we're looking closer at the new filing and the potential impact on your bottom line. plus, the search is on for a robber who targeted a south bay mailman. the all new holiday warning for deliver rye drivers here and across the nation. brace for fog as you head out the door this morning. this is a live look from san mateo bridge. it's been tough in a lot of areas to see. meteorologist kari hall is tracking another morning of low visibility and where it will be the most severe. this is "today in the bay." good wednesday morning to you. 6:00 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we are under a microclimate weather alert. kari and mike are keeping an eye on that dense fog out there. >> we're seeing the visibility dropping in some areas, and in the north bay we've gotten used to seeing the dense fog pretty much every morning, and then as we go into the 8:00 to 59 hour, around sunrise or shortly thereafter, we do typically see the worst of that fog

developing. but these areas shaded in gray, the north bay valleys included in that, but that also includes the delta coming through the bayshore and east bay, as well as the tri-valley and also for parts of the peninsula, where we've seen visibility dropping to a quarter mile or less. and in the south bay, down to the south county, you want to make sure you're keeping extra distance between the cars. right now we're seeing visibility in oakland down to a quarter of a mile, but look at novato at zero. just a few minutes ago, san carlos was at zero, but we're now about a half of a mile. it does change frequently as the fog drifts and moves around the bay area. mike, you've been watching the impact of that dense fog on the morning commute. >> we thought it was because of lower visibility and that might be the case. southbound was getting bunched up here coming down 880, you see the sign across the way over at the coliseum complex. there was also in the area, though, a disabled vehicle in the middle of the freeway.

you see the slowing as you're coming toward the disabled vehicle and it's tough to see as you're passing the san mateo bridge. we're looking at that stretch of roadway through hayward and union stay, san carlos down into palo alto. allow extra time. lighter traffic will let you get there. a new development for pg&e rate payers everywhere. the bay area's biggest utility is asking for another rate hike. >> "today in the bay"'s kris sanchez is live in the south bay this morning. kris, regulators just approved a massive rate hike starting next month. why another one now? >> reporter: well, they say they need this influx of cash to not underground power lines or cut down hazardous trees, but to stabilize their finances after doing that kind of work. and as you said, this rate hike comes on top of a rate hike that they already got barely three weeks ago.

pg&e's filing is for $1.5 billion from customers. the utility filing says it needs that rate increase to cover spending on wildfire prevention and, also, storm repair. the utility did get that 13% increase in november, but you might remember they were actually asking for 26%, and the cpuc ended up agreeing to 13%. the already approved increase kicks in on new year's day and the request for the most recent filing would not be up for approval until next year. also the utility is asking for an extradited decision. we have talked with the utility reform network previously, and they say that it's one thing to complain to the cpuc about this possible rate hike, but if you really want to affect change, you need to reach out to lawmakers so that they can turn the screws there on the regulators that are going to make the decision. in the south bay, kris sanchez, "today in the bay." >> i know a lot of families are working to make it in the bay

and hoping that lawmakers can work something out. these rate hikes are a lot. 6:04 right now. outrage in richmond during a recent hearing surrounding a recent foul odor that enveloped the story. >> the stench of this bs we've heard in this chamber today. >> the operators of the city's wastewater treatment plant got an earful last night from angry residents responding to a rotten egg smell over the past several days. last week the company veolia says it was triggered by the release of hydrogen sulfide during a construction project. it's making responsibility for what happened. >> the disrespect for our community, we're going to change it one way or the other, because we're no longer going to be asking please. >> we're talking about activities to improve that communication, to get those communications out to the

community. >> council members ordered the operators to submit a report next month detailing exactly what happened and submit a new communications plan. happening today, a south bay man accused of shooting and critically injuring a san jose police officer is due in court for a plea hearing. it happened back in august at a home near race street where investigators say he attacked his pregnant wife and ambushed responding officers. one officer was shot in the torso, her partner had to drag her to safety. she actually spent weeks in the hospital and underwent numerous surgeries. officers eventually arrested him after an hours-long standoff. new at 6:00, a new warning to fedex drivers everywhere to be on guard as holiday deliveries hit overdrive. it follows a recent surge in crimes targeting trucks that include one captured on ring camera video earlier this week outside of san diego. the "wall street journal" reports fedex is telling drivers

to prioritize their own safety. the company urging them to close and lock all truck doors whenever possible. experts tell "today" driver safety and customer security is top priority for all shipping companies. in the meantime, here in the bay area, u.s. postal service on the lookout for this man. he is tied to the armed robbery of a mail carrier on november 14th on ontario drive in san jose. a reward of up to $150,000 is being offered for information leading to an arrest. warriors star draymond green is likely facing another suspension by nba after being ejected a third time this season. here is what happened last night in phoenix. you can see draymond pivot as his wrist there strikes suns nurkic. the refs called it a foul with an immediate ejection, and

unlike his previous ejections, green first went quietly to the bench to await the decision. draymond later said he never intended to hit him, but he simply was trying to sell the foul. coach steve kerr called it a question of compromise. >> we need draymond, he knows that and we've talked to him. he's got to find a way to keep his poise and be out there for his teammates. >> suffice it to say, the dub nation is used to these kind of things right now, and we can expect the league to come out with an announcement as soon as this morning. but green has already been suspended once this season for five games last month, to add to the pain, the warriors lost despite making a furious late rally, 119-116. taking a peek outside. can you make it out?

that is san francisco this morning. the dense fog advisory continues this morning. fog enveloping a lot of the bay area, kari. >> the thing about it, as you're driving, you can see a pretty good distance ahead of you, and then suddenly you hit a wall of fog and the visibility drops just like that. at least in san jose for now with our downtown shot, we can see the clouds are up higher. but once again, as we take a look at that view in san francisco, the fog is being pushed back down to the ground and we are seeing very low visibility there. so watch out for that, the dense fog advisory continues until 10:00. we have a very nice, sunny, mild day ahead. as we go into the weekend, i'll be tracking rain that looks to come back late saturday night. we'll talk more about the timing. mike has a look at what you can expect for gas prices. >> alameda county leading the list today, hayward's valero on hesperian boulevard, down to $3.81. san mateo clearly has their best

visibility in spots. fog moving around but not too bad as we take a live look in fremont. it's 46 degrees, another chilly start, and the fog lingers through about 7:00. after that, we're in for sunshine and gradually warming temperatures. we'll take a look ahead to rain coming in for the weekend in just a few minutes. the richmond side of the bridge, the clouds were descending, a little bit of fog registering, now it's hard for our computer to focus. stay focused on the build of volume out of richmond and the fog drifting around. we'll show you where other areas of your commute will be heavily affected. good morning. happy wednesday to you. these are the closing prices for tuesday. you would think that google or alphabet would have gotten hit harder after a jury decided it had violated antitrust laws on monday. investors really didn't seem to care that much. google can appeal the verdict, maybe that's it, or maybe investors think google is so strong it will be fine despite the decision.

shares in ring central also down after the ceo there quit, after just three months on the job. tesla recalling nearly all of its cars to change the software to make it harder for drivers to fool the self-driving system. legally, it's a recall, but really tesla can push a software patch over the air. tesla is under pressure by the ntsb, which is investigating tesla's self-driving program. critics say it's dangerous and causes fatal crashes. a sign of the times, one of the biggest, if not the biggest tech conferences in north america is no more. the e3 conference in los angeles celebrated video games. it was not open to the public. this was an industry conference, but it attracted hundreds of thousands in the business. conferences in general are suffering just like office space after the pandemic. the cop28 climate conference wrapping up, the various countries have agreed on a policy to wind down the use of

fossil fuels, transition away, they said, getting to that agreement very difficult. speaking of decisions, the fed will announce its decision on interest rates later this morning. we expect them to keep them steady. we got more good news on inflation yesterday, some prices rose. but meat is cheaper, airline fares cheaper, clothing, the price of gas way down. the fed raises rates to fight inflation, at least that's the idea. and this time around it seems to have worked. netflix being much more transparent about the numbers behind its shows, breaking it down show by show, movie by movie. netflix says the most watched was "the night agent" which had 812 million viewing hours. netflix, of course, doesn't know how many people are watching in each homes. it says films and shows in other languages other than english accounted for nearly one-third of streams, and older stuff,

like "all quiet on the western front" still got 80 million viewing hours in the first six months of this year. netflix put it all on a spreadsheet so producers could see how their movie did. the hallmark movie "i believe in santa claus" had a million and a half hours, equivalent to 172 years of watching. my girlfriend and i were not part of that 172 years, we turned it off because this one is kind of weird. i also thought the two leads didn't seem like a believable couple because she's irritated at him. >> this has turned into a film review. >> i'm giving you a review. she's irritated at him the entire movie. okay, here is the embarrassing part, i didn't think there was any chemistry. they're married in real life. >> oh, yikes. [ laughter ] >> hmm. >> somebody said, you know, they're actually a couple. no, i mean in real life.

[ laughter ] >> or maybe they just don't get along. thanks for the review. that was interesting. here at 6:00 for you, a live look at sfo. this is where runways are said to be sinking at one of the fastest rates anywhere in the nation. a virginia tech study looked exclusively at 15 coastal airports over a seven-year span. sfo's runways are sinking at a rate of around 10 millimeters a year, or about 0.4 inches. researchers are presenting their findings at an environmental conference going on in san francisco right now. it's called agu23. and if you're looking to add to your list of fine dining spots, san francisco has a trio of restaurants that just received a big distinction. >> that's right, they are among the newly appointed restaurants

in the 2023 michelin drive. the mediterranean spot dalida is located in the presidio. each meal begins with breaking bread. also listed, kiln located near the civic center, which highlights curing, fermentation techniques. in the meantime, movida is near south beach. it includes a combination of flavors pairing mexican and persian cuisines. i like that combo. my husband is persian, just fyi. dinner on tuesday night at my house. the three restaurants are among the seven newly appointed california restaurants. what a nice combination. >> cool. >> they came up with the idea by watching "today in the bay."

it's a foggy start this morning. >> yeah, and we're seeing the fog in areas that don't typically see the fog for the start of the day. now, we've kind of gotten used to that in some of the napa and sonoma valley areas, but we're seeing it come down the peninsula, where san carlos is down to zero in terms of visibility and how far you can see in miles ahead of your headlights. we've also seen the visibility dropping around hayward. it is improving slightly in oakland. these are readings at airports, and of course we're everywhere in between. so just watch out for the quickly dropping visibility. now, looking at our temperatures today, once that clears out, we're headed for sunshine and our highs will reach into the low to mid-60s, basically back to where we were yesterday. it's been so dry here, but now we're seeing a couple of storm systems lining up out in the pacific. we have one and two. so these will be coming in as we go into next week. but as of right now, we have a big need for some significant

rainfall, with santa rosa so far getting 3 inches of rainfall, and that's not even half of what we normally get. we're still lacking over 4 inches of rainfall to catch up to normal for today's date. looking at oakland, not even an inch of rainfall, and usually we're closer to 4 to 5 inches of rain at this point. so looking at what to expect as the rain arrives late saturday evening, we can enjoy most of the day outside on saturday, but then late at night the rain arrives and it looks like sunday is pretty soggy. that rain continues into monday as well. then the second storm system comes in behind that to bring in additional rainfall and sierra snow. so our long-range rainfall estimate, this gives us an idea of how wet these storms are, and it shows the possibility of about 1 to 2 inches of rainfall in areas in red and maybe even more, 3 to 4 inches, for parts of the north bay. as we run it out even farther to the end of next week, there's a potential of getting about 5 to 6 inches of rainfall next week,

so, yeah, that would catch us up to normal. we could see in the sierra some light snow, up to about a foot for some of the higher elevations. looking at our seven-day forecast, we are enjoying sunshine this afternoon. cold and foggy tonight and a repeat into saturday, and then the rain will be soon to follow and we'll keep you up to date. mike, you have a warning for peninsula drivers. >> things will look unfamiliar, but this is 101 at the university camera. southbound, very light traffic flow. you can get by fine. lower those speeds, allow extra time. look how much yellow we have, where it's tougher to see. a camera height here for palo alto. very tough through hayward, union city. tri-valley moves nicely, a start of slowing for 680. vasco road holding at 23 minutes from marsh creek. back to you. >> thanks, mike. 6:22 right now.

6:25 this morning. the san francisco 49ers are already champs, at least when it comes to spreading some holiday cheer. >> this is a great story. niners star quarterback brock purdy was on hand for a toy and food drive yesterday at levi's and took some selfies with the fans. the team partnered up with second harvest of silicon valley to distribute food, kitchen supplies and toys to families struggling to get by. other guys you may have heard of taking part include nick bosa, trent williams and george kittle. all serving up much needed support and a lot of smiles. >> times aren't always fantastic for everybody and the fact that

the reason so many passengers were left sitting by the dock of the bay. this is "today in the bay." good morning. thanks for allowing us to be a part of your morning. i'm marcus washington. >> i'm laura garcia. let's start with a microclimate weather alert with a live look across the bay area, where visibility has been very low due to that dense fog hanging around. >> the question is, how long will it last? meteorologist kari hall is tracking that. we're seeing this across so many parts of the bay area where we don't normally see it. >> no, especially not for the peninsula, and we're seeing it into the south bay. the dense fog advisory in effect until 10:00 this morning, which includes parts of the delta, the bayshore, and down to the south carolina and along the coastline. but in the north bay we've seen fog continue from the past several days into this morning. we're also watching out for the return of king tides, those higher than normal tides we see bring up water a lot higher, and so this will be in effect from now through at least the end of

the month. and during the time of about 8:00 to 1:00 p.m., we have the very high tides, but we also have extremely low tides from 5:00 to 9:00 p.m., which also we have isolated flooding issues for some of those trails and some of though bayshore areas that deal with that during the high tides. so we'll be watching out for that and talk about incoming rain in our forecast in a few minutes. as you well know, those tides actually affected a cruise ship leaving san francisco's port. frustrated passengers are upset about waiting so long to set sell from san francisco on princess cruise headed to mexico. >> "today in the bay"'s ginger conejero saab is live for us in san francisco. ginger, that ship has sailed, but i'm sure a lot of those passengers are not so much over the anger of having to wait so long. >> reporter: maybe not just yet, hopefully they're getting some sleep on that cruise ship at this point. crown princess is out to sea,

ready for its ten-day cruise to mexico. but not before passengers took to social media to voice their frustration over how the cruise line handled a scheduled delay of one of its cruise ships. one user on social media platform x shared that her 82-year-old father and family, plus thousands of other people, were waiting in a drafty warehouse. this person continued on to say there was no food available and water was limited. food delivery for them was not an option because people did not want to leave or else they would lose their place in line. another person called out the company in this post, saying it should do better for disabled guests who waited for hours in the night outside in san francisco. now, the original delay was no surprise to passengers, according to princess cruises, we received a statement from within the last 30 minutes. they received notification from sf port officials of an increased accumulation of silt in the vicinity of the

designated cruise berth that would affect embarkation for the crown princess, yesterday, december 12th. that buildup, in conjunction with unusually low tidal levels at san francisco bay meant that the ship would not have the required keel clearance to dock and embark at the originally scheduled time tuesday morning. guests were notified via email and given a letter explaining the situation when they arrived at the terminal. princess cruises tells a different story. they say several hundred guests who would be accommodated in the terminal were provided with snacks and refreshments while they waited. in addition, princess cruises worked with a nearby hyatt hotel to arrange an alternative space in the hotel's convention area for more than 1,500 guests. this was the scene outside pier 27 last night. passengers who planned for the original delay were not expecting for that delay to be pushed back even more. crown princess departed san

francisco at 1:15 this morning, almost five hours more than the original delayed plan of leaving. we caught up with some passengers who tried to make the most of that added wait. >> we have literally been sitting out here since 7:30. >> in the morning? >> no, sorry, 4:30 in the afternoon, waiting. they told us that they would check us in by 6:30 and we've been sitting here trying to get in. we're starving. >> you're getting a $25 credit onboard. >> can you believe that? honestly, i don't even think that's enough for a drink. and i missed my alcohol package, which we're not going to be able to get because the day is gone. >> you're pretty upset? >> yeah, i'm upset, but i am excited to go on the cruise. >> we're going for ten days. >> don't have much of a frame of reference. >> reporter: it sounded like that woman had some room there for moving from upset into possibly feeling better about

the situation, but that $25 credit seems like it's not enough for passengers who really went through more hours of waiting, marcus and laura. >> hoping that the rest of the nine days are amazing for her and the rest of those passengers. >> i thought you were going to say smooth sailing. >> that, too. thanks so much. new overnight, a bus crash sent six people to the hospital. it happened in santa cruz a little before 9:00 p.m. on the uc campus. a bus veered off the road near the main entrance and struck a wall. one victim was airlifted from the scene. it's not clear if any victims were students. the cause of the crash is not known. happening today, the man who attacked nancy pelosi's husband is due back in court for a status hearing tied to the federal sentencing. david depape facing up to 30 years in prison for attacking paul pelosi with a hammer one year ago in pacific heights. he faces another 20 years for attempted kidnapping. today's hearing centers around

federal sentencing guidelines. depape is also awaiting a potential second trial in superior court. that trial is still on track to begin in mid-january. an arrest warrant has been issued for a suspected intruder at the peninsula home of nba superstar steph curry. the district attorney says it all happened in october when an 18-year-old chinese exchange student living in cupertino bypassed security gates and entered the curry home in atherton hoping to get an autograph. the student buzzed the gate, was let in and walked through the unlocked front door. the nanny confronted him and demanded he leave, which he did without taking anything. the currys' three children were there. he was later detained by police and prosecutors say he recently skipped out on his court date, leading to the arrest warrant. a follow-up on proposed job cuts rocking san francisco schools. the school board voted last

night to eliminate nearly 1,000 positions early next year. now, all are said to be positions that right now remain unfilled. the proposals come as the district faces a $400 million shortfall over the next two years and the school's superintendent says more jobs are not out of the question. >> we have a few other areas where we're looking at, like where we spend money on consultants or the district office or how we're staffing our schools, so we'll be looking at that through our budget planning process. >> now, a move is aimed at saving money here, but it comes as thousands of teachers and staff had paycheck problems over the last two years. we spoke with one substitute teacher last night who says the district still owes her $4,000. the board yesterday also agreed to explore which payroll system they'll use to replace the current one. it is 6:38 on your wednesday morning. taking a peek outside. you can see a little bit here across the san mateo bridge. it's been very foggy in many parts of the bay area.

quite dense in some areas, right, kari? >> yeah, in other areas it is completely clear. take a look at our view in walnut creek as you get ready to head out. at least in this area it's been mainly clear and a beautiful start to the day. but then as you make your way closer to oakland and closer to the bayshore, we are seeing a lot of the lower visibilities there, hayward down to about a half of a mile and san carlos has zero visibility right now. so really dense fog moving down the peninsula and into parts of the north bay. as you get ready to head out in dublin, we are going to see cold temperatures in the upper 30s, but headed for the low 60s later today. mike, many drivers should allow for a longer drive. >> yes, back to that view of san mateo bridge, we do see flashing lights here in the service lane over on the left side, and also the little skinny shoulder on the right side, i did see someone around this area. so watch for that in the commute direction. also, notice the fog takes away the visibility of the high-rise,

good wednesday morning to you. the time is 6:42. we are under a microclimate weather alert due to dense fog moving around. you can see the fog at the very bottom of the screen, but not affecting the drive coming from the north bay into san francisco. we're in the upper 40s now. the fog clearing around 8:00 and sunny the rest of the day as we gradually warm up. we'll talk about incoming rain in our weekend forecast in a few minutes. we're looking at some of the remnants of fog and low clouds, the richmond side of the bridge to san rafael. the volume builds but the visibility is getting better. we'll show you where things are tough as far as driving goes coming up. the house is expected to vote today on an impeachment inquiry into president biden. >> scott mcgrew, they have not said specifically what they think biden did wrong. >> that's what we're waiting on.

good morning. most investigations go allegation, investigation, prosecution. republicans in the house don't have a specific allegation of high crimes and misdemeanors, but say their investigation will turn up the allegation that they will make in an impeachment. and it's important to understand today's vote is not an impeachment. it's the vote to begin an inquiry or investigation. if you're thinking, didn't congress already start an impeachment investigation? they did, on orders of former speaker of the house kevin mccarthy, though not an official vote. committees like the house oversight committee launched an investigation into biden's relationship with his son and brought in witnesses, some like former irs agents raised concerns. others who were witnesses for the republicans told the committee there was no evidence that should lead to impeachment. that was rather embarrassing for

the committee. and it's led to the primary fight on capitol hill over this whole impeachment question. not whether there should be an official inquiry, democrats understand they would lose that vote. the fight is over how public it should be. democrats say, fine, if you're going to have an inquiry, make it public. for example, biden's critics want to ask hunter biden questions behind closed doors. hunter biden's lawyers have said the younger biden is happy to answer any question under oath for as long as they want if that hearing is open to the public. here is a democratic lawmaker from colorado who says, fine, let's have hearings, but let's call them open and transparent hearings in the language of the bill. >> why not say the oversight committee is going to have, quote, open and transparent proceedings, we're going to require them to hold a public hearing and issue a report? why is the language permissive

and why has open and transparent been deleted? this isn't a political argument. it's a good faith question. >> we expect that vote today. what we may not get a vote on is a vote either in the house or the senate funding the war in ukraine. that bill would fund ukraine but also make changes to american immigration policies, particularly asylum, and neither side can agree. president biden met with ukrainian president zelenskyy yesterday, who warned his country was running dangerously low on ammunition. congress ready to break for the holidays without a vote. >> thanks so much, scott. well, turning to our climate in crisis, a new door-to-door service wants to help households in the bay area reduce waste by making it easier to get rid of things that aren't part of their traditional or typical curbside recycling program. you might be thinking, what makes them different from where those items are ending up? >> cinthia pimentel joins us. you met with a company expanding

into san jose to find out what they're all about. >> that's right. good morning. the company is called rid well and it was started by a family in seattle collecting hard to recycle items, think of batteries, amazon packaging, frozen food bags, and they wanted to see if they could give them multiple uses. i got to ride along here in the south bay and spoke with a homeowner that is excited the service is around. as the saying goes, one person's trash is another's treasure. >> this material could be someone's deck. your amazon bubble wrap gets turned into this. >> the alameda food bank or berkeley food network, they can fill it up with food and give it out to community members who are in need. >> reporter: inspired by a 6-year-old and his dad looking to recycle old batteries, rids with has grown from their seattle neighborhood to over 75,000 families from atlanta, austin, and now in san jose, serving more than 6,000 homes in the bay area.

their goal is to keep things out of the landfill where they'll sit and rot and drive up greenhouse gas emissions. california makes over 76.5 million tons of waste, and of that 40% is recycled. the state's goal is to recycle 75% of waste produced by 2025. things are looking to give a second life to are items that usually have us thinking, can i recycle this? think of bubble wrap, light bulbs. before they rolled into the city, many conversations are had with official to prevent overlap with existing services. >> we're thrilled to expand. 6,000 people have diverted over 400,000 pounds from landfills since we've started. people here truly care about the environment and we want to make it easy for them to contribute positively. >> reporter: through the app, users can list what items they need picked up. certain things are picked up on certain days, you pop them into

the box and cloth bags you're given and done. >> we had moved away to mariposa, and when we came back, i thought that the city was not recycling as many things as they used to. i felt bad about throwing a lot of plastic away because we're polluting our planet and our oceans. so i decided that that was a good thing to do and i've been very happy. i've been recycling a lot of stuff. >> reporter: the environmental impact and people aspect to this new recycling company has drivers like juan lopez excited for the job. >> seeing the members and how happy they are to see me walking up to the house and coming outside to say hi, watch the process themselves, because they're excited to see their stuff being used for something good, not just going into the landfill, is a huge motivation for me. >> reporter: now people want to know, how much does this cost? it varies by how many items you want to save from ending up in the landfill. the baseline is $14 a month. >> thanks, cinthia.

now to a live picture of the golden gate bridge. beautiful shot there. but, of course, you see a lot of fog hanging around and we're seeing that across the bay area this morning. meteorologist kari hall has been tracking that for us. >> it's been kind of drifting by and every now and then it clears out. we're seeing fog moving around other parts of the bay area, we're dealing with that for the morning commute. the dense fog advisory continues until 10:00 this morning, also moving down the peninsula, and we've seen it in parts of the east bay and north bay where visibility is down to zero in novato. we're also seeing zero visibility in san carlos and parts of the bay for hayward, as well as oakland. about a quarter to half mile visibility. but other areas are completely clear, we're seeing that in walnut creek, where it's 40 degrees to start. but then once it clears out, we have a beautiful day ahead. we're going to reach into the

low to mid-60s, up to 62 in san francisco and even warmer for the south county, where in morgan hill and san martin we'll see highs in the upper 60s. eventually we'll see a change in our pattern that will bring us rain by the end of the weekend. there's a couple of storm systems out there. the first one, an atmospheric river that continues to move into the pacific northwest, they're been getting all of the rain this season. now we'll start to see that dipping down into the bay area, and even this storm system that's behind that will be coming in by the middle of next week. so looking at how much rain we need to catch up to normal, at this point it's quite a bit, and we've gotten over 3 inches of rain in santa rosa, but we still need another 4 inches of rainfall to catch up to normal. we're seeing some pretty big deficits across the bay area, but once again, we're going to see that rain coming in that may help make up some of those rainfall deficits. it starts to come in late saturday, continues through sunday into early next week, and then that second storm comes in

right behind that for next wednesday into thursday. so initially our models are showing about 1 to 2 inches of rainfall, possibly even more, while the sierra gets a few inches of snowfall, up to a foot for some of the upper elevations. so a big change in our weather pattern ahead. enjoy the dry weather while we have it with temperatures in the mid-60s. it will be cooler once that rain arrives on sunday. mike, you're seeing a slower drive across the san mateo bridge. >> i am. now, we had a couple of disabled vehicles actually just as you were doing your report, which i was listening to it, we're also watching this, they cleared the vehicle in the service lane. traffic is starting to flow a little better now that distraction is gone. we have low visibility, the fog does kick in about midway across the span. you can see on the san mateo and dumbarton bridges, that's where our lowest visibility registers, including south of palo alto, toward parts of mountain view, sunnyvale, and also through the areas off of 280 as well.

so that's unusual as far as visibility concerns. even so, we have a lighter build, the south bay really starting to kick in for the northbound commute. here is palo alto, again, low visibility means unfamiliar surroundings. you can't see the reference points, so do slow down because you might come across your exit quickly. on the freeway, they can see the road just fine. 6:52 right now. happening now, call this music to the ears of businesses across san francisco. supervisors have approved an ordinance allowing restaurants, bars and other venues to play amplified music outdoors without paying a fee. permit fees can run as much as $800. the thinking is it will help further revitalize city nightlife. a quick look at your top stories, including at proposed rate hike from pg&e on top of the huge rate hike regulators approved last month. we're looking closer at the new filing and the potential impact

weeks ago was about half the amount the utility is seeking. now, the already approved increase kicks in new year's day, and the new request would not be up for approval until late next year. pg&e is asking for an expedient decision. passengers aboard a princess cruise ship out of san francisco are breathing a sigh of a leaf right now or sleeping, because they had a long night last night on the chilly bay waterfront. their cruise to mexico was held up by a clearance issue. passengers say they were stuck waiting at pier 27 for hours. in a new statement, the cruise line says the ship departed at 1:15 this morning. princess says in part, the delay was beyond its control, but apologizes for the inconvenience. how is that traffic looking, mike? >> where we can see it, it's moving smoothly. you can't see clearly 101 through palo alto, fog is a
