mornings and sunny days for tomorrow, but out ahead we're getting ready for rain. we take a look at christmas in the park in san josé, and it's a clear morning and we are at 44 degrees. it will be a cold start as you get ready to step out the door, and there's a mix of sun and clouds today as temperatures head for the mid-60s, and some of us will only make it up to 60 in the east bay. mike, you have activity in sunol? >> yeah, green sensors around most of the bay, and one crash will clear at daly city in the next few seconds, and construction has this area closed overnight heading up from sunol to bernal. we will check with chp and let you know how that is shaping up. meanwhile, the rest of the east bay, contra costa county looks just fine, and an easy drive

from antioch through arenda. back to you. >> thank you. a former police officer accused in two separate standoffs and two long and frightening nights for neighbors makes his first court appearance, and he's also accused of shooting a responding officer and his wife. >> city leaders are still talking a lot about what happened that night. >> reporter: well, you will recall last friday morning, early friday morning, pleasant hill police left this home here on cleopatra drive without arresting the former police officer that was inside that house and armed with a gun. this was after a lengthy standoff that started the night before when he allegedly shot his wife with a shotgun through a closed door. she did survive with

nonlife-threatening injuries. and they left him in the home there and the chief said this was in order to de-escalate the situation and avoid a shootout, and even the tactical unit left they were still using resources to monitor and keep the public safe, and it was not until 15 hours later police returned and blocked off a neighborhood for a second time, and the marine veteran shot through his front window at them before ultimately surrendering last saturday morning. >> hindsight, would you handle this different, chief? >> time was our best tactic, and it worked. >> he was literally rolling the

dice for the public safety, and as the chief of police you do not have the right to risk the safety of the public. the right thing to do would be to evacuate that neighborhood. >> he's already a little off. >> reporter: later this afternoon in martinez, chow will be arraigned for several charges. president biden is now facing an impeachment inquiry, this after house lawmakers voted along party lines to authorize the republican investigation that is under way.

the gop leaders say it will help to investigate. president biden is firing back, calling the already three month long investigation wrong. the 49ers are looking deeper into what is considered a racist symbol of eight left outside of levi's. somebody hung a noose around the skeleton of a seahawks jersey, and the 408 faithful posing with it, and -- >> seeing it at a tailgate party

by the 408 group, it's somewhat alarming but it shows the lack of education to what nooses represent to people of color. >> in a statement the 49er spokesperson said, we are remaining steadfast to our commitment that our community continues to be safe and an inclusive atmosphere for all fans to enjoy the sport. we did reach out to the 408 group but have not heard back. last night a new menorah was up in place, lit up for the seventh night of hanukkah. earlier in the day vandals dismantled the old menorah and

threw some of the pieces in the water, and the jewish leaders are trying to send a message of strength in the face of anti-semitism. >> the community is united against hate, against acts of hate. >> we are who we are, because no matter how many times we get knocked down, we get back up. >> and there will be patrols in the surrounding area through tomorrow. more stores are rethinking the use of self checkout options. is theft to blame? they say it's complicated. target and safeway did not respond to our request for a comment last night. we spoke with one employee who implied that theft was a major reason why and inventory numbers is not matching up. shoppers we spoke with had

varied opinions. >> i can see how it can make shopping slower than earlier. >> i think it's more convenient for me to go to the check stand. >> it doesn't matter to you? >> doesn't matter to me. i didn't even notice it. >> retail theft may be just one factors, and insiders believe they are blaming retail theft while trying to cover up human error at self check out and theft by employees. and then one month ago opd launched the fruitvale crime suppression plan. this is a long-time project, increasing traffic enforcement and foot patrols. they are seeing a 9% drop in

burglaries. and then last week an odor was tied to a waste water treatment plant, and then it was said to be due to a construction project, and so far the company did receive a public nuisance violation in connection to last week's incident. meteorologist, kari hall, is tracking what we can expect across the bay area. you said it's not as bad, but fog is still out there. >> it's out there in some spots, and it's patchy. in santa rosa we are back to about three quarters of a mile visibility, but elsewhere we are up to ten miles which is clear in airport standards as they take a measure of how far you

can see. today will be partly cloudy temperatures. in the low 60s for santa rosa, and fairfield headed for 62. tiburon will see a high of 59. a little on the cool side for some, but nothing compared to what we have ahead as rain moves in. we will talk about a cooldown in the forecast, and mike has what you can expect at the gas pumps. >> hayward in valero, it's at 3.75. the top price continuing to move down. 3.89 at quick serve in san josé at alum rock, and in the north bay, vallejo has 4.19 at the intersection of sacramento and redwood streets, and that's down a couple of cents in the north bay. a little fog registering

the nasdaq is up 40% for the year. apple hits an all-time high. the stock market records come as the federal open mmittee indicates it will not be raising rates again, and in fact might start lowering them. head of the fed, jay powell, speaking to reporters yesterday at the conclusion of the committee's two-day meeting. nobody could miss the sunniness of what he was saying. a written report accompanying the press conference shows most fed governors were thinking about rate cuts next year. the stock market was higher. the stock market, the whole stock market in france is worth 3.2 trillion, so that company in cupertino is worth more than the whole stock market in europe.

gdp is up, and unemployment down. many americans still say they worry about the economy, but the economists say they are behaving very differently. >> all this tells you that the polls is different than what they are doing in their lives. what does it mean? i don't know. but people are acting like they believe the future is pretty bright. >> a new study from stanford researchers say all that fear about kids using chatgpt to cheat may have been overblown, and the rate of cheating has not changed at all, probably because a majority of teens that we think of being so tech savvy have not actually heard of or used chatgpt. 76% of teens reported hearing little or nothing at all about

fog and the clouds, that is what is keeping the temperatures from really moderating a bit, so we are feeling the colder air coming in. we don't have that blanket that helps to keep us warm. we are in the 30s to start for a lot of our inland valleys. later this morning we're watching out for the coastal flood advisory for the bayshore, and some of the low-lying areas, the trails and parking lots that do typically flood with the king tides, they need to be monitored for today. the highest tied will be between 11 a.m. and 2:00 p.m. our temperatures today, we are reaching up to 60 in livermore, and 59 in martinez. san francisco up to 62 degrees. it's about the same tomorrow, but maybe even warmer for the south county, and once again we are enjoying warmer than normal temperatures for a lot of areas. we are going to see changes ahead with a cold front, some rain and off and on showers that look to arrive early on sunday

morning at this point. it starts at 6:00, move into the coastline and continuing off and on throughout the day. then we will see the rain continue into monday and part of the day on tuesday. there may be some breaks as we go towards the end of the week, but at least we do have a wet start to next week as a potential of some parts of the bay area. look at that. the bright pink in parts of sonoma as well as northern marin county, may reach three to four inches of rainfall while much of the rest of the bay area gets a inch of rain. it has been so dry lately, and we have a few more days of dry conditions between now and saturday, and those are the days to get out there because our temperatures will be nice and mild. mike, now you have a crash on the peninsula? >> we do, kari, but tracking this, over here, southbound 280 as you come down through daly

-- dublin. our south bay temperatures come up quite a bit and we will enjoy that before rain arrives on the weekend. mike, you were saying traffic stopped flowing in a couple spots? >> yeah, one was the golden gate bridge. what happens is they stop the traffic and clear the cones. heading down towards the golden gate bridge, looks like that construction zone clearing past spencer. and a little slowing at the bay bridge on the incline, and then over here in the tri-valley, although it's still on the grid, northbound 680, i believe the lanes are cleared because i checked the caltrans camera i have access to, so it's okay north of sunol. back to you. >> thank you. and then governor gavin newsom finds more friendly terrain with seth meyers.

about how the city has become the avatar of what is wrong with democratic cities, and the homelessness has gotten national and international attention, and that was one of the main focuses last night. there's a focus to really living attention to the wrongs in the city in order for conservatives to prove themselves right, and he acknowledges the problems are very real and apparent to anybody that visits the city. governor newsom said he is advancing the most -- >> i have threatened to sue my old city, san francisco. we did a big audit and they are finally addressing the housing crisis, the original sin in california, affordability, and none more acute than the issues you see on the streets and sidewalks. >> reporter: now, the governor

also talked about the high speed rail project and the plans and delays around that, and 15 years later when the plans were originally talked about to connect southern and northern california, and that plan has not come to fruition because of the delays and funding, and he closed that gap with the $6 billion that was allotted to california last week, and he gave a timeline, and passenger service to begin on the first leg of the project by 2030-2032. we will have to see which office he will hold by that time, but right now he said he's not planning to run for office, and he said neither he nor ron desantis will be president. >> he's out there talking about anti-woke, and i mean this, for me it's not anti-woke.

what he means is anti-black. he's out there censoring historic facts and re-writing history, and he eliminated ap african american studies, and he said slavery was a workforce program and double downed on that, and i thought it was important to blow back against that. >> reporter: so the governor says he's not planning on running for office but he has been outspoken in support of president biden because he says he believes that democrats need to be more aggressive as the next presidential election is right around the corner, less than a year away, marcus. >> we will be watching. thanks, ginger. 5:36. happening today a pretrial hearing for two men charged in the shooting of a security guard who died while protecting the news crew. police are still looking for a

third suspect, gilbert. the two defendants are scheduled to appear today for a readiness hearing. the trial is scheduled to start next monday. kevin na she hadda was a retired decorated police officer and was shot in downtown oakland. surveillance video shows what happened on monday at a state consignment on contra costa boulevard. the owner says ten men forcing their way inside using a sledge hammer to smash jewelry cases, and one worker pulled out a gun, and they took off running and jumped into two vehicles waiting before police arrived. so far there is no word on any possible arrests. the warriors return to the court tonight, and likely many nights without star player, draymond green. he's now suspended indefinitely

this morning. san francisco, good morning. dark and early for you. meteorologist, kari hall, monitoring what is happening weather-wise across the bay area. how are things looking, kari? >> we are kicking it off with the union square menorah lighting tonight, and for this evening we are partly cloudy and temperatures in the upper 50s at the time of the menorah lighting. going into late tonight with temperatures drop into the low 50s. bundle up, whether you are doing that or the fantasy of lights, in the drive through in los gatos this evening. temperatures there will be about 55 degrees. 52 at 8:00, and drop into the upper 40s later tonight. a chilly one there as well as cool temperatures. ice-skating will be in the upper 40s. getting ready for the warriors

came this weekend at the chase center, it will be in the mid-50s. saturday night, low 50s there. we will have chilly temperatures in tahoe this weekend, and looking at dry conditions to start, and then by sunday some rain and snow will be coming down. mike, you are looking at the backup at the toll plaza. >> yeah, it forms very quickly, kari. we saw folks slowing down so something is going on just past the toll plaza. maybe something, a traffic break or debris. along the span, i watched the span and everything was moving smoothly throughout the disturbance. the backup at the toll plaza, and maybe it was just extra slow metering lights. and things clear up on highway 4. typical spots lighter than the typical day, and so there's fog

you. it's 5:44. let's start out with the day planner in oakland, and starting out in the 40s and then around noon approaching the 50s, and we hit 60 just briefly. still a mild day and we have rain ahead. we will take a look at our complete microclimate forecast, coming up. your drive out of oakland still slow. it's jammed up at the bay bridge toll plaza. it's rippling back and forth from the maze. no incidents that i can see, but something disturbed the flow here. more on that coming up. 5:45 right now. new this morning law enforcement experts are sounding the alarm about a new proposal to ban federal agencies from buying or

using, in fact, drones made in china and some other foreign entities. it aims to protect security along the u.s. borders. more than 70% of drones or uas in the world were manufactured and assembles in foreign entities with divergent interests in the united states. some say local law enforcement needs to push back on the legislation because it could ground one of their most effective tools. >> it can take, you know, 20 or 30 people spread out in very rugged terrain that is hazardous to them, and having the drone to be able to cover the terrain so much quicker than a person rapidly speeds up that search. we found people, found in

minutes rather than in hours or days by using a drone, especially when we are talking at night. all of this without the risks to the rescuers out searching for that person. >> the american security drone act will be considered by the full senate after being viewed by the governmental affairs committee. it would sunset five years after it's enacted. and then breaking it down for us, the house doesn't need the senate to sign on? >> yeah, the impeachment entirely happens in the house. the move to the senate is much later. this would just be a first step. the vote was 221 yes, and 212 no. all the yeses from republicans, and all the nos from democrats.

the house already launched that investigation and came up with no evidence against president biden, no charges. president biden's son, hunter, did not respond to a subpoena demanding he testify behind closed doors in the house yesterday. the younger biden says he will testify all anybody wants if he's allowed to do it in public. he also said this -- >> my father was not financially involved in my business, not as a practicing lawyer, not as a board member of burisma, not in my partnership as a chinese private businessman, nor abroad, and certainly not as an artist. during my battle with addiction, my parents were there for me. they literally saved my life. >> hunter biden, my father had never been financially involved

in my business, which congressman jim jordan heard as an admission. >> i think the biggest takeaway was the statement from mr. biden where he said my father was not financially involved in the business. that's a huge change, which means sort of that he is involved. i think that's how anybody with common sense would read it. >> president biden, meanwhile, met with the family of the hostages being held in gaza, and the meeting lasted two hours and included secretary of state, antony blinken. here's the father of one of the hostages. >> we met today with president biden and other people from the administration. it was terrific, a terrific meeting and conversation. i think we all came away feeling that as families of hostages, of american israeli hostages, which are eight out of a total of 138

hostages, and we felt this before and it only reinforced in seeing and believing that we could have no better friend in washington and the white house than president biden himself and his administration. >> jake sullivan is on his way to israel now to meet with benjamin netanyahu. data reveals a new push to bring more workers back to the office post covid by the start of the new year. that means more offices are filling back up with returning employees having new needs. one software company explains employers are working to accommodate those requests. >> really listening to what they want. we are doing this through surveys and focus groups and one-on-one meetings, and really trying to understand what works

well for everybody. >> there was a survey about workplace improvement and found 45% of the workers asked their bosses for more cafes and outdoor break areas, and 38% asked for better collaborative software, and then others asked for foosball tables. let's get a look at what to expect today. if you head to the coastline, make sure you are careful because we are going to see higher than normal tides through 2:00 this afternoon. and then going ahead, we are getting for rain to arrive by sunday morning, and we are getting a change in the overall weather pattern that has been targeting the northwest with a line of storms coming in. now we are seeing more of a wave

in the jet stream. this flow starts to change where we start to see the rain, and eventually we will start to bring in some of the storms to california after it has been over spots like seattle for the past several weeks. as the jet stream dips, we will see the rain coming in, and that line of storms, the upper level flow of the winds that carry the storm systems finally coming our way. we will see that coming in early on sunday morning with a line of rain starting to move into the coastline, parts of the north bay, by about 7:00 to 8:00 in the morning. even during the evening, it's still spreading across the bay area and continuing into monday afternoon. on tuesday, we are still looking at soggy weather, but then it does look to taper off by the end of the week. with a couple storms coming our way, we could see the possibility in some parts of the north bay with two to three and possibly four inches of rainfall for next week.

much of the bay area seeing an inch or two of rainfall. that's really significant after this very dry start to the winter as well as our rainy season as we go through the next few days. expect our temperatures in the mid to upper 60s, but cooler once that rain arrives. mike, you have been looking at the bay bridge toll plaza. >> yeah, and the backup is continuing to ebb and flow. i can't see any incidents, so it could be because you are going from almost 20 lanes at the toll plaza to half of that capacity as you funnel down up on to the incline. that's probably why things are gumming up. everybody arrived there at the same time. a smooth span itself. highway 4, there's the build into concord and so traffic volume not a major concern. across the san mateo bridge, we have more traffic but no issues

as far as brake lights tapping, and that will happen shortly, but didn't experience any ripple as well. >> thanks, mike. happening now, a new plan to improve air quality in contra costa county. the bay area air quality management district just released a plan providing pollutions for the san pablo area. in the past few weeks, richmond have faced issues. the new state law led by the creation of the plan is also acknowledging not only that community but statewide seeing improved air quality. could the world be nearing the evened of the oil edge? still ahead, the first of its still ahead, the first of its kind deal that has

have agreed to move away from fossil fuel consumption amid a disagreement on how to tackle climate change. national climate reporters, chase cane, found oil-rich countries want to keep fossil fuels on the table despite it being clear that we have to stop burning coal, oil and gas if we want to limit global warming. >> this final language called for a transition away from fossil fuels instead of a complete phaseout of fossil fuels, but it is in a sense a victory because in nearly 30 years of these negotiations, it's the first time the words fossil fuel even appeared, so transitioning away from fossil fuel, you can view as a step forward but there are loopholes to allow countries to keep burning coal, oil and gas. >> the agreement doesn't force

any countries to do anything, but the faster that we do transition away from fossil fuels the more we can limit and prevent extreme deadly and dangerous climate events. this all comes as we are wrapping up the hottest year on record. the average temperature in 2023 across the u.s. was two degrees above normal, and ranking as the tenth warmest on record. one region in the world heating up faster than any other is the arctic. the summer surface temperatures there were the warmest ever observed. it's a critical report published by noaa saying now is the time for action. we will put it on our website where can you learn more about our climate in crisis. go to nbcbayarea.com and look for the climate in crisis tab. >> can you watch nbc news whenever you want online.
