next july 1st. moving forward, he projected a structural deficit of $58 billion of the next three years. this comes after last year's revenue report showing california with a $100 billion surplus. perfect time now to introduce political analyst larry gerston. how do we make sense of this? is it as dire as it sounds? 58 plus 68 is a lot more than is00. >> only in california can you go from $100 billion surplus to $68 billion deficit in a year. i have bad news and good news. the bad news is the deficit is so big that it's equal to the full budgets of ten states combined. how about that? the good news is, the state has a rainy day fund. it's been collecting it for years. it amounts right now to $76
7:50 am
billion. so that could come in handy over the next year. >> that's such a vast swing from $100 billion to negative $68 billion. how does that happen? >> new math. it's crazy. look, there are some things here to think about. during covid, it was a terrible time. and the state received about $200 billion from the federal government to pay off for all kinds of things, vaccinations, hospitalizations, the lack of employment, business losses. you know, just in terms of unemployment insurance, $100 billion was paid out to californians during that period. normally we talk about $4, $5 billion. well, that's gone. another thing, the irs allowed us to take until this november to pay last year's taxes. and doing that, the state had a tough time projecting just how
7:51 am
much money would be coming in or how much would be going out. guess what? a lot more going out than coming in. you put those together and we have a serious problem. >> yeah. it sounds like my household a lot more going out than coming in. so how does the legislative office figure out this problem, and how do you think it can be prevented in the future? i suppose if you have an answer, you should work for the state. >> no kidding, which i'm not sure i would want to do. a couple of things. first of all, they're going to take a good chunk of that rainy day fund, but if you take all of it, you don't have anything in the future. so they'll take about $30, $40 billion of that to go toward that deficit. but there are going to be some cuts, and when those cuts take place, they go first to education. why is that? k-12 takes about 40% of the budget, higher ed about 10%. that's half the budget.
