we go into the day. we are going to have a couple waves of spotty showers by this afternoon. we are going to see mostly the north bay and then the rest of the bay area staying dry. as we go into the afternoon tomorrow, there will be the potential of more spotty showers in the forecast, but overall most of us will continue on with dry conditions. we will be mostly tracking the north bay. today we have slowing, a couple lanes down in doing the slab replacement, and this is pleasanton on the border with dublin there. highway 4 coming through the north bay. a smooth flow of traffic, and we

did have slowing on 280, and it's clearing up. we begin this morning with breaking news. an ambitious new plan from the white house to replacing all remaining lead pipelines within the american infrastructure. despite the decade-effort to replace all the lead pipelines, the white house says 10 million homes are still connected to water through the lead-based lines. the proposal also calls for boosting the requirements for water testing, and demands proof of progress in the replacement of lead piping. there's no so-called safe level to lead, and it can damage the brain and nervous systems. while you were sleeping, the latest group of israelis

hostages were released. hamas is claiming responsibility for a shooting in jerusalem that killed three people. hamas posted the claim on social media. >> good morning, laura. the biden administration says the cease-fires have delivered meaningful results including the release of nearly 100 hostages and the delivery of much-needed food and medical supplies to gaza. the truce between israel and hamas extended for a second time, allowing more hostages to be freed. >> from day one we have been

focused relentlessly on trying to secure the release of hostages from gaza and from hamas. >> the renewed cease-fire follows wednesday's release of hostages, including just the second u.s. citizen to be freed. >> i talked to their mother and father and they are very appreciative, and things are moving well. she will soon be home with her three children. >> back here in the u.s., there has been a rise in crimes. >> all of us must condemn anti-semitism with full-throat the clarity wherever we see it before we metastasize into something even worse. >> what happened on october 7th was an atrocity, but we ask israel and any military action

be sensitive to the collateral damage of innocent individuals. >> israel and hamas say they are ready to resume fighting. approximately 145 hostages are still being held by hamas. laura? >> we will see what will happen in the latest cease-fire. thank you very much. new concerns for an east bay refinery, and this time it's the martinez refinery that experienced flare ups last night. bob redell is live for us outside of the martinez refinery. any way you look at this, it's been a tough week for folks that live in those surrounding areas. talk to us about what happened with the latest flare-up.

>> reporter: good morning, marcus. a flare-up is when they have to burn off into the open sky, and not clear what, if anything, might have been released during that. the refinery posted this to its website, and i am quoting here, all appropriate agencies have been notified and we apologize for any inconvenience to our neighbors, and flares are part of the integrated safety system designed to safely manage combustible gases by burning them off efficiently and effectively. coincidently, two flare ups happened after two people filed lawsuits against the martinez --

>> there's a lot more information about what exactly is happening, and what kind of chemicals are being released and all that kind of thing. right now we essentially left in the dark and at the mercy of the refinery company as to when it will release information. >> reporter: we asked the refinery for comment on the lawsuit, and they said they could not comment on a pending litigation. there was another flare-up, and chevron has been asked to file a 72-hour report, which would be due today. chevron said monday's flare-up was a result of al power outage at its plant.

the bay area air quality management district said it was monitoring and did have inspectors on site at the time, and the county did not issue a public health advisory. >> no matter the reason, still concerning for a lot of folks that live in that area. bob, thank you for that. it's 5:08 right now. we're taking a live look at the golden gate bridge. traffic appears to be light, and that's mike's department, and we will get to him in a bit. let's get to the forecast and meteorologist, kari hall. it's 43 in dublin, and 56 in san francisco. definitely drier conditions this morning compared to yesterday. but we do still have a slight chance of a spotty sprinkle for this afternoon, and mainly in parts of the north bay. our temperatures reach into the low 60s for this afternoon, and

good thursday morning to you. the time is 5:13. let's get a look at our north bay forecast. it's 51 degrees, and it's another chilly morning. we make it up to 60 for a high today. not much of a range with between where we are starting and the afternoon. we will get sunshine. we will talk about that and where we could see rain, coming up. damp roadways, but not wet, and the bay bridge tollway looks

good. we will show you where there is slowing showing, coming up. there's a lot to get to. the stock market continues to rally. we are shaping up for the best month so far this year. we get key inflation numbers today, and those have been good. general motors says it will reduce spending on san francisco based cruise by hundreds of millions of dollars and also buying back stock. when a company buys back shares, those shares no longer exist, and that makes the shares you own more valuable. >> is somebody going to try and blackmail me with money. go [ bleep ] yourself. >> the old twitter stunning cnbc

what we have had to start out our mornings over the past few days. we look at our highs that are headed for the low 60s this afternoon. we are back to some of the temperatures we have seen recently. not much of a change tomorrow or saturday. still low to mid-60s in the forecast. no change in temperatures, but what about rain? we have such unsettled weather across the region as the storm systems move to the north and to the south. we are right in between right now. there will be some spotty showers approaching the north bay, but it's a weakening system, and for the most part we will not get to see all the bay area get into the rain. into the day on friday, still spotty showers for the coast and that parts of the north bay, but if you are in the east bay or south bay, you probably will not see any rain over the next several days, even into saturday we see more spotty showers off and on, but it misses most of us. we are only looking at a few 0.01 of an inch of rain, and

spotty sprinkles here and there, and no significant rain for a while. going into next week, the atmospheric river to our north, it will start to slowly sink to the south. by the middle of the week, we could be watching some rain but even that looks like it's weakening as it approaches the bay area. we need storms here, because not only are we lacking the rainfall but also looking snow in the sierra. we are looking at one to three inches of snow over the next several days. looking at our 7-day forecast, keeping the clouds and peeks of sunshine and light rain chances here and there, but mainly dry through the next several days. mike, you are tracking a few incidents in the east bay. >> yeah, westbound 80 coming through san pablo, and no slowing and the crash cleared out of the roadway and the chp incidents there. and no slowing at the toll

inflicted not only on the families but the entire jewish people is ongoing, and made worse by the constant question, will some come out today? >> an american was among those released, and her sister-in-law lived in berkeley, and this video shows the moment of her release. her husband is still in captivity. the israeli government received a list of women and children who will be released today. last night in santa rosa, seven sonoma county synagogues and close to 200 people came together for a prayer vigil calling for every hostage to be freed. there are more than 150 hostages in captivity, including nine children and eight americans. overnight 21 aid trucks arrived in gaza city and the northern

part of the strip that were carrying food, water, baby formula and blankets, real essentials, and antony blinken said immediate and increased humanitarian aid is needed in the region. we will continue to watch the developments on this, marcus and laura, and bring you the latest. >> thank you very much. and now hamas sent out a news release declaring a global protest for this weekend, so it could be very active across the globe. >> i bet it will be. we will continue to follow that, and in the meantime governor newsom is debating ron desantis on fox news. >> is it pride? pride might be awkward in florida. these two men are not running against each other. newsom is not running for anything at all, at least not yet, but the debate was his idea. desantis could use the attention as he is falling behind in his

run for president. not hard to imagine the day when newsom runs for president, and if trump wins this time, maybe it's a preview, newsom versus desantis. biden could change his mind about the election and newsom could step in, and it's unlikely. the two governors scoring points at home by fussing at each other. >> i want to get this right, you called him a small and pathetic man and asked, quote, kidnapping charges, is that what you believe, governor newsom, florida kidnapped migrants and brought them to california. >> i think i am being generous with small and pathetic. he's desperate for attention. >> each governor brings some

strengthens and weaknesses to the debate. let's start with desantis. he doesn't have to defend anybody but himself. as a republican, he can attack biden, but he is running against trump in the primary, so he can deflect any criticism of trump. desantis struggles with connecting with voters. the more they get to know him, the less they like him. and his position on abortion is counter to most of those who support abortion rights. >> abortion after six weeks will be punishable by up to five years in prison, even though many women don't know they are pregnant at six weeks. that's not freedom. it's ron desantis' florida. >> and desantis has another weakness. he has a lot to lose and a lot to gain.

he needs more supporters, and gavin newsom has nothing to lose. he's not running for anything. his position on abortion matches the majority of american voters, and his disadvantage is he will have to defend biden, and major retailers moving out and our malls, these are many images people think of when they think of california. it will be on fox news. it starts at 6:00. >> i am sure a lot of people will be watching to see what happens. thanks, scott. a judge is expected to set a trial date for the man accused in the murder of a tech executive in april. you may remember this man. he is being held without bail.

you. it's 5:43. let's head over to pittsburg with a look at this morning. we have a calm wind and clear sky, and we will see temperatures gradually making it into the low 60s for today as we get a mix of sun and clouds across the bay area. we also will be watching out for some spotty rain. i will have more on that in the forecast, coming up. and then folks traveling south on 680 and splitting off towards 24, and walnut creek moves smoothly there, but there's slowing on vasco.

we are at 24 minutes as you approach 580 out of contra costa county into alameda county. with his political future hanging in the balance, new york representative george santos plans to address the media later this morning. house lawmakers plan to hold their expulsion vote tomorrow. santos is facing charges but not yet facing trial. there's evidence he improperly used campaign funds for personal benefits. aaa is just out with new data on the safety of our roadways. it finds more than half of drivers admit to potential risky behavior behind the wheel, and speed something the most common behavior, but one-third drivers admit to driving distracted or

aggressively. the data is alarming. >> the aaa survey is self reported data. these are behaviors people were not willing to admit to a friend or neighbor but will admit in the anonymous survey. it's potentially life-altering behaviors. >> it's reported that nearly 20,000 traffic related deaths during the first half of this year alone. moving you forward on the rush to deliver this holiday season, and this is because everybody really wants their packages to arrive on time. >> exactly. the u.s. postal service is getting ready not just for the regular season during the holidays, but trying to modernize for the future. kris sanchez joins us live inside the brand-new sorting and delivery center in palo alto. this is the first of its kind in the nation, i understand. >> reporter: right, eventually there will be 400 facilities like this one, but here in the

bay area we got one of the first 40, and it means a lot of efficiency on a regular day, 5,000 packages will be sorted and processed at the facility. during a holiday peak season, 10,000 packages a day, and they are not all of marcus's either. talk about this modernization. it's exciting to see. >> reporter: yeah, this is the only center in california, the second in california, period. what we have done is really modernized and enhanced the facility. we have increased the efficiency for our employees with new amenities, and we have expanded our services for customers. it's like a one stop shop post office for the future. >> reporter: we will talk about the holiday and then the sorting. you are getting ready for the holidays, you hired more people, 10,000 employees for the holiday

and then kiln, in san francisco, american-style food. and then you have a carmel by the sea, and it features fresh seafood from monterey bay. >> i think we should just work on the names. let's go to -- >> yeah. >> kiln -- >> lets just go eat! we are starting out this morning with chilly temperatures. we are feeling some of the cool air across the bay area that continues to start out our mornings, but take a look where we are headed for today. of afternoon highs in the low 60s. 62 in morgan hill and 62 in los gatos. we have seen the low 60s for the past few days, and not much of a change today.

temperatures in the upper 50s for daly city, and 60s for redwood 60. low 60s for much of the north bay. let's talk about rain because that has been the hit or miss thing here. we have had quite a few clouds across the region. the first system is pushing to the south. there's another one pushing from the north. the one from the north could bring spotty showers. we are at 4:00 and we are starting to see light rain moving into parts of the north bay, and not everybody will see that. we go into tomorrow afternoon with another round of north bay light showers. that could move into san francisco and down the coastline. a lot of the inland areas will once again miss out on the rain chances and pretty much the same on saturday as well. parts of the bay area will see off and on wet weather, and we are looking at the potential of a few 0.01 of an inch of rain.

next week, here we are with another atmospheric river across the pacific northwest. it has been there but we have only seen the outer fridges of possible rain on the lower end of the atmospheric river. we need snow, so as we look at tahoe, it will be dry this weekend. it only shows for the next several days, there's only one to three inches of snow we could get. inland, a slight chance of showers and highs in the low 60s. mike, are the metering lights on? >> yeah, they were active earlier because of the slowing we saw mid span, but we have a slower build. it's not a big problem. 5:28 is when the lights were on. east shore freeway shows a little slowing, and out of

richmond into berkeley there's slowing. that could have been a burst of slowing. and then a mild build on highway 4, and that's contra costa into walnut creek. we do note that there's a fire over here, 680, and i think it's a roadside fire but we will check that out and let you know if it's anything you need to worry about. it took about ten minutes here on 101, so lighter volume overall. back to you. >> thank you. happening now, bart is working to track down a man they say caused major delay. the tube was shutdown, which meant trains, none of them, running between san francisco and the east bay. sky ranger caught a large police presence and many people stuck
