the new action being taken today to address the problem. a live look across san francisco bay. thick fog this morning, and it's causing some major visibility issues. we're tracking how long it will stick around. this is "today in the bay." >> good morning to you on this tuesday. thanks for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. >> can you make it through the fog? a lot of areas are experiencing really dense fog this morning. it could affect your morning commute. it's hard to see. >> yeah, in some areas where we're not used to seeing fog that thick, it's really causing a lot of problems, and may have you wanting to step out the door a little earlier, so that you're not rushing and having to drive through really dense fog. just that heads-up as we do see this dense fog advisory extending down the coast, and also down the peninsula, and will be in the south bay to the south count, and parts of the

east bay into the tri-valley, as well as much of the delta into the north bay. this has been extended until 11:00 this morning, so we are seeing visibility in a lot of areas down to zero. so less than a quarter mile visibility. yeah, it's been pretty bad for parts of the peninsula, and all the way down to san carlos. we'll watch this spread around and then we're headed for a nice day. i'll have more in a few minutes. mike, you're watching those foggy patches in the south bay. >> we usually see 280 coming toward us, we can still see a little bit of it. low clouds have sunk down between the roadway and our rooftop camera. you see the window cleaning apparatus here. this is north 280 right at the interchange, right in the middle of the map. no slowing but visibility may be a factor. you see it creeping through mountain view and palo alto. our palo alto camera, you really can't see much. there's just a little slowing. folks, it may be disorienting for folks along 101, especially

our friend eric coming out of san francisco this morning says he almost missed his transition near 101 because it was so tough to see and it looked unfamiliar. so that will be the case, lower those speeds. allow extra time. traffic is relatively light. back to you. >> thank you very much. 6:02 right now. to developments overnight in the middle east. this is a live look from israel to the gaza border. the u.n. is expressing new concerns as israel pushes deeper into southern gaza, where hamas leaders are believed to be hiding, and civilians are being told to evacuate. the u.n. fears there are few places for evacuees to go and little for them to survive on. in the meantime, the battle over funding for israel and ukraine is heating up on capitol hill. brie jackson joins us live this morning. in a new letter, the white house warns resources are running out fast to assist both efforts. >> reporter: yeah, that's right. good morning, laura. so the white house is really pushing for congress to act on this, that aid package for

israel and ukraine, it's being held up by differences over immigration policies here at home. meanwhile, there are growing calls for israel to do more to protect civilians. israel expanding its ground offensive against hamas, and warning gazans to flee to certain neighborhoods in the south. >> translator: they are pushing us from one place to the next, and each one is worse than the last. >> reporter: as the humanitarian crisis worsens, the biden administration is repeating its call for israeli forces to limit civilian casualties. >> you have got to give civilians the time and capacity and real opportunity to leave. >> reporter: israel defense forces responded to those concerns while still vowing to continue the war. >> absolutely. we're very attentive to the administration, and from a military-to-military perspective, we are constantly engaging with our american counterparts.

there's no fairy godmother that will make hamas disappear. >> reporter: as the fighting rages on overseas, the battle over funding is ramping up on capitol hill. the white house sending an urgent message, pushing for congress to approve aid to israel and ukraine. >> we're running out of money and we are nearly out of time. >> reporter: the holdup for funding for the two countries is division over money for our own southern border. republicans want major changes to curb illegal crossings. >> the world is watching what we do in congress these coming weeks. you can bet vladimir putin is watching, hamas is watching, iran, president xi, north korea, all our adversaries. they're watching closely. >> reporter: and the clock is ticking for lawmakers to act by the end of this year. the senate is expected to hold a vote on the aid package this week. >> so much to cover there. brie, thank you for the very latest. 6:05 this morning. the leaders of oakland schools

pushing back ahead of a planned pro-palestinian teach-in scheduled for tomorrow. the teachers group is organizing the action, which includes a 12-page lesson plan and encouraging other instructors to show solidarity with palestinian perspectives. the teach urs union previously issued a statement of support for palestinians, vowing to support educators who face disciplinary action for their teaching. but after heavy criticism, the union later condemned both anti-semitism and islamophobia. and a lengthy new statement to families and staff, oakland's school superintendent, says in part, quote, i want to make clear that the district does not authorize this action. she goes on to say, our schools sanctuaries for learning and i'm deeply disappointed by the harmful and divisive materials being circulated and promoted as

factual. police have not identified the person shot and killed outside an oakland 7-eleven. police say it happened yesterday as the victim was pumping gas at the 7-eleven on international boulevard and 5th avenue near lake merritt. the owner of the store says shortly after the victim got out of his car, another car pulled up and several people got out and fired multiple rounds. other customers told us they're becoming all too familiar with the cycle of violence. >> every time i go, i have to be looking around. sometimes there are people parking there. >> you rarely see that kind of stuff happen here, but, you know, it's oakland, that kind of happens in every part of oakland for the most part. >> oakland police are not saying if they believe the victim was targeted, but they're asking anyone with information to give them a call. happening today, leaders in san francisco's mission district will voice their opposition to a new bike lane merchants say is killing business. the lane is part of a one-year pilot program that now runs

through the center of valencia street between 15th and 24th streets, and replaced about 70 parking spots. business owners say it's also cutting down on foot traffic. one popular bar, armando's, finally shut down last week, blaming the closure on fewer customers because of the new bike lane. opponents today will hold a news conference at city hall asking transit leaders to end the pilot program. to decision 2024, and the field will be down to four when gop presidential contenders meet tomorrow night in alabama for the latest debate. the field will include ron desantis, nikki haley, vivek ramaswamy, and chris christie. christie barely call fied this time, needing at least 6% of support in the polls to take part in the news nation debate. republican polling front-runner donald trump is not part of the debate. he's organizing his own closed-door fundraiser during the same timeframe. let's take a live look outside in daly city this morning. you can see the fog is still

thick there for that morning commute. meteorologist kari hall, of course, has been monitoring this. it's happening across the bay area, kari. how long are we going to deal with this? >> we're going to see this continue until 11:00, and then it looks like after that point we are clear. but the fog is drifting around and is a lot thicker than yesterday, and moving down the peninsula and in some spots that didn't have to deal with it yesterday. so now we have zero visibility in novato, but we're seeing that in san carlos, as well as san francisco. parts of the east bay, the fog is not too bad as of yet. we'll continue to see if that fog moves around into that area, and as of now san jose is looking nice and clear as we go into today. we'll see temperatures warming up into the low 70s and this is going to be the nicest day, warmest day we'll see in quite a while. mike, how are those gas prices at the pump? >> nicest day so far, at least for this particular spot in san jose, big box buying power wins lots of times.

good tuesday morning to you. the time is 6:13. we are under a microclimate weather alert due to dense fog moving around parts of the bay area, but it's all clear in livermore and we're going to see a beautiful day, starting out sunny, mid-40s, and headed for the upper 60s today. we'll get a look at cooler weather and some rain in our microclimate forecast coming up. that fog may be drifting through places you don't expect. look at palo alto. look what you can see from our rooftop camera, low clouds and fog throughout that section of 101. let's go to the east bay, where same thing, here is fremont. we just lost sight of the lights. we have a rooftop camera along 880, which would be traveling south toward tesla. can't see it right now. we'll see you what the sensors read coming up. >> let's be careful out there. good morning and happy tuesday to you. markets may move lower today on concerns about china. moody has cut china's outlook to negative. investors in hawaiian air are laughing all the way to the bank

as that company's shares were up 192% after alaska air announced it wanted to buy the airline. having story out of cvs. "wall street journal" reporting cvs is going to change the way it prices prescriptions. the way they do it now is super complex. the store chain is going to move to a cost plus model. the cost of the drug plus their costs in handling it, and a small percentage of profit for them. obvious question, is that going to cost you more or less? the answer is yeah, it depends on the drug. we'll know more as the store begins to reprice drugs. the genetic testing company 23andme told us in october a few thousand of its customers were using the same password on all kinds of websites and that let hackers get inside the system. but what we didn't know at the time was the breach of about 14,000 accounts led to millions of customers' data because that's how family trees work, right? one bit of information leads to

another. the company says shared data like names, birth dates and relationships, were stolen through its relatives feature. obviously, don't use the same password on every website. i know we all do it. use two-factor authentification as well, where your phone says, is this really you logging in? 23 is going to start offering that. tesla warning the big tax credit you get when buying a model 3 is going away. normally $7,500 but will drop to about half that because tesla will no longer be able to qualify on the model 3. tesla has been lowering prices over and over. laura, i know you have been eager for the new grand theft auto 6 since 5 came out ten years ago. we got the first look at the trailer. it doesn't actually come out until 2025. grand theft auto's 5 sold 190 million copies. to give you a sense of how much that is, the first harry potter

responding to more and more disgruntled customers who don't like how much it's costing, if enemies have to come together to make customers come to both of them more efficiently, then those enemies will do just that. >> according to accounting firm deloitte, the average american is shelling out $48 per month to stream their favorite shows online, often across multiple services. new at 6:00, the oakland ballers may not have a roster yet, but the team will officially kick off their season next year. they just released a 2024 schedule, and the ballers are a minor league team in oakland. this was created to fill that void left by the a's when the move happened to vegas. their season will start on may 21st against the glaciers are montana. the first home game will take place on july 5th at laney college. they'll play an unnamed

california team. their final game will take place september 8th. that's my mother's birthday. this is against another unnamed california team. maybe i'll take her there for her birthday. >> who are they playing against? >> an unnamed team. >> wouldn't that be great if the team was named unnamed california team. >> we can do that. we can form our little baseball team. >> sure, we have enough people here on "today in the bay." >> we won't be able to catch the ball. >> we can practice. let's get started this morning, we are seeing some dense fog. a dense fog advisory in effect for much more of the bay area, even though it is nice and clear in san jose. it's not everyone, but it is moving into other areas that don't typically see the fog this thick. here is a look at the san mateo bridge. you don't have to go very far before the visibility drastically changes. if you do have to drive this morning, make sure to allow extra time to get there.

these areas shaded in light blue are included in that fog advisory that continues until 11:00 this morning. so that fog may linger a lot longer than we're used to seeing. we're also watching out for big waves and breakers near the coastline. if you're off work today, going to go there and enjoy some time near the ocean, you never want to turn your back to the water. and it's mostly our north and west-facing beaches, northwest-facing beaches that have the highest risk of seeing sneaker waves, as well as rip currents and some big breakers. part of that is because we've had a big storm system, an atmospheric river, churning up across the pacific northwest and making those waves very unpredictable, and so as we go into today, those waves will continue, but eventually we'll see some rain coming closer into the bay area, all of the rain they've seen up around seattle and portland will start to make its way closer to us. it will continue to weaken. we are not going to see a big

storm system here, we're just looking at light showers quickly passing by between tomorrow morning into the early afternoon. then there will be one more wave of rain on thursday morning into the afternoon. then we're back to the dry conditions. so between those two waves of rain, we're only looking at about a tenth to maybe a quarter inch of rain, could be a little higher farther to the north. then going into the weekend, we see the rain starting to make its way back north, but there may still be some clouds and a slight chance of spotty showers, but not expecting any big rainmakers here. at this point we need it. it's been so dry. we're going to see temperatures going from upper 60s to low 60s for the weekend. mike, that fog is really moving around. >> yeah, but folks are able to move through it just fine right now. the golden gate bridge, we know folks are used to the fog. it's actually pushing over, so we can now see the south tower, pushing to the north side. things should start to burn off once the sun takes effect. a little misty on the roadways.

welcome back. 6:24. you know, this holiday season airports are bustling. >> if you lose your luggage, you're not necessarily on the hook for your expenses. your airline will likely pay for your essentials, but only if you ask. consumer investigator chris chmura shows us how. >> the fed's airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great. but that leftover 0.58% is still a ton of late bags, more than

200,000 a month. on the upside, alaska airlines website, for example, says most bags are located within 48 hours. still, that's two days of downside, traveling without your stuff. let's keep reading. the very next section says get reimbursed on essentials, and then it tells you how. keep your paid receipts for any travel essentials you buy while your bag is missing, such as toiletries and clothing. next, present your receipts at the airport baggage service office where you file your report. other airlines do this, too. it's in their contract of carriage, that long jargony agreement you never read, but accept every time you buy an airline ticket. let's look at two things. what is essential, and how much money you'll get. essential is essentially up to you and the airline to hash out. say you're traveling for business. you have a fair argument that replacing a business suit is essential, even if it's expensive. say you're traveling to a beach

thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we are under a microclimate weather alert this morning. meteorologist kari hall has a look at why, and that's directly behind you, that fog there. >> it's very patchy and not widespread across the bay area, but may be moving into areas where you're not used to dealing with these kinds of conditions, as we take a look at the san mateo, all we can see are just very faintly those headlights and taillights. you can barely see them. then we have a beautiful sunrise over walnut creek as we get started this morning. all clear there. just a heads-up that visibility may drop rapidly as you're driving around parts of the bay area. a dense fog advisory extends to the peninsula into the south county, parts of the east bay and those areas shaded in light blue, and also, of course, it includes the delta and parts of the north bay. that's where we're seeing visibility near zero. novato still at zero this morning, oakland, a quarter mile visibility at the airport. just keep in mind the sensors

are at airports, but we're driving everywhere in between. so it may drop and then clear up very quickly. so that's the story for the drive this morning, mike. as more folks hit the road. here at the toll plaza, we can't see much beyond the roadway. when kari talks about no miles, we still have feet. we don't see our typical roadside markers or reference points. that may be a factor. look how dense the fog is in the north bay, through santa rosa, down to the golden gate bridge and across into san francisco, in the east bay, richmond, oakland, very dense fog in patches. we have slowing through bay point, as well as westbound highway 4, as well as southbound 680, coming into the walnut creek interchange. crashes did just clear. we see a little recovery. traffic volume not bad. the top number is smaller because of the recovery of the two crashes. the rest of the bay shows a smooth drive. in patches like palo alto, you're going to get unexpectedly

low visibility at times. in just about an hour, professors and faculty at san francisco state will walk off the job. "today in the bay"'s bob redell joins us live from the campus. talk to us about the message that they're trying to send with this walk off the job. >> reporter: good morning to you, marcus. the faculty here at sf state basically want a couple of things, better pay, and a lighter workload. in other words, they feel like they're being stretched too thin, and not receiving enough money for what they're doing. today's walk-off is part of a week's worth of rolling walk-offs at the largest university system in the u.s. as you can see on the map, starting yesterday at cal poly pomona, today at sf state, tomorrow scu in l.a. and then thursday at state. the union says faculty isn't getting paid enough, picketers

yesterday repeated their demand for a single year raise of 12%. csu is offering 15% over three years, only 5% of which is guaranteed. the union is also requesting an increase in parental leave from six weeks to a full semester. >> every single person in this country deserves to pay their bills if they work a full-time job. that includes my students, that includes my colleagues. >> reporter: the csu chancellor's office responded saying, in part, quote, our goal and hope is to minimize any disruptions to our students. csu is prepared to get back to the bargaining table with cfa at any time. we also have heard back from csu this morning asking them about what kind of impact this one-day strike could have on classes for students here at sf state. they say that technically the campus still remains open, but it's not clear what kind of impact this one-day strike will have. you can see it looks like some of the teachers are getting ready to set up.

their walk-out begins at 7:30 this morning, so just under an hour. reporting live at sf state, bob redell, "today in the bay." >> certainly making their voices heard. thank you. 6:34. a live look from israel to the gaza border. israel this morning is expanding its ground offensive in southern gaza, warning residents to evacuate in places where hamas fighters are believed to be fighting. this as the u.s. talks with allies about establishing a naval task force to escort commercial ships in the red sea. it follows the weekend attack by iran-backed rebels based out of yemen. within the past few hours, iran's u.n. envoy denied iran's involvement in recent threats against the u.s. military. san francisco leaders are about to wade into the conflict. >> it's the latest bay area city to debate a resolution calling for a cease-fire. kris sanchez is here. based on the impassioned responses we've seen in other bay area cities, this could be a

heated meeting. >> we've seen that. these resolutions like the one san francisco is considering today and which other cities may consider soon hold no legal power, and yet many city leaders are feeling pressure from their own constituents at home to do whatever they can to end the killing of civilians in the middle east. here is a look at the resolution that san francisco will consider today, which calls for a permanent cease-fire, humanitarian aid and the release of hostages. it also condemns hate speech of any kind, anti-semitic, anti-palestinian, islamophobic. the arab resource and organizing center tells us they will be in attendance in san francisco, they will also be at san jose city hall at 1:30 this morning, calling on the san jose city council to draft a similar resolution to add to the pressure of public opinion. oakland was the first major bay area city to take a stand, and this is video from the oakland city council meeting one week ago. at that time, some council

members got backlash for their comments about hamas. oakland's meeting is happening tomorrow. we expect people will continue to show up voicing public comment. last week, the berkeley city council chambers were filled with pro-palestinian protesters -- or rather demonstrators, using the public comments session to call on the council to come up with a resolution. when the mayor condemned the october 7th hamas attack on israel, there was vocal opposition. some city business had to be conducted outside of the chambers in a quiet room via zoom and that was without a resolution on the table. while there is no question that the war between israel and hamas is hellish and the civilian toll is heartbreaking, there are some people that say because these resolutions hold no weight, local leaders should really be focusing on the local issues for which they were elected. >> thank you very much, kris. it is 6:37 right now.

happening today, oakland leaders will receive a new assessment on the city's troubled 911 emergency calling centers. our investigative unit first brought you the story over the summer when we found long wait times and tens of thousands of abandoned calls, more than double the rate from the year prior. since that time the mayor's office has promised upgrades and more staffing. new findings from one council member indicate oakland did not process any applications to fill open positions for a full year, ending in april. that's despite hundreds of applications submitted. the report also indicates follow-ups with eligible candidates never took place, even after the problem was discovered. the review will be part of today's regularly scheduled city council meeting. nbc bay area investigative reporter candice nguyen first broke the story. to watch her reports, head to nbcbayarea.com/911. let's take a live look outside across the bay area where we can see the fog not letting us see much of anything in some spots, especially in

palo alto and san francisco. meteorologist kari hall has been monitoring all of this. we're going to see this stick around for much of the morning, right? >> yeah, the dense fog advisory really hitting the peninsula pretty hard. if you do have to drive anywhere from san carlos to san francisco, even up to novato, we've seen visibility in some spots just a few feet above your headlights or beyond your headlights. so be really careful, slow it down. at least it is clear in parts of the south bay and the tri-valley. also included in the dense fog advisory, we are going to see clouds lingering, going to mid-60s this afternoon. the south bay will get sunshine and temperatures reaching into the low to mid-70s. we'll talk about changes ahead. mike, the fog a factor for the drive. >> right. it was visible, and we had low clouds blocking our view of this beautiful sunrise for a bit. now in san jose, this particular camera looks great with the volume of traffic. over here, mild slowing.

afternoon. rain is not far behind. we'll talk more about the timeline of when we could get some wet weather in a few minutes. cars are right in front and behind, these folks at the bay bridge toll plaza where you see the fog kari is talking about. it's really sticking around for parts of the bay. others are starting to clear up a bit. we'll show you how the traffic flow is impacted and what it might mean for your drive coming up. authorities in virginia are waiting to go inside a home that blew up during a standoff. take a look. police in arlington responded to calls about a man firing a flare gun from inside his home last night. as they tried to serve a search warrant hours later, witnesses say the suspect discharged several rounds from a gun, and that's when the house exploded. no officers were seriously injured. 6:44 right now. the white house is warning ukraine will soon run out of

money and will no longer be able to fight off the russians. >> scott mcgrew, the house seems nowhere near an agreement to send more money. >> nowhere near. good morning to you. democrats and republicans in the senate came up with a plan to link together money for ukraine and israel and taiwan, and the u.s. southern border. it's the southern border part of the argument that's run into trouble over in the house. some republicans in the house asking to fundamentally end america's asylum protection system for immigrants, and that's not okay with democrats. so with the border hung up in negotiations, the house has not moved forward on money for ukraine. the head of budget at the white house writing a letter to lawmakers saying, quote, we are nearly out of money and out of time. this isn't a next year problem. house republicans, meantime, pointing to four payments hunter biden made to his dad when his

dad was not in office as evidence of some sort of business connection between the two. the bidens say the payments, about $1,300, were car payments, and that hunter had borrowed money to buy a pickup truck when he was unable to get credit. republican candidate for president doug burgum has suspended his campaign. pressure is growing on chris christie to drop out and get behind nikki haley, the other anti-trump candidate. christie and haley and ramaswamy and desantis are the four to qualify for the next republican debate that happens wednesday on news nation. we'll help you find it on your dial as we get closer to the event. there's chatter liz cheney might launch a run for presidency. politically she's a conservative's conservative, but has broken with the party over trump. she was on the "today" show monday where she pointed out if

you really have to pay attention, allow some extra time to get to where you're going. in other areas, it looks like this. it is all clear in walnut creek. we're starting out with clear skies across parts of the east bay, but a short drive and visibility drops rapidly. this is a look at our emeryville camera. we pointed it at the road because we couldn't see anything in the distance. it is a tough drive for some, as visibility is now down to about a quarter of a mile in oakland. the dense fog advisory continues until 11:00 today, and we're seeing zero visibility in san francisco, much of the peninsula. it's improving in san carlos. it is moving around. in parts of the north bay we're at a quarter mile visibility. along the coastline today there is a high surf advisory for all of these areas shaded in purple, also a beach hazard statement does continue for the risk of those sneaker waves. but we could see some 18 to 22 foot breakers for today, all of

this churned up as we get these storm systems moving into the pacific northwest, and that is expected to make some very dangerous conditions along the coastline for today. all of the rain has been heading to the north of us, but eventually it's going to start to sink our way and bring us a chance of light showers into the morning tomorrow. we're starting out at 8:00 to 9:00 with rain moving into the north bay, and then starting to make its way into san francisco and the rest of the bay area by the early afternoon. it does look like it's quickly in and out of here, clearing for tomorrow night. then on thursday another quick wave of rain, moving from north to south, will sweep through. between those two storm systems, we are only looking at about a tenth to a quarter inch of rain, and much higher amounts farther to the north, with ukiah getting possibly about three-quarters of an inch of rain, while some other areas, like morgan hill, may only get about 0.04 of an

inch of rain. looking to the weekend, we are going to start to see the trend going back a little dryer as the storm system starts to retrieve back to the north. we are looking at a mix of sun and clouds. but it will definitely be cooler than we've had recently. so today the warmest day of the forecast, beautiful afternoon, with sunshine, after the morning fog. and tomorrow as well as thursday we'll be tracking some rain. mike, how does the palo alto camera look? >> the camera is great. what it's looking at, not great visibility. kari talked about this, the fog drifts around, from time to time we have almost no lights visible, and then sometimes it's almost clear in the palo alto area. southbound 101, we see that blotch of yellow. things got a little easier as you're driving north toward san mateo, and then really tough again through san mateo for 280 and 101, all the way up into san francisco and through the north bay. the build coming across the san mateo bridge, low visibility. a disabled vehicle in mountain view for north 101.

6:56. welcome back. we're moving you forward with a look at the top stories on "today in the bay," including professors and faculty at san francisco state walking off the job. >> a live look at is sf state campus where strikes are planned for picketers as part of a rolling strike. this is the second of four one-day scu strikes this week, and the only one in the bay area. similar strike impacted cal poly pomona yesterday. sf state leaders are not clear about the impact it will have on classes today, but next week is finals week. now to a live look from israel to the gaza border. the u.n. is expressing new concerns as israel pushes deeper into southern gaza, where hamas leaders are believed to be hiding and civilians are being told to evacuate. the u.n. fears there are few

places for evacuees to go and little for them to survive on. san francisco supervisors will consider adding their voices to calls for a long-term cease-fire in the middle east. the resolution also calls for more humanitarian aid and the release of hostages. similar measures have recently ignited emotional debate in cities, including oakland and richmond. palestinian supporters are planning to ask san jose council members to issue a similar resolution. oakland leaders will receive a new assessment on the city's troubled 911 emergency calling centers. our investigative unit first brought you that story over the summer when we found long wait times and tens of thousands of abandoned calls more than double the rate of the year prior. since that time the mayor's office has promised upgrades and staffing, but new findings from one council member indicate oakland did not process any applications to fill open positions for a full year, ending in april. that's despite hundreds of applications submitted. the report also indicates
