because we have a break and then rain again. >> yes, we have rain coming our way heading into tomorrow. it's going to be beautiful, if you've got family in town to enjoy the new year, get outside and enjoy it. although you will need a sweater, it's going to be nice and a break from the activity, which comes back tomorrow. rain and wind in tomorrow's forecast continuing into wednesday, and we do have some colder air ahead for the sierra. that's going to mean lowering snow levels. the visibility, not too good this morning. if you do have to drive through parts of the north bay, we're seeing visibility down to a quarter of a mile, and it's zero in novato right now. dense fog on 101 coming through marin county and we're also seeing patches of dense fog moving through the tri-valley, as our temperatures warm up today. we're only headed for the low 60s, but we are going to see sunshine this afternoon. i'll talk about that rain coming our way in just a few minutes. >> kari, thank you. we begin this hour with breaking news and an update on

the series of strong earthquakes centered just off the coast of japan early this morning. we're now learning there is a rescue effort under way. one of the quakes reached a magnitude 7.6 and triggered a tsunami warning. video captured the moment it hit. we don't yet know which train station that is, but the shaking was felt as far away as tokyo. we now know first responders are working to rescue people trapped after a seven-story building collapsed near the epicenter. at least 30 homes are said to be damaged. there are no confirmed casualties. authorities are saying at least two people suffered cardiac arrest in the aftermath. also breaking, a young man dead after a horrific fireworks accident overnight on treasure island. >> "today in the bay"'s bob redell joins us live from treasure island. bob, can you tell us what

happened? >> reporter: good morning to you, kira and scott. a witness tells us a group of young people, they were setting off fireworks that this witness describes as mortars when a young man was injured. this happened around 12:40 this morning, a little after the countdown to 2024. in the video, a woman can be heard crying and yelling, where is my baby, where is he, while a body lay underneath a yellow tarp nearby with the san francisco medical examiner on scene and police as well. this fireworks accident happened outside apartments at exposition and gateview drives. the witness tells us he heard an older adult telling the young people to stop lighting the fireworks because it was getting out of hand. after this, this witness heard an explosion and screams. police say they gave the man first aid, but paramedics declared him dead when they arrived on the scene. reporting live here on treasure island, bob redell, "today in the bay." >> thank you, bob.

well, a destructive and dangerous sideshow in vallejo to tell you about. police say they received all kinds of called around 3:00 yesterday morning about a large sideshow. when they arrived, they found three cars on fire and people were firing guns, they say, into the air and setting off fireworks there as well. it happened at the intersection of sonoma boulevard and lemon street. that is near the intersection of 780 and highway 80. police were able to disrupt the sideshow, firefighters arrived to put out the flames. no word on any injuries or arrests. a warning now from oakland police to people involved in those sideshows. not only can you get a ticket, you can be arrested and your car could end up being towed at your expense and held for 30 days. opd has extra patrols on the streets because sideshow activity has picked up over the last few weeks. the chp is urging other drivers who might encounter a sideshow to try to find a way around it

so you don't get caught up in those citations. in oakland this morning, the oakland police department is sill searching for those responsible for killing officer tuan le and the community is stepping up to offer support to his family. a member of the oakland chinatown chamber foundation, a nonprofit organization, has set up a gofundme with the family's blessing. 36-year-old le was in plainclothes and in an unmarked car when he was shot early friday morning. he was responding to a burglary at a cannabis dispensary near jack london square. le, we are told, from many, was known for his humility, his ability to listen well, and his outreach to oakland residents, especially the elderly asian population. police tell us the investigation is still active and ongoing. we, of course, will continue to follow this story and bring you updates on air and online as they develop. a live look at highway 101 in san jose, and a morning of

maximum enforcement. chp urging drivers not to drink and get behind the wheel. extra patrols hit the roadways. they'll be out until midnight tonight. a number of new laws take effect today. everything from your commute to your paycheck and your job. now, first, abortion, of course, illegal in 14 states, after the u.s. supreme court overturned roe v. wade, but doctors and pharmacists in california who mail abortion pills to patients in those states will be shielded from prosecution or fines. the new law bans bounty hunters or bail agents from apprehending california doctors and taking them to another state to stand trial. also starting this week, workers in california will receive a minimum of five sick days annually instead of three. labor advocates say the increase will curb the spread of disease by allowing workers to stay home when they're sick. meantime, some people who live in mexico within 45 miles

of the california border will be eligible for california in-state tuition at participating southern california community colleges. that's under a new law signed by governor newsom. texas has a similar program. they've had it for years, as some texans choose to live on the mexican side of the border. for a full list of all the new laws taking effect this year, head to our website, nbcbayarea.com. 6:07. a live look for you in san francisco. it is dry out this morning. nice to be able to ring in the new year outdoors. meteorologist kari hall is tracking rain returning this week. >> the good thing is that it's not today. so we are enjoying some dry weather. we're in between these weather systems, and looking at that storm off the coast that's going to be coming in, bringing back the potential of very heavy rain and high winds, once again. but as we go into the start of the day tomorrow, it's mainly

some light rain that moves in first, and then we get a bit of a break by late morning into the early afternoon. at 3:00 we're starting to see the radar filling up, once again, with the north bay getting in on some heavy rain through about 7:00, and then the heaviest rain will be late tomorrow evening, into early wednesday morning. so we're looking at the possibility of another half to three-quarters of an inch of rain, and the ground is pretty saturated at this point. but we may have issues with some street flooding, some minor flooding in the low-lying areas. we'll continue to monitor for that. we'll talk about also more rain ahead and sierra snow. that's coming up in a few minutes. looking at the roads this morning, we've seen a very light flow of traffic. this is a look at the richmond-san rafael bridge. haven't seen any issues getting to that area, as well as the bay bridge. i don't think they're going to turn on the metering lights today and it looks pretty good as well. looking at san jose, we've had a couple of incidents. this is looking at 101.

we haven't had any slowdowns as of yet, and no major accidents on the road. hopefully it stays that way. we take a look at contra costa county to alameda county, we are seeing some good drive times there. i'll have a look at weather and traffic coming up again in a few minutes. >> kari, thanks. as we welcome 2024, millions of american workers will be welcoming a pay raise. that starts today. minimum wage will increase in half of all u.s. states. as nbc's sam brock explains, the increase in pay means some business owners will be starting the new year with layoffs. >> reporter: after years of fighting for a higher wage floor in cities across the country, the new year is going to bring a new paycheck for millions of americans, with about half of all states and the district of columbia either raising the minimum wage on january 1st or at some point during the year. hawaii's increase will be the largest, while washington will have the highest minimum wage of

any state, more than $16 an hour. but it's california and fast food workers who are seeing the most seismic changes, after years of struggles. >> i have to pick and choose between rent, groceries and livelihood. >> reporter: now the golden state's minimum wage jumps to $16 at the beginning of the year, and for fast food workers it rises to $20 in april. the mother of six, williams, says that is definite progress. >> we protested every which way to prove our point. >> reporter: but businesses are reacting, especially in california, where several pizza hut franchise owners will reportedly lay off more than 1,000 drivers statewide, and rely, instead, on companies like doordash. for mom-and-pop shops, like frankie eeps pizza, the owner tell us it will mean longer

morning. we have some great weather on this first day of 2024. it's a little chilly as you get ready to head out and we've seen fog drifting around. this looks good as we take a look at a lot of our cameras around the bay area. our temperatures are in the mid-40s as you head out in walnut creek. i've been watching the visibility dropping in parts of the east bay. we're down to about a half mile visibility in livermore, and it may be even worse if you're on some of the side roads. looking at the north bay, that's where the fog has been the worst. novato at zero visibility. so allow some extra time to get to work this morning. we are in between these weather systems. one is off the coast of southern california, a bigger storm system is approaching from our west. that will arrive tomorrow afternoon into the evening. it may also bring in some very heavy rainfall, gusty winds, and maybe some thunderstorms before it wraps up on wednesday. we're dry on thursday and then

another storm system quickly moves through between friday afternoon and saturday. that one looks to bring in some colder temperatures, which will be good for our sierra snowpack that's been so low at this point. we're only at 28% of our normal amount of sierra snow statewide, and think back to a year ago when it was at 163% of normal. the good thing is that we do have snow in the forecast. we're looking at about 5 to 10 inches of snow, with this first storm system coming in. and then back behind that there's more snow, in total we could possibly see about 2 to 3 feet of snow for those higher elevations. so really good news ahead, as we get this year started. and we're also getting some much needed rainfall. we're going to see a couple of round of rain. we're dry today, we're dry on thursday, and we're dry on sunday. so just to stick that in your memory. every couple of days we will see that rain coming in. and looking out there on the

roads, we are looking good at the golden gate bridge, haven't seen a big flow of traffic. but i'm watching san jose, especially for 101, going southbound. i did get a report there may be an accident. it doesn't look like it's having a major impact on the roadways, but watching that connecter between 101 and 280, hopefully everything is okay. now, looking at the drive times, 84 is slowing down. that's where we'll most likely see that fog moving through the tri-valley, so just a heads-up about that. and i'll have another update coming up again in a few minutes. back to you. >> kari, thanks so much. next on "today in the bay," nbc bay area responds. >> potholes are doing damage t >> potholes are doing damage t carso look mom, i found one. oh, yeah, you did.

that back. more in just a minute. if you have minor damage, $100 or $200 worth, your insurance might not kick in. progressive says in many instances it doesn't make sense to file a claim. one thing that might make sense is seeking reimbursement from the agency that maintains the road where you hit the pothole. for example, all these drivers hit the same pothole on 101. caltrans maintains 101 so they could theoretically all file a claim with caltrans to get paid in full or get reimbursed for deductible. download form ld-0274 from the caltrans website. it's two pamgs long and has basic things to fill out. it also asks how much it costs you. caltrans wants two written estimates or one paid receipt. when you're done with form, you sign it and mail it to your local caltrans district. in the bay area, that's district 4. don't wait. your deadline to file a claim is six months after the incident.

deadly fireworks blast. we have a live report on the investigation under way following a new year's eve accident on treasure island. and january 1st means the first day of some new laws for us here in california. we'll break it down for those that will affect us right away and some of the big picture items that will affect us down the road. well, good monday morning to you. i'm scott mcgrew. happy new year. let's go straight off with kira to kari, who has the weather. >> we're starting out this morning with a few clouds drifting around, some dense fog in some areas, and we are also starting out with some cool temperatures. but overall it's going to shape up to be a nice day, and we're going to see the rain and the wind return for tomorrow into wednesday. we also will have some colder air ahead. we'll feel that in our overnight hours into early in the morning,

and lower snow levels for the sierra. here is a look at the current visibility. we're starting out with down to about a quarter of a mile in the tri-valley and also seeing low visibility in novato and napa. just allow some extra time to get to work this morning. once that clears out, sups today, and temperatures in the upper 50s to low 60s, which is about normal for this time of year. we'll see the rain coming back tomorrow. i'll have more on the timeline in just a few minutes. kari, i know you've been watching this out of japan. video from the 7.6 earthquake that rocked the west coast of japan early this morning. footage from near the epicenter, you can see it sent some people into the streets. first responders, of course, trying to rescue people trapped after a seven-story building collapsed near the epicenter. at least 30 homes also said to be damaged. this triggered tsunami warnings, reports some coastal areas in japan being hit by waves as high as four feet. now, this is, again, on the west

coast, so not the pacific ocean side. the shaking felt as far away as tokyo, though. no confirmed casualties, at least so far. also breaking, a short time after the conclusion of san francisco's fireworks, a tragic deadly turn on treasure island. >> authorities are blaming it on the unauthorized use of fireworks. our "today in the bay"'s bob redell is on treasure island, and, bob, what are you hearing led to this tragic accident? >> reporter: this happened outside an apartment complex here on treasure island around 12:40 this morning. according to a witness, there was a group of young people that were setting off fireworks and this witness says he described the fireworks as mortars, and when one of those went off, a young man was injured. there was a woman in a video who can be heard screaming and yelling, where is my baby, where is he, this is after this young

person passed away. their body was underneath a yellow tarp, the san francisco medical examiner and police department was on the scene. this happened around 12:40 this morning outside an apartment complex at exposition and gateview drives. the witness tells us before this accident there was another older adult who was telling these young people to tame it down, to relax, because they were lighting off so much and it was getting out of hand. and then this witness says he heard the explosion and screams. the police did arrive on the scene. they did minister first aid in time for the paramedics to arrive. but when the paramedics arrived, they did declare this person was dead. reporting live here on treasure island, bob redell, "today in the bay." >> bob, thank you so much for that report. we want to turn now to an apparent shooting that happened on market street in san francisco overnight.

san francisco police are not commenting on what witnesses say was a shooting a little after midnight. video shows a woman being treated and loaded into a gurney. this was near market and jones street. that's where witnesses say the woman's car came to a stop. police at the scene later told our photographer that the victim had been shot in her car a short distance from there. the investigation closed traffic on market street. and it was a way too close call for one ac transit bus driver. police tell us he suffered only cuts after a stray bullet from nearby gunfire hit his side window. the drama playing out last night on foothill boulevard near havens court. investigators are still working to determine whether people in two cars were shooting at each other or if the gunfire came from just one car. two passengers onboard the bus were not injured. and every year january 1st, a new year means new laws. there's a slate of new

legislation going into effect today that will impact our drives, how we shop, how our communities address drug use and affordable housing. >> kris sanchez has all of the things we need to know. >> reporter: we want to make sure you continue to be law-abiding citizens. so as you hit those post-holiday sales, you might notice a little something different in the toy section if you didn't drop it during the holiday. a new law requires retailers to have a gender neutral toy section to eliminate stereotypes, which my girls always hated, and make sure that prices are fair for everyone. you get to play with whatever you want. let's go to the laws that can impact your first drive of 2024. a new law allows california energy commission to have a new watchdog to investigate gas prices to prevent market manipulation and gives the agency new power to penalize refineries guilty of price gouging. if you speed in san francisco, oakland and a few other cities, you might get a ticket without being pulled

over. they are among the cities where police can put up to 33 speed cameras in school zones and other areas with high accident rates. in san jose, this could save lives. 65 people died in traffic related crashes last year. >> the reality is they're deployed in over 150 major cities around the world, and many u.s. states. where they're deployed, we see a reduction in accidents of over 50%. >> reporter: another new law expands sick leave, giving all employees at least three days by their 120th day of employment, and at least five days once people have been on the job for 200 days. california will be able to address the opioid crisis through mobile pharmacies meant to meet people where they are with treatment. new affordable housing laws will force communities who have been holding out to streamline affordable projects, and it allows construction on the properties of churches and other religious institutions, along with institutions of higher

learning. california's new minimum wage is now $16, 20 bucks for fast food workers, and there are also new protections for abortion access and new limits for gun buyers and carriers. more on that infavorites, no moe hidden fees when you book a service or buy an item online. that means when you get to the checkout, after all that clicking, you're going to know exactly how much your hotel cost, how much your food delivery is going to cost, how much those concert tickets are. kira, i know you buy a lot of those. >> i sure do, and it will be great not to have that extra $36 at the checkout. >> you'll still have it. you'll just know about it. >> a transparent $36. >> kris, you mentioned the gun thing. one of the new state laws that will take effect, people carrying guns in most public places. you cannot carry concealed firearms in 26 public places starting now, including parks,

playgrounds, churches, banks and zoos, even if you have a concealed weapons permit. now, over the weekend an appeals court blocked an earlier injunction against that new law, saying it violated the second amendment, the injunction did. the legal wrangling is expected to resume later this month, but the law takes effect. for a full list of all the new laws taking effect this year, head to our website, nbcbayarea.com. an investigation is under way after a deadly shooting in hayward. it was just before 1:00 yesterday morning, police responded to reports of a man lying in the roadway near the intersection of skywest drive and sueirro street. when they responded, the man was unresponsive and suffering from a gunshot wound. he was pronounced dead at the scene. police say they're still waiting to release additional details. so far, we don't know of anyone under arrest. it was a chaotic scene in contra costa county over the

weekend where police say a sideshow in antioch on saturday night led to a police chase into pittsburg. officers tried to pull over a driver because they were speeding. that chase ended when the car crashed near the pittsburg b.a.r.t. station. here is a look at the map where the chase started near summerville road and highway 4. the person trying to get away crashed into a concrete underpass. while chp officers helped the victims inside that car, they say other drivers from the sideshow showed up. >> sideshow vehicles in the area responded to this area as well and verbally yelling at our officers, and unknown objects were being thrown at our officers on scene. it became a little more hostile at that point and ally agencies and additional chp units were able to arrive and assist the units. >> there were five people in total in the car that crashed. they were all taken to the

hospital. no officers were hurt. well, happening today, b.a.r.t. fares increase for most passengers. b.a.r.t. says the 5.5% increase will generate $26 million to cover rising costs and keep trains running. the average ride will jump by 23 cents, depending on where you're going. not everybody will see a rate hike. low income riders will see their fares cut in half through the clipper start program. out to san jose, and a beautiful start. you can see a bit of the mist. there is some rain on the way. kari is here with that forecast. >> yeah, we're starting out this morning with patches of fog around parts of the bay area this morning. cool temperatures as well. but we are in between the storm systems, one across southern california and another one is off the coast. that will be here for tomorrow. so looking at what to expect for today, not a bad one. brentwood starts out with fog, temperatures around 50 degrees. as we go into this afternoon, we briefly hit 60 degrees with sunshine, and then it's right

back down. by tomorrow morning at this time, we'll be tracking some rain, first starting in the north bay. but it will start out light, a bit of a break by late morning into the early afternoon before heavier rain arrives late tomorrow evening into early wednesday morning. so i'll have more on the details of that in just a few minutes. heading out on the roads, here is a live look at the golden gate bridge. the traffic has been so light this morning all around the bay area. really good if you do have to work this morning, you can just relax and also hang out with us for a little longer. we're going to be tracking any impacts, any slowdowns on the roads, which as of now doesn't look like there's a lot of them. really good news and a closer look at the south bay. i was watching 101 and 280. that interchange turned out to be not much of an issue. it takes you about 26 minutes to get from pittsburg to walnut creek on 680. if you're taking kirker pass road, it's going to take you about 20 minutes, slowing down

haven't seen any major accidents on the roads. but i'm keeping an eye on that and what's going on around the bay area. i'll have a complete traffic and weather update in a few minutes. 6:45 a.m. on this first day of the year. we have developments this morning surrounding the middle east, starting with an early morning bay area protest. a live look out in san francisco. this is happening now, palestinian supporters gathering near the home of bay area house lawmaker nancy pelosi. they're hoping to send a cease-fire message to congress. nbc's josh lederman reports from tel aviv on the latest developments, including israel's political unrest. >> reporter: as israeli air strikes rain down on south and central gaza, prime minister netanyahu is vowing the war will go on for many more months, telling the nation the idf needs more time to rout hamas and rebuffing calls to resign after the war.

as israel pushes deeper into gaza, the hamas-run palestinian health ministry says another 150 people were killed in a single day. hundreds of others badly wounded. but a rare piece of good news for the spiraling humanitarian crisis. israel says it's ready to let european nations deliver aid to gaza by sea. a team of six american surgeons has arrived in gaza to help, and told nbc news what they're seeing. >> the sanitation is unbelievable, people living in the hallways, sleeping in the hallway, cooking. it's just a recipe for disaster, for infection. >> reporter: on this new year's eve, there is no celebration in israel for the families of more than 100 hostages. >> i want to get my life back. i haven't slept for 86 days. >> reporter: and survivors of hamas' october 7th terror attack are still steeped in trauma. this woman survived the nova

a driver crashing into a crowded denny's restaurant during their busy breakfast hour. this was at denny's on saratoga avenue just after 9:00 yesterday morning. that's near strawberry park and highway 280. police say the car plowed up a ramp and smashed through the entrance of the denny's. employees say luckily no one was in the waiting area. understandably, plenty of people were shaken up. >> they were scared, panicking. they couldn't even open the door in the back. you know how people get shaken up. but everybody left and now a few people are there cleaning up and closing the store. >> the restaurant is closed for repairs. police have not revealed the identity of the driver, nor what caused that crash. today a southern california new year's day tradition. can you believe it's been 135 years of the rose parade? it begins in, what, just about

coronado. >> i wonder where you can watch it. wait, right here on nbc bay area. as lauren mentioned, at 8:00 this morning. >> how convenient. >> isn't that great? let's check in with our own weather and kari. >> we've been saying, okay, it's cold there, but that's in our standards, right? so we're all bundled up. it's 40s this morning to start out here as well as southern california. we're also seeing the low clouds that have been drifting by and in some spots low visibility as well. we've seen that in parts of the tri-valley, where visibility drops down to a quarter mile or less. we've also had some dense fog in parts of the north bay. so just a heads up that if you are in those areas, you do need to slow it down. we're going to be in between weather systems today, so it's nice and dry. we're headed for a beautiful sunny afternoon, but things change starting tomorrow once that storm system off the coast starts to move in, and it starts out with light rain early tomorrow morning. then a break by late morning.

then the heavier activity picking up for tomorrow evening, parts of the north bay will start to see the heavier rain moving in around 7:00 to 8:00. and then moving into the rest of the bay area, possibly even some thunderstorms as well. between tomorrow evening and wednesday, we have the possibility of picking up on another half to three-quarters of an inch of rainfall. we know the ground is already pretty saturated, and that may cause some brief street flooding and some flooding in low-lying areas. watching out for that. but then we also have more storms ahead going into the weekend, between friday and saturday more rain coming in, as well as some cold temperatures. then that may affect some of your saturday plans, but sunday is looking dry, and then possibly more rain and sierra snow for next week. now, the snow has been a big issue because statewide we're only at 28% on average of our normal sierra snowpack.

and think back to a year ago. we were getting a lot of storms already at this point, and we were at 163% of normal. we are going to see some snow to help make up on some of the lack of snowfall, the big events we've seen so far, possibly with three storms coming our way. we may see 34 inches of snow in kingvale. we're going to see rain moving in tomorrow and then moving out on wednesday. thursday the dry. rain on friday and saturday. every few days we'll see new storm systems coming in. >> a weather roller coaster. kari, thanks. today we'll be dry, maybe get a kick-start on those new year's resolution to get fit. head out for a hike in one of many of california's state parks. the system offers more than what are called first day parks.

welcome back. we are moving you forward with a look at the top stories of this first day of the year on "today in the bay." breaking news, a series of strong earthquakes centered just off the coast of japan hit early this morning, one of them reaching a magnitude 7.6 and triggering a tsunami warning. video capturing the moment it hit. we are told that about 32,000 buildings have lost power.

japan's prime minister says crews will work swiftly to examine the extent of damage and injuries. and also breaking, a young man is dead after a horrific fireworks accident. overnight on treasure island. "today in the bay"'s bob redell is live on the island. remind us what happened here. >> reporter: good morning to you, scott. a witness tells us there was a group of young people letting off fireworks that he describes as mortars, when one of these young people was injured. it happened around 12:40 this morning, just after the countdown to 2024, new year's eve. in the video, a woman can be heard crying and yelling, where is my baby, where is he, while a body lay underneath a yellow tarp nearby. this fireworks accident happened outside apartments here on treasure island at exposition and gateview drives. the witness tells us he heard an older adult telling the young people to stop lighting the fireworks because it was getting out of hand. after that, the witness heard an explosion and screams.
