need to know as you step out the door, and if you are still driving to work or school, coming into the tri-valley from the rest of the bay area, there's fog around novato and san rafael, and otherwise temperatures cooler compared to yesterday. we were under all of the cloud cover and moisture. we are starting off in the 50s and 40s. livermore, we are starting off in the 40s. we will see peeks of sunshine here and there. we are tracking the weekend weather and the next storm ahead. mike, you have a crash already on the bay bridge? >> approaching the bridge out of san francisco. it's northbound 101 -- oh, there are the sensors that slowed. it's across towards oakland, that's where the crash is and the slowing. we will watch for the activity and i will let you know if it presents a long-standing problem. right now that's the only issue. you showed fog around the

carquinez and benicia bridges, and that's not showing up, but there's slowing approaching the bay bridge. back to you. >> thank you. a search for a gunman that shot and killed a pizza delivery driver in the east bay, and the victim was simply sitting in his car. today in the bay's bob redell joins us outside the oakley police department with more. what are the police saying, bob? >> reporter: good morning, laura. the chief of the oakley police department located here behind me tells me his investigations unit is making this case their top priority and are asking for the public's help in solving the crime. somebody shot the pizza delivery driver as he sat in front of his family's home on rutherford lane here in oakley. the driver that worked for domino's was 24 years old, and

just before 5:00 last night another car pulled up alongside him and a passenger in that car shot him at close range multiple times before driving off. the man's mother told police she saw it happen. >> it's very sad for us to have to investigate this, but we are going to do our best to figure this one out. >> reporter: the dominos where the man worked closed early and refunded those that had pending orders. we reached out to domino's for comment but have not heard back. >> how horrible for that mother, especially during the holidays. thank you, bob. we did send out a breaking news alert when the story first broke. can you download the nbc bay area app to get stories sent to your phone. a shooting outside a church

happened around 5:00 yesterday at the samoan congregational church of jesus christ. we do not know what led to the gunfire. happening today an east bay mother accused in a dui crash that killed her young daughter is due in court for her arraignment. her 5-year-old died early sunday. this is after the car her mother was driving slammed into a tree along highway 4 in martinez. her 11-year-old cousin was injured. the mother was drunk behind the wheel and her daughter was not properly restrained in her car seat. she is charged with dui and vehicular manslaughter. and then gaza health leaders say the confirmed number of deaths in the war with israel now crossed the 20,000 mark.

the number is believed to be even higher due to victims still trapped in rubble. israeli and hamas leaders are in talks for another pause in the fighting. the white house says minimizing civilian casualties is a top priority heading into 2024. antony blinken wants more pressure put on hamas. >> we hear many urging to end the conflict, which we all would like to see, and i hear nobody urging hamas to stop hiding behind civilians and lay down its arms and surrender. >> the u.n. security council is

set to meet again today. california's lieutenant governor wants our state to join colorado in barring donald trump from the ballot. >> scott mcgrew joins us from the news room. scott, there are more than a dozen states where courts are considering this in one way or another. >> yeah, nobody has gotten as far as colorado where the supreme court on tuesday said trump should not be on the ballot because of trump's role in the january 6th attack in the capitol and the insurrection. those that lead insurrections are barred of becoming officers according to the constitution. the colorado decision can be the basis for a similar decision in our state. the constitution is clear, you

must be 35 years old and not be an insurrectionist. courts are considering this question one way or the other, and a few of the lawsuits, by the way, brought by republicans who say trump disqualified himself under the 14th amendment. the colorado court stayed their decision so the supreme court can review that case. the president is not listed as one of the offices in the constitution. here's the republican attorney jay ashcroft from missouri. >> clearly the constitution says you're not an officer of the united states as presidency. there's no ambiguity or gap in here for a court to fill in. that's the plain reading. my 8-year-old could tell you that. >> of course, it really is that

san mateo bridge. can you see the high-rise this morning where you couldn't yesterday. we are looking at a build out of the east bay and an incident in the south bay. we will let you know if there's an issue for either, coming up. good morning. happy thursday to you. take a look at my board this morning after days of new records on the dow. oh, this is a turn around. normally if we saw red numbers this big, we would think that's money coming off the table, people cashing in on what they made this week. this is more likely a complicated scenario where some put options came due, which is far too complicated to talk about over our first cup of coffee. basically a lot of investors needed to get out of positions quickly and that dragged the markets lower. we are already seeing evidence of a recovery this morning. the federal trade commission look into new restrictions for companies that want to make apps and online activities for children. children are already protected

by a powerful law that was passed way back in the '90s. the brand-new head of the ftc wants to go further saying kids must be able to play and learn online without being endlessly tracked by companies looking to hoard and monetize their personal data. the new proposed rules would require companies to get verifiable permission from parents of children under 13. not just somebody, probably the kid, checking a box saying i'm old enough. it would also restrict the ability for an app to nudge a child with a notification to get them to return. and it would restrict how so-called ed-tech software gathered information about our schoolchildren in school. "the wall street journal" reports the biden administration is thinking about increasing tariffs on chinese green energy like solar panels and chinese-made electric cars. the electric industry fears

fog, the visibility two miles or less from tracy into livermore, but other areas of the bay area it's looking clearer and calm. for today we are going to need the sweaters to stick around, and we can get rid of the rain gear for now as we are topping out in the 60s in santa rosa. we will do mid-60s down here in san josé and through morgan hill. now, as that storm system continues to make its way south, that's what we are looking at ahead for the weekend down in l.a. 5 or 99, if they are your plans for holiday travel, be careful for that. it will be mostly sunny, and then there are a couple systems coming by. we could be looking at a few -- drizzle to start the bay area

holiday, and we will keep track on how far this moves down the coast. the next rainmaker will be coming next wednesday, so we will have a break before we prepare for that. good time to clear out the storm drains and get ready for the next rainmaker that right now the models are showing one to two inches of rain, especially right there, bullseye over the coastal mountains and down through santa cruz. the rest of us could get quarter inch to half inch of rain through the next couple of weeks. the snow estimates, we could get half a foot to a little over a foot of snow, fresh powder for the skiers and snowboarders up in the higher elevations of kingvale. looking at a bit of the clouds returning as we go into next week. our temperatures in the inland valleys, we will see a few lingering clouds come here and there, but oup 50s, 40s to

start. we could see patchy frost on the windshield. mike, let's talk about the crash. >> the chp report did not give an update as far as changes, and there's almost a full stop and then back to orange and yellow on the sensors. i think there was probably a traffic break to clear the vehicle out of the area. north 101 continuing on city streets. it reportedly doesn't affect the connecter to get on the bay bridge. it's van ness and 101, it's congested. slowing at the richmond bridge now as well. highway 4 and 37, typical patterns with a little build into concord. walnut creek is smooth for the traffic flow. east bay, mild traffic flow and starting to show that secondary

the mornings in the 30s and 40s and frost could develop in the inland valleys. up ahead we are looking at our next rainmaker. stormy weather is on the way next week and the final days of december. mike is checking on a backup. >> yeah, slowing out of richmond and san rafael. can you make out the cars, and you can make out a little movement, still. it's a lighter backup just now forming later in the commute right under where it says richmond. a smooth drive for the rest of the commute. it is 6:32 now. we have slowing in san francisco, northbound 101 heading towards the bay bridge or continuing on to van ness. that crash will restrict the cleanup and traffic just a bit there. the south bay recovers from

slowing in sunnyvale. we will check that out. >> it's 6:32 right now, mike. thanks. it's high gear at airports everywhere, and that includes sfo and that's where the weather this week has led to long delays in some cases. ginger conejero saab live there for us this morning, and i bet a lot of the travelers are relieved weather is not a factor in their travel plans today? >> reporter: yeah, passengers are happy that's not a factor, but the travel rush is. different agencies have projections on the busiest times. sfo says today is going to be one of the busiest days at airports nationwide, and then whichever visor following, one thing is clear the holiday travel rush, so to speak, is on. i will give alook at what the

security check here at sfo looks like. 12 minutes to get through the security checkpoint, and tsa saying that's one of the busiest days nationwide. there are waves of what it's busy depending on the number of flights going out. the agency reporting they will screen more than 2.5 million passengers on their busiest days, which include friday, december 29th, and monday, january 1st of next year. that's a bump from last year's numbers. sfo, not the only place seeing early-morning action. we are looking at san josé's mineta airport, whose speak holiday travel began a week ago extending 13 days through the new year. they will have live musical performances there, and hopefully passengers will still make their flights on time with

all the festive perks at the airport. in the east bay, they protect half a million passengers. they have perks and similar tips if you are traveling this holiday season. among them, make early reservations for airport parking if needed, and a lot for extra time, possibly three hours in advance, and speed up security clearance by using the mobile license pilot program. we spoke about this last week when tsa gave us a look at how it works, and that's being accepted in sfo, sj skprfpltand los angeles. and the worst times to drive, avoid getting on the roads from 11:00 to 7:00 on saturday the 23rd, and the middle of the day

killed a delivery man in oakley. he was parked outside his home when another car got out and fired multiple times. the police later learned the victim's mother saw the whole thing happened. the dominos where the victim worked closed early last night and it's not clear if they will be open today. today in the bay's kris sanchez is here, and why was this man arrested in the first place. >> the venezuela government accused the oakland man of being in the country illegally, and he was a frequent visitor where he was arrested two months ago.

his mother said he was arrested in a set-up while in a park with a woman who had drugs on her. no drug charges were ever filed against wright, but because he did not have a stamp on his passport, he was sent for deportation. in the end, he was released when the u.s. brokered the largest prisoner swap ever with venezuela. wright says he will say more about his captivity in the coming days, but eluded to his experience to kidnapping and extortion. >> it's quite a thing to come back to the united states, texas, and see all of you and i am grateful. >> he was one of the ten americans exchanged for a close

economy is doing well. >> scott mcgrew, the numbers agree with him but the polls do not. >> we have seen presidents lose popularity over the economy before. carter, and george bush back in the '90s, and those men were facing tough economies and recessions. unemployment, near record lows, and inflation is cooling and polling shows the public does not feel the economy is doing well. president biden was in milwaukee pushing his economy to black businesses. >> across the country, wages for workers are up. black wealth is up a record 60% since the pandemic. so many of you -- [ applause ] >> look. i mean this from the bottom of my heart, we're just getting started. we're just getting started. so many of you had the vision

and took the risks to open businesses and you bet on yourself. >> as we were reporting earlier, california's lieutenant governor is calling for california courts to join others in considering whether to block trump from the state's presidential ballot, and there are more states considering the idea in some way with some of the challenges brought by republicans. this comes after the colorado supreme court did decide to block trump from the state's ballot ruling he led an insurrection, and under the 14th apartment those that lead a insurrection cannot hold action, and as of today nobody has made that appeal. if and when the u.s. supreme court hears arguments, it's not going to decide if trump is guilty. the u.s. supreme court is not a guilty/innocent type of court, and the constitution doesn't require somebody to be convicted

in criminal court. it never says anything about it. even worse, the amendment doesn't specify the president. it says nobody can take an oath that led an insurrection shall be elected to an officer of the united states, and the president is not in there. and trump's lawyers argue trump is not an officer of the united states. and trump's opponents spoke out against the colorado ruling, even if it helps them. nikki haley in particular, she has been trying to find a balance of criticizing trump and while at the same time attracting trump supporters to her camp. meanwhile ramaswamy said this. >> i pledge to withdraw from the colorado gop primary ballot unless and until trump's name is restored, and i demand that ron

desantis and chris christie and nikki haley do the same thing. >> this is a clever move on his part. he's only polling around 2 or 3%. if the primary were held today, it would not matter if he was on the ballot or not, but puts pressure on his opponents. >> thank you. turning now to the climate in crisis, for the first time in decades a family of beavers have been released back in the mild to restore california's wildlife and critical habitat. it is through a partnership with local native tribes, and it can provide a habitat for many species and help mitigate the impacts of wildfires and drought. one enthusiasts that took part in their release said this.

we are getting ready for a couple changes ahead. we will stay dry for the most part ahead of the holiday week. we are looking at possibly storm systems to the north that could track down south a little bit and bringing a few chances of drizzle for sunday and christmas day on monday, particularly for the north bay. the rest of us will stay dry under a few clouds that come about and return. our next storm system looks to bring a lot of storms in the last days of 2023. as we look at our extended forecast in san francisco, 50s and 60s throughout the next couple of days and lingering clouds. lows will cool into the 30s and 40s, and could be looking at areas of patchy frost. otherwise we should stay dry through christmas. the rain will return the middle of next week. we will go over to mike who is focusing on the bay bridge. what is going on? >> the bay bridge did have

slowing, a crash near the treasure island exit and then westbound in the city is recovering. there's a mild backup at the bay bridge toll plaza. north bay 101 continues to jam more and more. the 101 splits to the 101 itself on i-80, there's a crash and repair work going on there. there's a light build in volume. a judge is temporarily blocking one new california law set to take effect in the new year, and it would ban people from carrying guns in most public spaces. the judge said it defies the supreme court. the injunction will remain in effect as the legal case plays out. still ahead this morning, a look at our top stories we are following, including a search for a killer in the east bay that shot and killed al pizza

"today in the bay," including the search for a gunman that shot and killed a pizza delivery driver. >> it happened yesterday in front of his home near vintage parkway elementary school in oakley. police say the 24-year-old domino's delivery driver was sitting in his car on break when another car pulled up alongside him and a passenger in that car shot him at close range multiple times. the victim's mother said she saw the entire thing happen. a mother accused in a dui crash that killed her young daughter is due in court for arraignment today. the 5-year-old died on sunday after her mother driving the car slammed into a tree, and investigators say the 32-year-old dominic was drunk

and behind the wheel. her daughter was not properly restrained in her car seat. she is charged with dui and vehicular manslaughter. a 38-year-old man land in texas, and he eluded to his captivity as kidnapping and extortion, and he was being held for being in the country illegally. his mother claims he was arrested in a set-up along with a woman accused of drug possession. no drug charges were filed against him. wright was released for nine other americans in exchange for an ally of venezuela's president for money laundering. and the countdown until christmas hits high gear at airports everywhere. this week's wet weather timely
