meteorologist, kari hall. around the bay area, it's 43 in san josé. oakland, 41. walnut creek, you are stepping out the door to 37 degrees. it's 47 in san francisco. take a look at our highs for today. it's going to be another nice afternoon. a little cool for some of us with upper 50s in parts of the delta as well as the north bay, but the further you get away from the fog that we are seeing this morning, the warmer it will be as we get much more sunshine and temperatures reach into the upper 60s for today. we'll talk about rain coming in for the weekend in a few minutes. mike, you are seeing more changes at the bay bridge toll plaza. >> yeah, things are moving better now, and the volume continues to build a bit slower than previous weeks of the year, but we are looking at more movement approaching the toll plaza and smooth movement across the span itself. i think they might have sped up the lights. richmond bridge, no problem,

just the typical slowing for highway 37 and highway 4. walnut creek interchange, 680 south down through the rest of contra costa county, and alameda countya smooth and easy drive. 280 as a crew that should be clearing around 87 as well. back to you. >> thank you, mike. happening today the former police officer accused in two separate standoffs, two long and really frightening nights for his neighbors, makes his first court appearance. he's also accused of shooting at responding officers as well as his wife. >> bob redell joins us live in the pleasant hill neighborhood where people that live there are still pretty rattled. and city leaders are taking heat for what happened there. >> reporter: they are defending their decision. you will recall last friday the police left this house on klee apat trau drive without arresting the former police officer that was still inside and armed with a gun, and this

was after a lengthy standoff that started the night before when the former officer allegedly shot his wife with a shotgun through a closed door, and she survived with nonlife-threatening injuries. the chief defended his decision to leave the former police officer in his home and in the neighborhood. the chief tells us that even though the tactical unit left, they were, quote, still using a lot of resources to monitor and keep the public safe. it was not until some 15 hours later that police returned and blocked the neighborhood off for a second time. police shared photos of damage to an armored vehicle, and the damage was caused when the marine veteran shot through his window at them before ultimately surrendering last saturday morning. >> hindsight, would you handle this differently, chief?

>> we figured we had a serious situation, and time was our best tactic for it to end peacefully, and it worked. >> he was literally rolling the dice with the public safety, as the chief of police and law enforcement officer you do not have the right to risk the safety of the public, and the best thing to do would have been to evacuate the neighborhood. >> he's already a little off. >> later this afternoon in martinez, he will be arraigned on nine counts of attempted murder of peace officers, assault with a firearm and injuring a spouse. >> a bizarre story there. bob, thank you for that update. turning to the israel-hamas war. president biden meets the families of the american hostages, and we have a live

picture of the border between israel and gaza. there's growing condemnations to the costs of the palestinian civilians. among the 240 kidnapped by hamas on october 7th. turning hate into hope, the menorah was vandalized but last night a new menorah was put in place. earlier in the day, vandals dismantled the menorah and threw it into the lake. >> the community is united against hate. the community is united against

acts of hate. >> we are who we are because no matter how many times we get knocked down, we get back up. >> among those attending last night's lighting ceremony, state attorney was adding patrols in the surrounding area through tomorrow. a new warning for contra costa deputies. the fake caller poses as an employee telling the person on the phone that they have an active warrant and they can avoid it by making an immediate payment over the phone through gift cards or just a payment over the phone. the sheriff's office reminds everybody it will never demand immediate payments over the phone or threaten arrests for unpaid fees or fines. the holiday season is under way, and more stores rethinking

the use of self checkout options. so is theft to blame here? well, they say it's complicated. target and safeway did not reply to our requests for comments last night, but some of the largest stores in san francisco turned off their self checkout kiosks. >> i can see how it can make shopping, like, slower versus how it was earlier. >> i think it's more convenient for me to go through the check stand. >> reporter: so it doesn't matter to you? >> i didn't even notice it. >> retail theft may be one factor. insiders believe retail theft is to blame while actually trying to cover up self-inflicted problems like human error, or even theft by employees.

meanwhile, oakland police say they are recent efforts are paying off. one month ago opd launched the fruitvale crime suppression plan. this is a long-term project in the fruitvale district. leaders now say they are seeing a 43% drop in robberies and a 29% drop in burglaries. 6:07. bay area air quality leaders are looking into the stink tied to a waste water plant, and so far the operators are not commenting on last night's air district posting, but the company did receive a public nuance violation in connection to last week's incident. let's take a live look out in san josé. it's dark and early for us this

morning. still seeing a little lingering fog, at least it looks like that out there. meteorologist, kari hall, is looking at that for us today. for people getting on their way, how is it looking for them? >> not bad, and it's improvement over what we have seen in the past couple days. much of the tri-valley we have clear visibility there. it's down to half a mile in santa rosa, and some of the thicker fog lingering in the north bay. we are reaching in the upper 50s and low 60s for today, and high clouds filtering that sunshine but over all a nice day. i will have the timeline of rain this weekend in a few minutes. mike has a look at some of the lower gas prices around the bay area. >> yeah, i know it's early, and today the best price is down another nickel on hesperia and a

you hear at the polls is different than what people are doing in their actual lives. the big decisions, where to buy a job or where do i put a business, and people are acting like their future is pretty bright. >> a researcher said all that fear about kids using chatgpt to cheat may have been overblown. researchers who study such things say the rate of cheating has not changed at all, probably because a majority of teens that we think of being so tech savvy had not actually heard of chatgpt. 76% of teens reported hearing little or nothing at all about chatgpt. earlier pew number found similar results. 60 to 70% of the kids surveyed said they cut some sort of

let's get started with our temperatures that are cold this morning across the bay area. definitely colder than it was yesterday, as we don't have that blanket of fog. that usually keeps temperatures up a few degrees, but without that temperatures drop like a rock. now we are seeing it at freezing in santa rosa. 45 in martinez. it's 39 in fremont. freeway in san josé. just a heads up that you might need a few extra layers this morning. we are also still seeing some dry conditions. all of the rain headed to the pacific northwest where it has been for quite a while. now we are starting to see waves in our jet stream. the jet stream is the flow of the upper level winds that carries those storm systems, and now it's looking more where we see the dips in the jet stream, and that brings a change in the weather, and the past few weeks

have been zonal, where it's just flat. a change in the weather pattern may continue for a while after we get storm after storm riding that jet stream and coming in for the start of next week. looks like the rain arrives as early as sunday morning and continues throughout the day on monday as well as tuesday, and some of the rainfall totals show that we could see in much of the bay area anywhere from three quarters of an inch of rain to an inch, and it may be a lot higher, possibly up to three inches, for parts of the north bay. it looks warm with this storm, so we may not see as much sierra snow as we like to see, about one to four inches next week. look at the moisture coming in, quite a bit of rain, and that starts early on sunday morning. keep that in mind for your outdoor plans this weekend. saturday is your day to get out there. mike, you were tracking the backup coming out of the east bay?

watching the same thing this morning. good morning to you, marcus. san francisco definitely getting a bit of a spotlight in yesterday's appearance with governor gavin newsom on late night tv. he talked about a lot of things, including the issues in san francisco that have really gotten national and international attention as well as the city becoming the avatar for what is wrong with democratic policies. one of the issues the governor really talked about is homelessness being one of the primary issues in san francisco. he said there was a focus on the wrongs in the city because the right needs to prove themselves right. he acknowledges that san francisco's problems are very real and very apparent that anybody that visits the city. governor newsom said he's addressing some of the problems on the state level, advancing some of the most significant mental health reforms in the nation. the governor also said he threatened to take san francisco to court. >> i threatened to sue my old

city, san francisco. we did a big audit, and now they are conforming to state law for the first time and finally addressing the housing crisis, the original sin in california, affordability. >> reporter: the governor also talked about the high-speed rail project, and the plans for it and the delays, and the plan began in 2008, and 15 years later that project has not come to fruition because of the funding problems and delays, and the governor said he closed the gap with $6 billion of federal funding that was allotted last week to the state, and he went on to give a timeline, 119 miles to be finished by 2026. passenger service to begin on the first leg of the project by 2030 or 2032. now we will have to wait to see what office the governor will be in by that time, and for now he

says neither he nor governor ron desantis will be president. governor newsom did not mince his words when it came to the florida governor. >> he's talking about anti-walk. what he really means is anti-black. he's re-writing history and censoring historic facts, and he said slavery was a workforce development program, and he doubled down on that. for me it's a serious moment where i just felt it was important to blow back against that. >> reporter: the appearance on late-night television, and the 101 one-on-one debate with the

florida governor, and throwing his support behind president biden. moving you forward with the san francisco board of supervisors, new reforms first proposed by mayor london breed, and the supervisors adopted it. it will lead to reforms meant to speed up the opening of new businesses, and the broader goal is to fill the empty storefronts that have been abandoned recently. the mayor plans to talk about the new efforts later today at presidio heights, and that gets under way at 11:00 a.m. a pretrial hearing for two men charged in the death of a security guard that died when protecting a news crew. police are looking for a third suspect, and the two defendants

are scheduled to appear for a readiness hearing. kevin nishita was a retired decorated police officer. he was shot and killed over two years ago in downtown oakland. new video this morning of a dramatic and dangerous encounter at an east bay consignment store. surveillance video shows what happened monday estate's consignment. ten men forced their way inside using a sledge hammer to smash jewelry cases, and one worker pulled out a gun, and the men ran away before police arrived. that follows a robbery just last week at danville consignment store, and so far no possible word on a connection or arrests. the warriors return to the court and likely many nights without star player, draymond green. he's suspended indefinitely

following the flagrant foul on tuesday. >> kris sanchez is here to look at his and the team's future. this is starting with a meeting today. >> yeah, the warriors head to the court with their wings clipped, and draymond green will find out what he has to do to end the indefinite suspension after smacking jusuf nurkic in the face. shortly after the nba handed down a statement announcing green's indefinite suspension, taking into account green's repeated history of unsportsman-like conduct, and that game, both green and jusuf nurkic, after that they talked about what happened.

new proposal to ban agencies from buying or using drones made in china. the report concludes as of 2020 more than 70% of the world's 70 drones were manufactured and assembled in foreign entities with, quote, divergent interests than the united states. one emergency management worker now works as a consultant for a chinese drone manufacturer, and he believes local law enforcement needs to push back because it could ground one of the most important tools and, more importantly, the funding needed to use it. >> it can take 20 or 30 people spread out in very rugged terrain that is hazardous to them, and having the drone to be able to cover that terrain so much quicker than a person rapidly speeds up that search.

we found people in minutes rather than in hours or days by using a drone, especially when we are talking at night. all of this without the risks to the rescuers out searching for that person. >> the american security drone act will soon be considered by the full senate after being reviewed by the homeland security and governmental affairs committee. if it takes effect with approval, it would sunset five years after it's enacted. a man recently bringing back his cat to his gilroy home after finding it more than 50 miles away. here's the moment larry and his cat, ms. kitty, were reunited after weeks. somehow she ended up in carmel valley, and that's over an hour

>> i have been working on my fitness ♪ >> yeah. we can see today. yeah, the sunrise is beautiful. it's a great start to our thursday morning. we are watching the coastline for those higher than normal tides, and that will run from 11:00 a.m. to 2:00 p.m. for tomorrow as well as saturday, we will have chilly mornings and mild and sunny days. by sunday we will see rain coming back to the forecast. right now we are seeing clouds spreading in as another storm system moves up around the pacific northwest with widespread rain. we have a couple storm systems out there in the pacific. what we have been watching with the jet stream, that's the flow of the upper level winds that carries the storm systems across the ocean and into the west coast. we have seen a zonal pattern where it's flat, and that's why

it has not moved from the seattle area, and now it's looking more wavy and eventually that will start to bring the storms into california starting this weekend. we will see this starting to dip further to the south, bringing in the wet weather on sunday. it looks to continue for a while as we start to see the storm systems rolling in. wet weather for sunday morning into monday as well as tuesday. we do have a good amount of rain heading our way after such a dry start. there's a possibility we could see anywhere from one to three, and possibly four inches of rainfall for some of the coastal areas in the north bay. this is going to be soggy heading into the next several days, and we do have a few more days to prepare. mike, earlier it looked like full stop on the san mateo bridge? >> things are moving again, and this happens as folks converge on the bridge, and we are looking at a build for the east
