fossil fuel consumption. the goal is to avoid the effects of climate change and move away from a carbon future some participants and many activists are saying this agreement doesn't go far enough. what is it that they object to >> reporter: well, that's right, phillip. the deal reached at cop28 marks the first time nations agreed to transition away from fossil fuels, which sounds like great news, but critics say the wording is not strong enough, because it stopped short of calling for fossil fuels to be phased out, not pay way. and that is when a word makes the world of difference. the proposal by many nations to include phase-out in the final deal was opposed by the opec oil-producing countries, including saudi arabia and highlighting once again the great contradiction of this cop28. because it was hosted by of course, an oil producing country
