stage gets whittled down to just five candidates. we're there live with a preview and the one notable absence from the stage. israeli forces pushed deeper into gaza with no let-up to heavy combat. the new warning to israel leaders from the white house. and you have probably seen some of the holiday decorations going up around in communities in the bay area. san francisco wants you to know they are ready for you to spend your days and dollars in the city. i'll tell you what they're doing to make you feel safer and how this is playing into the bigger picture as we move forward. this is "today in the bay." hump day is here. good morning to you all. i'm marcus washington. >> and i'm laura garcia. we'll check that wednesday morning commute with mike in just a little bit. let's talk about the forecast. finally a little sweater weather. >> sweater weather. if you're still inside, it makes it that much harder to get out

of bed this morning. we're in the low 40s in dublin, and some of our inland valleys will seeing those temperatures dipping a little more. it is a clear sky, so eventually the sun will start to come through those blinds and wake you up this morning and get you started for the day. we're going to see a lot of sunshine. in mountain view, expect it to head to 69 degrees. we'll see upper 60s and low 70s across the east bay, the south bay, all around the bay area. we are going to have those temperatures that start out cool, but really warm up for the afternoon. mike, you have two crashes backing up the commute? >> we do. right after the first burst of traffic in san jose, this should be clearing up, north 101, just north of that 280/680 over-crossing. the problem is, there's a crash northbound 101 just past our camera around alum rock. things are starting to clear north, but traffic is pushing up and around and that may be an issue for 280 northbound. we'll track that. so far, the crash is at alum rock on north 101.

in the east bay, a crash 24 at 580. it looks like it may have cleared, but in the backup there's another crash, so things are jammed getting toward the maze. back to you. to decision 2024, and tonight five republican hopefuls go head-to-head in the third gop presidential debate. they'll be making their case to americans just one day after voters headed to the polls in key swing states. >> "today in the bay"'s brie jackson is live in miami outside of the debate hall. what can we expect when those republicans face off tonight? >> reporter: good morning, marcus, laura. so one thing that you can expect is to hear more -- or to see the candidates have more time to respond to the questions. so hopefully you'll get more substantive answers this time. just five candidates are going to be taking the stage tonight. this could be a make-or-break moment for republicans trying to distinguish themselves as an alternative to the front-runner,

former president trump. five candidates taking their message from the campaign trail to the debate stage in miami tonight. >> i am hopeful that with the thinned-down stage we're going to be able to have a substantive debate. the debate marks a critical moment for those fighting to gain ground in the polls and in a key battleground state. the front-runner, former president trump, maintains a commanding lead over his republican rivals, including florida's own governor, ron desantis. >> it's his home turf in miami, but he's been eclipsed by donald trump, who has gotten more endorsements out of his home state than he has. >> reporter: former u.n. ambassador nikki haley has been surging since the last debate, a strong performance tonight could keep that momentum going. >> she goes into this debate with a real strong suit because foreign policy is something she knows really well. >> reporter: the wars in israel and ukraine, the economy, and other pressing issues are expected to come up.

with a slightly narrowed field on the stage, vivek ramaswamy, former new jersey governor, chris christie, and senator tim scott, are also hoping for a standout moment. >> we have to defeat donald trump in the primary to have any chance of beating joe biden in the general election. that's why i want to continue to make this argument on the debate stage. >> reporter: all five candidates seeking to seize on the absence of former president trump, who says he will not attend any republican primary debates. and tonight former president trump is opting to hold a rally nearby at the same time as the republican debate. >> brie, a lot of people say it's a bold move for the former president to not take part in the debates. you did mention he has a counter-rally tonight. can you talk more about where that's going to be? >> reporter: yeah, the rally is expected to take place in hialeah. that's an city that's not too far from here.

it's about 95% hispanic. as you know, republicans have been gaining support from hispanic voters over the past couple of years, and it looks as though former president trump is making that a priority as he seeks the republican nomination once again. >> we will be watching. a lot to follow here. thanks, brie. coverage of the third gop presidential debate begins at 5:00 tonight right here on nbc bay area. "nbc nightly news" anchor lester holt and "meet the press" kristen welker will moderate and be joined by hugh hewitt from the salem radio network. due to the debate, there are some programming changes you need to know about. we will air nbc bay area news at 4:30 at its regular time. then following the debate later tonight, stay tuned for a special edition of nbc bay area news at 8:00. now to developments overnight in the middle east. we have a live look at the israel/gaza border, and this morning israel says its troops are now in the heart of gaza

city, in a full-on ground offensive. we have new video from israel overnight showing new strikes in gaza, with israel now claiming it helped take out a senior hamas weapons leader. nbc has been unable to verify that claim. but it comes as u.s. secretary of state blinken made a new round of comments before leaving from japan, maintaining u.s. support for israel and its new plan to reshape gaza. >> israel has repeatedly told us there is no going back to october 6th, before the barbaric attacks by hamas. we fully agree. as we work with israel to ensure this, we also are working in the region to deter broader threats to our partners and to our friends. as the president said, to anyone seeking to take advantage of the crisis in gaza and spread conflict to other theatres, don't. >> blinken also renewed the white house calls to end the conflict to minimize civilian suffering. more than 10,000 people have now

died in gaza. the number of dead in israel tops 1,400. now to a live look this morning at capitol hill where an outspoken critic of israel's war on hamas is being censured by her fellow house lawmakers. late last night the house censured michigan democrat rashida tlaib, the only palestinian american in congress. ahead of the vote she gave a passionate plea saying her voice is needed. the house resolution still passed by a vote of 234-188, with 22 democrats crossing party lines. censure is a punishment one step below expulsion from the house. now, the resolution calls out her for promoting false narratives about the october 7th hamas terror attack. she insists she will not be silenced or let people distort her words. back here at home, many are calling for a cease-fire in the middle east. last night in oakland, pro-palestinian organizers urged the city council to take up a

proposed resolution in solidarity with palestinian. the proposal also claims israel is committing, quote, acts of genocide. many jewish leaders say this resolution and similar ones across the bay area are further dividing the jewish and islamic communities. the tension let to an abrupt recess during the meeting. the council member says the resolution needs to go through a legislative process before a vote can take place. >> you have my word that i will follow up with those that i met with yesterday so that we can discuss the resolution that you wish to put forth. >> the city of richmond recently passed a controversial resolution in solidarity with palestinian, accusing israel of ethnic cleansing. the jewish community relations council condemned that resolution. 6:09. moving you forward on the holiday season. for a lot of people it included visits to san francisco's most

popular and festive shopping district. >> these days those destination stops are getting squeezed and losing a lot of merchants. "today in the bay"'s kris sanchez is here. leaders are banking on a big rebound here. >> reporter: they're hoping for that and there are signs that maybe it is happening. you know the song, it says, it's starting to look a lot like christmas. this is particularly true in san francisco. the ice rink is open. u.n. plaza, once known as an open air drug market, is also reopening, re-imagined as a place for families. there is a ceremony happening today to celebrate the new skate park and outdoor fitness center, complete with chess, pink pong tables, and a rock climbing wall. this is part of a pilot program which could be part of a bigger solution as the city looks to combat drug addiction and crime by creating better, safer spaces for people. two empty spaces at union square getting new life, and hopefully a taste of what's to come. the city helped renowned chef

tyler florence open two cafes, one on the stockton side of the union square, the other on the powell street side. but no amount of pastries or family activities and fun will be enough to draw people to the city if they don't feel safe while they're there. and for that, mayor london breed and san francisco police chief bill scott have a plan, what they're calling the city's safe shopping initiative. >> as we go into this holiday season, you will see increased presence, you will see increased presence not only in union square, but all of our shopping corridors. you won't see the plainclothes officers that are out here getting the job done and arresting people because we're watching crimes as they occur. we want to go one step further and prevent these crimes from happening in the first place. >> reporter: you saw district attorney brooke jenkins there as well. now, the chief also asked people to be vigilant and to make sure they report crime if they see or experience it, whether it's to

911 in an emergency or to the nonemergency line. there is a lot of information about people saying it's not worth calling, but the chief says, do call. the union square tree lighting is coming up in a few days. there will be extra police officers on duty, as well as community ambassadors around the plaza. as for apec, it will be all hands on deck. one more bit of good news that could extend beyond the holidays, two big tech companies leased large spaces at levi's plaza along the northern waterfront, so maybe a sign that things are starting to turn around. >> one would hope. thanks so much. let's take a live look outside this morning in san jose. getting started with the day. a beautiful sunrise there. things getting under way. meteorologist kari hall is tracking how things are looking in the city this morning. >> it is colder this morning. we're starting out with temperatures in the upper 30s and low 40s, but it will be a

comfortable afternoon, as we reach into the 60s and 70s, a light chance of rain in the forecast, mainly for the north bay tomorrow night into friday morning. then we'll have some better rain chances in the forecast early next week. as far as what we are seeing right now, once again, a few clouds moving in. that's the next storm system that continues to weaken, so out ahead of that, we're doing sunshine and we'll have nice temperatures for today. we'll talk more about this and what's ahead coming up in a few minutes. mike has a look at what we can expect for those gas prices. >> if you're looking for good prices in the south bay, the lows are dominated by san jose. that might be the city to go to. we'll call out $4.39 at die diamond gas and mart. east bay, $4.39 at national petroleum on mission boulevard. in san francisco, $4.79 at exxon on california street. we're looking at reports from gasbuddy.com. we're also looking at

weekend in a few minutes. here is a slowdown in san jose. it continues up toward santa clara. we have a series of three crashes on northbound 101. then over here, the bay bridge does show the backup. things are moving smoothly, considering the volume of traffic heading into the area. more volume because of the crash on west 24, i believe the second of the crashes has now moved to the shoulder. we'll track both areas with that congestion coming up. good morning. very happy wednesday to you. shares in the video game company take two interactive jumped as fans learned it's going to announce a new grand theft auto game. the last one, grand theft auto 5, sold 185 million copies. that's the second best selling video game ever, after minecraft. 185 million copies makes it one of the best selling objects of any kind. yesterday we told you that salesforce, they trade under crm, will keep dreamforce in san

francisco. shares in microsoft hit all-time highs tuesday, optimism over the company's artificial intelligence he was. really, stocks in general doing quite well. unemployment still near all-time lows, inflation is coming down, wages are up 4% on the year, s&p 500 on its longest winning streak it's 2021. mortgage rates are coming down. but a bank rate survey shows more than half americans think the economy is poor. neurolink has applied for a permit to put a chip in a person's head. you may remember they've tested this on animals. this monkey able to play a video game with just its thoughts. the hope is to get a paralyzed volunteer and give motion back to the paralyzed. waze will start warning you if you're on a road that's had a lot of crashes in the past. it's not always the driver. sometimes it's the design of the

losing streak ever. the sharks snapped a 17-game winless streak, dating back to last season. >> s.a.p. will host another event tonight celebrating one legendary sharks player. four athletes are being inducted into the san jose sports hall of fame, including patrick marleau. baseball pitcher dave steve, who grew up in san jose and played at san jose city college before the long career in the majors. the inductees will each have a bronze plaque with their likeness permanently installed at the s.a.p. center concourse. the ceremony starts at 5:30 tonight. >> that's going to be great to see. trending this morning, an unbearable outcome for one family in florida, eagerly awaiting their dinner. >> and a hairy four-legged thief is to blame. you see an uber eats driver

of the east bay, with concord and antioch reaching 73. it will be in the low 70s for redwood city and in palo alto. san francisco headed for 67 downtown. our north bay highs reaching 72 in santa rosa, and 70 in clear lake. what we will eventually be watching the north bay for a chance of showers. it's going to be sunny throughout the day today, and tomorrow we'll see clouds rolling in from north to south with some of these green highlights showing where we could see rain. that's late thursday afternoon into early friday morning, where we could see the north bay getting the highest chance of rain. the weekend is looking dry, but this shows that parts of the bay area for next week could be in with some above-average rainfall, coming from the prime minister -- climate prediction center. this shows the rainfall estimate for next week and the areas in

red and orange show about 1 to 2 inches of rainfall, maybe even higher for the coastline and the santa cruz mountains. so starting next week, our storm pattern gets a lot more active and we could see significant storms bringing us some rain and the sierra some snow, which could total anywhere from 1 foot to 2 feet. so this is right in time for some of those ski resorts to open up as we prepare for a nice holiday weekend, hopefully, heading into thanksgiving skiing. we are going to have a nice weekend and mild the next few days. mike, you have crashes on two important routes. >> one route has two areas with crashes. north 101 at alum rock, there's a crash there. here at good america and that is bogging down two sections of 101. we haven't seen the traffic ripple to 280 or 85. it may be an issue. we still have the crash on west 24, but much more of a mild

>> i'm marcus washington. let's get a look at that forecast. meteorologist kari hall is tracking the temps across the bay area. a cold start this morning. >> a lot of people are going to notice it is colder compared to yesterday. this is what we're seeing settle in and will continue for the next several days. our mornings in the 30s and low 40s. dublin 39 degrees, 49 in san jose, and we're seeing low 40s for much of the rest of the bay area. as we take a look at our forecast for the east bay, oakland headed for 70 degrees, danville also reaching 70, and concord reaching 73. these numbers are pretty much what we'll all see throughout the afternoon, with highs in the low 70s today. we'll get a look at what to expect going into the weekend, and maybe we'll see rain in a few minutes. the third gop debate will take place tonight right here on nbc bay area. >> scott mcgrew, we're down to five republican candidates on the stage. >> maybe a more manageable number. some, like mike pence, have

dropped out. some like north dakota governor doug burgum didn't make the cut. the candidates we are going to see tonight are chris christie, vivek ramaswamy, nikki haley, ron desantis, tim scott. you remember, ramaswamy got high marks for his past debates. ron desantis has certainly been the focus of most of the race because he's been in second place. he has home state advantage. the debate will be in florida. tim scott needs a big night. but i think a lot of the tough words from other candidates are going to go to nikki haley, former u.n. ambassador, former south carolina governor. she is now tying florida governor ron desantis in the iowa polls. haley has struggled to find her message, trying to steal votes from front-runner donald trump, while at the same time praising front-runner donald trump. this has been true of ramaswamy as well, which has really frustrated some of his supporters.

if you're going to run against donald trump, run against donald trump. unless, of course, the backup plan is to have some place in the trump administration. the debate gets under way at 5:00 p.m. right here on nbc bay area. our lester holt, you know him well from the "nightly news," kristen welker from "meet the press," and hugh hewitt from salem radio network. it is a conservative company and the producer of the election denying documentary "2000 mules" and it will be all republicans in the debate, of course. democrats are going to be on everyone's mind because they did very well in yesterday's elections. case in point, ohio and issue 1. ohioans voted to protect abortion rights in their constitution, the way california and four other states did after the overturn of roe v. wade. in virginia, democrats won the governorship and both houses of the legislature. democratic governor of kentucky, andy beshear, won re-election in that traditionally red state.

he said it was a move not to the left or right, but a move forward. republican presidential contender donald trump won't be at the debate. he hasn't participated in any of them. he'll likely be in court. his daughter, ivanka, will be testifying in his civil fraud trial today. she testified in the january 6th investigation as well. donald trump, his two sons, eric and donald jr., and their trump company, have been found culpable of defrauding banks by misrepresenting the value of real estate. this one is a civil trial. trump has four criminal trials ahead of him as well. coming up on the "today" show, the head of the republican party, rhonda mcdaniels, says if trump is nominated, they'll support him, even if he's found guilty, even if he's in prison. >> will the party support a nominee who has been convicted of a felony or felonies? >> we're going to support the nominee the voters choose. >> no matter what? >> we're going to support the nominee the voters choose.

>> felony or -- >> i don't have a crystal ball. >> what if the president hypothetically has been sentenced to prison? >> there's no hypotheticals. >> if if nominee has been sentenced to prison. >> the voters get to make the decision. >> and the party would back it? >> we support the voters. >> there's nothing in the constitution that bars a felon from running for being president, though we're getting ahead of ourselves. he hasn't been found guilty of any criminal charges. and you could even be a president while in custody, because the constitution just doesn't talk about it. marcus and laura, the framers of the constitution probably just never imagined such a scenario. >> we'll see how it plays out. thank you very much. coverage of the third gop presidential debate starts at 5:00 tonight right here on nbc bay area. 4:30 at its regular time. then, following the debate, later at 5:00, stay tuned for a special edition of nbc bay area news. that will begin at 8:00 p.m. from one event to another, we are days away from the apec summit kicking off in san francisco, and it will be an event unlike any other, bringing in 20,000 visitors from 21 nations to the city by the bay. >> it's going to be very busy. in fact, san francisco's police chief is outlining the many changes that will come with the event. "today in the bay"'s ginger conejero saab joins us live in san francisco with more on this really night security that's expected. >> reporter: very tight security, marcus and laura, that will be detailed even more in a press briefing later this afternoon that will be led by secret service at 3:00 today. secret service, we are told, is taking the lead when it comes to security for apec because of the high level of security, chief scott saying you can think of this as the security needed for

a presidential inauguration, but instead of washington, d.c., of course, it is happening in san francisco and in the heart of the city, which can only really mean one thing, be ready for anything. now, if you live or are coming into san francisco next week, be ready for those street closures, detours and traffic delays. you must check the sfmta website ahead of time because lines will be rerouted to accommodate specific apec designated areas. those include downtown, the fairmont hotel and nob hill, the region of honor, the exploratorium along embarcadero and streets around the moscony center which will be closed off to traffic. make sure to check detours ahead of time or avoid the area altogether. two lanes from the bay bridge are also expected to be closed, so you can really just imagine the impact that that can have on your morning commute next week. >> this is about having a safe

venue, not only for the people attending the venue and the dignitaries, but also for the community. so these street closures are necessary. >> i think it's going to get crowded. i read about the security. also, i work at salesforce and there's going to be security there. so probably i'll just walk from home that week. >> reporter: not everyone will have that option. bessie carmichael, a school along harrison street in san francisco's soma district falls within the security zone of moscony center, but they are working closely with the city to mitigate any impacts to schools, all schools will be in session as scheduled next week. sfusd says we are sharing information from the city regarding street closures with families and city and staff so that they can plan accordingly. at this point and in the days ahead, plan is really the best thing that you can do.

of course, you can pack a little extra patience on the roads as the summit continues next week. >> it's going to be a really, really big event. of course, we'll be covering it all. thank you so much. 6:39 right now. the democratic party's heavy hitters will use the occasion of apec to hold a star-studded fundraiser. we know the event will take place next tuesday. president joe biden is expected to join vice president kamala harris and governor gavin newsom. the exact location is still not known. tickets are said to range from $1,000 to $250,000. 6:39 this morning. taking a live look out in san francisco, you see there -- look closely, you see there is the observation wheel in its new location on fisherman's wharf. it was at golden gate park before. it's blending into the water. that's it right there. >> karl the fog is trying to

hide it. it's a cold one. if you go out today, certainly bring a jacket. just ahead of apec next week, the wheel has been moved to fisherman's wharf. the move was set to be temporary but city leaders are looking at the environmental impact. the wheel is closed right now but will reopen for rides on friday. >> let's bring in meteorologist kari hall to give us a look at today's weather and what you're seeing. hopefully clear by friday. >> absolutely. we are going to see a few more clouds coming in, but today we're enjoying sunshine. it's a clear start around the bay area. we've seen some patchy fog in parts of the north bay and the valleys. overall it is a chilly start, but our afternoon highs will reach into the 60s and low 70s. tomorrow clouds will increase and we'll see a slight chance of rain, mainly in the north bay. the weekend is dry, but next week we'll have some more storm systems coming in. as far as temperatures today, take a look at some of these

numbers. it looks really nice. upper 60s, low 70s. so even though you need a jacket now, this afternoon not so much. make some plans to get out and enjoy it. mike, you continue with delays through silicon valley. >> we actually see this starting to improve as i've been watching over the last 90 seconds, north 101. there's the 680/280 over-crossing. we're looking at this stretch. it's jammed up. the crash at alum rock still just blocks one lane but there's a motorcycle involved and it's in the center divide -- in the far left lane, i'm sorry, so that will distract traffic. we see traffic moving over here and we talk about the ripple effect. a backup here that pushes folks toward 280, trying to find some relief. that will mean for traffic on 87 heading into the backup because of this crash over here at montague expressway. this zone is going to be more crowded. maybe 85 is your relief valve but there's a crash on 85 as well. that will be an issue for the south bay. the volume is building and another crash on west 24, mild

good wednesday morning. let's get a look at our day planner for morgan hill. it is a chilly start. we're still in the upper 40s at 8:00. but all of that sunshine will help bring temperatures up quickly and we'll reach into the low 70s for the middle of the afternoon, but mainly 60s from noon through 4:00. we'll get a look ahead with some more changes in our weekend forecast coming up. we're looking at the bay bridge. things look great here right now. it's a typical backup. traffic has been having an issue. highway 24 near 13 all morning, another crash on the shoulder.

san jose, looks like we're recovering north 101 at 280, but there's another crash at montague expressway and the traffic has rippled into parts of the south bay you might not expect. we'll show you that coming up. moving you forward, out of the ashes of california's deadliest wildfire ever. today marks five years since the camp fire killed 85 people, destroying the town of paradise. >> "today in the bay"'s bob redell is live this morning. bob, people returning to paradise, several rebuilding, they're encountering a new problem, how to even pay for homeowners insurance. >> reporter: and this is a problem not only in paradise, laura and marcus, but throughout the state of california, even for people in the bay area. the ap reports that the department of insurance for the state of california says that premiums have risen roughly 35% between 2017 and 2022 because of historic losses due to wildfires. premiums are still lower than

other states with major climate risks, states that experience hurricanes like louisiana, texas and florida. a number of people have returned to paradise to rebuild their homes and their lives in the five years since the camp fire destroyed that town and killed 85 people. here is the mayor of paradise, who also happens to be a local contractor. >> paradise is our home, and to see them come back and have, in some cases, the first new home they've ever had in their whole life. >> reporter: but the financial costs of returning, finding that new life, has risen dramatically. the ap reports that homeowners are now paying premiums close to or above near $10,000 a year in paradise, which is thousands more than they used to pay. the personal insurance federation of california says insurance companies lost more than two decades' worth of profits from the wildfires of 2017 and 2018. seven of the top home insurers

in california, including farmers, state farm and allstate have paused or restricted new business in the state over the past few years, saying they can't afford to take on new clients. in a statement to the ap, farmers insurance says, quote, homeowners insurance rates are determined using a number of different variables, including historical loss data, loss trends, age and construction, type of structures, et cetera. these and other factors, combined with inflation adjustments, are reflected in customer rates. basic fire coverage through california's insurer of last resort, the california fair access to insurance requirements plan is quickly becoming the only option left for people in paradise. the plan is averaging 1,000 new applications daily, each day during the week. that's from homeowners unable to find affordable homeowner insurance in the private market. as of september, they've written more than 330,000 policies, up from nearly 273,000 plans last

it was really good. >> i love that guy saw them all. we'll see if he shows up in the reporting. >> maybe he'll just start using that every day. if he goes out today, jacket in hand. >> yes, it is a cold start for us all this morning and it's going to be colder than we've had recently. we're waking up to sunshine, though, and overall it's going to be a comfortable day with our highs headed for the 60s and low 70s. there will be some light rain possible in parts of the north bay, like tomorrow night into friday morning. other than that, we go into the weekend with some dry weather and stronger rain chances early next week. today, once again, it's sunny, nice. our temperatures are up to about 70 degrees. tomorrow we start to see clouds rolling in from north to south, and it will be a mostly cloudy afternoon, and then the slight chances of rain coming in. that green indicating where we could see those spotty showers. once again, it's mostly the

north bay, but some of that could creep into parts of the east bay. our weekend, once again, looking great. but then the climate prediction center is saying next week things are about to change. it's highlighting the bay area and southern california for the potential of well above average rainfall. so what's happening, we'll start to see those storms cranking up and targeting the bay area. and this shows the rain estimate, and where we see the reds and yellows and darker colors, it indicates that we could see at least 1 to 2 inches of rainfall. so once again, that's next week. let's enjoy the mild weather we have now. it's cool in the mornings, but then we reach into the upper 60s and low 70s for the afternoons. veterans day is looking nice, with a high of about 70 degrees. san francisco will continue to see highs in the 60s. mike, is it still jammed in the south bay? >> it is. but i believe all of the crash activity has now cleared north 101 and alum rock. we do see some recovery approaching the area.
