breaking right now at 5:00, firefighters spring into action to stop a fire in the east bay. we are live at the scene. and let's look live outside. without the fire, air quality is expected to be poor today. meteorologist kari hall is monitoring the spare the air

alert and potential impact where you live. this is "today in the bay." good to have you with us on friday morning. i'm chris sanchez. >> i'm marcus washington. we start with the overnight fire that threatened homes for a short time. >> bob ridell is live. bob, the lights are on, but is the fire still burning? >> reporter: the fire is out. that is the benefit according to the com fire where you don't have the fires like the summertime with the drier fuel. you see we're on bailey road south of highway 4 in bay point. you see the vehicle which caught fire. from there, it spread up the hills. they are investigating what caused the vehicle fire. the issue was a lot of wind last night. it is still gusty out. there was a lot of wind. when this car caught fire, the

wildfire went up the hills and burned 50 acres. cal fire showed up and they called for a three alarm. one for structure protection because on the other side of the hills is a subdivision that has a number of homes. con fire says it did get close to the homes, probably within 30 feet, but the one thing that saved the homes is the defensible space. >> the community is in the area which completed the weed abatement. it assisted firefighters by tying into the existing abated areas adjacent to homes. it really did help us save the structures. >> reporter: so if you want to come back out here live, you can see up the hill here and it is dark and hard to tell how steep this is.

this is one of the challenges firefighters have is the steep terrain. the grass is three-to-five feet tall before it got into the zone of defensible space. the firefighters are pulling hoses off the hill. you see that truck up there is backing down the hill and they will be leaving here soon. right now, bailey road as you come south from highway 4, once you get into the hills, is shutdown. these crews will be leaving soon and they will reopen this road. one thing the captain was telling us, if this was summertime, they would not be leaving yet. here we are in december and a week and a half away from christmas and you have these cooler temperatures and fuels are not as dry. there is some dryness, because the fire, but not as dry as summertime. they feel confident they can

leave the scene and not have flare ups. reporting live in bay point, bob ridell, for "today in the bay." we know the air quality is the issue here, kari. >> you should not burn your fireplace or no woodburning. if you can, catch public transit or do something to reduce carbon emissions for today. we will have whatever we put out there trapped and basically pushed back down. that is what we have to breathe in. some of the worst is in the northing bay and coastal bay with the readings over 100, which means for people with health conditions and breathing problems, need to limit time outside. we are seeing that in the south bay in santa clara valley. on the aloft days,

it creates the problems. this causes that to sink down and traps the smoke we have there. as we go into the afternoon an, we warm up nicely for the sought county. we'll talk more about that and the incoming rain. mike, you are tracking a crash on the bay bridge? out of san francisco. we see the traffic with the lights moving in san francisco. right at treasure island, there was slowing for a few minutes. that cleared up over the last 20 minutes where things moved smoothly. i believe they moved vehicles, but there is debris and there may be a lane impacted eastbound into the city. both are light right now. it's early. the bay bridge doesn't have a lot of issues. over here is where bob is talking about with the fire. bailey road is closed. highway 4 is fine. use railway road.

we will watch for that progress. the rest of the bay shows a smooth drive. south 101 crash cleared. the rain slanes are reopened. back to you. thank you, mike. a live look from israel toward the gaza border. israel recovered the body of another hostage abducted on october 7th. israeli prime minister benjamin netanyahu is showing no signs of scaling back despite the latest request by the white house to do that. it comes in the wake of the widespread international pressure. the u.s. now working with the international community to send much-needed food, water and medicine and fuel into gaza. there is also a growing divide with israel over gaza's future. israel is insisting a two-state post war solution is not an option. the white house is joining many other countries and pushing for some sort of palestinian state.

>> it is not easy to destroy them. it will take and require a long period of time. it will last more than seven months. >> new funding for israel is in limbo. lawmakers are demanding changes to the policies here before the packages for israel and ukraine. and here at home, hom burglaries in evergreen and when officers tried to stop their car, they ran into the creek area. police showed where the two were apprehended. they were linked to ten home burglaries and the loss of property up to $10,000. a san francisco woman running for office is faulting the city for new rules tied to candidate names appearing on the

election ballots. to list, the character-based chinese name, you have to show evidence showing established use of the name within the last two years. according to the department memo dated november 29th. jade is running for the central committee. she is u.s. born, but she wants to list her chinese name since birth. her documents and including the letter from her mother is not enough. >> my chinese name was given to me when i was born and it should not take all of the steps for me to prove it. >> the department memo indicates candidates with no history of the chinese name can only use the phonetic equal of the name. tu faces the deadline to submit the documents which she does not have. we contacted the department

coming up. good morning. happy friday to you. general motors cutting a huge portion of the san francisco based autonomous car company cruise after the accident in the city when a person was killed. you have to compare to tesla which is pushing the autonomous software which has led to death. and meta is giving up space in the menlo park. the dow hit another record on wednesday above 37,000. retail sales were up year over year in november according to the latest data. it makes sense to show amazon compared to the mall. americans are worried about the economy, but as we documented over and over, they are not acting that way. the rush of money into the stock market is pulling mortgage rates lower. 30-year fixed is below 7%. 6.95%. that is still high, set by the

standards during the pandemic, but historical standards, that is normal. a judge in san francisco will order elon musk to talk to the securities and exchange commission. this is video of musk earlier this year. the s.e.c. wants to talk about his takeover the twitter. musk defying the s.e.c. calling it a name i cannot say on television. google is changing the way it stores your data on the maps. the data, if it saved at all, will be saved on the phone and not on google computers. google will no longer store that data and only do it if you want and you will be able to delete locations you stop by regularly. google uses the example of the bakery you want to hide from your spouse so you don't ruin a birthday party.

december to head out shopping in short sleeves. it will be cooler in the east bay with upper 60s. we have changes coming our way. we have seen a lot of storms hitting the pacific northwest. that will start to move in as we go into the late part of the weekend. we're dry for today and also for tomorrow where it is mostly sunny. by sunday and morning and afternoon, we will see scattered showers coming in and more widespread rain on monday. the rain continues into tuesday as well. then it looks like by the middle of the week it is starting to push into southern california and heads up if you are traveling there for christmas. you may have a little bit of wet weather to deal with. we're not talking about just a little bit of rain here. it looks like we could see in the possibility of 3 to 4 inches of rainfall for the north bay and then the peninsula with 1 to 2 inches of rainfall. that's going to be a pretty good soaking. it does come over the course of

a few days. we are looking at dry conditions and a chance to get the shopping done and clean up around the house and make sure the outdoor decorations and things are ready for high winds and rain. we will see the cooler temperatures and rain from late sunday through the middle of next week. mike, you already had a busy friday. it was busy before the show started. we had a major crash in the south bay. that cleared from 101. there may be a roadside warming fire. i'll check the camera and let you know. we had a crash on the bay bridge. that cleared from the lower deck without further incident. those took an hour to clear. now clear from the roadway. we take the middle ground. the san mateo bridge and green on the sensors. earlier in the week, we had a lot of fog and low clouds. we see the high-rise and we see traffic flowing from hayward. no major problems on the contra

this is friday morning. good morning. i'm marcus washington. >> i'm kris sanchez. we get to the breaking news in of the east bay. crews were working at the grass fire that roared to life overnight in the east bay. starting as a car fire before 2:00 a.m. on bailey road in had pitsburg. it spreads to the neighboring hillside. firefighters say no structures were under direct threat. the flames did get within 30 feats of homes which is way too close for comfort. one neighbor called it unusual for this time of year. >> i was surprised to see a big fire. it is a lot of dry grass behind us. they used to have cows that would eat the grass and it wasn't a big hazard. now it has become. fires do spread even in the winter time. >> our bob redell is there and

he will have a live report at the top of the hour. we are dealing with poor air quality. kari hall is tracking that for us. >> we are starting out with smoke that has been lingering in the air and we don't have the weather conditions to help mix things up. we have high pressure that's going to act as a lid and push everything back down. it is a spare the air alert day. we don't want additional pollutants that won't mix out today. looking at the air quality, the worst in the north bay and coast and east bay. as we take a look at temperatures, we are in the 40s this morning. we have seen upper 30s in parts of the interior valley. not many issues with fog and it will be a beautiful day and warmer than we typically see for this time of year. even low 70s for the south

with ginger conejero saab. you said the question today is about care court and whether it's working. >> reporter: that's right. he did talk about that with his late-night tv appearance the other day. before care court, the pilot program was rolled out, marcus and kris, there was speculation if this would work and what it would mean for the people involved and families and for the broader system if it would be able to support it. today, we anticipate the answers to be given by governor newsom as he updates us on care court. community, assistance and recovery and empowerment. san francisco is one of the first seven counties where c.a.r.e. court was rolled out in october. it has been seen by families of people diagnosed with severe mental health illness. it would allow them to petition the court for treatment for loved ones.

critics blasted the home as ineffective with the specific requirements and coercion of treatment. under the initiative, individuals with schizophrenia can be recommended or petitioned for c.a.r.e. court proceedings. it will be evaluated along with a public defender. the different parties involved with put forward with a care plan to track treatment and supportive services for the individual. c.a.r.e. court builds on the $14 the billion multi-year investment for his houing units and well as a 10 billion dollars investment in community behavior health services. seven counties are part of the

highway 4 is moving slower to concord from pittsburgh. on bailey road, we have the closure with the stretch of the car fire which turned into the brush fire near the landfill. that is south of highway 4 and down to myrtle. concord pd may open up bailey here at the south end. that may mean progress on thing north end. bob is checking in with the crew. you can go to railroad. that is a popular cut through. that is moving fine. use that as you normally would. contra costa county is fine. everything south is looking good. a tap of the brakes on north 101 is typical for this time on friday. tonight, watch chase center. stevi nicks concert. history made on thursday

his country is running low on weapons and ammunition. he met with the u.n. and imf this week. there is money in the defense bill passed by the house and senate and that is a good example of bipartisanship to fund our military and give our fighting men and women a raise. that bill goes to the president's desk for his signature. the bill ignores culture war issues like abortion and transgender issues that far-right republicans wanted inserted. what they can't agree on is money for ukraine and when we say money for ukraine, honestly, it is misleading. the washington99 dash -- 90% of money spend on ukraine is made in the u.s. we make the shells in american factories. here is an example of the

clouds by monday and into tuesday. what is happening here is the reason why smoke is a problem is high pressure overhead. it causes the air to sink down and that cool air also sinks down to the surface. we see the smoke and pollutants out there get pushed down into the valley. we are breathing that in today. we do have something that will help us out with the air quality and the dry conditions we have seen. it is mainly holding off until sunday and early in the morning where we see rain coming in. going into the day is scattered showers in the forecast which become more widespread on monday. we see the rain continuing into tuesday with the possibility of the pretty good soaker here. the rain heads to southern california and we will see a bit of drier weather for the end of next week. looking at the rainfall totals which are possible here shows pretty good amounts of rainfall for the coastline and we could

see about 1 to 2 inches of rainfall. then for some of our valleys that get rain shadowed like san jose and tri-valley, the north bay could see more rainfall with potential of 3 to 4 inches of rain. that is coming over the course of three or four days. a good soaker to help us catch up to the deficit. we have a couple of more days to prepare for that and get things done before the rain arrives. we will track that with more details as we get closer. mike, you are starting with the roads that reopened? kari, you mentioned the fire earlier up along bailey. that area has been handled. bob will give us an update. he confirmed bailey road reopened at highway 4 and myrtle. that is great news. a mild slowing for highway 4 and 37. the metering lights are on at
