>> the cause of the fire is still unclear. that victim was rushed to sf general. san francisco's latest effort to deter homelessness could include new restrictions on recreational vehicles. and as abc seven news reporter tara campbell reports that proposal takes aim at overnight parking. >> in its latest attempt to get rvs off the streets, san francisco could soon be banning people from parking overnight. >> there's a large number of people because of rising rents that are san franciscans who are living in rvs. many of them are families and some of those families we've met knocking on doors and listening to their stories, many of them pushed from one location to the next. kids just started school, they need stability. this is a really cruel way to go about addressing a crisis. >> the new restrictions would ban rvs and other oversize vehicles from parking on city streets from midnight to 6 a.m, and give the sfmta the go ahead to tow vehicles in violation.

regular basis to try and help people off our streets and into the city's system of care. and the parking ban proposal still needs to pass a vote with the sfmta board of directors before it would take effect. in the meantime, homeless advocates are planning to rally against the proposal when the board meets this week. tara campbell, abc seven news. >> novato police have detained a man following a suspicious fire and vandalism at the indian valley campus of the college of marin. fire crews responded to an alarm at about 530 this morning, where a small wildfire was burning in the hills behind the softball field. there were also several broken windows to buildings. investigators say they saw a man walking away from that area. crews were able to quickly douse those flames and the man was detained. after a search of the area by police. well, cut him down with just about 50 days until election day, both vice president kamala harris and former president donald trump, along with their running mates, are on the campaign trail, focusing much of their attention on several critical swing states. harris

and president biden attended the phoenix awards dinner tonight in washington. that annual event is hosted by foundation. her running mate, governor tim walz, at a campaign event in superior, wisconsin, questioning voters who say they like trump's proposals. >> which one? taking your health care. forcing women to bleed out in parking lots because they can't get health care. tax cuts for billionaires. >> trump is in utah for a private fundraiser this weekend. his running mate, ohio senator jd vance, traveled to greenvill, north carolina, another critical swing state. he spent some time with voters at a local bar before heading to a college football game at east carolina university. according to a new reuters ipsos poll, vice president kamala harris is coming out ahead following the presidential debate. the recent numbers show harris is leading former president trump at 47%. trump following closely at 42.

the new poll also revealed that 53% of voters familiar with the debate believe that harris won. only 24% of those polled said trump won. the remainder said neither won or did not answer. days after the presidential debate where former president donald trump mentioned springfield, ohio. that city has since been thrust into a political firestorm. the city has experienced multiple threats in recent days, and officials are blaming unfounded rumors and baseless allegations about haitian immigrants. abc news reporter johny fernandez has the very latest. >> residents of springfield, ohio, are on edge following bomb threats directed towards multiple schools, agencies and media outlets this week. the threats follow comments made by former president trump about springfield during tuesday's debate in springfield. >> they're eating the dogs. the people that came in. they're eating the cats. they're eating. they're eating the pets of the

cooler in concord. concord right now, 11 degrees cooler in livermore. a current temperature readings are 56 degrees here in the city, right around the bay shoreline, upper 50s to about 61 degrees. and those inland areas that were around 7072 degrees this time last night are only at 60 right now. so these are the forecast headlines tomorrow. it's going to be gusty. today was pretty breezy, but even gustier tomorrow cooler and fall like early monday we can expect a little bit of light rainfall, maybe some drizzle as well. and for the remainder of the week. next week, partly cloudy and unsettled. and by 7:00 tomorrow morning we'll be looking at gusts on the coast at or above 30mph, and many inland areas will have gusts up to about 25mph. so i'll give you the full picture of the gusty and cooler weather coming our way in just a few minutes. diane okay. >> sounds good. spencer. thank you. in just about an hour or so, the lights will go out on treasure island and yerba buena island. p-g-and-e's is conducting a planned power outage overnight where power will be interrupted on both islands from midnight to 4 a.m.

video because they don't look like tickets. >> no they don't. this is truly creative fashion design. >> yes, i would wear some of those out in public. >> well, i don't know if i would, but i'd love to see you wear something that you could pull it off, my friend. maybe i could, maybe i could. well, i'll tell you what i'm pulling off now is a change in our weather pattern. i'm pretty sure change is going to get much cooler and a lot gustier outside, so it will feel like fall, even though we still have what, about eight days left in summer? here's the satellite radar composite image. low pressure to our north and high pressure to our south, and the combined circulation uh- the opposing circulations around those systems, producing a really brisk onshore flow. and right now, the wind near the coast is relatively mild to calm. but we've got some strong gusts inland over at fairfield and concord, and we can expect some pretty strong gusts to develop overnight along the coastline. so here's the forecast animation for the wind gusts. and as you can see, the inland areas will see the winds taper off. most of them will taper off a little bit during the early morning hours, but it

will still be gusty at fairfield and livermore down to hayward at 6 a.m. and even gustier on the coast, where we'll have wind speeds up to 30mph or even higher. and so expect a gusty day tomorrow. and of course, with the with the cool down coming our way, might say it's a bay area wind chill factor. a 56 degrees. right now here in san francisco we have 61 in oakland, 68 hayward, san jose and redwood city at 62 degrees and 57 at half moon bay. nice clear view from emeryville along the bay bridge is 54 degrees right now up north at both petaluma and santa rosa. napa 59. we've got 60 at concord 61, fairfield 58 at livermore. and let's check out our forecast headlines for tomorrow. gusty cooler than today. and quite fall like early monday or overnight tomorrow night into early monday we expect some light rain or drizzle, so there'll be some damp spots out there early monday morning for sure. and for the remainder of next week it's going to be partly cloudy and a bit unsettled, which means monday, which means monday may not be the only day where a few raindrops fall overnight.

hayes on the hook. i know i have good credit, but i've never seen anything like this ever. >> hayes and her husband were on a cruise in august when she got an informed delivery email from the u.s. postal service with what appeared to be dozens of credit cards headed her way. >> this fiasco ruined the end of our vacation. >> she says she got in touch with chase from the cruise ship. >> they were just very, you know, basic. okay. yeah. maybe it's some computer glitch. we'll stop it. >> hayes says chase also put her in touch with the fraud department, which she says called her back when she returned home with no explanation. >> just will take care of it. we'll send you a new card, a new number, a response that was less than satisfactory to her. i wanted them to send an email. did you authorize all these people to be on your credit car? and i wanted them to say, we'll investigate it. in an emailed statement to seven, on your side investigates a chase spokesperson wrote, quote, we monitor customer accounts for suspicious activity and promptly contact them if something unusual is detected. >> in this instance, our vigilant customer alerted us.

first, we closed the unauthorized cards, issued a new account and card, and apologized for the inconvenience caused during her vacation. we put hayes in touch with the united states postal inspection service. >> my immediate reaction is that that sounds like an identity fraud scheme. >> u.s. postal inspector matthew norfleet says using the mail for any kind of fraud scheme is a crime which carries up to 20 years. he says the perpetrator could be overseas or right here in contra costa county. >> search warrants, surveillance, grand jury subpoenas. those are all tools that we use to investigate fraud schemes, big and small. >> the scheme didn't end with these chase cards. capital one, discover, citibank. >> i got from every bank and application. >> all denied. >> not enough credit history, but the names on the applications now sounding more familiar. all of these names are the same as some of the people on the credit cards. they sent a lot of repeated names brittany jackson, like four times. >> once somebody figured out a

because happiness matters. will be without star running back christian mccaffrey, who was placed on injured reserve this morning, and that means he will miss at least four games. mccaffrey missed monday night's season opener. that was a win over the jets with calf and achilles tightness and though he did practice most of the week, things reportedly took a turn for the worse later in the week. and though they didn't want to put him on injured reserve, it apparently became the best option. mccaffrey hates not playing. here's what he said on wednesday. >> i'm always prepared to play. my mindset is i'm going to play no matter what i'm going through physically. on wednesday or thursday practice and then the game day. you got to make a decision. i hate not playing, but look at it as a chess move
