chinese president xi jinping. we're live at the apec summit in san francisco with what's on the line. stopping fare jumpers. b.a.r.t. plans to test new gates as part of a long-term crackdown. a first look at how they'll work and where you'll soon see them in action. and grab those umbrellas. rain returns to much of the bay area. meteorologist kari hall is tracking this midweek storm. this is "today in the bay." good morning to you on this wednesday. i'm marcus washington. >> and i'm laura garcia. we're talking about the forecast on this now wednesday morning. let's get a look at it right now with meteorologist kari hall. >> and we are starting out with some light showers. it's off and on, but we are going to get a taste of some wet weather that will be a preview of the heavier rain coming our way for the afternoon. you need the windshield wipers at times today and it's not everyone starting out with rain. you can see lines of showers moving through parts of the

north bay, as well as some of the rain that's now moving through parts of the east bay. so berkeley, richmond, and moving over toward martinez, we are going to see some light showers, and it's also raining right there on 101 in the north bay. petaluma seeing light showers moving through. we'll continue to see light rain for the start of the day, a bit of a break by early in the afternoon, but 2:00 we're starting to see the heavy rain offshore, making its way into the bay area, and it's going to quickly move in, with heavy rain and gusty winds in time for the evening commute. we could see this rain linger into tonight and then taper off to some lighter showers around 7:00 to 8:00, but the rain does continue into tonight. we'll be tracking this and more waves of rain in our forecast through saturday, that's coming up in our full microclimate forecast. >> thank you very much. a high-stakes meeting with diplomacy, geopolitical issues and trade are all on the line, given the recent tension between the united states and china.

it is all happening today, starting this morning in the bay area, as president joe biden meets with chinese president xi jinping. nbc's peter alexander is at our cnbc headquarters in san francisco, with more on what is expected. >> reporter: laura and marcus, good morning to you from here in san francisco. for president biden, this high-stakes summit today is really part of an effort to restore one of the world's most consequential relationships, it's really been in a downward spiral, this tense rivalry, for the course of the last several years for president xi of china, who arrived late yesterday. this is his first time on u.s. soil in six years. he's facing his own domestic pressures at home, with economic challenges, unemployment among the youth in that country, above 20% right now. he's going to try to lure back american businesses to beijing. but there's certainly a series of different tense points between the two. the president hoping to stabilize the relationship, but

he's likely to press president xi on some of those flash points, including china's close ties with russia and iran, its combative approach toward taiwan. also, theft of technology, hacking and trade, all of it expected to be on the agenda when the two meet for what's likely to be several hours in woodside in the middle of this day, it could last into the afternoon, before a news conference by president biden to take place this afternoon. president xi will be hosting an event where he'll be speaking to american ceos late today, part of an effort to woo americans back to china right now. and there is the potential for a little agreement on one issue, the opioid crisis in particular, where we could hear about a joint working group that comes out of this in an effort to try to crack down on the illegal flow of fentanyl from china. it's all ahead as we keep a close eye on this historic day in the bay. back to you.

>> thank you so much, peter. time to check in with mike inouye monitoring all the road closures around the city. how are things looking? >> those are impacting the bay bridge itself. we talked about that one lane down for the rest of the week and that's really impacting the traffic flow. westbound, you see approaching the treasure island tunnel things are slow, restricted by 20%. that's why there's a slower drive across the span and the metering lights have been slowed down and turned on early. you see the backup at the berkeley curve. yesterday we saw it build back toward richmond. fewer people, i believe, are commuting into the city because of all of the talk we've been having with apec and the activities. these on and off-ramps, in this area right off the moscone perimeter, which is locked down, are closed between 5:00 a.m. and 9:00 p.m. and that is complicating things. it looks like folks have adjusted as they've seen the closure. getting out of the city will be an issue, the lower deck later

on. moscone center and nob hill are locked down and the exploratorium will be closed for an activity later on. >> a reminder, our website is a great resource to keep up with all things related to the summit. scan that qr code on your screen and it will take you to our apec guide online. there you'll find information on road closures and events surrounding the summit. happening today, a man accused in leading police on a wild chase across the bay is due in court for a preliminary hearing. daniel garcia has pleaded not guilty to multiple charges. he's tied to an october 29th incident where police say garcia attacked and tried to rob a parishioner inside san francisco's st. peter and paul church in north beach. officers quickly responded, saying garcia then led them on a car chase. during that chase, officers say he threw at least two pipe bombs. the chase ended in martinez where garcia was arrested. if convicted, he could face life in prison.

moving you forward on the future of bay area transit, and for b.a.r.t. it may soon have a whole new look, starting the moment you enter the station. >> "today in the bay"'s kris sanchez is here with a first look at the new gates. you say this may benefit ride nurse the long run. >> reporter: if b.a.r.t. can save money, maybe eventually riders save money, too. we know that fare evasion is a very big problem, whether you are a daily commuter, an occasional rider, likely if you don't ride b.a.r.t. at all, you know that. b.a.r.t. says this is part of the solution. take a look. this is our first look at the new fare gates meant to make it much harder for people to jump the gates and ride for free. the clear gates go almost all the way up to the top of the bridge, you may notice triangular clear material, that's to make it harder for people to get around without paying a fare. at the same time, the gate design should make it easier for people on wheelchairs, on bikes and with strollers to get through. b.a.r.t. estimates that fare

evaders cost the system $15 to $25 million a year, and that's why it's investing $90 million in those new fare gates. getting caught is costly. a civil citation will cost a grown-up $75, kids and teen tickets are 55 bucks, criminal citation is up to $250. so the gates are going to go in first at the west oakland station, so that b.a.r.t. can get a feel for how smoothly the foot traffic and bike traffic moves through there. if that goes according to plan, this is what we will see systemwide over the next two years. >> which is good. they're so tall, you can't get over them. >> but still clear so it doesn't feel like you're -- >> trapped. >> you can see where you're going. let's take a peek across the bay area on this wednesday morning, where we expect that rain to return later today. nice outer there right now, kari. >> it is nice for much of the bay area. even just a few spotty sprinkles.

but we are starting out mostly dry. as we go into today, more widespread rain will get heavier by early in the afternoon, and continuing into tonight. we have more times of rain in the forecast, with mild temperatures for tomorrow, even off and on rain as we go towards saturday. it does look like saturday is going to remain wet. but we are right now just seeing a little rain that's going to stay mostly cloudy in walnut creek, and our temperatures going from low 50s this morning to low 60s at noon, and reaching into the mid-60s today. notice that it starts out light at 2:00 and then gets heavier between 4:00 and 6:00, and that's what we're expecting for much of the bay area as the coverage and intensity of that rain picks up later today. mike, you're giving us a look ahead at what's happening with the commute. >> we have these red zones, the security zones that are locked down because of the apec activity there. much stricter security through the area, not any time where you're going to be able to drive-thru, i believe.

the bay bridge has one lane locked down and that's restricting photographing flow and a bigger build onto the berkeley curve. we'll see this build pretty quickly over the next couple of hours. highway 37, highway 4 showing a relatively traditional wednesday pattern, but the build is lighter. the volume overall lighter. i don't know if it's because we're just before thanksgiving week, some folks sneaking out, or folks decided not to drive around because of the rain and the summit in the city. getting onto northbound 880, 5th street is blocked as far as the on-ramp and an early-morning crash keeps that restriction there. use jackson if you're coming out of oakland onto northbound 880. highway 84, the roadway is open, but watch for at&t crews doing repair work on a utility pole and wires down. they are not electrical wires. at&t has cited in the call. there may be a disabled vehicle coming toward castle wood and 84 no problems out of pleasanton and livermore.

good wednesday morning. the time is 6:13. let's get a live look outside in san francisco. starting out partly to mostly cloudy, and the clouds will linger today, with only a couple of spotty showers until this afternoon, when some more widespread and heavy rain will pick up. we're expecting that to arrive right at about 1:00 to 2:00 today. the rain continues into the evening. we'll have more on this and a look at the rest of the bay area forecast coming up. i'm watching the traffic build for the san mateo bridge westbound, we'll watch the brake lights as folks in the left lane approach this disabled vehicle in the service lane.

even though it's out of traffic, it is causing a disruption and a distraction, and more traffic flow may be heading down to avoid the bay bridge. good morning. very happy wednesday to you. the markets are doing incredibly well. the nasdaq had its best day since april. more about that in a minute. first, airbnb has purchased a company, an ai company called game planner for $200 million. we don't actually know much about what game planner does, other than it was created by the person who created siri. dwac, digital world acquisition company, this is the holding company that's supposed to merge with donald trump's media company. it runs truth social, and financial documents it's filed with the s.e.c. show the operation is in trouble, losing $73 million over the past two years. digital world is counting on money to come from trump's company, but, of course, trump's

businesses are in flux as trump goes before a court in new york, which has already found him culpable of business fraud. digital world lists trump's troubles as one of the business risks that may damage or even end the company. more good news on inflation. the producer price index just out a few minutes ago shows prices businesses pay wholesalers fell, yes, fell in the biggest percentage in two and a half years. it's been good news, followed by good news, if you're looking for that soft landing that everybody is talking about. inflation, cpi, near the fed's target. unemployment, near record lows. yes, there were fewer jobs created last month, but there are still millions and millions of job openings in america. real wages, all-time highs, mortgage applications, highest level in five weeks. we talked about the stock market, a big rally there. even gas prices are way down.

we got a retail sales report a few minutes ago. i'm still digesting this. it looks like if you don't count new car sales, retailers are doing okay. target said profits were up as sales slow. americans have definitely been shopping. the one possible concern we have here is americans have a surprising amount of savings. the pandemic did a lot of that. >> right. >> and so it is possible they're still spending money out of savings and that's artificially goosing some of this stuff. we'll see. but americans like to spend. >> they sure do. let's talk about this next story. new answers to the question you may have been dreading, yeah, whether you are at the coffee shop, a restaurant, inside an uber or even at a hardware store, whether or not to tip. if you're conflicted, you're not alone.

pew research has new data. 72% of americans believe they're being asked to tip more often than ever. 40% are more likely to oppose the suggested tip amounts on the the receipts. 77% believe tipping totally depends on the quality of service. the main takeaway, and one etiquette coach tells "today," more people are feeling tipping fatigue. >> the consumer is just absolutely tired of being asked to tip. they're tired of being asked to spend more money than they normally would on their goods or services. >> sometimes you're, like, wait, what am i tipping for? experts say that for most people, how much and when they tip depends entirely on the situation and good service always helps. >> and then sometimes when i'm giving cash, i want them to see, hey -- >> i'm giving you a tip here. thank you for making my plate.

hues on the underside of the clouds as the sun rises this morning. a lot of the rain lifting to the north and much of it off the coast, with some spotty showers, as we're getting started. we do need the windshield wipers at times as you're driving around the bay area. but this is not the brunt of the storm and definitely a little bit of an appetizer compared to what we'll see later today. so once again, some light showers moving through parts of the north bay, where we are seeing the rain around sonoma and extending down toward vallejo, and across the bay as well. and then the light rain continues, once again it's very spotty to start out the day. but the heavier rain that's offshore will be coming in around 1:00 to 2:00 today, and just picking up in intensity between 3:00 and 4:00. it may be windy with widespread heavy rain and tapering off to lighter showers later tonight. the rain continues through tonight into early tomorrow, but i do think we'll see a couple more waves of heavy rain here

and there, with breaks in between. even on friday we're still looking at some additional rainfall. so we are going to see some breaks, but once again, the heavier rain arriving later this evening. we could see the potential of about a tenth to a quarter inch of rain, maybe a little higher in some spots. then going into the day tomorrow, we add a little more on top of that. keep in mind that we are running relatively dry for the start of our water year, so this is going to be very beneficial. in total, we could see anywhere from 1 1/2 inches of rain near the coastline, to about 1/2 inch of rain for some of our inland areas. then we always have the rain shadow in san jose, so we get a lot less in some of the valleys. going into the weekend, as you're making plans, friday, saturday is looking pretty soggy, with some widespread light showers continuing, but sunday is your day to get outside, after days of rain off and on, it will be nice to catch a break early next week. here is a look at our seven-day forecast, showing not much of a

change in temperatures, with highs reaching into the upper 60s, morning temperatures near 50, and rain moving through. we'll keep you up to date on the timeline. if you have the nbc bay area app, it will give you an alert based on your location of how much time you have before the rain gets there and how long it will last. that will be very useful over these next few days as the rain remains in the forecast. mike, you have a crash now on the peninsula. >> >> i do. i have to say i got an alert all hours of the day, so that was great this morning as i was getting ready. we do see the green highlighting that means some of the rain came through, perhaps a slick roadway. here southbound 101, slowing, recovering now. there's a crash at marsh. they should be clearing that to the shoulder in the next couple of minutes. meanwhile, getting through san francisco, we do have the activity at moscone center and at nob hill. there's a slow drive going across the bay. my maps are having a little issue. a lot of activity and this is

meteorologist kari hall is tracking that rain in the bay area this morning. how are things looking right now? >> we're starting out cloudy with light showers, but we're expecting the more widespread and heavy rain to arrive this afternoon. here is a look at the storm system that's spinning off the coast. some of that moisture coming in. right now we're seeing some light showers that are bringing a little bit of some wet weather to parts of the bay area for the morning commute. but then as we take a look at our sunrise this morning, just beautiful over dublin right now, a lot of colors in the sky, as we see the mostly cloudy start to the morning will give way to rain. the timeline there, it's at 3:00 to 4:00 we see the rain picking up, and into the evening the rain continues and gets lighter later tonight. we are going to have a couple of spotty light showers for the late morning into the early afternoon, but the most intense rain will be hitting us around 3:00 to 4:00 today. it's pretty much the entire bay area. so i'll be tracking that in the

microclimate forecast coming up in a few minutes. a pivotal day on tap for the apec summit. on the peninsula, president biden is sitting down with chinese president xi jinping. their meeting today is taking place at filoli gardens estate on the peninsula. the talks could last four hours. >> activists are planning to make their voices heard as well, with the first of several protests happening about a half an hour. last night this is palestinian supporters gathered in downtown san francisco near where president biden attended a democratic fundraiser. this morning, we do have team coverage for you on the summit. our mike inouye is tracking the road closures in place and the impact the protests could have. first, let's head to "today in the bay"'s bob redell live in san francisco, close to where one rally is already being organized. >> reporter: correct. good morning. we are expecting a couple of

rallies to take place here on market street later this morning, and another one closer to moscone center. the one at the powell street b.a.r.t. station is supposed to start around 7:00. these are climate activists protesting the apec summit, and basically they're trying to encourage world leaders and ceos to come up with trade deals that are climate friendly. there's a second protest where they say they'll be specifically protesting citi and another major company, exxon, to get them to stop using fossil fuels. this is video from last night. we had thousands of palestinian supporters here on market street in downtown san francisco, near where president biden attended a democratic fundraiser. not clear if we're going to have that kind of crowd later this morning. president biden was in downtown sf last night for that fundraiser for the democratic national committee. you can see two motorcades

coming down california street from the fairmont, one escorting the president, the other the vice president, to the fundraiser. governor newsom was also there. our own terry mcsweeney chatted with some folks who heard the president speak last night. >> talking about all of the wonderful things that the democrats have done in this administration and, hopefully, we will move ahead in the next election. >> a challenge for democracy in this election, what we need to do for the next 11 months, the contrast between trump and maga. >> reporter: it's unclear if a nearby pro-palestinian demonstration, the one i mentioned last night, played a role in the president's departure from the event. we know the motorcade he was in did not go back to the fairmont by california street, which is the way it came down. reporting live on market street? san francisco, bob redell, "today in the bay." >> busy time in the city. thank you very much. let's check in with mike

inouye who has been monitoring the traffic across the city all week. mike, how are things looking this morning? >> across into the city it's slow, as anticipated, because we're still down one lane across the bay bridge. that's heading up the incline. then more slowing as you approach the 5th street exit. we talked about the closure that happened this morning at 5:00. it will be daily 5:00 a.m. to 9:00 p.m. that goes for on-ramps as well. it's right off the security zone for moscone center. now, bob talked about protests going on south of the moscone center, they've happened before, and then this morning he's talking about along market street. notice between moscone center and nob hill, we do have some dignitaries staying, and they want to be high profile as far as the demonstration. over here we do know this is going to happen near the exploratorium, this portion of the embarcadero will be closed starting at noon.

consider it inaccessible from noon until tomorrow morning. at the estate, filoli gardens, there may be restrictions on pinata road, maybe even bikes. >> our apec coverage continues all week. this morning ahead at 5:55, ginger conejero saab will join us live from inside the moscone center. she'll have a live report about what we can expect to come from the meeting between presidents biden and xi jinping. happening today, closing arguments are expected for david depape, the man on trial for the violent attack of nancy pelosi's husband, paul. yesterday depape took to the witness stand, and during testimony he talked about his extreme political views and at times becoming emotional. depape claims that his real plan was to kidnap house speaker nancy pelosi, tie her up, and then eventually get others, including hunter biden, thereby exposing, quote, government lies. he also insists he never meant

to injure paul pelosi, who had his skull fractured. if closing arguments move quickly enough, it's possible the jury may begin deliberations. moving you forward on covid vaccinations, and santa clara county health leaders have update the availability of the booster shot. this comes as the cdc says vaccination rates are low. in the last week there was a install uptick in people getting covid vaccinations. for children, the rate is about 5%. for adults it's about 14%. the vaccination rate for people over 65 plus is around 30%. 6:38 this morning, as we take a live look out in san jose. meteorologist kari hall is tracking what can be possibly a wet one for us today. >> yeah, especially this afternoon. we're starting out with some spotty light showers this morning, and then as we go into later today, it's going to become more widespread, and may also pack some gusty winds as well. the rain tapers off later

tonight, and tomorrow there will be off and on showers with mild temperatures, then going into the weekend the wet weather lingers through saturday. so we're going to eventually see this taper off. it's such a slow-moving system as the area of low pressure remains well off the coast, and we can see all of the rain that's going to be coming in and the moisture associated with that, with some of the heavier rain offshore. once again, light showers as wer getting started and heading out for now. don't forget the umbrella. we are going to see a mostly cloudy morning, temperatures in the upper 50s through 10:00 in san francisco, and then the rain picking up around 2:00 and continuing through the evening. so i'll be tracking that and we'll talk more about what to expect over the next few days coming up. mike has a look ahead getting you around the bay area. >> the san mateo bridge we can is one alternate to the backup and the slowing we see at the bay bridge. most of the bay bridge is down the eastshore freeway.

the stretch of the nimitz not seeing a need to avoid that approaching the toll plaza itself. past the toll plaza, a disabled vehicle still in the service lane. from time to time you'll see a number of folks tapping their brakes. that is a bit of a slower drive and may be a little more volume. slow 880 southbound, but overall traffic not bad for this time on a wednesday. i think the fact that it's the week before thanksgiving, some folks do sneak a longer vacation if they're allowed to. the south bay starts with a little build, and of course the traffic in the city remains around the apec summit. things getting testy seconds after tip-off. coming up next on "today in the bay," the tussle between the warriors and t-wolves, leading to ejections and big questions for dub nation. the front line player some fear may soon face suspension. some pushing and shoving on capitol hill as well, but at least the government is funded. it will live to fight another day. speaking of fight another

jinping. >> yes, we've got all of that, and then back in washington we have a major bill passed, the kind of bill that keeps the government open. the senate expected to pass the continuing resolution that already passed the house on tuesday, with lots of democratic support. the bill does not solve the long-term issues, but it keeps spending at current levels, which angered many in republican speaker johnson's party. >> we've got to get the job done. we'll do it day by day. >> any concern about the number of republican deflections? >> we'll get together and run the agenda. >> how do you get them together from here? >> you'll see. >> johnson, a republican, leaned on democrats to get the bill passed, which is exactly what the guy who had the job before him did and got fired for it. in fact, there are huge parallels between what johnson did yesterday, working with democrats, and what kevin mccarthy did just a few months ago to keep the government open, which lost him the speakership,

104-101. trending this morning, marking the ten-year anniversary of what can only be called an amazing one-of-a-kind day where an entire city made one kid's wish come true. >> one of the best days here in the bay area. maybe you remember where you were when a 5-year-old boy named myles became bat kid and helped save the city of san francisco. on november 15th, 2013, countless people from then-mayor ed lee, to san francisco police and fire, to the giants and so many others, helped bat kid free giants mascot lucille and give myles the key to the city. it made headlines across the globe, and it highlighted the mission of the make-a-wish foundation, as nonprofit's bay area ceo tells us. if you're wondering where myles is ten years later, he's now 15 years old, in full remission, living in a install town near the oregon border. >> i'm doing amazing. i would love to just say, like,

let's get started this morning. we have a little bit of rain as you're heading out, and about to get this day started. we have a storm system that's just offshore and it will bring in more widespread and heavy rain going into the afternoon. we're going to start to see things ramping up later today. right now we're just getting a little rain, just enough to have you turn on the windshield wipers. we saw this moving out of south city and moving into san francisco. showers lifting out of san mateo, about to cross the bay, but that may affect the san mateo bridge. so we're watching to see the impacts of this light rain. as of now, it's not a huge deal. but it is just that reminder that we do have more rain ahead. it looks like we do take a break around 1:00 for much of the bay area, but then we see the heavier rain offshore starting to make its way in around 2:00 to 3:00 this afternoon. we're going to start so see rain picking up, gusty winds with us as well, and into the evening commute it looks soggy, pretty much all across the bay area.

we're all basically going to have that chance of getting some brief heavy downpours, and even some light rain that lingers into 6:00 to 7:00, and the rain continues overnight. some breaks in between for the start of the day tomorrow. on thursday we're seeing light rain in parts of the east bay, while much of the rest of the bay area sees a break. but basically at any point in the day you could see rain coming through, and then it's going to continue to come in waves through saturday. our rain that we see today for most of us looks like it's going to be about a tenth to a quarter inch of rainfall. as we go through the forecast it adds up more each day. by friday, rainfall totals starting to add up near the coastline. it could reach over 1 inch or maybe 1 1/2. by the end of the weekend, most of us get a quarter to a half inch of rain. this has been such a dry start to our fall season, welcomed
