the important one-on-one president biden still has remaining on his agenda, in the aftermath of yesterday's high stress day for bay bridge commuters. this is "today in the bay." for those commuters, it's friday morning. good morning. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll look at the commute in a bit. first, let's talk about that forecast. meteorologist kari hall has been tracking the rain that we've had. i went to sleep early, but came outside and i saw the wet cars. >> it rained quite a bit yesterday evening and this morning. we're starting out dry, but we'll see the same pattern where the rain picks up during the afternoon to evening hours. most of the storm system we've seen causing the waves of rain is still off the coast. we can see the showers there just to our west. but we're waking up to dry conditions for now. but there's been some patchy fog drifting around. i was looking at this camera in dublin. you can see the fog over livermore and toward pleasanton, so just watch out for sudden

changes in visibility for this morning. and it will be mostly cloudy. going into the afternoon, rain chances increasing as our highs head back to the mid-60s. we are going to see off and on rain, possibly some thunderstorms. so we'll talk more about this, the timeline, and what's in for your saturday plans in a few minutes. mike, the bay bridge toll plaza is full. >> it is full. like previous days this week, we have restrictions on the bay bridge, slower moving metering lights. this is the backup on the span. we look at the speed sensors. security is still in place because the apec summit does continue today. big meetings the last couple of days. today there's still dignitaries in town and we're looking at a slower drive getting into the san francisco area. light for highway 4. it's the on-ramp at 23rd, only the on-ramp, not the nimitz itself. we begin this half hour with breaking news. a deadly hit-and-run in the east

bay is under investigation. it happened just after 9:45 last night on northbound 880 just south of a street in hayward. chp says at least four vehicles were involved in the crash. one person died and multiple others injured were taken to the hospital. officers were going door to door searching for a driver involved in the crash who tack off on foot. the chp located one person in a separate area, but it's unclear if that is the person they were searching for. we are working to learn more details. developing right now, it's official, brace yourself for higher power bills. pg&e is saying this is all in the name of boosting fire safety. >> some rate payers are not quite buying that. "today in the bay"'s kris sanchez joins us. we're not talking about a small rate hike here. >> no, it is half of what pg&e was asking for, but it is still a double-digit increase, and the hard thing for a lot of people is that bills are already nearly 40% higher than just five years

ago. still, the public utilities commissioners voted unanimously on that 13% rate increase that pg&e says it needs to mitigate fire risk and increase capacity. so that means a typical pg&e household will pay nearly $33 more per month for gas and electricity. the following year, 2025, the increase is around $4. but then in 2026 we will get a slight decrease of about $8 per month. as you might imagine, customers are hot, and not because of their power and electric. >> it's insane because i'm already paying anywhere from $500 to $700 a month. >> not thrilled. but a lot of things have increased the last couple of years. >> reporter: pg&e says it needs this revenue to address fire risk by putting more than 1,200 miles of power lines underground, and in the mean time cutting millions of trees above ground, above those lines. a consumer advocate with the utility reform network says

people should complain, but they should complain to the right people. >> complain to the public utilities commission, but more importantly, to your elected assembly members and state senators. they need to hear from you that there's a limit to how much you can continue to pay. >> reporter: he says that the goal should really be putting a cap on those increases and saying that it should be tied to the cost of living increases that people get who are on fixed incomes. so if you are on social security and you only get 2% more, your power bill shouldn't go up more than 2% to mitigate that. the rate hikes go into effect on new year's day. >> and people don't have a choice. even if you want to go solar, you're still tied into pg&e. they are using some of this money to increase capacity because so many of us are

starting to get electric cars and appliances. >> a strain on the grid there, too. >> so there's that, too. >> thanks, kris. >> i'll knit you a sweater. >> i'm counting on it. today marks the final day of the asia-pacific economic cooperation summit in san francisco. president joe biden has another busy day on tap. overnight he signed a temporary spending bill to avert a government shutdown, for now. at 9:30 this morning, first lady jill biden will host an independent program for spouses of apec's leaders at apple park campus in cupertino. at 10:00 this morning, president biden is expected to hold a bilateral meeting with mexico's president. then an hour later, he's expected to host an apec leaders' retreat. president biden then leaves for philadelphia around 1:30 this afternoon. this all comes after president biden and the first lady hosted a dinner last night at the region of honor for apec members. the president spoke to more than 21 economies in attendance.

his message, cooperation. >> together, we can harness the power of the pacific to grow our economies, to uplift our workers, to protect our planet, to connect our people to one another and the future of greater prosperity and dignity for all. >> san francisco police department and chp among the many agencies working security at the entrance of the event. there were barricades set up for blocks along clement street and sidewalks closed in some places. the big difference compared to how yesterday started for law enforcement. hundreds of pro-palestinian protesters chained themselves together, shutting down westbound lanes of the bay bridge for several hours. we brought it all to you live as it unfolded right here on nbc bay area. many of those protesters tossing their keys over into the bay to delay efforts for clearing the situation, and drivers were stuck for several hours there, just sitting. also, several donated organs

that were in transit from ucsf hospital were delayed in getting transplanted into patients. in total, chp cited and released 80 protesters. 29 cars were towed. new at 6:00, chilling new audio captures the final minutes for a pilot who took off from the east bay and later crashed in southern california. >> we lost our fuel, so we have to make an emergency landing. >> are you completely out of fuel? >> affirmative. go eastbound, 90 heading, there's a runway a mile and a half off to your right. turn to the east. >> that was the pilot's final exchange after his single engine cessna took off from concord wednesday night. the ntsb will investigate the wreckage and release a preliminary report within two weeks. authorities have not released the pilot's name. an alameda county judge ordering misdemeanor charges be

filed against a former county prosecutor. the district attorney pamela price claims butch ford misappropriated evidence in a high-profile shooting case. she says he gave the defense attorney privileged material in the case against his client. this is the case involving a former san leandro police officer who shot and killed steven taylor at a crowded walmart in 2020. the da's office says ford, already on paid leave at the time for misconduct. the judge is ordering ford to be charged sometime before december 20th. he's now working in san francisco's da's office and has not replied to our request for comments. price also trying to disqualify rains from the case. a new partnership will soon provide hundreds of new living units to help san jose students. san jose state leaders have announced a deal with developers to convert the south tower of the signia hotel into an undergraduate student living

complex with about 700 beds. hilton recently purchased the hotel, formerly the fairmont on south market street near campus. the deal no ease some of the school's housing crunch. the signia's northern tower will continue to operate as a hotel. let's take a live look this morning in walnut creek. getting started with our day, still dark and early. meteorologist kari hall is tracking what we can expect weather-wise today. more rain on the way? >> yeah, we'll be here later this afternoon. we're starting out dry across much of the bay area and the storm off the coast, with some more widespread rain that's going to be rolling back in later today. so we're starting out with not much rain activity, but it's also partly cloudy, and we'll see more clouds throughout the morning. in brentwood at 8:00, it's in the mid-50s. we only make it into the mid-60s today, with rain coming in at about 2:00 and picking up in intensity with a potential of thunderstorms later after sunset. as far as temperatures, what we'll see today, expect it to be back in the upper 60s and low 70s, and we'll see a repeat of

that tomorrow as well. it will also continue to rain off and on in waves, with not much of a change ahead. mike, it looks like friday traffic in san jose. >> yeah, meaning lighter traffic, shorter backup. a smooth flow of traffic through san jose, a nice, easy drive. the sun is coming up. you might find some damp roads. the early slowing did clear from northbound 101 at the bottom of your screen. there may be a crash on alum rock avenue. we're going to see how things are shaping up for the chp report. no more slowing, it's rare that we see improvement for speeds coming down vasco road. now you're about 18 minutes out of marsh creek. the backup at the bay bridge is perhaps the biggest cluster. back to you. there's a bumpy start to the las vegas grand prix. minutes into the first practice session, everything grinds to a halt. coming up, the early-morning scramble to make up for it while

tesla stock fell big as elon musk's trouble at x continues to bleed into tesla. musk tweeted his support of a post most people found anti-semitic and then followed up that criticism with criticism of the antidefamation league. ibm announced it was pulling ads from the platform. large institutional investors are deeply concerned about the association of the tesla brand with musk's behavior. cnbc's brian sullivan called it a very disappointing day on so many levels, very troubling, he said. tesla investor kristen hull said, the impact of erratic, racist, and anti-semitic speech from a ceo directly affects tesla's brand and bottom line in significant ways. musk had been scheduled to speak at that executive conference at apec. he didn't. tesla has not commented, though the head of x tweeted

anti-semitism was not acceptable from anyone, but didn't name musk specifically. there's an interesting discussion going on in the scientific community about all of the new tools we have to explore space, the james webb telescope, kepler space telescope, which found hundreds of earth-like planets in other solar systems, and all the other 21st century tools we have. here is what some scientists are saying. we now know where to look to find other civilizations, and we have the tools to find them. therefore, we're going to find them. new civilizations. sign of life on other planets. we're going to do it soon, like soon-soon. >> i want people to understand that we may very well be the last generation that doesn't know the answer to are we alone. and if you're young enough -- i may be young enough at 61, we may be the first generation to finally have an answer to a question that human beings have

struck a drain cover, heavily damaging the underside. practice was halted for hours. eventually, with fans no longer in attendance, the second practice session took place. it wrapped up a little after 4:00 this morning. the actual race takes place tomorrow night. >> how fun to drive one of those. happening today, san francisco spca and macy's union square will unveil their annual holiday windows that will feature puppies and kittens available for adoption this holiday season. shoppers will be able to see the windows through the end of the year. the unveiling event will be at noon at macy's union square. a great holiday tradition. even better when the weather cooperates. yeah, about that -- [ laughter ] >> cats don't like water. >> well, good thing they're inside. we're the ones standing out there with umbrellas looking at them. you will need the umbrella today. we've had a little bit of rain off and on. it is all clear now. if you can get some things done before the rain comes in, the

morning will be the best time. let's talk about our water year update, because we've started out a little bit dry for this time of year. we're running some deficits in terms of our rainfall and what we need to catch up to normal. even though santa rosa has already measured over an inch of rainfall, we're still lacking an inch and three-quarters because we're used to seeing more at this point. once again, we're running below normal in terms of how much rain we've measured and what we typically see. but the good thing is that there's an active weather pattern happening here, and this could help make up for some of those deficits that we're running in our water year, with rain that's going to be moving in later today. we are starting out dry, the rain is off the coast. we'll see rain chances increasing by late morning into the afternoon. so at 1:30, we're starting to see rain moving into the south county, and that will spread from south to north. even some embedded showers and thunderstorms that may be a little heavier than we're seeing

elsewhere, so watch out for the potential of thunderstorms later today once again, and we're going to see that chance continue into late tonight. a bit of a break in the activity, but we'll wake up tomorrow morning to off and on rain that looks to linger into the day tomorrow. pretty much at any point we could see rain coming down. between now and tomorrow, we may make an additional half to three-quarters of an inch of rain from san francisco south and southward with more amounts to the north. once this pushes off, we're in for dry conditions. i know you're making plans for thanksgiving week and it does look pretty good. this will wrap up with light snow for the sierra, about 2 to 8 inches of snow for the higher elevations between now and tomorrow. then the rest of the forecast is looking dry. lots of sunshine. thanksgiving at this point is looking really nice. mike, you're getting reports of an incident at the bay bridge toll plaza. >> yeah, chp got reports of

good friday morning. susan in san jose was stuck in a tug of war between an appliance store and her new refrigerator's manufacturer. here is why. she says the handle popped off. this is the refrigerator upper left corner, this is the handle and that's the screw that's supposed to hold it on. you can see it's rotated to the right. susan says the store and the manufacturer were going to help her, but no one was actually taking responsibility to get this warranty repair job done. so she called us. we got ahold of the store, which prodded the manufacturer to finally fix sharon's fridge at no cost to her under the warranty. there is the job finally done. many families' fridges are bare. we're once again hosting our nourishing neighbors campaign to support bay area food banks. earlier this week, we visited the sf marin food bank warehouse. it is gigantic. the folks who fill these shelves to help feed families say our tough economic times are hitting hard.

growing. >> busy holiday travel rush hits high gear. the record amount of flights this year, plus advice from experts if you plan to hit the road. this is "today in the bay." good morning to you on this friday. i'm marcus washington. >> i'm laura garcia. did you catch video last night of this? lightning in san francisco at the legion of honor for president biden's apec dinner. more rain is expected today, with a chance of thunderstorms as well. >> let's turn to meteorologist kari hall, who has been focusing on that. how widespread of a chance are we talking about today? >> it's basically going to be a repeat of yesterday, where we see isolated thunderstorms and rain ramping up for the afternoon. we're starting out with some dense fog coming through the friday valley. that's a live look in dublin, where visibility is dropping minute-by-minute as all of that humidity that has soaked into the ground is condensing into some dense fog. now we'll see a mostly cloudy start elsewhere across parts of

officials at city hall. the general talk around apec and san francisco hosting it was pretty much positive. but there is still a day left, and a significant one at that. president biden is set to meet with mexican president lopez obrador later at 10:00 this morning. on the agenda for the two leaders are fentanyl trafficking, migrants and cuba relations. the mexican president almost backed out of coming to this year's summit, but he's here, he's meeting with president biden and he has met with president xi. after that, president biden will host the leaders' retreat where he will officially transfer the chair to the president of peru. all of that happening before the president takes off for philadelphia shortly before 1:30 this afternoon. last night president biden and the first lady hosted a red carpet dinner and party at the legion of honor in san francisco. president biden signing a temporary spending bill as well last night, pushing back the threat of a government shutdown,

news coverage. 200 pro-palestinian protesters chained themselves together and tossed their car keys into the bay, stranding commuters for almost four hours. ucsf says the closure triggered staff shortages and major delays for some patients who were waiting for organ transplants, the couriers couldn't get to where they needed to get to in time. of course the protests possibly still continuing on after apec, but at least for now things after today looking to possibly calm down around downtown san francisco. still a lot to watch out for, though. >> most definitely. it was a very eventful week. thanks, ginger. what are we expecting on the roads today? >> not everything is cleared. in fact, nothing is really cleared except for specific events. the richmond bridge, the backup at the richmond bridge crossing over the bay, heading toward san

rafael, we've seen more traffic because there's been a lot of traffic and slowing at the bay bridge. but there's an issue. we lost some lanes last month from a crash, and then just in the last few minutes this 12-passenger van was involved in a fender bender. no injuries reported. we have a smoother drive now than ten minutes ago. still, that's one of the impacts of this security that's restricting traffic across the bay bridge. one lane in each direction continues to be closed until 9:00 p.m. same thing for the ramps, if you get on at 4th or off at 5th, that zone is heavily impacted, as well as security around nob hill and in the area between the two high-profile routes between the hotel and moscone center. we've seen protests along market street before, back to you. moving you forward on this holiday's travel season, which is kicking in high gear. san jose mineta airport says it

anticipates busy weeks ahead. the peak travel period starts today and extends until tuesday, november 28th. nationally aaa projects more than 4 million people will fly over thanksgiving, that's an over 6% increase compared to last year and the highest number of thanksgiving travelers since 2005. next tuesday and wednesday are expected to be the busiest travel days at airports. the sunday after thanksgiving is typically the busiest day to return home. experts say -- >> look at wednesday through sunday, so that five-day period, aaa is projecting this to be the third highest thanksgiving on record since we've been watching holiday travel since the year 2000. >> nearly 50 million americans will be on the roads. aaa says you should avoid driving on wednesday if you can. instead, experts suggest you should leave on tuesday or get up super early on thanksgiving morning to hit the road. now to another sign the holidays are upon us. a large christmas tree now up in downtown san jose, and christmas

in the park will open next friday. so if you want to enjoy some holiday cheer early, go out and enjoy san jose's downtown ice, which opens today. the ice rink is around the circle of palms plaza on south market street. our own mike inouye will host the official opening monday night. kari, the question is, how will the weather hold up for our ice-skating activities this weekend? >> it looks quite soggy out there. it's going to be raining off and on, and especially this evening for the opening ceremonies and everyone trying to gather to welcome in the season, we have a chance of thunderstorms as we go into later today. so once again, pack the poncho. you'll need that again tomorrow if you're going to the game, cal versus stanford. it's going to be in the low 60s to start, breezy winds, and that rain will be coming through in waves. it may not rain the entire game, but we are going to see wet weather coming through. then we also have some rain for the warriors game tomorrow

night, and it's going to be soggy, temperatures in the low 60s, breezy winds, and that chance of thunderstorms will continue as well. so make sure you're planning ahead. all of the rain clears out just in time for the 49ers game on sunday. it looks really nice with highs in the low to mid-60s and lots of sunshine. if you're going to the f1 las vegas grand prix this weekend, it's going to be beautiful there. they're looking at temperatures in the upper 60s and low 70s. a little bit more windy on sunday, but that shouldn't affect the races. around here we're going to see some rain in the forecast. we won't see much. just temporarily. we talked about this, we saw those clouds. you pointed out the fog in the area over livermore. now we're in dublin, still looking at low clouds. i didn't think when you're on the roadway it's fine. we're above some of the buildings. low clouds, we'll call it that. our road weather index does not indicate any problems for visibility through the tri-valley and the traffic

it's left a lot of american companies concerned about putting all their eggs in china. apple, for instance, has moved some iphone production to india, but people who really know manufacturing say decoupling or diversifying or whatever you want to call it, is simply impossible. not only do you have to move your factory, you've got to move your suppliers, and you've got to move your suppliers' suppliers. one ceo telling me, don't you think we would have already moved out of china if we could? the government is going to stay open past january. the president signed that continuing resolution created by house speaker johnson that funds the government at current levels, too. the house ethics committee has levelled serious charges at new york congressman george santos. santos facing federal fraud charges as well, criminal charges. the committee said santos spent campaign funds on trips to casinos and botox, as well as

$4,000 at hermes and $6,000 at a ferragamo store. he says he will not run for re-election. there's a renewed push to kick him out early and that vote could happen as early as today. santos' biggest problem is not expulsion. it's the possible prison time he may be facing. >> thank you so much. new at 6:00 for you, a new skyscraper that may one day house hundreds of people downtown, may alter the look of san francisco's skyline. developers are releasing the first renderings of a proposed 71-story tower called 530 tower. now, it would sit on the site of the current parking lot and office building at howard and 1st street. the plans call for nearly 700 apartments, including about 70 for low income housing. it would be the city's third tallest building. developers also say that it would qualify for the state's density bonus, which would help fund the project. right now there's no timeline on

hunger in alameda county remains at its peak level compared to the pandemic. we estimate that we are serving one in four alameda county residents, that's children, adults and seniors that are experiencing some level of food insecurity. >> a million meals a week, is that correct? >> yes. >> and because of the rollback of the child tax credit and there's also calfresh, some of the emergency allotments were rolled back and that's made things more difficult? >> that's correct. we are serving over 1 million meals a week. this is six times more than we were pre-pandemic. and, yes, in fact, now that the pandemic era benefits have ended, we are seeing the negative impact in our communities. the loss of the child tax credit, the decrease or elimination of the emergency allotment to calfresh or s.n.a.p. benefits is gone. that is about $89 that families are receiving less. and so certainly demand for food bank services has increased, as well as our programming.

you are going to hit some low visibility. so allow some extra time to get to work. right now it's clear in oakland, it's 52 and 53 in san jose and 59 in san francisco. we're just seeing low clouds moving by. the rain is holding off as it is just off the coast. the storm system is spinning and will bring in more waves of rain, very much like what we saw yesterday with the afternoon to evening hours seeing the rain picking up. we're looking at the same thing again today, and possibly more thunderstorms. it first starts in the south county at about 2:00, and then moving from south to north. look at those bright reds around oakland at 4:00, it does show heavy rain. once again, some thunderstorms could be moving through. it continues off and on into tonight, as well as more waves of rain early tomorrow morning. here we are at 6:30 and widespread rain moving through. then it's going to be off and on throughout the day with a few more breaks during the afternoon to evening hours. we're looking at the possibility

crash. one person died. multiple others were injured and taken to the hospital. officers were going door to door looking for a driver involved in the crash who took off on foot. the chp says they located one person in a separate area, but it's unclear if that is the person they were searching for. today marking the final day of the asia-pacific economic cooperation summit in san francisco. president biden has another busy day on tap. overnight he signed a temporary spending bill averting a government shutdown for now. at 9:30, first lady jill biden will host a program for spouses of leaders at apple campus in cupertino. at 10:00 this morning, president biden is expected to hold a bilateral meeting with mexico's president. an hour later, he's expected to host the apec leaders' retreat. president biden then leaves for philadelphia around 1:30 this afternoon. state regulators are giving pg&e the green light to raise
