was in the upper parts of the atmosphere right around hanford. right now, near this fire. it is poor air quality for sensitive groups. for the rest of us here, we do have good to moderate air quality, but keep in mind that we're not completely done yet because of the upper level winds. we're going to continue to see some of that smoke drifting in to the north and the east bay, and then tomorrow

evening you will see it coming back in again. after tomorrow, there is a change in our pattern and you're going to see that smoke getting pushed out of here. and that's because this area of low pressure is going to get closer to us. and as it does, the onshore winds will pick up. those winds will really definitely push some of that smoke out of here. so they're not that's not going to be coming in our direction. but what this is also going to do is drive our temperatures down on sunday, add a few more clouds. and that's what you're going to see out of the three days. sunday is your cooler day. here's a live view from our sutro tower camera. golden gate bridge is still visible. we do have some patchy fog beginning to form on half around half moon bay, but really the coast cleared out nicely today. the sun was out. it was a beautiful day. temperatures right now in the 60s to 70s as we look at a live picture from our east bay hills camera visibility is still good looking in that direction. overnight fog fills back in holiday weekend will feature mild to warm weather, and next week, triple digit heat returns to the bay area. so first thing
