moving you forward on the recent surge on bay area respiratory illnesses. the critical new guidance from local health leaders. this is "today in the bay." good morning. i'm ginger conejero saab. marcus washington is off this morning. >> and i'm laura garcia. we'll get a look at that early morning commute with mike in just a little bit. we were all talking about how cold it is this morning. it's hard to get out of bed. >> i like mike's saying, it was very realistic, you take the covers off, and, oh -- >> put them back on. >> can i take them with me to the car? >> it will help wake you up if you just jump out of bed. it is cold. we are going to have more of these chilly mornings. it is one where you have to deal with frost advisories, and we'll see this continue for the areas in blue until 9:00. in solano county it is a freeze warning, so that also shows that our temperatures continue to be

well below what we like to see. now, we're freezing in sonoma, one degree above freezing in santa rosa, it is freezing in dublin and 34 in palo alto, upper 30s in the south count. we take a look at our highs, headed for the mid to upper 60s today. we'll make it up to 60 in matter me, san francisco will hit a high of 64 and upper 60s for the south bay. we'll get a look at rain coming in. where we'll see it in a few minutes. mike, you have a look at the bay bridge toll plaza. >> we have a look at the booth. look at that. it says 25 miles per hour -- yeah, most are going higher than that. it does talk about fas trak there through the area and no problems. this is a great time to go across the bay bridge, although two issues reported now over on the san francisco side off of the skyway, two disabled vehicles from the initial report. there's some slowing over here in richmond and there's a roadside fire, an encampment fire that's not affecting the

freeway itself. obviously it must be a distraction of some sort. we'll track both of these instances, as well as construction going on over here eastbound 580, the crew should be picking up and that might be why we're seeing slowing eastbound around san ramon road. the slowing on 85 should disappear in the next couple of seconds, but i'll track that as well. back to you. >> sounds good. we'll check back with you. we start with a live look at the gaza border from southern israel. aid trucks are continuing to flow into the area under the protection of the extended two-day cease-fire. that includes much needed fuel, food, and water supplies. even amid the pause in fighting, the humanitarian situation in gaza remains, quote, catastrophic, according to the senior united nations officials. >> "today in the bay"'s brie jackson joins us live from washington. this temporary extension is also allowing for more hostages to be released in exchange for

palestinian prisoners. >> reporter: that's right, good morning. so under the terms of this truce, hamas will free 20 more women and children during a pause in fighting. emotional reunions under way as hostages freed by hamas head home, including israeli american mizrahy's three young cousins and their mother. >> they have some tough conversations to have as a family. they have no home to go back to, they lost their father and their older sister. >> reporter: there's renewed hope that more families will be reunited now that israel and hamas extended their temporary truce through thursday morning. >> we're going to take advantage of every hour of every day that there's a pause to try to help the people of gaza. >> reporter: the biden administration urging further extensions to help release more hostages and deliver much needed humanitarian aid. on capitol hill, congress is getting back to work on debating

funding for two war torn countries. >> we don't have the luxury to pick and choose our national security challenges, and on the other side of the world, iran has been willing to prop up hamas and is helping russia's campaign in ukraine. >> reporter: the path forward remains unclear. republicans want tougher border policies in exchange for any ukraine aid. they're also blasting democrats who want certain conditions on support to israel. >> this sort of cynical short-sighted politics have denied the american people real border security too many times. >> reporter: the clock is ticking for lawmakers to act before the end of the year. and secretary of state antony blinken will travel to israel this week to push for more humanitarian aid to gaza, and to press for the release of the remaining hostages. laura, ginger. >> a lot of interesting developments over the past few days. thank you. well, a push for an

immediate cease-fire in gaza is getting support from city leaders in oakland. late last night they unanimously voted to pass a resolution supporting the proposal. the resolution is symbolic, but it prompted some heated exchanges at city hall. now, one group of protesters that support the resolution is calling for the release of all hostages, it's also pushing for the restoration of critical humanitarian supplies to gaza. another group argued oakland city council needs to include stronger language condemning the hamas attacks. the jewish community relations council says instead of focusing on a symbolic cease-fire, city leaders should spend their time on issues directly affecting oakland. a south bay man accused in a decades old child sexual assault case is due in court. richard jeffrey martinez is accused of assaulting a 7-year-old girl in sunnyvale in 1996. this past june authorities arrested him in san jose after

what they say was a positive hit tied to dna submitted to a public genealogy database. since that time, they say at least two more victims have come forward, claiming martinez also assaulted them in their childhood. martinez has not entered a plea. today environmentalists plan to voice their opposition to a new city now being planned by one group of silicon valley billionaires. a former goldman sachs trader is leading an $800 million effort to develop what is now called california forever in solano county. the model city would cover more than 50,000 acres of land near travis air force base. supporters are promising a lot of new jobs, affordable housing and open space. today the sierra club will hold a news conference calling the whole idea a land grab, ignoring years of eco-friendly planning and a security threat to the nearby travis base. richmond chevron oil refinery not ruling out

additional flare-ups after a power outage yesterday triggered flaring, sending plumes of smoke hayward. it led to a level 1 community warning from the refinery, which includes telling neighbors and those are respiratory issues to take precautions. teams are now investigating. the district says at least 50 complaints have been filed over air quality. our bob redell is in richmond this morning. we'll join us with the latest in a live report in our next half hour. moving you forward this morning, cases of the respiratory illness rsv are now on the rise in santa clara county, although there is a vaccine available. santa clara county public health monitors rsv through wastewater and noticed a sharp increase in all county watersheds. rates in san jose doubled over the last month, and in the last week rates doubled in palo alto, sunnyvale and gilroy. for the first time, there is an rsv vaccine available, and anyone who is over the age of 60 and is at risk of serious

illness is urged to get it. pregnant women between 32 and 36 weeks are also eligible, and providers should have plenty of adult doses. while babies younger than 8 months are also eligible, their doses are harder to come by, which makes vaccines even more critical. >> the vaccine that's given to the pregnant women gives protection to the infant, so that's a way to be still protecting that infant, even though we're on short supply of the immunization that is available for them. >> it is too soon to tell how many people are vaccinated against rsv because it's so new, but the public health department reminds us all that it's not too late to get covid boosters and flu shots as the respiratory illness season is just getting started. let's take a peek outside on this now tuesday morning. a lovely live look at the stanford university campus this

morning. it is a cold start to the morning. you're going to feel it as you step out of bed. maybe get back under those covers. it's a tough one on this tuesday. >> yes, it is, and it's only 35 in dublin right now. a lot of our temperatures are a lot lower than we like to feel to start out our day, but it is now getting deeper into our fall/winter season, so i guess we can expect it, with our temperature now at 40 degrees in san jose. as we take a look at san francisco, what to expect today, our temperatures go from upper 40s to low 60s by the early afternoon, in san francisco at least it will be nice and sunny. that helps things feel a lot warmer. we're going to see a high reaching up to 68 degrees in much of the south bay, while the north bay will see low 60s this afternoon. mike, you're watching some of those gas prices. how is it looking? >> we're going to start in san jose. it's looking pretty good. we have another $3.99 if you qualify for the cash option at

them the second biggest delivery system in the united states, behind the post office, which also delivers amazon packages. online shopping hit new records as we get close to the holidays. in fact, shopping of all kinds hit new records. black friday shopping, cyber monday shopping, $12 billion yesterday alone. if you ask americans if the economy is strong, they say no. but their behavior tells an entirely different story. there are more americans with jobs right now than any time in history. wages are up, inflation and gas prices down. mike yesterday and today pointing out $3.99 prices. yeah, it's at costco, no, your corner gas station probably can't match it. the u.s. is producing more oil and gas domestically than any time in history, more than 12 million barrels a day. you get about 20 gallons of gas out of that, so a quarter billion gallons of gas a day, give or take.

president biden apparently skipping this year's global climate summit where they talk about ways to cut down using gas and oil. we'll talk more about that as we talk politics in a half hour. a mayor of paris says she's quitting twitter or x because it's a gigantic global sewer. she had more than a million followers. she says twitter is a tool to destroy democracies. you know people play games online using headsets. it turns out they like to eat chips, too, into the microphone. the maker of doritos says it's developed special software that mutes the sound of the crunch, the same way others cancel out babies during a flight. it's free to download, so far for windows only. but i can see how if the microphone is right here and you're spending a good part of the afternoon and you're eating

some of those coastal areas, some of those low-lying trails. we're going to once again watch out for that, later this morning at 10:00 half moon bay may see higher than normal tides. it's been coming up about a half a foot higher than it normally does. in san francisco at 11:00, it will be up to about 6 1/2 feet, sausalito happening at 11:15 this morning. so watching out, again, for that flood advisory as our temperatures this morning start out near freezing in a lot of our inland valleys, or even below freezing. we're at 32 degrees now in dublin, and it is 37 in san martin. then going into today, we're back up to some of the same temperatures we saw yesterday afternoon, and we're getting ready for even cooler temperatures for tomorrow, with highs in the inland east bay only in the upper 50s throughout the afternoon, and low 60s elsewhere. thursday, about the same. as we get ready for the rain coming in late tonight, it starts to hit the north bay

around midnight, off and on spotty showers early tomorrow. then we clear out for the afternoon. and then on thursday we could see a few more spotty showers, but this by in stretch of the imagination is going to be a washout. we're only looking at a few tenths of an inch of rain, maybe up to a quarter inch of rain for san francisco, and some of the coastal areas. so that's round one of the rain moving in late tonight, and then again tomorrow. then on saturday there may be additional showers as an atmospheric river remains just to the north of us. it doesn't look like we're going to see that rain until about the middle of next week. but we could see some light snow into the next few days for the sierra, about 4 to 9 inches of snow. so our weather is getting a little bit more active there. we start out with a chance of rain late tonight into early tomorrow, a break tomorrow afternoon, and then a few more spotty showers on thursday. we're watching the weekend for additional rainfall, but it's just going to stay chilly these

next several days. mike, you're seeing changes for i-80? >> yeah, actually both for the better. the san francisco approach, all smooth. the disabled vehicle or whatever roadway hazard as at the fremont exit has cleared. there's now a build at the incline just starting. over here west 80 through richmond, there was a roadside fire along that section of the eastshore freeway. it looks like it's still a distraction. no structures involved from what i understand. a little bit of build for highway 37 and highway 4, but this is kind of holding steady, eastbound 580, the road crew must still be there approaching the dublin interchange opposite your main commute. coming up next, nbc bay area responds. >> he scores a discount, which is supposed to lower his bill. pretty basic stuff here. but it turns into a discount dud and the company does the opposite. opposite. i'm consumer inves

nbc bay area responds to an east bay senior whose cell phone discount turned upside down. >> his bill somehow cost him more with a discount, so he called consumer investigator chris chmura's team. >> good morning. ron in walnut creek says he asked t-mobile about a senior discount. savvy move. he says reps told him, yes, he would pay $50 a month less. not so bad. he agreed.

but then ron's next bill rolled in. $115 higher than before the senior discount. ron says he called t-mobile four times, but couldn't get reps to fix his bill, so he pinged our team. we contacted t-mobile. about a week later, t-mobile gave him the $53 a month discount that he had been expecting. we wanted to know more from t-mobile, but we haven't heard back. any time you're renegotiating your mobile phone plan, or any other contract, we recommend getting the deal in writing. in ron's case, he was on the phone, so that was tougher, but not impossible. here's what i would do. i would hash out the details and then ask the agent to email the terms. i would hold the line until that email arrived. if they told me no, i would hang up and visit them in person. the strip mall stores probably have a printer. if you need help on a consumer issue, snap the qr code on the screen right now to fill out our

the air quality, after a major flaring at the richmond chevron refinery. >> "today in the bay"'s bob redell joins us live from outside of the refinery. bob, chevron says the flaring is done for now, at least. >> reporter: correct. good morning to you, ginger and laura. according to a post on chevron's facebook page, they say that intermittent flaring is still possible. fortunately, we haven't seen any flaring since last night here at the refinery behind me in richmond. this was the scene yesterday. you can see orange flames shooting out of the stacks at the refinery, and then spewing black smoke throughout the area. chevron says the flaring was the result of a power outage at the refinery. contra costa county supervisor who represents this area told us that the hazmat and air quality district did respond, but the district did not issue any public health advisories, but will investigate this incident

to see if chevron should be fined. >> this is never a good thing. this means that something went wrong at the facility. that flaring, when the smoke comes down to the ground level, can have health impacts. and flaring should not happen if there is no issues at the refinery. >> i'm really not sure how accurate the information is, and being that you have families with allergies and asthma and respiratory issues, it is a concern. >> reporter: yesterday the county did advise people with respiratory issues and concerns about the air quality to take precautionary measures, if needed. the bay area air quality management district reported at least 51 complaints regarding this event. you might recall back in 2012 there was a leak and a corroded pipe at this refinery that caused a fire that spewed lots of spoke in the air and sent thousands of people to the hospital. what happened yesterday was not a fire. again, chevron says it was a flare up due to a power outage.

reporting live, bob redell, "today in the bay." >> thanks for the latest there, bob. now let's check in with meteorologist kari hall this morning, who is tracking the air quality in that area, and really across the bay. >> absolutely. because yesterday when we did see that flaring, we had a pretty strong westerly wind, so that carried a lot of the smoke from that refinery across the delta, through some of the low-lying areas, from benicia over toward antioch and brentwood. now this morning that we do have our morning inversion layer, we are seeing that air quality in parts of the bay area in the yellow to orange zone. that means that it is moderate and we're seeing that settle in and kind of push down into the bay and some of those low-lying areas as our wind is a lot lighter. with the yellow areas, moderate air quality, we're seeing those numbers ranging anywhere from 51 to 100, so that means that the air quality is acceptable, but there may be a little bit of a risk for people who have breathing problems, who are unusually sensitive to some of

that air pollution. so we'll continue to monitor that throughout the morning and into the day, with our temperatures very chilly right now, near freezing, in a lot of our low-lying areas. mike, you had another fire reported in the richmond area. >> this is a small roadside fire, a warming fire, at an encampment off of i-80. i've circled the area in your commute direction, much less slowing than we saw about 20 minutes ago. the arrows show you the build, typical for highway 4, 37. there's slowing at the bay bridge approaching the toll plaza. vasco road shows a 22-minute drive. 18 minutes is typically what we see early in the morning. we've seen that change from 22 to 23 live on camera here. i'm circling 580 eastbound. the crew is not clear from the dublin interchange and that will slow you heading into livermore.

a north bay 7-eleven remains closed after a big scare which sent four people to the hospital. it happened when a car plowed through the store's entrance a little after 6:00 last night on diablo avenue. four people inside the store were hit by flying debris, three were sent to the hospital, along with the driver. police say no one suffered serious injuries. so far, there is no word on why it happened, although police are ruling out driver impairment. the sister of the man accused of killing a prominent tech executive is in trouble herself. the san francisco police department says momeni was arrested on suspicion of dui after crashing a vehicle in the tenderloin. the incident happened yesterday morning. her brother, nima momeni, is facing murder charges in the death of cash app founder bob lee. she has been seen regularly in

court supporting mean na since his arrest. contra costa county leaders will get an update on a tax revenue measure voters approved three years ago. measure x authorized a new half cent sales tax, which first kicked in back in april of 2021. it's meant to support a wide range of county services, including health care, emergency response, and early childhood care and support. supervisors today will hear about the distribution of funding and how to best allocate unspent money. later today san francisco supervisors resume a debate critical in taking control of the housing approval process. it follows the recent passing of a state deadline requiring the city to eliminate red tape and speed up permitting. without action, the city may have to yield to state authority. supervisors did not act in time. but a committee yesterday did take two steps. first, to continue talks about complying with the state requirements, and, second, asking the state to extend the

deadline. san francisco must meet state goals to provide more than 80,000 new housing units in seven years or lose out on critical state funding. today is giving tuesday, a day charities will be asking you to help them move the community forward. now, there are plenty of legitimate organizations doing good work, and today we're highlighting a few of them. >> "today in the bay"'s kris sanchez joins us with some local organizations and some tools to make sure that your money is going where you want it to. >> that's what we want, right? so this time of year brings the generosity out in a lot of us, and today many charities are hoping they will be the ones to get your hard-earned dollars. i want to start with how great the need is here in the bay area, and i got the answer on that from the united way bay area. they did a survey that found one in four residents struggles to meet their basic needs, which adds up to more than 600,000 of our neighbors in the community.

part of that problem is that 40% of residents spend more than one-third of their income on housing, leaving little for anything else. for that reason, united way focuses donations to helping people connect with college and careers, gaining financial stability and advocating for housing justice so people can stay in the bay area. >> this is where their family is, this is where their community is, this is where they've grown up and raised their kids and their grandkids, and they don't want to leave, and they shouldn't have to leave. >> there are so many other organizations that also help in other ways, from second harvest food bank, which helps working families keep food on the table, so family giving tree, which sends kids to school with backpacks full of supplies and organizations that take action against poverty, like catholic charities of santa clara county, which just worked with mayor matt mahan of san jose on affordable housing. also, organizers who focus on children, from autism speaks to

there with care, with helps families with critically ill children from the childrens' hospital and ucf ben off. >> like like someone coming in and checking in on you, as well as providing assistance to the families. >> now, if you are in the position to donate, there are a number of ways to verify that the charity asking for your money is legitimate. the irs will help you check their tax exempt status. also charity navigator evaluates nonprofits. charity watch rates how efficiently they use your dollars. and give.org is the better business bureau's wise giving alliance, which verifies the trustworthiness of organizations. if you fall victim to a scam organization, go to reportfraud.ftc.gov. we have a link to all of these charity verifiers on our website, and also to those charities that we can vouch for. the two questions i always like

new this morning, a push at the national level to stop you from speeding. the national transportation safety board is pushing for all new cars to be equipped with technology meant to make speeding difficult or impossible. the move comes following a crash in las vegas last year that killed nine people. investigators say the driver was responsible and was going 103 miles per hour at the time of the crash. the ntsb says a final report regarding these recommendations will be published in the coming weeks. it's unclear when or if these recommendations will be implemented. last year more than 12,000 people in the u.s. died in speeding related crashes. 5:46 right now. president biden and the first lady will travel to georgia today to say good buy to rosalynn carter. >> scott mcgrew, we also expect to see president carter at the memorial for his wife. >> yes, he's very old, as you

the first wave of rain that comes in will arrive late this evening and will start out around midnight in the coastal areas, moving into the north bay, and then going into early tomorrow morning that rain starts to taper off. we're going to have a few hours of some completely dry weather before the spotty rain returns, but we're not looking at a lot of any heavy rain anywhere around the bay area. in fact, some of us may only get a few spotty sprinkles. it shows in napa we may get 0.01 of an inch. about 0.01 in fremont. in some coasting areas, we may get a quarter inch of rainfall. the system brings in more spotty showers on thursday. i'm watching saturday because there will be an atmospheric river to our north and it does show some of the moisture coming into the bay area with spotty light showers on saturday, and then we may not see the bulk of that rain until about the middle of next week. while we get some off and on light rain, the sierra is

getting some light snow and we're looking at about 4 to 8, maybe even 9 inches of snowfall between now and sunday. it looks good as we've been hoping for a lot more snow and these weather systems that have been coming in haven't been giving us enough to really help catch us up to our dry start to our fall. our temperatures reach into the low 60s for the next few days, and our mornings in the low 40s, even some upper 30s by the weekend. mike, you've been watching the roads and a couple of issues around the bay area. >> a couple of slowdowns. here in the south bay, two new crashes did show up in the last few seconds. i don't have a lot of detail. one is 101 in the santa clara area. this one is north 87, judging by the sensors, it must be around the 280 downtown area. 101 does have the typical build. that's tough timing for the guadalupe parkway. we do know this crew has not yet cleared from eastbound 580, still on the grid around san ramon road. it's not unusual, but still it's
