timing it all out and what we can expect as we start our day. this is "today in the bay." we started our day hours ago. thanks for starting with us on "today in the bay." i'm marcus washington. >> i'm laura garcia. we move getting up early for you. we're here, the whole team. we're talking about rain this morning. >> it's raining, but at least in san jose we can see the earlier sunrise on the camera behind us. we are seeing a lot of clouds in other parts of the bay area, and some showers still continuing for parts of the north bay. look at the green where the rain has been coming down in parts of sonoma and napa counties for the past couple of hours. now it's moving into san francisco, and we're also seeing it stretching into the east bay, with oakland the next up for some very steady rain that will be lasting for a few minutes. you do have to turn on the windshield wipers and make sure you have the rain jacket before you head out this morning. we are going to see waves of rain and potentially thunderstorms by late morning.

by 11:00 we're seeing some of that energy with the potential of some thunderstorms moving into the east bay, parts of the try valley. but we should see some clearing by this afternoon with times of sunshine, but it will just be a cool day. so we'll talk more about this and how much more additional rain we could see coming up. mike, you were saying some of the roads may be a little slick. >> i'm saying that because you were telling me that. let's give you full credit. there's mist around the bay bridge and looking from emeryville to the city, we see that glow across the bay bridge. it's no major issue, but look in the north bay. the green means mist and slicker roadways and the yellow means more, possibly some fog. we'll see that in areas as there's been a chance for the moisture to seep in as well. the bay bridge does show a general slow drive and the toll plaza has filled in. slowing through richmond, no big surprises. a little bit of rain came through here. highway 37, there's slowing and you see the green highlighting as well.

now, over here, contra costa county shows a smooth drive for highway 4. there is a crash coming into pittsburg and we'll track that. but overall the general drive, we're looking at kirker pass and highway 680, just a little build as we would expect. breaking news this morning, oakland police officers overnight involved in not one, but two collisions. "today in the bay"'s bob redell is following the latest on that investigation. >> reporter: fortunately, yes, all the officers and other drivers involved are going to be okay. but chp believes the slick roads definitely played a role in one of those accidents. around 11:40 last night, an oakland police officer was headed on eastbound highway 24 in orinda when they lost control of their patrol car just past wilder road and crashed into a pole. the officer was taken to the hospital, is expected to be okay. chp and opd are investigating the crash. a chp officer told our photographer on the scene the

rain overnight played a role in that crash. then around 1:30 this morning, there was another crash at the same location, two cars traveling eastbound on highway 24, they collided. one of the cars ended up on its side, partially on top of another oakland police vehicle. this was a vehicle that had been responding to the first crash. the first department helped the driver get out of the overturned car, he was able to walk to the stretcher. the other driver was not hurt. neither was the police officer whose vehicle was damaged. bob redell, nbc bay area news. new overnight, a weekend traffic headache for east bay commuters finally over. caltrans reopened south 680 early this morning. crews are focusing on repaving the road between pleasanton and sunol over the weekend. construction crews also working to make room for the new express lanes as part of the weekend project. ahead of next week's apec summit, u.s. treasury secretary

janet yellen will meet in san francisco with the new leader of china's treasury. those meetings are scheduled for this thursday and friday. the pair are expected to discuss issues, including concerns about unfair economic practices and potential areas of cooperation. next week, president joe biden is expected to meet for the summit talks with chinese leader xi jinping. san francisco leaders are reportedly taking new action ahead of apec, with dignitaries from around the world ready to descend on the city. the "chronicle" reports teams are already working to clear homeless encampments surrounding moscone center. many streets will be shut down next week. the city is expanding some shelters and opening new winter sheltering programs ahead of the conference. apec is being called san francisco's largest international event in decades, so leaders are taking extra steps to try to make a good impression. now to a live look at the israel/gaza border. israel says that its troops on the ground have now reached

gaza's coastline. this is in the process of splitting it into north gaza and south gaza. we're also learning communications in gaza have been restored. this is after weekend air strikes caused connectivity issues. the air strikes also took out a refugee camp where dozens died. israel is rebuffing all calls for a cease-fire, saying that any deal would first require hamas to release all hostages. president biden is still pushing for humanitarian cease-fire. meanwhile, protesters in washington state are now organizing an effort to halt the navy ship rumored to be carrying military supplies to israel. protesters rallied outside of the same ship at the port of oakland last friday, with some even trying to tie themselves or even tying themselves to that ship to try to keep it from setting sail. that ship is believed to be headed to tacoma this morning. we did reach out to the u.s. department of transportation's maritime administration, which would not provide transit details due to security reasons.

6:06 right now. prosecutors today plan to add a charge to the dozens filed against the so-called south bay party mom. shannon a conner is accused of throwing alcohol-fueled parties for minors at her los gatos home, encouraging teens to engage in sexual activity. a grand jury last week added to the charges against her. she's facing 63 charges in all. it's not clear what kind of charge will be filed today. if convicted, she could face decades in prison. when it comes to making it in the bay, another major city now reportedly surpassing san francisco when it comes to the highest real estate crisis. the "chronicle" cites zillow data showing san francisco prices staying mostly flat this year, and now dublin has the fastest growing prices anywhere in california, with the average price of $1.29 million, urging 4% from march to september. of the bay area's five largest cities, san francisco home

values now sit between -- i'm sorry, sit behind, fremont, san jose and dublin. taking a live look outside at san jose. look at that. the sun is up. everybody is getting used to that time change. a little extra sleep, hopefully over the weekend. now we're waking up to spotty showers. kari is tracking how long it's going to stick around. >> i got some extra sleep on sunday morning, but then i couldn't go back to sleep last night early. we're adjusting to the new workweek and the earlier sunrise. as we take a look at walnut creek, a mostly cloudy start and we're seeing rain to the north and west, as the north bay is seeing wet weather. if it's not raining, it may be a little sloppy out there as we continue to see waves of showers moving through. a lot of that rain moving through yountville and approaching vallejo, as well as in parts of the east bay, with richmond and oakland now seeing that rain that's pushing off to the east. as far as our temperatures today, it stays in the mid to upper 60s, so be prepared for

good monday morning. the time is 6:12, as you're heading to work in oakland we're seeing some wet weather now. then we start to see the sun peeking out, and a slight chance of rain throughout the morning. it will be off and on, but what will remain constant will be the cool temperatures. we're only reaching into the low 60s today. we'll get a look at all of our microclimates and, also, which areas we could see a bit more rain coming up. we're hoping for the low 60s. the san mateo bridge, we see

close to that number. it will keep coming down a bit as the volume goes up. west 92, taillights are moving smoothly across the bay area. good morning. happy monday to you. markets have been moving higher as wall street remains convinced the fed won't raise interest rates again. remember, we got softer jobs numbers friday, which wall street interprets as good news. as a side note, i suppose we should not show favoritism as to what high school won the championships with a big win on friday. we are watching two stocks, and that is live and oakland, live ventures and oak tree capital group. charles schwab cutting more jobs. the company used to be based in san francisco and it's moved to texas. it announced cuts before the weekend. analysts say they were surprised by how deep the cuts were. reuters says tesla is planning to build a super low cost electric car at its plant

in berlin. low cost like $25,000. that would be similar to a nissan versa or a small kia. tesla has talked about this idea but never with specifics. tesla raising wages at that same factory, up 4%. tesla's factory in germany is the only major car factory not unionized. tesla employees both there and here saw huge raises that united auto workers got. uaw president shawn fain said about the workers in germany, it's going to come down to the people that work for him deciding if they want their fair share, or if they want him to fly himself to outer space at their expense. elon musk's new artificial intelligence company xai announced a new chatbot over the weekend. it's grok. like chatgpt, but with a smart aleck attitude. the company says that grok will

inch in the north bay. the roads are wet as you're crossing the golden gate bridge. the cars in front of you are kicking up water. you're having to turn on the windshield wipers. just a little mist coming from the sky. the off and on rain will continue throughout much of the morning, but we're also monitoring for the potential of thunderstorms. the north bay will have the best chance of hearing claps of thunder. tomorrow we'll start out with spotty rain and temperatures remain in the 60s today and tomorrow and throughout the week. as the sunshine returns, our morning temperatures will be dropping. so taking a look now at the radar, we see a lot of green. this is where the rain has been pushing through the north bay in sonoma county, moving through napa county, and then we're also seeing it pushing down into parts of alameda and contra costa county this morning, moving toward concord, getting some wet weather, and then down the peninsula, san mateo and now woodside starting to see showers coming down. that will be approaching palo

alto. throughout the morning, off and on rain possible with spotty rain. here we are at 11:00. we really start to see it picking up in the peninsula and parts of the east bay. it will be approaching the south bay. it doesn't look like a whole lot of activity. there may be another wave of that moving through later this evening, that, once again, will bring the chance of thunderstorms. additional rainfall totals, about a quarter inch of rain or less. the farther south you are, less rain you'll see. there's still a winter weather advisory in effect for the sierra. we could see 1 to 8 inches of snow, and it may be close to a foot for some of the higher elevations above 8,000 feet. we are looking at some cool weather, but wednesday looks really nice. but then look at the low. it drops down to 40 degrees and we may see some north bay towns dropping into the 30s. for veterans day, we'll see a mix of sun and clouds and highs in the mid-60s. san francisco will continue to see highs in the lower 60s.

mike, you were seeing a little more of that mist happening out there. >> yeah, kari. here is our view from emeryville. it makes a really cool picture. you can tell there may be damp roadways. if you do come across some damp roadways, the water will kick up from the car in front of you. be prepared with wiper fluid in your car -- washer fluid. we're looking at a nice, smooth drive, just building on the eastshore freeway. the green highlighting shows where it's damp roadways. we see more slowing but it's spread out along westbound 80. that typically happens when there are slicker roads in the morning. 680 with the build, that reopened right on time, just before 4:00, shows a lighter build for the tri-valley. a build for the nimitz and the south bay, 101, building just a bit as you travel north of 680. >> 6:21 this morning. next on "today in the bay," nbc bay area responds.

the pandemic-era change leaders in one city are set to consider in just a matter of hours. this is "today in the bay." good monday morning. thanks for joining us. 6:30 right now. i'm laura garcia. >> i'm marcus washington. time to get a look at the forecast. meteorologist kari hall has been tracking what we can expect. we see some rain in the bay area. >> it's great to see, even though i know it's monday, we're trying to adjust to the time change. but we know that every drop of rain, we welcome it. we are seeing it as you're getting ready to step out the door this morning. a lot of that rain has been falling in the north bay. but now much of the rest of the bay area is starting to see some of that activity. if it's not raining now, the roads are wet and we are seeing rain continuing to move through napa, moving out of sonoma, and approaching novato. as we head a little farther south, richmond, orinda and alamo seeing rain. that's going to be moving toward

dublin. we also have some rain approaching palo alto that will continue to make its way closer to the south bay. our temperatures stay in the 60s. keep that umbrella handy, the jacket on. eventually we'll work toward more sunshine today. mike, you're spotting signs of rainfall. >> i have my own indicators. we see sudden slowing, indicating, yes, as you're talking about, some rain coming through the area, southbound 680. expect that toward the benicia bridge. we see the build at the bay bridge and also the bridge out of richmond. those are not necessarily weather related because of traffic patterns. we see damp roadways. we still have the restriction of the three right lanes. we don't know anything about when they're going to reopen. plan on four. a typical build for the rest of the bay. >> thank you very much. we start with breaking news just coming into our newsroom. berkeley police are asking you to avoid the area of 7th street and grayson west of san pablo, due to an ongoing investigation.

they're not giving us very many details at this time, but our bob redell is headed to the scene to gather more information. as soon as we get more details, we'll update you. jury selection begins in the federal case in the man accused of the violent attack at the home of nancy pelosi. >> "today in the bay"'s ginger conejero saab joins us live this morning. this is just the first of what be two criminal trials. >> that is correct. david depape, the man accused in that attack of paul pelosi, nancy pelosi's husband, is scheduled -- is charged, rather, in both federal and state court. today's jury selection is for the federal case. depape's defense attempted to move the case out of san francisco into eureka, which is roughly 300 miles north of the city. the defense argued that

impartiality would be difficult because of the high-profile case. the judge rejected that attempt. on friday, a hearing was held to clarify what questions each side can ask potential jurors. depape has pleaded guilty to attempted murder and other charges related to the attack, when he is accused of breaking into the pelosi residence and waking up mr. pelosi. body cam footages shows the moments leading up to the attack that left mr. pelosi with a fractured skull. depape is also facing charges in state court which will be tried splitly. opening statements in the federal case are scheduled for this thursday, the rest of the trial is scheduled to play out next week. we will be closely monitoring today's developments, as well as what happens the rest of the week, and bring you updates on air and online. >> a lot to follow. it's hard to believe it's been more than a year since that happened. >> it is hard to believe.

i remember the morning when it happened well. it's 6:34 right now. in just a few hours, donald trump is expected to take the stand in his new york fraud trial. >> scott mcgrew, this is a bit of a rarity in court. he has to testify up to a point, though, right? >> up to a point. that's a good way of saying it. you can decline to testify in a criminal trial. trump is, after all, facing four of those. the trial we're talking about today is a civil trial, and the rules are different. trump has already been in the witness chair in this trial, when a judge called him up to explain his posts on social media, which the judge said attacked the court. today he will be back in the witness chair talking about the way he, his sons, and their trump company, valued real estate for applying for bank loans. now, the court has already ruled all of those people and the company are culpable, the judge ruling the trumps falsified the value of their real estate

business on business documents. these hearings are what to do about it. now, trump has to sit in the witness chair. he has to swear to tell the truth. but after that, he can plead the fifth, say that he doesn't want to answer because his answers might incriminate himself. he's done that before. so many times in the earlier deposition, everybody just said, you know what, let's do a shorthand and say, same answer. >> same answer. >> you are aware of the restrictions these approvals incorporated, is that correct? >> same answer. >> you're aware that the approvals restricted the number of lots that could be accessed from the town of bedford, is that correct? >> same answer. >> a poll by "the new york times" shows donald trump is ahead of joe biden in key states in the upcoming election. neither man has been nominated yet, but presuming it's trump and biden, trump is ahead in arizona, nevada, georgia, pennsylvania and michigan. biden just barely ahead in

wisconsin in blue. two things to take away from the map. one, this is surprising. biden won all of these states the first time around. biden is from pennsylvania. he won it in the last election. biden, michigan was part of that uaw effort that won workers 25% raises. number two, this matters. i've told you in the past to ignore nationwide polls because that's not how we elect presidents. this is how we elect presidents, and pretty much these are the only states that go either way, meaning on this map, this snapshot in time, trump likely wins. the "wall street journal" editorial board which comes at things from a conservative view, called it a five-alarm re-election fire for biden. quote, polls have been sending democrats and president biden the same election warning for months, so perhaps they'll eventually start listening. and the treasury says secretary yellen will meet her

chinese counterpart in san francisco ahead of the apec meeting, the meeting between yellen and li will happen later this week. yellen with the hometown advantage, she's a former berkeley professor, second woman in history to earn tenure at the school of business, and of course she's the former president of the san francisco fed, marcus. >> thanks, scott. happening today, opening statements are scheduled to begin for a bay area man accused in the grizzly murder of his ex-girlfriend in front of the daughter the two share. prosecutors say landaeta used a samurai sword to kill 27-year-old karina castro outside of her san carlos home in september of 2022. a judge earlier this year determined he is mentally competent to stand trial. also today, palo alto leaders will vote on whether to extend the long-term closure of a popular downtown street to traffic. california avenue first became

car-free shortly after the start of the pandemic. since then, council members each year have extended its car-free status, while many residents support the idea. some businesses say lack of parking is hurting their bottom line. council members will weigh another one-year extension. let's get back to the weather. we saw some rain overnight. in fact, here is a live look. the sun is up over the bay area. a live look over oakland this morning. we'll check that morning commute with mike in just a little bit. we need to know as well, in case you have some outings to go to, because of the rain, the oakland zoo will be closed today. if you had reservations, the zoo says it will send an email with information about a refund. i guess all the little monkeys want to stay in. come on, it wasn't that much. it wasn't that much and it won't be all day. so, whatever. we're going to have some rain that you shouldn't cancel any plans whatsoever with this activity moving through this morning. as we go into the afternoon,

things will start to clear up. let's take it hour-by-hour. not everyone is seeing rain all at once. we will see some off and on showers, and here we are at 10:00. we do start to see some spotty activity popping up. we're also watching out for the slight chance that we could see a few isolated thunderstorms, especially in the north bay. and then as we go into the afternoon, we're seeing much more in the way of sun and clouds, and a couple of very spotty lingering showers. and then there may be one more wave that pushes through as we go into late tonight. so once again, it's not going to be raining all day. we're looking at about a tenth to a quarter inch of rain or less, very light amounts across the bay area. but now, mike, you're seeing slowing on the san mateo bridge. predictable timing here. we're looking at a bigger volume on the bridge, slowing on the visual here and slowing on the sensors. right there, 92 coming off of 880. that's pretty typical. there's wet roadways. there's potential for even more

umbrellas close by as rain chances continue. we'll talk more about that. we'll take it hour-by-hour in our microclimate forecast coming up. we're looking at northbound 101 in san jose. look at that beautiful sunrise. we're looking at a smooth drive, no problems on the roads. we are looking at a delay on the rails that continues this week. vta lines, the green and orange, have track work between baypointe and fair oaks. there is a bus bridge in place. a bay area man shot last year by a now-fired san jose police officer is raising new questions about what happened and whether race may have played a role. green was shot by officer mark mcnamara in march of 2022. it happened as green tried to disarm a gunman during a brawl at a taqueria in downtown san jose. police later claimed officers did not know green's role when they arrived on scene and they

say he never complied when officers told him to drop the gun. sjpd on friday announced the firing of mcnamara after they discovered he sent racist text messages in the aftermath of the shooting. green and his attorney now want the department held accountable. >> i never thought somebody could just have that much hatred in their heart. >> these were disgusting text messages, vile text messages. >> an internal affairs investigator discovered the texts during an unrelated investigation saying mcnamara sent them to a current and former officer. the police officers's association released a statement saying, in part, it is a testament to the culture of the sjpd that our internal affairs investigators found these texts, reported these texts to the chief of police, and the chief took immediate action. new at 6:00, firefighters in southern california plan to reach full containment of the highland fire today. the fire started one week ago in

riverside county near temecula, destroying several homes. two firefighters were injured. the cause of that fire is still under investigation. as several measures to protect teens and kids from negative impacts of social media are snarled in court proceedings, the burden of keeping those kids safe in the digital space falls squarely on the shoulders of parents and caregivers. >> kris, you're moving us forward with more on what families can and should do. >> it is a challenging time for families. if you're having a hard time setting boundaries for social media with your kids, you know that it's not just up to you, and it's actually not your fault that it's hard. according to a 2022 pew research survey, 95% of teenagers say they use youtube, more than 60% use tiktok and instagram, 59% use snapchat. a former facebook product manager told congress that the social media giant needs to make sure the next generation is just as engaged on instagram as the

current one, adding the way they'll do that is making sure that children establish habits before they have good self-regulation. it's just like cigarettes, teenagers say they feel bad when they use instagram, but they can't stop. that's why california and 32 other states sued meta in federal court, alleging meta violates privacy laws and creates algorithms to exploit young people to keep them on the platform as long as possible, creating filters that contribute to body image problems. meta denies all of this and is seeking to get the case dismissed. tiktok is subject of an investigation by 40 states over similar practices. until there is national legislation, a digital wellness activist tells us that caregivers have to hold the line themselves because social media isn't going away. >> for kids right now, they have so much to be afraid of with the wars going on, climate change, and being on social media is like living in an r-rated movie eight hours a day. so as parents, we need to create systems of support and not only

fear, even though we might have that fear around the social technologies. >> reporter: the american kad academy recommends building a plan around use, content and settings. they say balance time with and without devices and talk about what's appropriate content, about advertising and about how social media makes you feel, and make sure you set a good example. that's sometimes the hard part, right? >> hello. but the thing about it, i know the governor, a law, governor newsom just signed that law. this is the age-appropriate design code. how does that all factor into this? >> it requires social media companies to consider the risk or potential harm to children before they release something new. everybody was on board with this. this was a bipartisan bill, the governor signed it, parents were happy about it. but then a judge put a temporary injunction on it because over the thought that it might be overturned on constitutional grounds, which makes sense. so it's back to the drawing board. although i did check with the

attorney general's office and rob bonta says that he is appealing that as we speak. because we can't do it alone. it would be like taking your kids to the zoo and saying you're fully responsible for keeping them from getting eaten by a tiger. it can't be fully up to us. >> community effort. thanks, kris. 6:49 right now. we're following developments overnight in the actors strike. we heard from the actors union just before midnight. union posted a message on social media saying they analyzed and thoroughly discussed the studio's latest offer and they'll continue deliberations today. hollywood studios said on saturday the deal on the table is their best and final offer. there are concerns that if a deal isn't made in the next few days, negotiations may be called off for the holiday season, and that could mean the strike could continue into next year. new this morning, in his own words, buffalo hills safety damar hamlin is talking

seeing rain in san mateo and it's getting lighter there. it's moving into palo alto and approaching sunnyvale with some light rain. as we take a look at some of our cameras, we have the clouds now starting to move into the south bay as the rain approaches. it's in the low 60s. where it was raining earlier in san francisco, we are now starting to see slightly dryer conditions. even if the rain is not falling at this point, the roads may still be wet, after several waves of rain fell overnight. now we are looking at temperatures headed for the upper 60s for today, and our hour-by-hour outlook shows that we could see another round of rain starting to redevelop by late morning. here we are at noon, and the rain is hit or miss. there will also be the potential of more energy, and maybe even some isolated thunderstorms. so we're watching out for that. additional rainfall totals for most of us, it's going to be about a tenth of an inch of rain. but there will be slightly higher amounts farther to the north, and then another slight chance of rain early tomorrow

"today in the bay," including breaking news in berkeley. >> moments ago, berkeley police confirming that they are investigating an officer-involved shooting. here is a live look at the scene near 7th street and grayson, west of san pablo avenue. you can see officers in the area. this happened before 5:30 this morning. investigators say officers responding to a crime in progress when that shooting occurred. one person was taken to the hospital, is in critical condition. roads are still shut down at this time. if you're going to be in the area or plan to go in that area, you are being asked to avoid it until that investigation is complete. also breaking, oakland police involved in not one, but two collisions overnight. the first one happened a little before midnight when an officer heading east on 24 lost control of their patrol car, crashing into a pole. that officer was taken to the hospital but is expected to be okay. the chp officer told our photographer on scene that rain played a factor.
