right now at 5:00, another proposed rate hike from pg&e, this after regulators approved a huge rate hike last month. we're live this morning and
5:01 am
looking closer at the new filing and the potential impact on your bottom line. ejected again. draymond green tossed for the third time this season. we're going to explain what comes next and his explanation for what happened in the latest incident. get ready for thick fog when you head out to work this morning. here is a live look from emeryville, believe it or not. meteorologist kari hall is tracking another morning of low visibility and where it will be the most severe. this is "today in the bay." this is wednesday morning, 5:00. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we're going to get to mike in just a bit because what's happening in your department is because of what's happening in this department. >> we're going to see more patches of fog drifting around in different areas, so we are seeing this as a result of the high humidity and it's really chilly out there as the temperature comes down to what
5:02 am
we call the dew point, and humidity goes to 100% and basically we have a cloud on the ground. we're going to see areas shaded in gray included in that quarter mile visibility or less until about 10:00 this morning. you can see the den fog advisory in effect for the delta and down into the east bay, into fremont as well. it's coming through the tri-valley into the peninsula, as well as the coastline, and then into san jose, to the south county. so basically a lot of our low-lying areas included in that. then we are going to eventually see a change in the weather pattern that will bring in some rain heading into next week. i'll be talking more about that and what to expect in a few minutes. mike, that visibility, now the chp has a warning. >> they've been talking about that in their reports. this is the hayward side of the san mateo bridge. we cannot see the headlights right now. that's how dense the fog is on the hayward side. on the peninsula in palo alto,
5:03 am
we also have trouble seeing -- there's taillights, there's some headlights. this is our rooftop camera 101 at unit. very tough in both of those spots. there's palo alto, there's hayward. earlier, a few minutes ago, we had the entire peninsula that was lit up in that yellow color. so there is fog and low clouds and it will affect you as you're driving through parts of the south bay, which is sometimes unexpected for folks traveling through san jose, cupertino, mountain view. throughout the east bay, we saw a lot of fog registering on the eastshore freeway. it's drifting around. tougher to see. back to you. >> thanks, mike. new developments for pg&e rate payers everywhere, the bay area's biggest utility is asking for another rate hike. >> "today in the bay"'s kris sanchez is live in the south bay. regulators just approved a massive rate hike starting next month. why this new one? >> reporter: well, so pg&e says
5:04 am
that this is not specifically about wildfire mitigation, the influx of money they're asking for is not to cut down trees or to underground power lines, this is to stabilize finances. it comes on top of the 13% increase you mentioned that goes into effect next year. pg&e's filing with the california public utilities commission, which regulates pg&e, is for $1.5 billion from customers. the utility's filing says it needs that rate increase to cover the spending that it's done on wildfire prevention and storm repair. the utility got a 13% increase just three weeks ago. you might remember they were asking for 26%, which they did not get. the already approved increase kicks in on new year's day. the request in the most recent filing would not be up for approval until late next year, so lots of time to talk about this. when we have talked with the utility reform network, the
5:05 am
advocacy group, they say complain to cpuc if you want, but if you really want to affect change, you need to complain to your elected leaders and tell them there's a limit on how much you can pay and they can pressure the cpuc. like i said, we have a year to do that. in san jose, kris sanchez, "today in the bay." >> people will complain. sometimes it seems like the rate hike always happens. thanks, kris. well, we have a follow-up for you, during a special hearing surrounding the recent foul odor that enveloped richmond. >> the extent of bs we've heard in this chamber today -- >> the operators of the city's wastewater treatment plant got an earful member from angry residents responding to a rotten egg smell over the past several days last week. the company, veolia, says the smell was triggered by the release of hydrogen sulfide

during a construction project and is taking responsibility for what happened. >> the disrespect for our community, we're going to change it one way or the other, because we're no longer going to be asking please. >> we're talking about activities to improve the communication, to get those communications out to the community. >> council members ordered the operators to submit a report next month detailing exactly what happened and a new communications plan. happening today, san jose, the south bay man accused of shooting and critically injuring a san jose police officer is due in court for a plea hearing. this happened back in august at a home on gray street, where investigators say he attacked his pregnant wife and ambushed responding officers. one officer was shot in the torso. her partner had to drag her to safety. she then spent weeks in the hospital undergoing numerous surgeries.
5:07 am
officers eventually arrested him after an hours-long standoff. developing this morning, warriors star draymond green likely facing another suspension by the nba after being ejected for the third time this season. here is what happened last night in phoenix. on the inbound play, you can see draymond pivot as his wrist strikes the suns -- did you see it there? the refs called it a flagrant foul with an immediate ejection. green first went quietly to the bench to await the ref's decision. he later said he never intended to hit him but he was trying to draw the foul. coach kerr called it a question of composure. >> we need draymond, he knows that, we've talked to him. he's got to find a way to keep his poise and be out there for his teammates. >> suffice it to say, dub nation is kind of used to these things by now. we can expect the league to come

out with an announcement as soon as this morning. green has already been suspended this season for five games last month. the warriors lost, despite making a furious late rally, 119-116. moving you forward with a season of giving with two essential food distribution events happening tomorrow in the bay area. teams will gather later this morning to process turkeys for meals on wheels giveaway tomorrow in san francisco's bay view district. the memorial church is helping out to help seniors and people with disabilities. starting at 8:00 this morning, volunteers will be collecting turkeys at the meals on wheels facility on gerald avenue. and today catholic charities will distribute food for 300 south bay families. that event starts at 4:00 p.m. at eliot elementary in gilroy. remember, if you can help give back this year, we would certainly love you to do so, with our nourishing neighbors program. it runs through christmas day and it helps bay area families.

you can take part by donating $10 the next time you're checking out at your neighborhood safeway. let's take a peek outside, overlooking downtown san jose. look at the high clouds there. but there is low visibility close to the ground as well. be careful as you head out the door. kari has a look at -- are we in a dense fog advisory? >> yes, we are. we are seeing that in parts of the bay area where visibility drops to a quarter mile or less. we're at a quarter mile visibility in oakland, as well as the peninsula, and other areas that haven't recently seen this low visibility are dealing with it this morning. we're at zero right now in novato, and of course parts of the north bay used to seeing the fog coming around. we're seeing it moving into the peninsula, as well as the south bay, and it's a cold start. this is where we're headed for today, reaching into the low to mid-60s. overall, a nice afternoon. we'll talk about what's coming up in a few minutes.
5:10 am
mike has a look at the prices you can expect at the gas pump. >> i hope you can clearly see these prices. we'll start with alameda county, they lead the list. hayward's valero on hesperian boulevard, now down to $3.81. san mateo clearly has the best of $3.89 on arco at south delaware and the same price, national petroleum in san jose, one on keys and another on south king road. thank you for sharing those options on gasbuddy.com. on the roadways, we see that fog registering where the yellow is, but there are clouds all over the bay. it could change to a foggy situation wherever you are. at the bottom of the screen, you see yellow alameda, oakland. here we are, the coliseum, over the last five minutes i've seen a clear view, all the way up to downtown oakland disappear. back to you. lots of smiles at levi's stadium and the 49ers weren't

day, and then looking at what's ahead, rain returns late this weekend. let's get a look at the current visibility, because you may need to get out the door a little earlier. it's still clear through livermore, but once you get to dublin and heading toward fremont and hayward, visibility is dropping off. we are seeing the denser fog moving into the north bay as well as the coast line. we may see, once again, the coastal areas dealing with the dense fog. and then we also will have higher than normal tides as we make it deeper into our king tide season for these areas shaded in green. there's a coastal flood advisory in effect due to the astronomical tide between 8:00 and 1:00 this afternoon. then we'll see the approach of some rain. we do need a lot more rainfall, as we are running some pretty big rainfall deficits for the season. we need another 4 inches of rainfall to catch up to normal
5:21 am
and concord needs over 2 inches of rainfall. the amount that we've measured is not even close to what we need for this time of year. but now there's a change in the weather pattern that will start to bring us some rain starting this weekend. so we'll see on saturday evening the rain arriving, off and on showers throughout the day on sunday. monday looks pretty soggy and then another storm system arriving behind that, as we go toward the middle of next week. so what does that mean in terms of how much we may measure? it does show that at least that initial round of rain could bring us about 1 to 2 inches of rainfall, maybe even higher for parts of the north bay. as we go throughout next week, there's the possibility that we could see about 5 or 6 inches of rainfall, so, yeah, that would catch us up to normal if we do get all of that rain. also, for the sierra, it looks like we could see a decent amount of snowfall, about 5 inches to a foot of snow.

>> i think that's a key point. good morning. most investigations go allegation, investigation, prosecution. republicans in the house don't have a specific allegation of high crimes and misdemeanors, but say the investigation will turn up the allegation. it's important to understand today's vote is not impeachment. it's the vote to begin an inquiry or investigation. if you're thinking to yourself, hold on, didn't congress already start an impeachment investigation? they did, on the orders of former speaker of the house kevin mccarthy. but not through an official vote. committees like the house oversight committee launched an investigation into biden's relationship with his son and brought in witnesses. some like former irs agents raised concern. others who were witnesses for the republicans told the committee there was no evidence that should lead to impeachment. that was really embarrassing for the committee, and it's led to

here, we're going to see temperatures in the low to mid-60s today. overall, a nice afternoon. it will be about the same for tomorrow as well. and then going into the weekend, we'll be tracking an incoming storm. right now we can see the line of moisture targeting the pacific northwest, and then we'll have a couple of these systems rolling in, going into the middle of next week. and we very much need the rain at this point. it's been a dry start to our fall season. in santa rosa, we need over 4 inches of rain just to catch up to our normal amount of rainfall. then looking at oakland, we are still lacking over 3 inches of rainfall. at this point last year, we were already at a surplus, and then now we compare that to the dry start we have now. but the good thing is that we do have some rain on the horizon. as we go late into the weekend, into sunday, we're going to see rounds of rain coming in, off and on showers through at least monday, and then a brief break before the next storm system
