police standoff. new overnight, the developments in that investigation. a man shot dead while pumping gas outside an oakland convenience store. what led up to the gunfire and the way customers are reacting this morning. this is "today in the bay." good tuesday morning to you. 5:00 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we'll give you a live look outside this morning along the peninsula. another foggy start to our morning out there. >> yes, we're going to check in with mike and how this is impacting roads. got to take it easy out there. first, let's start with kari. another dense fog advisory that people should know about. >> this is spreading across the bay area. it is not only the north bay valleys and the delta, but also comes down the peninsula and may soon start to affect parts of the south bay. look at san carlos, right now visibility down to zero, and

that was not the case yesterday. so once again, we're seeing the fog in different areas compared to just the north bay. looking at oakland right now, visibility down to a quarter of a mile. we have quarter mile visibility pretty widespread in most of the north bay, but that will go down even more as we see the fog continuing to condense and settle in across the bay. as we get a look at a lot of our cameras, we are seeing low visibility and temperatures starting out in the 40s for most of us. then as we go into today, once this fog clears, it's going to be a very nice afternoon. the warmest day we'll see in quite a while, with highs in the south bay headed for the low 70s. i'll talk about that in a few minutes. mike, you were seeing the fog is a factor for you as well. >> look behind me. this is supposed to be the shot we show of the san mateo bridge traffic. the taillights, you see that, very close to the cameras. they quickly fade away. now, remember, this camera is above the roadway, near the toll

plaza, and so on the deck itself the road weather index is not showing that it's an issue. but it is on the peninsula, so it's likely going to be a factor for much of the high-rise and the incline and decline on the foster city side. a smooth flow of traffic despite the low visibility. really tough where the yellow is showing on the peninsula, all the way down the peninsula, heading toward palo alto. we'll continue to watch it develop in spots. the south bay does show a lot of good visibility but we'll watch for that to develop. the tri-valley, not a problem. we know we can find pockets of that. 680 through danville, concord, likely off the water. over here it shows up a lot. now there's slowing westbound 80 coming off of the carquinez bridge. no incidents the last time i checked, but perhaps there's suddenly low visibility. i'll bring that to you in the next update. i wanted to show you at the golden gate bridge, up until about three minutes ago, we had

cones blocking off all but the two right lanes. it was tougher visibility at the same time. things may be different, you've got to orient yourself and slow down. >> good advice. thank you very much. now to developments overnight in the middle east. this is a live look from israel to the gaza border. the u.n. is expressing new concerns as israel pushes deeper into southern gaza, where hamas leaders are believed to be hiding, and civilians are being told to evacuate. the u.n. fears there are few places for evacuees to go and little for them to survive on. in the meantime, the battle over funding for israel and ukraine is health up on capitol hill. "today in the bay"'s brie jackson joins us live in washington this morning. brie, in a new letter, the white house is warning that resources are really running thin now for both efforts. >> reporter: that's right. good morning, laura. so the white house is really pushing for congress to act. that aid package for israel and ukraine, it's being held up by

differences over immigration policies here at home. meanwhile, there are growing calls for israel to do more to protect civilians. israel expanding its ground offensive against hamas, and warning gazans to flee to certain neighborhoods in the south. >> translator: they are pushing us from one place to the next, and each one is worse than the last. >> reporter: as the humanitarian crisis worsens, the biden administration is repeating its call for israeli forces to limit civilian casualties. >> you have got to give civilians the time and capacity and real opportunity to leave. >> reporter: israel defense forces responded to those concerns while still vowing to continue the war. >> absolutely, we're very attentive to the administration and military to military perspective. we are constantly engaging with our american counterparts. there's no fairy godmother that

will make hamas disappear. >> reporter: as the fighting rages on overseas, the battle over funding is ramping up on capitol hill. the white house sending an urgent message, pushing for congress to approve aid to israel and ukraine. >> we're running out of money and we are nearly out of time. >> reporter: the holdup for funding for the two war torn countries is division over money for our own southern border. republicans want major changes to curb illegal crossings. >> the world is watching what we do in congress these coming weeks. you can bet vladimir putin is watching, hamas is watching, iran, president xi, north korea. all our adversaries, they're watching closely. >> reporter: and the clock is ticking for lawmakers to act by the end of this year. the senate is expected to hold a vote on the aid package this week, laura. >> so much to cover there. thanks for the latest. san francisco, meanwhile, becomes the latest city to debate a cease-fire resolution. supervisor dean preston will introduce a resolution today.

it calls for a sustained cease-fire, humanitarian aid, the release of hostages and the condemnation of anti-semitic, anti-palestinian and islamophobic attacks. oakland and richmond leaders have each held heated meetings that led to similar resolutions and subsequent backlash. supervisors this afternoon will hear public comment. kris sanchez will have more in our next half hour. authorities in virginia still waiting to go inside a home that blew up during a standoff. one neighbor shot video as it happened. take a look. police in arlington responded to calls about a man firing a flare gun from inside the home. as they tried to serve a search warrant, witnesses say the suspect discharged several rounds from a gun and that's when the house exploded. no officers were seriously injured. well, police have not yet identified the person shot and killed outside of a 7-eleven.

police say it happened yesterday as the victim was pumping gas at a 7-eleven on international boulevard and 5th avenue. this is near lake merritt. the owner of the store says shortly after that victim got out of the car, another car pulled up and several people got out and fired multiple rounds. other customers telling us that they're too familiar with this cycle of violence. >> every time i go, i have to be looking around, because people are parking there. >> you rarely see that kind of stuff happen up here, but it's oakland. that kind of happens in every part of oakland for the most part. >> oakland police are not saying if they believe the victim was targeted, but they are asking anyone with information to give them a call. to decision 2024, the field will be down to four when gop presidential contenders meet tomorrow night in alabama for their latest debate. the field will include ron desantis, nikki haley, vivek ramaswamy and chris christie. christie barely qualified this time, needing at least 6% of support in the polls to take

part in the news nation debate. republican polling front-runner donald trump is, again, not part of the debate. he's organizing his own closed-door fundraiser during the same window. 5:08 right now. let's take a live look. where is this? this is san mateo bridge. a foggy start to the morning. coming in this morning, i had a similar situation. meteorologist kari hall can help us see through it all. i don't know how much you can help us. >> you know, we are under a microclimate weather alert due to that fog, but my drive in was completely clear. so we are seeing a clear view as of now in dublin, coming through 580 and also parts of the south bay, it is clear. now, we are going to see sunny skies for the afternoon, after our foggy start. we are heading for a really nice day. take a look at our temperature trend, even though it starts out chilly with upper 40s, as we go into the afternoon we are going to see those temperatures headed for the mid to upper 60s. i'm also watching out for rain,

and we'll see this coming in by tomorrow, so we'll talk more about the timeline and how much to expect in a few minutes. mike has a look at how those gas prices are looking at the pump. >> if you can see them, depending on where you are, they're looking a little better. in the south bay today, big box buying power wins, $3.89 at the costco on center road. the others are a couple cents higher. $3.91, the price at the other costcos. in alameda county, we're looking at hayward's best, valero on ha hesperian boulevard. $4.45, the best on guerneville road. these reports are coming from you on gasbuddy.com. on the roadway, anywhere on the peninsula, north of the san mateo bridge, really tough to see as far as the road weather index. it is tough, including where we just showed you on the san mateo bridge. on the carquinez bridge, i'm looking for the source of the

issue. construction crews are eastbound and the arrow shows you westbound, lots of slowing. caltrans cameras that i can get a peek of show really dense fog. very tough to see there, so that's likely because of the conditions. just be careful out there. well, coming up, a pharmacy changes drug prices, but are they going up or down? we'll tell you. plus, breaking records decades later. the old billboard top 100 track that just pumped the queen of christmas from her perch,

good tuesday morning. right now at 5:13, as we get a look at cupertino, we are under a microclimate weather alert due to the dense fog. at 8:00, we're seeing partly cloudy skies here, and we're going to see sunshine across much of the afternoon and around the bay area. it's going to be a nice day before the rain arrives. a look at the timeline of the rain and how long this fog sticks around coming up. and right here the bay bridge, one of the areas where we have that foggy advisory issued by the chp, also, as they experience tougher conditions for visibility. bay bridge, carquinez bridge, san mateo bridge, the san rafael bridge as well. we're going to talk about what's going on as far as the slowing and the impact this is having on the commute. good morning. very happy tuesday to you. markets may move lower today on concerns about china. moody has cut china's outlook to

negative. investors in hawaiian air laughed all the way to the bank as that company's shares were up 192% after alaska air announced it wanted to buy the airline. interesting story out of cvs, the drug chain. the "wall street journal" reports cvs is going to change the way it prices prescriptions. the way they do it now is super complex. the chain is going to move to a cost plus model, the cost of the drug, plus their cost of handling it, plus a small percentage of profit for them. the obvious question, is that going to cost you more or less? the answer is yes. it all depends on the drug. we'll know more as the store begin to say reprice those drugs. the genetic testing company 23andme told us in october a few thousand of its customers were using the same password on all kinds of websites and that let hackers get inside the system. what we didn't know is that the breach of about 14,000 accounts

led to the information of millions of customers because that's how family trees work. a bit of information leads to another. the company says shared data like names and birth dates and relationships were stolen through the relatives feature. obviously you should not use the same password on every website, but we all do that. use two-factor authentification, where your phone says, is this really you? 23andme is going to start offering that. tesla warning the big tax credit you get when buying a model 3 is going away. normally $7,500. it will drop to about half that because tesla will no longer be able to qualify for all of it. tesla has been lowering prices over and over. i wouldn't be surprised if the model 3 dropped in price. laura, i know you have been waiting for the new grand theft auto 6 since 5 came out ten years ago. we got a first look at the

trailer. it's interesting how the creators would use social media inside the game to push the story forward. you'll still have to wait a little bit. the trailer is out but the game doesn't come out until 2025. grand theft auto sold 190 million copies. the first harry potter book, 120 million, catcher in the rye, 65 million, finding neem oh 39 million, hunger games 29 million, cabbage patch dolls, 5 million. the best selling of all time, i will give you a guess as to what that was. it's a good book. >> the bible? >> oh, the bible. >> it's kind of a funny review, a good book. soup fog. we're worried about that. as we get started this morning, it will continue to spread as we go throughout the next several hours. right now in san francisco, visibility almost to zero, and it's only a quarter of a mile in oakland. we're also seeing it coming through the delta and spreading across much of the north bay. then we are getting ready for a mostly sunny afternoon before this round of rain comes in. it is set to arrive by tomorrow morning. so let's go hour-by-hour, we see the rain at 8:00 to 9:00, moving through the north bay, starting out fairly light. we will see some off and on showers throughout the morning. at 2:00, it's pushing through the south bay and starting to clear out for the afternoon, with only a few spotty showers into tomorrow evening. and then there will be another quick-moving round of rain between thursday morning and early in the afternoon, and then once again it is in and out of here. so two brief rounds of rain coming in. most of us will see in total about a tenth of an inch of

rain, and maybe up to a half of an inch for parts of the north bay, even higher up toward ukiah. the north bay getting the highest amount of rainfall, as we do typically see, and then going into the weekend it looks to dry out, with the rain and the storm track heading farther to the north. we'll be watching out for more clouds and see if that changes between now and then. of course, we're focused on the fog this morning and the showers for tomorrow morning, and we'll also start out with some spotty showers on thursday morning. mike, that fog is very dense in spots. >> in other spots it's very clear. but just at the top of the screen you see the glow as you approach the toll plaza from richmond toward san rafael. the bridge moves smoothly and it's showing on either side the dense fog registering on the road weather index. that gives you an inclination of where things are tougher to see. the north bay, much like yesterday, and now pushing south across and into san francisco, throughout the east bay right

now very dense fog as well. the one camera i showed you at the toll plaza is getting a break, but the carquinez bridge as you head westbound, that's been a tough drive. there's a shift and it's still tough to see. since about 1:00 this morning, chp has been talking about dense fog in that area. the rest of the bay there's not as much yellow or mustard color showing the dense fog, but not completely clear. we're looking toward palo alto and it's tough to see from our rooftop camera. there's a light right there. the roadway is not visible right now on the street level. on the deck itself, visibility is okay. there are some headlights. back to you. >> thank you, mike. 5:22 this morning, next on "today in the bay," nbc bay area responds. >> bad news. you make it to your destination while flying, but your baggage does not. here is good news. the airline might pay you for your missing essentials, if you

5:25 this morning. this holiday season airports full of families bustling with bags. >> if the airline loses your luggage, you're not necessarily on the hook for those expenses. your airline likely will pay you

for essentials, but only if you ask. chris chmura shows us how. >> the fed's airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great. but that leftover 0.58% is still a ton of late bags, more than 200,000 a month. on the upside, alaska airlines website, for example, says most bags are located within 48 hours. still, that's two days of downside, traveling without your stuff. let's keep reading. the very next section says get reimbursed on essentials, and then it tells you how. keep your paid receipts for any travel essentials you buy while your bag is missing, such as toiletries and clothing. next, present your receipts at the airport baggage service office where you file your report. other airlines do this, too. it's in their contract of carriage, that long jargony agreement you never read, but accept every time you buy an airline ticket. let's look at two things.

right now at 5:30, preparing to walk off the job. san francisco state faculty will strike in a matter of hours. we're live this morning with the potential impact on students now bracing for finals. new bay area calls for peace as israel ramps up its ground offensive in gaza. the latest bay area city taking up the debate and facing potential backlash. and a live look in daly city this morning, where drivers, no doubt, have to prepare for that dense fog. meteorologist kari hall is tracking is timeline for today's advisory. this is "today in the bay."

this is tuesday morning. good morning to you. i'm marcus washington. >> i'm laura garcia. let's start out with a look at that forecast. meteorologist kari hall is monitoring this thick fog that is blanketing a lot of places. >> we saw fog yesterday morning in parts of the north bay and the delta, but it's also this morning thicker and it's spreading in different areas. so we are under a microclimate weather alert as a result of the low visibility that we are seeing in parts of the bay area. you can see the dark shades of gray as that fog rolls down the bay into the south bay, and is also really thick around oakland and much of the north bay. the dense fog advisory continues until 11:00 this morning for areas shaded in light blue. and we will have very low visibility and also very dangerous driving conditions over the next several hours. in san francisco it's at zero right now, so visibility is -- you can barely see ahead of you. in oakland, it's down to a quarter of a mile. we're also seeing quarter mile

visibility in much of the north bay. mike, the fog may be a surprise for many drivers this morning. >> much farther south than yesterday. here is the san mateo bridge. zero miles of visibility. you can still see feet in front of you, but that means you've got to slow down. the san mateo bridge picking up volume, tougher visibility, but better than it was a half hour ago. on the peninsula side, on the traffic maps, this mustard color is when we see really tough visibility along the peninsula, creeping down toward menlo park, palo alto, from san francisco and the north bay. out of the north bay, westbound 80 shows better speed across the carquinez bridge. it was very tough to see for those commuting from the north bay into the east bay. now things are a little better out of vallejo and into crockett. the rest of the bay shows a smooth drive but the east bay is getting hit with a lot more fog. here is the toll plaza. the backup is not bad. on the deck you can see it, but

tougher visibility through this area as well. in just a few hours, professors and faculty at san francisco state will walk off the job. "today in the bay"'s bob redell is joining us live from the campus this morning. so, bob, talk to us about this. what is the message those who are participating in the strike want to send out? >> reporter: well, good morning to you, marcus. faculty here at sf state, they want better pay and workloads, in other words, they feel like they are being stretched too thin and not receiving enough money to keep up with inflation. today's walk-off is part of a weeks' worth of rolling walkoffs at the largest university system in the united states. it started yesterday at cal poly pomona, today at sf state, tomorrow csu l.a. the union says faculty isn't getting paid enough, picketers yesterday repeated their demand for a single year raise of 12%.

csu is offering 15% over three years, only 5% of which is guaranteed. the union is also requesting an increase in parental leave from six weeks to a full semester. the csu's chancellor's office responded saying, in part, quote, our goal and hope is to minimize any disruption to our students. csu is prepared to get back to the bargaining table with the cfa at any time, cfa being the teachers union. a smaller union of over 1,000 maintenance and electrical workers plans to strike next week and that would be affecting 22 campuses. as far as the impact on students, we have reached out to csu this morning to see how this will impact classes. however, we did speak with a student over the weekend and they were hearing that from their professors, most, if not all campuses would be shut down -- classes would be shut down on campus again. we have reached out to the school to confirm that. that was from a student.

reporting live at sf state, bob redell, "today in the bay." >> thank you, bob. it's 5:34 right now. a live look from israel to the gaza border. israel this morning is expanding its ground offensive in southern gaza, warning residents to evacuate in places where hamas fighters are believed to be hiding. this, as the u.s. talks with allies about establishing a naval task force to escort commercial ships in the red sea. it follows the attack by iranian-backed rebels based out of yemen. u.n.'s envoy denied involvement in recent threats against the u.s. military. san francisco leaders are about to wade into the conflict. it is the latest bay area city to debate a resolution calling for a cease-fire. "today in the bay"'s kris sanchez is here with us. based on the impassioned responses we've seen in other bay area cities, this could be a heated meeting. >> reporter: these resolutions that san francisco is considering today, and which other bay area cities may soon

consider, hold no legal power, and yet many city leaders are feeling the pressure from the people that they represent here to do whatever they can to end the killing of civilians in the middle east. here is a look at the resolution san francisco will consider today. it calls for a permanent cease-fire, humanitarian aid and a release of hostages. it also condemns hate speech of any kind, anti-semitic, anti-palestinian, islamophobic. the arab resource and organizing center tells us they will be in attendance in san francisco and they will also be at san jose city hall at 1:30 this afternoon. there, they will call on the san jose city council to draft a similar resolution to add to that pressure of public opinion. now, oakland was the first major bay area city to take a stand. video here from the oakland city council meeting one week ago, in that time, some council members have gotten backlash for their comments about hamas.

oakland's meeting is tomorrow. we expect a lot of public comment then as well, though they already passed a resolution. recently a berkeley city council meeting got heated when many people showed up demanding a cease-fire resolution there. there is no question that the war between israel and hamas is hellish and the civilian toll is heartbreaking. there are some people who say because resolutions like these hold no weight, local leaders should be focusing on local issues for which they were elected. >> thank you very much. it is 5:36 right now. a bay area boy scout troop is hoping you can help after their gear was stolen in a heartless theft. it happened over thanksgiving weekend. that's when thieves stole a packed trailer from the church of the valley parking lot in san ramon. it was filled with their camping equipment, including tents, stoves and cookware. the troopmaster says it brought a halt to the camping program, which is the core of the boy

scout experience. >> we'll have to spend a lot of time rebuilding the gear, instead of just using it, we'll have to go shopping and assemble our patrol boxes. it's an opportunity to grow and rebuild. >> the thieves stole about $15,000 in gear. the troop has started a gofundme page and have raised about one-fourth of that amount. it turns out christmas is not all joy, even here in the bay area. check out this video of a grinch on the peninsula. you see the christmas tree sitting on top of that car. the person in that white suv parked nearby, gets out, and steals the tree. surveillance video from this last friday at the bridgepoint shopping center in san mateo. the victim chose not to file a police report. how about a dose of joy? >> i'll take it. >> happening tonight, a drive-thru festival returns to

the south bay. it is the 25th anniversary of fantasy of lights in los gatos. some 25,000 cars are expected to drive the one and a half mile display between now and december 30th. you can buy tickets online at the santa clara county clerks website. nbc bay area is a proud sponsor. it's always fun to take the kids, no matter their age. meteorologist kari hall joins us. the thing is visibility is a problem this morning. how are we looking by tonight? >> tonight it looks good. even though sometimes the weather can be chilly or rainy, driving through those lights makes it all better. we're going to start out with low visibility, and you do want to get out the door a little earlier because of the low visibility that we are seeing and temperatures starting out chilly. but once the fog clears out, we're in for a really nice day with high temperatures in the mid-60s in mountain view and mid-70s as you go toward morgan hill. in los gatos, expect a high of

70 degrees today. these numbers we may not see in quite a while. a cold front is headed our way tomorrow, bringing us rain and much chillier temperatures for the weekend. mike, you're looking at the visibility and the impact on the commute. >> things look unfamiliar to folks. here is palo alto. we don't usually see this lack of visibility here, from our rooftop camera there's traffic flowing smoothly, but shrouding the deck will be a curtain of fog in many parts of the bay and that will mean you'll have references, trees or signs that you normally see are not going to be there because there will be that curtain on the side of the roadway. so be prepared, watch for those exits. they come up on you quicker and may take a little longer than you expect because your reference points may not be there. along the peninsula, 101 and 280 are going to get a lot of lower visibility. the south bay is doing okay with a mild build and pretty good visibility. cameras are looking clear. definitely up here, anywhere north of the san mateo bridge, really tough on both sides, the east bay and the peninsula.

there. wow. >> let's call that a landslide. well, it's time for those christmas parties, and everything to get yourself in the holiday mood. but if you do plan to get some christmas pictures on the beach and heading out to the coastline, just a heads-up that you don't want to turn your back to the water, especially if you're close to the coastline. we have now a high surf advisory in effect, and also a coastal flood advisory that we'll be watching out for today due to sneaker waves and some of those waves that may come up a lot higher than we're used to seeing. then our temperatures today may be driving more people to the coastline as we head for the upper 60s and low 70s. we are going to see a high of about 71 degrees in san jose for today, so that's going to feel much nicer, and we are also going to have warmer temperatures as we go into the afternoon. looking at the next couple of days, we are going to see the

warm weather continuing, but we are also going to see some of the showers that are to our north start to make its way into the bay area. so here is a look ahead. our hour-by-hour forecast showing that we are going to see some rain coming in, starting out tomorrow morning, quickly rolling out as we go throughout today. and then for tomorrow we're going to see that by the evening clearing out, but then on thursday another quick wave of rain coming in. and then going into our outlook, we are going to see the possibility of about a tenth to a quarter inch of rain for most of us. then parts of the north bay, it may be higher where we will see some higher rainfall totals. then going into the weekend, it looks like things for the most part are drying out. there will be rain close by. we'll have to watch. but other than the rain we'll see tomorrow and thursday, it's going to be a dry weekend and cool temperatures will be returning with those morning lows in the mid-30s. in san francisco we'll see after the morning fog, we're headed
