the only border crossing. the latest there, and in washington where congress debates the white house aid package for israel. controversial comments now forcing a bay area executive to step down from a global fashion brand she helped create. the new response from the company. moving you forward. new masking guidance. the new layer of protection some counties will add starting today in an effort to boost safety for health care workers. this is "today in the bay." good wednesday morning to you. thanks so much for making us a part of your morning. i'm marcus washington. >> i'm laura garcia. november 1st already. let's start out with a look at that forecast. meteorologist kari hall is tracking what we can expect. >> it will feel like we're going through fall and entering into winter, eventually, with some rain coming into the bay area. as we get a live look outside in san francisco, it's still clear as you're waking up and getting ready to head off for work, but look at these temperatures.

we're in the upper 30s right now in sonoma, and it's in the mid-30s for parts of the north bay, low 40s as well. as you head over to san francisco, it's 47, and 41 in palo alto, 49 in san jose. but it's going to be another nice afternoon. take a look at these high temperatures. we're back to where we were yesterday, with mid to upper 70s, but a few spots in the south county will reach the low 80s. it's going to be our last warm day before more clouds and eventually some rain, so i'll have more on that. mike, it's an early reopening. >> very early, because it was supposed to reopen at 5:00, it was open well before that. eastbound 84, the dumbarton bridge, overnight closures continue tonight at 7:00 p.m. i haven't seen a major change, although the traffic flow did adjust, as we saw. so keep that in mind. we do have an incident westbound 580, the sensors aren't showing

slowing. the live camera show as smooth flow of traffic as you head past the scene. we're going to continue to monitor that. i'll get details from chp once they have a chance to update us as well. moving you forward and starting today, some bay area counties are requiring masks again. >> "today in the bay"'s bob redell joins us live from pleasanton this morning. bob, this mandate only applies to one type of setting, right? >> reporter: correct. health care facilities. so doctors' offices, clinics, hospitals like the one behind me here in pleasanton, they are all included in this new mandate that goes into effect today. good morning to you, marcus and laura. starting today, alameda, contra costa county, san mateo and sonoma counties will require health care workers to mask up. santa clara county will not only require doctors and nurses, but patients or anyone else visiting a health facility in that county. the masking mandate isn't a surprise. earlier this year those counties

announced that they were going to require face coverings in response to the respiratory illnesses like the flu, rsv and covid, which spike during winter months. following a slight summer surge, covid-19 cases have been dropping across the state and country, fortunately. in late august, the state's test positivity rate reached 13%, its highest level since the summer of 2022, but has since dropped to 6.5% as of october 27th. however, many health experts expect a swell in cases this winter, again, as we've seen this happen each year since the pandemic began. this mask mandate is a seasonal mandate that is expected to last until the spring. reporting live in pleasanton, bob redell. >> thank you. continuing our coverage in the middle east where rocket fire lit up the night sky in gaza. palestinians are reeling after an israeli air strike targeting

a refugee camp in northern gaza. dozens of palestinians died. israel claims it was targeting a senior hamas commander living among them. we have a live look at the rafah border, the crossing between egypt and gaza. that is where some palestinians have now been able to leave gaza. it includes foreign nationals and some of the severely injured. at the same time, israeli forces are moving deeper into gaza, at times encountering fierce battles with hamas. troops have managed to rescue one soldier held hostage. >> three latin america countries taking steps to denounce israel's actions, bolivia cutting diplomatic ties after criticizing israel early on in the conflict. israel responding by accusing bolivia of surrendering to terrorism. columbia also recalling ambassadors, demanding they end the blockade of food and aid

into the region. >> here at home, congress is debating the new aid package for israel and ukraine. this, as the fbi warns hamas may inspire new domestic terror attacks. as "today in the bay"'s chris pallone reports from washington, america is seeing a new surge in anti-semitic and islamophobic incidents, some of which are shaking up college campuses. >> reporter: israel says an attack on a refugee camp killed a senior hamas commander, one of the leaders of the october 7th massacre of more than 1,000 israelis, a nearby hospital said dozens were killed and hundreds injured. nbc news cannot independently confirm those figures. secretary of state blinken told the senate committee the humanitarian situation in gaza is becoming increasingly dire. >> first, let's be clear that the needs are desperate, the needs for the most basic things, food, water, medicine, fuel. all of these are literally a matter of life and death.

>> reporter: hospitals in gaza are barely functioning. >> this has been a massacre that's been unfolding, and now we're getting to the final chapter of this massacre, where even the wounded will not be spared. the world needs to intervene now. >> reporter: on capitol hill, two biden cabinet secretaries urged the senate to pass a foreign aid package to help two pivotal allies defend themselves. >> democracies are fighting ruthless foes out to annihilate them. >> reporter: congressional republicans divided on whether to support ukraine. the new house speaker, mike johnson, supports a bill for aid with israel only. >> to separate the package is naive, because the threats have commonality. >> reporter: the fbi director warning hamas' actions could inspire terror attacks against americans. >> this is not a time for panic, but it is a time for vigilance.

>> reporter: christopher wray telling the senate committee we haven't seen such a threat since the rise of isis. walnut creek-based retail brand vici posted this on its instagram page, the founder has stepped down. personal social media channels have been deleted. vici says it was zero tolerance or violence, hateful speech or discrimination. it says her statements do not align with the company's values. a peninsula man fighting for his life following a stabbing incident in san bruno. we're about to show you video of a portion of that incident and a warning, it may be disturbing. now, that video is from saturday night and posted on social media, showing two men attacking a third man. this is on san mateo avenue. witnesses pull those two attackers off, holding them until police arrive. authorities say those men are now in custody.

now, later in that video, that victim can be seen bleeding badly. relatives identify that victim as 40-year-old tony ngaluafe of san bruno. they say he's now in a coma after surgery. those two suspects now facing felony charges. witnesses say that entire ordeal started because the pair were randomly shooting at people with pellet guns and the victim stepped in after trying to shield someone else. developing now, southern california firefighters are working to contain the highland fire that started monday in riverside county. the fire has spread to 2,500 acres and is just 10% contained. at least three homes have been destroyed. six others damaged. one man says he lost his home to the fire, he had just finished paying that home off. >> hopefully we can check it out and see what's left. we've got some cats down there and we still have chickens, and hopefully they got out okay. we have all our dogs and we have

our lives. >> 4,300 people still under evacuation orders in riverside county, so far no injuries have been reported. meteorologist kari hall, of course, monitoring all of what's going on, and the conditions out there. we know that can play a big role in how firefighters are able to fight it. >> it looks much better today. the wind is starting to calm down and temperatures are dropping as well in that area. we haven't seen any significant wind gusts and they do drop the red flag warning yesterday, and right now we are seeing temperatures in the upper 40s, humidity has come up quite a bit. but as we go into today, the humidity will be dropping once again. that may be a key factor in how quickly this fire continues to spread in southern california and riverside county. so we'll continue to monitor that. but we are going to start to see rain chances going up over the next few days, especially for parts of northern california. we're going to see all of the clouds and the rain that's targeting the pacific northwest start to slide into the bay area for the weekend and it's going to be nice to have some rain

in walnut creek. it's a quiet morning and it's also chilly. it's only 43 degrees as you head out the door. it's going to stay clear and it's going to shape up to be a nice afternoon. at noon, we're at 68 degrees. so we'll talk about the trend for today and rain chances increasing for the weekend coming up. and we're looking at the bay bridge, i-80 from oakland into san francisco looks great. what a beautiful clear view here and a clear drive across the span. i-80 does have a crash. it looks like half the freeway is blocked. we'll show you where you're going to find slowing coming up. good morning. it is the 1st of november. the "wall street journal" reports the once high flying wework likely going to declare bankruptcy. wework provides workspace to independent workers, small businesses, anyone who needs office space. tesla won a lawsuit that claimed one of its cars was defective when the passengers say the self-driving feature put

them into a tree. the next challenge is a lawsuit over the death of a silicon valley engineer on highway 101 in mountain view back in 2018. the ntsb ruled the tesla steered itself into a barrier and also concluded the driver was playing a video game at the time. the federal open markets committee will announce its decision on interest rates later this morning. we expect what they call a hawkish hold, that is the fed will hold interest rates where they are but warn of future rate hikes ahead. that's hawkish. you're dovish if you want to avoid rate hikes. the fed rate hikes are working in the sense that it's getting more expensive to borrow money. mortgage rates are up, bond yields are up. that's going according to plan. we, the american people, aren't really going along with it. the idea is to take money out of people's hands to get spending down, and it's not working. we're spending, we're getting new jobs, the economy is doing

well, which is problematic if you're trying to fight inflation. vice president harris, seen here with president biden, enacting new restrictions on ai, is in england this morning. we'll flesh out some of those restrictions at a u.s. embassy meeting in london. the trial of sam bankman-fried goes to closing arguments today. sbf, as he's known, faces decades in prison, after accusations of fraud in the collapse of his cryptocurrency company, ftx. and the winery in paso robles has been sold to an austrailian outfit for a cool billion dollars. it's known as one of the prettiest wineries, on top of an absolutely breath-taking hill. we'll go down there once in a while. i have friends that want to go to the best tasting wineries. i always want to go to the wineries in the sense of, these

are the comfortable chairs, that kind of thing. so there's a little bit of tension there. you know that one that's in an alley -- oh, no, but the wine is so good. >> it's very nice. >> lovely. a new warning from doordash which says tipping may make a difference between getting your food sooner rather than later. the new pop-up on the app this morning warning customers who leave no tip may lead to longer wait times. that move may be a concession that its drivers are most likely going to prioritize the more profitable work. one doordash spokesperson calls the new alert something the company is just testing. and today is november 1st, so i think we should cue the countdown. there's now 53 days until christmas. >> what about thanksgiving? that happens in there, too, right? >> we're talking about the queen of christmas, mariah carey has

>> yeah. >> i'm excited about the food. >> we'll do a dance for the turkey, turkey day. >> we'll work on that. it's november 1st. i'm looking forward to some rain. it's that season. we're going to start to see storms cranking up, and now, as we go into the afternoon, it's going to be a mild one. we've had cold mornings and then some beautiful days, and our temperatures are in the upper 70s. 79 for east san jose and 78 degrees for los gatos. the seven-day forecast is coming up at the bottom of the screen. as we move toward the east bay, concord reaching 77 degrees, about the same in oakland, and these temperatures matching what we had yesterday. 73 will be the high in daly city, palo alto hits a high of 77, and low to mid-70s in san francisco with a mostly sunny sky today. also mostly sunny in much of the north bay, reaching 79 in sonoma and santa rosa.

so here is the storm track. the pacific northwest has had a lot of clouds and rain, but eventually that's going to start to slide into the bay area. this shows mid-level moisture and green areas show a big amount of moisture being pumped in from the pacific. that does line up right with the bay area starting late tomorrow evening, and then another plume of moisture coming in for the weekend. that's going to increase our rain chances as we get the storm systems moving just to our north, and also giving us quite a bit of rain. so we're looking at -- here we are, late thursday night, the north bay starting to see those showers coming in. notice that if you're south of san francisco, you pretty much won't see anything. and then, again, on saturday night, it's raining in the north bay, while the rest of the bay area is dry. but we may start to see the rest of the bay area getting some rain late sunday night. how much do we normally get? in the month of november, we start to see the rainy season really cranking up, with most of

us getting about 1 to 2 inches of rainfall, but much more rain expected through the month of november for santa rosa. so we'll be watching out for that. mike, you've been watching the roads. any issues popping up? >> the north bay. you're talking about the weather up there. right now weather is not the factor, it's this disabled big rig that is blocking half the freeway. that's causing an issue from fairfield into cordelia. we have a sizable commute coming into the area where it splits 680 to the benicia bridge, 880 down to the carquinez bridge. that will benefit contra costa county. still an easy drive, not much of a build. in the tri-valley, at speed, just a little slowing for the 84 cut-through. back to you. a helping hand for the families of our fallen heroes. next on "today in the bay," a local concert happening right here in the bay area that may help alter the lives of those left behind followingragedy. t

being a firefighter is one of the most dangerous and deadly professions in the united states. >> this is according to the international association of firefighters. 469 of its members were killed in the line of duty just last year in the u.s. and canada. the majority of deaths were due

to occupational cancer. as you can imagine, those fathers and mothers leave behind children who bring -- >> which brings us to how you can help this weekend in walnut creek. the san ramon firefighters association will host it's 11th annual rock to remember benefit. this video is from its 2016 fundraiser. as damian banister explains, the concerts have raised over $30,000 to provide scholarships or the college-age children of fallen firefighters. >> i think a lot of people don't realize there's unseen dangers to our job as well. so there's the firefighters that die in kind of the high-profile structure fires and wildland fires, but there's things like cancer they've proven to be job related that are taking down a lot of firefighters as well. and obviously the effects to the family. it doesn't matter how you pass away. if you're a firefighter and you die in the line of duty, it's going to affect your family

season. lace up those skates for a trip to the union square ice rink and a live preview of tonight's opening celebrations. this is "today in the bay." still can't get over we're talking about the holidays. here we go. 5:30 on your wednesday morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. skating should be perfect, because there's november chill in the air. here is a live look outside this morning. san jose, communications hill. you know what, looking out, it's just a beautiful start to the morning. >> it sure is. let's look at how the rest of the day is shaping up. checking in with meteorologist kari hall. >> good morning. very much like yesterday, where we started out cold, and then as we went through late morning into the afternoon, that sun really helped to warm us up. take a look at where we are right now. as you're stepping out the door in much of the north bay, it's in the upper 30s and we're seeing low 40s for much of the rest of the peninsula, into the east bay with san jose now at 48

degrees. as we go into the afternoon, we're headed for the upper 70s. 78 in fremont, 77 in san mateo, and also upper 70s in much of the north bay. morgan hill, san martin, 83 degrees. this will be the warmest day we'll see in quite a while. in fact, a cold front is on the way starting for tomorrow. it's going to drop temperatures just a bit, but we're also going to see more clouds coming in. i'll have more on that. mike, you're hearing about a crash on the bay bridge. >> i am. big concern when you hear that combination of words. we're looking at the span, and past the metering lights and incline, everything looks okay. the map does show us there is slowing around the metering lights. they are not registered by chp. this is about the time, a couple minutes early, they may cue the lights. chp, they have yet to respond as far as the current status. we see a build on the incline and that's pretty typical. another crash in the san pablo area may be an issue.

more information for westbound 80. highway 4 shows slowing, same thing for 37, but the big slowing in the north bay as you're approaching the cordilleras split there, we're looking at westbound 80, a number of lanes blocked by a disabled big rig slowing through fairfield and heading toward cordelia. back to you. a shocking discovery rattling the neighborhood around oakland's lake merritt. police are trying to figure out how someone wound up dead stuffed inside a suitcase. >> that suitcase was found floating in the water. "today in the bay"'s kris sanchez joins us from the newsroom. what do you know about this investigation? what a gruesome story. >> reporter: yeah, there are so many questions surrounding this case, which is shocking and unnerving, because people don't know who is responsible. a volunteer from a clean-up crew was the first person to spot the suitcase floating in lake merritt near the lakeshore hanover avenue side. they say they regularly pull luggage dumped in the lake, but

this time the suitcase was heavy and the crew member unzipped it and saw the body of a man. shocking to him and to community members. >> the body was in the luggage, kind of like in fetal position, and the only thing we saw was the back end of it. >> it's terrifying and abhorrent that, like, something so violent and grotesque would be happening right here. >> it's scary and shocking, and i also think as a woman that walks alone in the evening, i have to be willing to not obsess over stuff like that or else i would never leave the house. >> reporter: dive teams pulled the suitcase out of the lake and the alameda county coroner is going to try to figure out who the man is, as homicide detectives continue to look for clues about how that man died and who put him in a suitcase in the water. at this point, it is not clear how long the man was in the water. >> kris, thank you. it is 5:34 for you this

morning. happening now, san francisco police are asking for your help. this is in locating an at-risk boy. lemichael humphrey is 11 years old, last seen monday morning. he was wearing a black hooded sweat shirt with a purple adidas logo. he's considered at risk due to medical conditions. if you see him, you are asked to call police. firefighters not confirming if fireworks sparked a fire last night on morgan hill, close to where children were out trick-or-treating. neighbors reported hearing some kind of explosion in the same area shortly before the fire started. and late last -- or a late-night blindside most raiders fans never saw coming. leadership suddenly sacked, the team announcing head coach josh mcdaniels and general manager

david ziegler have been fired. the raiders have been looking listless, with their latest loss monday night. mcdaniels has four seasons remaining on his contact. linebacker coach antonio pierce will take over as interim head coach. hard to believe it is that time of year again, but holiday ice-skating is set to return to san francisco's union square for its 16th year. >> and we're getting a sneak peek this morning from "today in the bay"'s ginger conejero saab. she's live in union square. you promised us some big tricks last year. are you ready to deliver? >> reporter: well, marcus, laura, i delivered the baby that was on the ice with me last year, so i do hope that this year brings big things for the ice. they're getting it ready. they're resurfacing the ice because they want everything to be prepared. but look at that, halloween is over, and all of a sudden we have the holiday feel right here

in downtown san francisco. the trees are going up behind us. we've got the holiday ice rink. and joining us this morning is robert keith, once again it's great to see you. we saw you last year here. here we are at it for the 16th year. tell us what the big celebration tonight has in store. >> tonight at 5:00, we're going to kick off the festivities. we have a lot of celebs coming and businesses coming to join us, sponsor scott wiener is going to be here. it's going to be a grand evening to kick off. it's very important to the city and to all the folks that live here. it's going to be important. >> reporter: that was exactly my next question. how important it is for the businesses, the community here in downtown to have the ice-skating rink once again and usher in the holiday season. we all know the downtown area has struggled in recent years. talk to us about that. >> it has, but everybody has come together, san francisco police department is awesome. their command center is right there. there's plenty of them on the

and we'll see mostly upper 70s in the interior east bay, with concord reaching 77, and 78 in fremont. and in half moon bay, 75 degrees. in redwood city, 76 degrees, low to mid-70s in san francisco. look at that, downtown 73. also 73 in mill valley, while santa rosa and sonoma hits a high of 79 degrees. so we'll talk about rain chances ahead for the weekend coming up. mike, you have an update on the crash at the bay bridge? >> we do. first of all, the bay bridge itself, the backup at the toll plaza, i told you i thought they would cue the metering lights. it's on the shoulder now. the backup is forming quickly at the toll plaza itself. there is slowing on the incline. the crash is pushed off to the shoulder just past the metering lights. that's a distraction, but no lanes blocked. we have the other crash in richmond counter-commute and it's clear from the roadway, slowing for 37, highway 4, and the big slowing out of fairfield

earlier crash. the crash is cleared near the metering lights. then over here, the caldecott tunnel, i thought it was outside the tunnel, but now the report says the crash is inside one of your eastbound bores. that will reduce traffic flow counter-commute. we don't see slowing yet. we'll follow up with the latest details coming up. >> we'll check back with you. it is a quarter until 6:00 right now. the white house is criticizing a plan by house republicans to link help to israel to cuts to the irs. >> scott mcgrew has been following this and is joining us this morning. this is a fight the brand new speaker, mike johnson, seems to be willing to have. >> he's picked a big one. he's got opposition not just from the president, but from republicans in the senate as well. johnson and republicans in the house say they will send $14 billion more aid to israel, but only if they cut $14 billion from the budget at the internal revenue service. that's money used, in part, to

audit wealthy people and companies, money that had already been approved by congress. his critics say these two things are not related. the white house sent a letter to johnson saying israel should not be used as a pawn, and promising, even if johnson somehow could get the bill passed all the way through the senate, the president will veto it. here is senate majority leader chuck schumer adding his disapproval. >> the house gop package is woefully inadequate, has the hard right's fingerprints all over it, making aid to israel, this just faced the worst terrorist attack in history, contingent on poison pills that help ultra wealthy tax cheats. it's insulting that the hard right is openly trying to exploit the crisis in israel and try to reward the ultra rich. >> now, you might expect a democratic president, senate majority leader, to criticize a republican house speaker's idea. but the top republican in the senate, mitch mcconnell, says i'm with schumer, i don't like

spots like oakland and san mateo reaching 77 degrees, and also 77 for a high today in livermore. but we're also going to eventually start to see some rain chances increasing, going into the weekend. right now the storm track is well to the north. you can see all of the clouds heading to the pacific northwest, but that's going to start to dip. this shows mid-level moisture and that's what creates those clouds and the rain. when we start to see the darker shades of green, that's a bigger plume of moisture that's targeting parts of northern california right into the bay area, starting late tomorrow evening, and then as we go into the weekend a bigger plume of moisture comes in, some more clouds, and even some spotty showers, as that continues to dip farther south from the pacific northwest. as far as how much rain we're going to see out of those clouds, it looks like the north bay is getting the biggest focus of the potential of those showers for late thursday night, and then again on saturday night, and then eventually into

the day on sunday it spreads into the rest of the bay area, with a slight chance of rain especially on sunday, and then into early next week. so now that we're in the month of november, how much rain do we typically get? this is the start of our rainy season, when we start to see rain chances going up, the amount of rain that we get. but, of course, the peak of that is in january, where we do see the highest amount of rainfall coming through, as the atmospheric rivers really start going. and then as we look at how much we normally receive in santa rosa, about 3 1/2 inches of rain is normal for the month of november. oakland normally gets over 2 inches of rainfall, and about 1 to 2 inches from san jose to gilroy, as well as livermore. coming up between now and sunday, we could see in parts of the north bay the potential of about 1/2 inch of rain in the areas in orange, possibly close to an inch of rainfall, and it really depends on where we see the heavier downpours.

the south bay, not so much, as we do typically start to see the storm systems fizzling out, kind of losing the punch before they come in. here is a look at what's ahead. we're going from highs in the upper 70s today and tomorrow, to upper 60s for the weekend. mostly cloudy and spotty showers. and next week we're in the upper 60s, while san francisco will see highs there reaching into the mid-60s. mike, you're starting with a focus on the east bay. >> i am, because that's typically where the first build is happening and that's what's going on right now. i-80 is moving well, and 680 not a major concern as you're coming through contra costa county. we'll explain why that may be a factor for a north bay issue. right now i do want to focus first on the report of one blocked bore for the caldecott tunnel. it's eastbound, opposite your main commute. one bore is plenty to take on the commute right now as you travel away from the bay bridge and toward orinda. we're keeping our eyes on this. there's a traffic break and hopefully they'll have the disabled vehicle cleared in the next few minutes.
